APPLICATION FORM FOR WDA SCHOLARSHIP AND BCA FUNDING
Eligibility For WDA Scholarship And BCA Funding
a) The Scholarship is awarded by the Singapore Workforce Development Agency (WDA) under
the Skills Training for Excellence Programme (STEP) and the BCA Funding is awarded by
the Building and Construction Authority (BCA).
b) The applicant must be a Singapore Citizen to qualify for the WDA Scholarship. To be eligible for
the BCA Funding, the applicant must be a Singapore Citizen or a Singapore Permanent
Resident.
c) Applicants can be Professionals, Managers, and Executives (PMEs) working in the built
environment industry and seeking to upgrade their skills, or PMEs currently employed in
industries other than built environment industry but seeking to acquire new skills and switch
careers to the built environment industry.
d) Applicant can be either self-sponsored or company-sponsored. Employers who intend to
sponsor their eligible staff to be trained under this scheme must have the requisite plans in place
to identify, develop and groom their high potential employees.
Availability of WDA Scholarship and BCA Funding
There are limited placements. The award of WDA Scholarship and BCA Funding will be at the
discretion of WDA and BCA.
a) For WDA Scholarship Scheme, the subsidy level is:
 90% of course fee (excluding GST) for Singapore Citizens only.
b) For BCA Funding Scheme, the subsidy level are:
 40% of course fee (excluding GST) for Singapore Citizens; and
 25% of course fee (excluding GST) for Singapore Permanent Residents.
WDA Scholarship and BCA Funding offered are subjected to the respective selection criteria.
Shortlisted candidates will be required to attend an interview conducted by the Selection Committee.
Only successful candidates will be offered the WDA Scholarship or BCA Funding.
Course Fee Payable
The full course fee for the entire MSc programme is S$ 27,820 (including 7% GST) per person.
For participants who are granted the WDA Scholarship or BCA Funding, the net payable course fee
is as follows:

Application Instructions
This Application Form must be duly completed and accompanied by the following supporting
documents:

a) Photocopy of NRIC;
b) Photocopy of Passport for Singapore Permanent Resident;
c) A letter from Applicant’s employer certifying Applicant’s current designation, job functions
and date of joining the organisation; and
d) Curriculum Vitae (CV) of Applicant.

CONDITIONS TIED TO WDA SCHOLARSHIP AND BCA FUNDING
a) Applicant must achieve at least 75% class attendance for every module.
b) Applicant must participate in all surveys as required by WDA and BCA before, during and after
the completion of the course.
c) Applicant must inform BCA promptly whenever there is a change in their personal or
employment status/details including job scope, career progression, salary, job performance
records and course grades whenever applicable.
d) Applicant must sign a Letter of Undertaking (LOU) to serve a Minimum Service Period (MSP) of
24 months within the built environment industry (or at least employed in a job that is relevant to
the scope of his study) upon successful attainment of the MSc qualification.
e) For Self-Sponsored Applicants, the Applicants must provide 2 sureties to stand as guarantors
(who must be Singapore Citizen or Singapore Permanent Resident). At least one of the
guarantors must be a family member. The guarantors must be above 21 years of age and be in
full-time employment.
f)
For company-sponsored applicants, the sponsoring organisation must have the requisite plans
in place to identify, develop and groom their sponsored employee. Sponsoring organisation shall
identify the career progression of their sponsored employee and have the necessary support
systems in place to appraise, coach / mentor and groom them to achieve the career
development milestones.
g) For company-sponsored applicants, the sponsoring organisation must, upon approval of this
application, submit to BCA documentary proof to the satisfaction of BCA signed by the Applicant
evidencing the Applicant’s intention to remain in their employment for a Minimum Service Period
of 24 months upon successful attainment of the MSc qualification.
h) In the event that a recipient of WDA Scholarship or BCA Funding changes employer during the
course of study or during MSP, the recipient must notify BCA Academy in writing within 1 week
upon commencement of their new employment. In addition, for company-sponsored WDA
Scholarship or BCA Funding recipient, the new employer is required to sign a similar letter of
undertaking for WDA Scholarship or BCA Funding whichever is applicable;
i)
In the event of unsuccessful completion and attainment of the MSc qualifications, or nonfulfillment of MSP, BCA shall recover the amount of the funding provided to Applicant from the
company for company-sponsored Applicants, or from the Applicants or Guarantors for SelfSponsored Applicants.

c) We accept that the application for WDA Scholarship and BCA Funding is subject to WDA’s and
BCA’s discretion.
d) We agree that BCA shall have the right to revoke the WDA Scholarship and BCA Funding if the
Applicant fails to meet any of the funding criteria, conditions or requirements set out in this
Application Form, before, during or after the completion of the course. In the event of such
revocation, BCA reserves the right to recover fully the subsidised amount from the Applicant or
Guarantors (for self-sponsored applicant) or the sponsoring organization (for companysponsored applicant).
