Estimados delegados, observadores y faculties:
Reciban primeramente un cordial saludo de ¡Paz y Bien!
Con gran satisfacción les damos la bienvenida a la Segunda Edición Intercolegial del
San Antonio de la Florida Model of United Nations. Es para nosotros un gran honor contar con
su presencia en esta edición. Durante tres días, procuraremos ofrecerles la mejor experiencia
posible en SAFMUN 2015, sobre todo en la calidad de los comités, donde hemos invertido
esfuerzo y dedicación para que nuestro modelo cumpla su objetivo fundamental: transmitir
conocimientos, experiencias y herramientas para formarnos como los agentes de cambio en el
mundo de hoy.
No es secreta para nadie la difícil situación tanto nacional como internacional en la que
hemos nacido, crecido y continuaremos desenvolviéndonos durante nuestra vida, pero esperamos
que, mediante el crecimiento personal que adquieran dentro de este modelo, puedan conseguir
modificar esa realidad, y que no solo sean personas plenas en su vida, sino que puedan
multiplicar esa plenitud en otros para lograr cambios en la sociedad, para que poco a poco se
transforme en lo que todos anhelamos: un mundo mejor al que tenemos.
En esta edición se trabajará con diversos tema tanto actuales como históricos e inclusive
futurísticos, que esperamos sean de su agrado y les sirvan de aprendizaje, que puedan
disfrutarlos al máximo, y más que nada, que SAFMUN 2015 les deje un muy buen recuerdo que
los anime a seguir participando en las ediciones de los años venideros.
Sin más que añadir les deseamos el mayor éxito durante su participación y quedamos a

LETTER FROM THE CHAIR
Dear Delegates,
Receive a warm welcome to the 2nd San Antonio de la Florida Model United
Nations (SAFMUN 2015) from the Organizing Committee and who will have the honor to
guide you during the working sessions of the United States Department of Homeland
Security, as discussion’s moderators.
For us the announcement of this committee is an enormous challenge, given its
importance in the battle against terrorism and to guarantee the safety of the most powerful
nation in the world, motivating us to do our best to ensure that at the end of the model, we
present concrete solutions to solve the issues to consider.
We are convinced that you, in your condition of member of the U.S. Department of
Homeland Security will use the tools of dialogue, conciliation and negotiation to bring your
different positions in order to reach agreements and lead us to the success of the
committee. As moderator team we have a great responsibility, but we must not forget that
delegates are who set the tone of the discussion and, therefore, their preparation,
creativity, eloquence, willingness and ability to work will be needed in the whole process to
be held during the three days of the model.
As members of the U.S. Department of Homeland Security, we must be aware of
the importance of our decisions on the safety of our nation for the next three days. We also
hope that these discussions reflect what we will be able to do when we assume our
positions as leaders and agents of change in our country. If we face the possibility of being
much more than professionals in the future, we will have fulfilled the main objective of
SAFMUN 2015.

STRUCTURE OF THE COMMITTEE:
The United States Department of Homeland Security, founded on November 25th, 2.002
and located in Washington D.C., is the cabinet department of the United States Federal
Government charged with the responsibility of protecting the United States and its territories from
terrorist attacks and natural disasters.
The U.S. Secretary of Homeland Security and the U.S. Deputy Secretary of Homeland
Security will work as discussion’s moderators. As in every normal discussion in the real
Department of Homeland Security, both of them will have the right to vote, following their political
position, whenever they consider it appropriate.
The committee shall proceed in a constant Moderated Caucus. However, a Simple Caucus
will be also in order if the chair considers it appropriate. Delegates don’t need to bring a position
paper, but everyone shall establish his point of view about the topic in the first session. English is
going to be the official language in this committee.
