As this article is being written, preparations are underway for our Annual Meeting and Election of Officers in March.
This year’s election will be the first time our election will be conducted online (E-Voting). Details with information and
instructions to Rancho Vistoso Community membership of how to use the system are contained in this newsletter as well
as mailings to owners during February.
The Annual Meeting is scheduled for Thursday March 26, 2015 with sign-in at 5:30 pm, and call to order at 6:00 PM. The
meeting will again be held in Sun City – Social Hall 1495 E. Rancho Vistoso Blvd.
The upcoming election for Board Members is a significant component of our Annual Meeting. Homeowners have a right
and a responsibility to their community to cast an informed vote.
This year we have four board seats up for election, three (3) single-family and one (1) multi-family. If you are unable to be
in attendance personally, please be sure to vote electronically or send in an absentee ballot as they are used to meet quorum
requirements contained in our governing documents to legally conduct business during our Annual meeting.
By now, you have already received your 2015 Annual Meeting information with candidate bios and instructions on how to
vote electronically, or with a paper ballot. Please review the biographies and select the best suited candidate for election to
the Board. Your vote is very crucial. It determines who will be sanctioned to serve on the Board and that in turn will impact
the direction our community takes going forward. These volunteers will tirelessly serve our community and make decisions
on your behalf.
I hope to see many of you in attendance at our Annual meeting and want to remind you that our community runs primarily
on volunteers. We are blessed to have our current group, and will continue to look for new volunteers to staff committee
activity. Sign up sheets will be available at the meeting. If you have some extra time and are looking for a more direct way to
influence the direction of your community, this is a rewarding way to accomplish that - thanks in advance for considering
community involvement.

Vistoso Community Association reminds homeowners: ‘Don’t forget to vote!’
As a Homeowner in Vistoso Community Association, you will be receiving your Annual meeting notice and your ballot
for the 2015 Homeowner’s election and approval of the minutes from the 2014 Annual Meeting. Please take a few moments
to look over the annual meeting minutes that need approval and vote for the Board of Director candidate if you are in the
Single Family or Multi-Family Representative section. The Commercial Representative Board of Director’s seat is not up for
election this year, but please send back your ballot voting on the annual meeting minutes. If you do not receive your ballot
and annual meeting notice please notify Associa Arizona at 742-5674 in order to make arrangements to obtain another
ballot. If for any reason you don’t want to vote by mail, you may join us at the Annual meeting on March 26, 2015 at Sun City
Mountain Vista Recreation Center - Social Hall, Papago room and vote in person at the Annual meeting. The candidates
will be allowed to address the residents at the annual meeting prior to casting your ballot, so if you would like to get to know
the candidates, cast your ballot at the annual meeting.
Remember, we need your vote to insure we have a quorum to validate the election process.

Information for the Community
This is not about whether one is for or against the Town of Oro Valley owning and running a golf course business. It’s about how
it came to be.
Town Officials and HSL Properties negotiated an agreement to acquire the Hilton golf course properties, tennis courts, swimming
pool and clubhouse for $1M. In addition, HSL negotiated a contract with Troon Golf to manage the 3 golf course properties.
The proposed purchase of these amenities became an agenda item at the December Council Meeting. The agenda item passed
with a 4-3 vote. Additionally, this included a 4-3 vote on the approval of implementing an increase to the Transaction Privilege
Tax (sales tax) from 2% to 2.5%. This income is earmarked to cover the expenses to acquire the facilities. Ever since then a
firestorm of activity has risen from parties both for and against the acquisition. Some people feel due process was not observed,
while others are happy with the approved acquisition.
The item could have been presented to the residents of Oro Valley differently; some thoughts to that are as follows:
It may have been more palatable had HSL Properties presented their thoughts in an open meeting and explained their proposal
on record. This being the desire to purchase Hilton Conquistador properties, but also wanting to divest themselves of the golf
courses, tennis courts, swimming pool and club house. Then offer the sale of these amenities for $1M giving the town the first
right of refusal.
In this case, Council would have had the opportunity to direct Parks and Recreation to conduct meetings with various subject
matter experts to evaluate the possibility of buying these assets. Several meetings could have been scheduled to address the
following:
Regarding the actual golf courses:
1. Assess the golf courses to see what kind of work would be needed to get them back into an acceptable playing shape.
2. Assess and get estimates of cost for what type of repairs which may be needed, such as an irrigation system repair and/or
overhaul?
3. Have professionals inspect the clubhouse to see if there are major construction requirements to bring them into 2015 code
compliance.
4. Hire an architect to see what would be an ideal plan to turn the existing building from a restaurant, meeting rooms, club
house and locker rooms to a community center, still keeping in mind the space needed for the pro shop and golf cart storage.
What would the cost be?
5. Assess the condition of the golf carts? Are they on a lease? If so, when does it expire?
6. Regarding the operations:
7. Invite multiple Park and Recreation Directors in for talks relative to their golf operation and how they run the business.
What do they and the PGA see as the serious issues facing golf now and in the future?
8. Invite 2-3 golf management companies in to see what they have to offer and their costs. This would give the Town an option
and perhaps save costs.
9. Assess what rates the town would be able to charge locals and out-of-towners for golf in order to still be competitive with
Tucson City Golf.
10. Would the town need a subsidy for the proper operation of the golf courses?
11. Create a viable business plan.
12. Hold multiple town hall meetings in order to digest the gathered information so concerned citizens may give appropriate feedback.
A different approach to this matter may have resulted in a more healthy resolution towards an issue that is now a hot button item
for both sides of the issue.

