Passports are a request to foreign governments to permit you to travel, and also allow you to re-enter the United States. They provide proof of U.S. citizenship at home and around the world. What is a U.S. Passport Book and Passport Card? A passport, book, or card is proof of identity and U.S. citizenship. The passport book can be used for all international travel: air, land, or sea. The passport card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda, at land border crossings or sea ports-of-entry. It cannot be used for international air travel. The wallet-size passport card is convenient and less expensive than the passport book. Whether you plan to apply for a passport book, passport card, or both, submitting your passport application is easy. The U.S. Postal Service® makes it convenient to apply for your passport. Visit travel.state.gov or contact the National Passport Information Center (NPIC) at 877-487-2778 or TDD/TTY 888-874-7793 for more information on how to apply for a passport. Visit usps.com/passport to locate a Post Office™ near you that offers passport services. Passport and International Travel Tips: Apply as early as possible before a trip. Check the expiration date of your passport well in advance of your departure date. Some countries may not permit you to enter if your passport will expire in six months or less. U.S. passports are issued to adults for 10 years and children under the age of 16 for five years. Passport forms can be filled out online and printed from travel.state.gov or obtained at your local Passport Application Acceptance Facility. Before traveling abroad, copy the identification page in case your passport is lost or stolen. If your passport is lost or stolen abroad, report the loss immediately to local police authorities and the nearest U.S. embassy or consulate. Visit the Country Information pages on travel.state.gov to learn about the countries in which you are traveling. Register for the Smart Traveler Enrollment Program (STEP) at step.state.gov. When you sign up, you will automatically receive the most current information the State Department compiles about the country where you will be traveling or living. You will also receive updates, including Travel Warnings and Travel Alerts (where appropriate). — Retail Services, Retail and Customer Service Operations, 4-16-15 4 Policies, Procedures, and Forms Updates postal bulletin 22413 (4-16-15) Policies, Procedures, and Forms Updates Manuals DMM Clarification: Freely Associated States Pricing Effective April 26, 2015, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) section 608.2.0, Domestic Mail, to provide a clarification on the pricing of mail originating in the Freely Associated States (Republic of the Marshall Islands, Federated States of Micronesia, and Republic of Palau). 608 DMM 608.2.0, Domestic Mail, states that mail originating in the Freely Associated States for delivery within, among, and between the Freely Associated States and the United States of America, its territories and possessions, APOs, FPOs, DPOs, and the United Nations, NY, is treated as if it were domestic mail for classification purposes. However, pricing on items originating in the Freely Associated States is subject to an amount established in the Compacts of Free Association between the U.S. Government and each of the Freely Associated State’s governments. On March 19, 2015, the mailing restrictions for Freely Associated States were listed in the Pull-Out section of Postal Bulletin issue 22411; this information will be updated periodically. Mail addressed to Freely Associated States is subject to certain conditions or restrictions of mailing regarding content, preparation, and handling. The FAS table outlines the conditions as listed by each affected FAS ZIP Code™ through the use of footnoted mailing restrictions codes. The Postal Service expects mailers to find this information helpful as they prepare shipments to these locations. The Postal Service provided advance notice of the redesign of commercial reshipment services and an introduction to PFS Commercial in Federal Register Docket No: 2013-27728 (available at www.gpo.gov) with a subsequent phased approach as new features could be made available. The initial phase was implemented January 23, 2014, [Postal Bulletin issue 22381], followed by a second payment phase implemented September 7, 2014, [FR Doc No: 2014-17138], which activated the enrollment and postage and fee payments for PFS Commercial for customers desiring shipments sent by Priority Mail Express™ through the Business Customer Gateway. This article serves to implement an additional payment phase for customers using a PostalOne!