Capital budgeting is the art of allocating scarce capital
in order to generate the best returns as defined by
your organization’s strategy and mission. Every
enterprise unit seeks capital investment for growth
with only so much cash to go around. Investments in
risk management are often hobbled in this process.
Their returns may be limited, difficult to quantify, or
achieved only over a long period of time. In addition,
often left out of the equation are the risks associated
with the other investment options. In fact, what may
appear to be a no-brainer investment could turn into
a disaster without appropriate consideration for its

Every health care chief risk officer expresses concern
over three issues: mergers and acquisitions (M&As),
litigation, and acquiring physician practices. First,
consider the $52.9 billion in health care M&A in the last
quarter of 2013. This should have you asking: What does
this mean for the health care clinically integrated system
and how is M&A exposure rolled into my organization?
Then, determine if recent class action suits jeopardize
your organization’s integrity and when you should

administrators (TPAs). Claims-provider consolidation
and convergence makes fundamental the need
to ensure value from TPA risk partners. Explore
important elements of a request for proposal (RFP),
system requirements, TPA use of third parties, fee
transparency, and a specimen scorecard for evaluating
performance. And learn how to ensure seasoned
claims professionals are assigned to your program.

How wonderful would it be to self-administer workers’
compensation and liability claims? You could focus
on reducing costs and improving your program. True,
self-administration can be great, but the road there
is not always smooth. Using the recent transition to
self-administration at Publix as a case study, work
through the challenges, including technology,
staffing, regulations, the litigation environment,
and carrier relationships. Review a multidisciplinary
approach, involving risk management, IT strategy,
corporate compliance, and human resources as