Amphi STEM School
The AMPHI STEM School development is being monitored by the Board of Directors and Associa Arizona. The next meeting
is to occur in March at Iron Ridge High School, but there isn’t an official date and time to announce. The Board will continue to
feed the community with information about upcoming meetings and locations. The District intends to break ground in August
of 2015, so there will many informational opportunities coming.

TUCSON HOSPITALS UNITE TO
PREVENT STROKES
FREE Stroke Screenings Available in April
Tucson, Ariz. – April 6, 2015 – According to the Centers
for Disease Control and prevention, nearly 800,000
Americans suffer a stroke each year. Stroke is one of
America’s top killers, taking a life every 4 minutes in the
United States. Those who survive may have significant
physical and mental deficiencies. So, if you could avoid
having a stroke, wouldn’t you?
In an effort to educate the community on stroke prevention,
area hospitals are once again partnering this spring
to provide FREE stroke screenings to the public on
Saturday, April 18, 2015 from 8:00 a.m. to 12:00 p.m.
The event, called StrokeCheck, is in its 12th year in Tucson.
On April 18, the public is encouraged to just “walkin” to a participating hospital for a brief, but valuable
stroke screening. Results of the 45-minute evaluation
are evaluated on site and discussed privately with the
participant immediately afterward.
Participating hospitals include Carondelet St. Joseph’s
Hospital, Carondelet St. Mary’s Hospital, Northwest
Medical Center, Oro Valley Hospital, Tucson Medical
Center, The University of Arizona Medical Center and The
University of Arizona Medical Center South Campus. Other
partners in this community-wide effort include Tucson
Stroke Leadership Group, Inc., HealthSouth, and the
local chapter of the American Heart Association/American
Stroke Association.

Construction Begins March 2, 2015
The Town of Oro Valley has been planning and preparing to install a traffic
signal at the intersection of Rancho Vistoso Blvd and Vistoso Highlands
Drive. Improvements will include the installation of a Traffic Signal at
the intersection of Rancho Vistoso Blvd. and Vistoso Highlands Dr., with
protected left-turns on Rancho Vistoso Blvd. crosswalks, pushbuttons, and
pedestrian signals with man/hand symbols and numbers to countdown the
walk time allowing crossing in all directions. Additional pushbuttons will be
installed in the medians on Rancho Vistoso Blvd. for added safety.
A new six foot wide sidewalk will be installed on the East side of Rancho
Vistoso Blvd. for 225 feet South of Vistoso Highlands Dr. and approximately
1400 feet North to Morning Vista Dr.
The improvements were driven by many factors, foremost safety; but more
specifically the traffic volumes on Rancho Vistoso Blvd., pedestrian volumes
in the area, speeds on Rancho Vistoso Blvd. and constituent requests.
What can you expect? There will be traffic control near and around that
intersection for approximately 90-days which is the length of the project.
This may include road closures and/or detours for those people who utilize
Vistoso Highlands Dr. The bike lanes will be closed during construction nor
will there be any pedestrian access.