® permit account for Priority Mail® shipments, to now enroll and pay applicable postage online. As a result, these customers will no longer be required to request these services in writing to the Postmaster. Except for customers using USPS® Corporate Accounts (USPSCAs) for Priority Mail Express shipments established through their local Postmaster, all new and existing PFS Commercial customers can enroll and renew online through the Business Customer Gateway at https:// gateway.usps.com/eAdmin/view/signin. Although this enhancement will not be published in the DMM until April 26, 2015, these standards are effective immediately. * * * * * 6 Policies, Procedures, and Forms Updates postal bulletin 22413 (4-16-15) Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) * 500 * * * * * * * * * Mailer Services * 3.0 * Additional Mailing Services * 507 * * Premium Forwarding Services * * * * * 3.3 Premium Forwarding Service Commercial 3.3.1 Description [Revise the text of 3.3.1 to read as follows:] Premium Forwarding Service Commercial (PFS Commercial) provides business commercial customers the option to have USPS gather their mail addressed to business PO Boxes (including Caller Service) or business street addresses within the same servicing postal facility, and dispatch the mail as Priority Mail Express or Priority Mail shipments to a new address in bulk. Customers must establish a service agreement with the USPS and pay an annual enrollment fee and the applicable postage for the class of mail desired for the shipments. See Notice 123 — Price List. 3.3.2 Authorization [Revise the text of 3.3.2 to read as follows:] Commercial customers may establish PFS Commercial service through the Business Customer Gateway for shipments selected, as desired, as Priority Mail Express or Priority Mail. Requests must specify the business PO Boxes (or Caller Service) or business street delivery addresses, destination address, frequency (Monday through Saturday), and the postage payment method (see 3.3.3b). For customers using Priority Mail Express and paying postage through a USPSCA (corporate account), the enrollment request may be made in writing to the Postmaster at the origin Post Office. Service is activated upon approval by the Postmaster for the origin office. 3.3.3 Additional Conditions [Revise the text of 3.3.3 to read as follows:] Only the authorized recipient (or legal agent) of the business’ (or organization’s) mail may activate the request for PFS Commercial service. PFS Commercial service agreements are subject to these additional standards: a. Customers must pay an annual enrollment fee to establish service, regardless of the number of individual business PO Boxes, Caller Service numbers, or business street delivery addresses included for each servicing Post Office. The enrollment fee is refundable only if the request is denied. b. For requests made in writing to the origin Post Office, the annual enrollment fee may be paid at a retail Post Office location, station, or branch; the applicable Priority Mail Express postage for each shipment container is paid using the customer’s USPSCA. For requests made through the Business Customer Gateway, the annual enrollment fee and applicable Priority Mail Express or Priority Mail postage for each shipment container is paid using an eVS account linked to the Centralized Account Processing System (CAPS). c. Regardless of payment method chosen, the postage is charged per shipment container as follows: 1. A sack or tray box and its contents are considered one piece for calculation of the price of postage and must not exceed 70 pounds. Postage is calculated by the weight of the container and the zone, based on the ZIP Code of the servicing Post Office and the delivery address for the shipment, minus the tare weight. 2. A Flat Rate envelope and its contents are considered one piece for the applicable Flat Rate price. d. If no mail is collected for a shipment on a designated frequency day, no postage is charged. e. Except under 3.3.3g, the following products may be included in a PFS Commercial service container: Priority Mail, First-Class Mail, and First-Class Package Service pieces. f. The mailer must keep a postage-due merchandise return service (MRS) account or business reply mail (BRM) account at the originating postal facility where the PO Box or business street address is located. Any short paid, MRS, or BRM pieces will be charged to the mailer’s account prior to shipment. The customer’s application must include confirmation that such an account exists. g. Priority Mail Express, or mailpieces with USPS Tracking, Certified Mail, COD, insurance, Signature Confirmation, or Adult Signature are shipped to the destination delivery office Postmaster separately, for proper handling. h. Registered Mail is not eligible for PFS Commercial service. i. Business customers may terminate their PFS Commercial service agreement, effective 24 hours after the USPS receives the customer’s written notice of termination at the serving Post Office or through the Business Customer Gateway. The customer must pay all postage and fees as applicable for any shipments already scheduled before termination of service is made effective. Policies, Procedures, and Forms Updates j. USPS may terminate a customer’s PFS Commercial service agreement, effective 24 hours after the customer receives written notice of termination from the serving Post Office. Termination is based upon the customer's failure to pay postage and fees, failure to meet the standards for PFS Commercial service, or