On May 19th the AFCCRE organizes a European conference in
Orleans in partnership with the regional council Centre-Val de
Loire, the regional network Centraider and the French National
Centre of Territorial Public service (CNFPT), and with the support
of the French Development Agency (AFD). The objective will be
to exchange on the possible solutions development cooperation
public policies can provide to the issues we face in our territories.

Development cooperation partnerships:
ok, but for what purpose?
In a European context characterized by severe pressure on public
finances and governance reforms, notably at the local level,
and coming elections with a high degree of uncertainty, notably
because of the rise of extremism, the international action of local
and regional authorities is likely to be questioned, even more when
it comes to solidarity.
Promoting values, providing solutions to the
issues we face in our territories:
ambitious objectives which need to be
reaffirmed and clarified
Although it accounts for a relatively small part of local budgets,
this public policy should be ambitious in the objectives it aims to
achieve, because it has a real capacity to contribute to providing
solutions to numerous issues we face in our territories: social
cohesion, citizen participation, inclusive governance, territorial
animation, reinforcement of the international perspective of
people – especially youth – and of all stakeholders in a given
territory, underline the territorial dimension of environmental
stakes.

A positive impact to identify and value
These objectives are well-known and shared by all the
stakeholders who take part in development cooperation
partnerships. However, the challenge usually lies in the
capacity to clearly identify and highlight the added value such
partnerships can bring to our territories. An opening session
followed by workshops will aim at capitalizing on participants’
experience in order to build up collectively a set of arguments
so as to facilitate public awareness raising on the positive
impact of development cooperation policies on our territories.
Who is this conference aimed at?
The target audience is European local and regional elected
representatives and officers who are in charge of development
cooperation programs and policies.

On what values are development cooperation partnerships built on? What is
their legitimacy? What do they aim at? How are local stakeholders involved in
their development? And in their implementation? What is the added value for
our territories? Can they provide solutions to the issues we face in our territories
when it comes to reinforcing citizen participation, education or the international
perspective of people and stakeholders in a given territory?
These are many questions which require a collective answer to build up a set
of arguments. Following the opening session, the workshops will enable all
participants to share their views and best practices.
