2. Clearances from the Regional Trial Court (RTC) and Municipal/ Metropolitan Trial Court (MTC) or Sandigan Bayan
(Requirements for MTC & RTC: Photocopy of Residence Certificate, Brgy. Clearance, 2x2 Picture, Valid ID and Authorization Letter)
3 Neuro-Psychiatric Clearance from the PNP Health Service at NHQ-PNP, Camp Crame or in PNP Regional Offices
4. Drug Test Clearance from the PNP Crime Laboratory at the NHQ-PNP, Camp Crame or in PNP Regional Offices
5. Gun Safety and Responsible Gun Ownership Seminar Certificate from a PNP FEO Accredited Gun Club
6. National Police Clearance or PNP Regional Intelligence Division (RID) Clearance
(Requirements for RID Clearance: Photocopy of Residence Certificate (Cedula), Brgy. Clearance, Police Clearance, NBI Clearance,
RTC, MTC and One pc. 1x1 Picture)
7. NSO Birth Certificate – simply call NSO Hotline at (02) 737-11-11
8. Proof of Latest Billing – address similar to the Application to Own and Possess Firearms and Registration of Firearms
9. Two (2) Valid Government-Issued IDs
10. Six (6) pieces 2x2 ID pictures
11. Proof of Income: Income Tax Return

SEC and/or DTI for new applicants, if he
is juridical person;
4. Certified true copy of Articles of
Incorporation and its By-Law, if the
applicant is a corporation, or Copy of
Articles of Partnership if the applicant is a
Stockholder;
5. Certificate of Registration of the Business,
if applicant is a single proprietorship, and
certificate from the City or Municipal
Treasurer stating the capital invested in
the business;
6. “Detail” and “Location” Plans of the
magazine where the explosive will be

11. Endorsement from PD & C, ROPD if Provincial
Applicant, while, NCR applicants shall file/submit
their application through the Chief, FED, PNP.

Shooting Range/Gun Club Accreditation
1. Letter Request from Gun Club President
(Addressed to Chief, PNP Attn: C, FEO);
2. Photocopies of the member's Firearms
License/Registration Cards or FEO-FIMS
verification result signed by Chief, Record
Sec., FEO;
3. List of Members (Minimum of fifteen (15)
Registered Firearm Holder);
4. Clearances (Individual Clearances from the
Directorate for Intelligence (DI), PNP or from
the Regional Intelligence Division (RID),
PRO;
5. Security and Exchange Commission (SEC)
Registration;
6. Articles of Incorporation and By- Laws;
7. Location map/plan of gun club office and
shooting range (for the Shooting Range:
preferably actual & real day time view from
Google Map covering 1,000 meters by 1,000
meters perimeter;
8. Photos of burglar and fire proof vault for
armory (the vault must be made of
reinforced concrete with a minimum floor
space of four (4) square meters and a height
of at least two (2) meters with combination
lock);
9. Recommendation from Provincial Director or
City Director;
2) Mining/Quarrying Companiespermanent concrete magazine is
required.
3) Logging Companies- permanent
concrete magazine is required.
4) Blasting Contractors- either use
of PNP Provincial Offices
explosives magazine or Portable
Magazines in the project sites as
authorized by the PD, PPO where
the project is located.
7. NBI Clearance of the person applying for
license; and
8. New applicants are required to submit
certified true copies of Registration from
SEC and its Articles of Incorporation and
By-Laws.
Documentary Requirements:
Firecrackers/Pyrotechnics Retailers:
1. Letter request of the retailer. (Stating the
Purpose of Application);
2. Original Police Clearance from place of
residence of applicant;
3. Original Mayor’s Permit (Business Permit) –
specifically stated to sell FC/PD;
4. Authenticated photocopy of valid
Dealer’s/Manufacturer’s License of Firecrackers/
Pyrotechnics source;
5. Authorization/Certification of valid
Dealer’s/Manufacturer’s License of Firecrackers/
Pyrotechnics source; and
6. FC/PD Retailer License Fee (Php1,000.00).
10. Mayor's Permit/ Clearance (approval to
establish a Gun Club and operate a
Shooting Range);
11. Security Survey Report from PNP-PPO/City
Police Office or Station Commander if within
the NCR (must be stating that the range is
secured from outside threat or insurgency
attack and conformed/recommended by its
Director/COP);
12. Inspection Report (To be conducted by FEO
personnel or Regional/Provincial FESAG
Officer);
13. Photos of Gun Club Office and Shooting
Range (with captions and showing the
adequate toilet facilities for both sexes for
the comfort of shooters, First Aid kits,
Registry Book for all admission into shooting
range and Club Identification or guest
cards);
14. Photos of unloading/loading area or safety
area and Gun Safety Rules posted at the
Range (must be posted in every bay for the
guidance and reminders among shooters);
15. Photocopy/s of Certificate of Attendance of
FEO accredited Instructor/s and Range
Safety Officer/s; and
16. LBP Special Bank Receipt (SBR) and Order
of Payment (OP)