when there is substantial reason to believe that the service is being or will be used for unlawful activities (in these cases, less than the 24-hour effective period may be granted by USPS). The customer may appeal this termination of services to the manager, Post Of- postal bulletin 22413 (4-16-15) 7 fice Operations, but must pay for all postage and fees as applicable for any service provided during the appeal period. * * * * * We will incorporate these revisions into the April update of the online DMM, which is available via Postal Explorer® at http://pe.usps.com. — Product Classification, Pricing, 4-16-15 ELM Revision: Back Pay Limitations Exception: Postal Service employees eligible for veterans’ preference are not required to make reasonable efforts to obtain other employment while pursuing an administrative appeal with the Merit Systems Protection Board (MSPB). Effective April 16, 2015, the Postal Service™ is revising the Employee and Labor Relations Manual (ELM) section 436.2 to clarify the exception which allows uncapped annual leave to be recredited, relative to the processing of a back pay claim. * * * * * Employee and Labor Relations Manuals (ELM) * 4 * * * * * * Pay Administration * 430 * * c. No back pay is allowed for any period during which the person was not ready, willing, and able to perform the duties of the Postal Service position. d. Exception: Uncapped annual leave is credited, if ordered, by the Equal Employment Opportunity Commission or for employees eligible for veterans’ preference by the MSPB. Any amount that the employee earned in new employment or in an enlarged part-time employment to replace Postal Service employment must be determined and offset against the amount of the reimbursement to which he or she would be entitled. b. Back pay is allowed, unless otherwise specified in the appropriate award or decision, provided the employee has made reasonable efforts to obtain other employment, as follows (see also 436.42f). (1) Job applicants not hired by the Postal Service must immediately make reasonable efforts to obtain other employment. (2) Separated employees, or employees on indefinite suspension, are allowed 45 days before they must make reasonable efforts to obtain other employment. e. The employee is not entitled to: (1) increases in pay resulting from deferment of step increases due to unsatisfactory service or (2) salary increases resulting from ranking action. f. Guidelines for Finalizing Medal of Honor: Vietnam War Stamps Pictorial Postmark Art ©2015 USPS On May 25, 2015, in Washington, DC, the U.S. Postal Service® will issue Medal of Honor: Vietnam War FirstClass Mail® Forever® stamps, in three designs, in a pressure-sensitive adhesive (PSA) prestige folio of 24 stamps (Item 589700). The stamps will go on sale nationwide May 25, 2015. In October 2014, the U.S. Postal Service invited the last living Vietnam War Medal of Honor recipients to join in honoring the extraordinary courage of every member awarded the medal for their valorous actions during the war. The first and fourth pages of this four-page prestige folio display photographs of the 48 living recipients of the Medal of Honor from the Vietnam War who agreed to be part of this issuance. The photographs on each of these pages surround a group of 12 Forever stamps (24 total), consisting of three different designs, one for each version of the Medal of Honor: that of the Army, the Navy (also presented to members of the Marine Corps), and the Air Force. Page two contains a short piece of text and a key to the individuals pictured. Page three features an alphabetical listing of those individuals who agreed to be included and of the deceased Medal of Honor recipients from the Vietnam War. Art director Antonio Alcalá designed the prestige folio and the stamps, working with photographs of the medals by Richard Frasier. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks. People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date. All requests must include a stamped envelope or postcard bearing at least the minimum First-Class Mail® postage. Items submitted for postmark may not include postage issued after the date of the requested postmark. Such items will be returned unserviced. Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail. All postmark requests should go to the first-day-ofissue city. The first-day-of-issue city Post Office will then forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices. Digital Color Postmarks Only select stamp issues offer a digital color postmark. Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recommends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment. The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute traditional black rubber postmarks if use of nonspecified 46 Organization Information postal bulletin 22413 (4-16-15) envelopes results in poor image quality or damage to equipment. Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their canceled items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first-day-of- issue digital color postmark to the corresponding city of issuance.
