Bilirakis is a Republican from Palm Harbor, representing Florida’s 12th Congressional District, which includes all of Pasco and northern parts of Pinellas and Hillsborough counties. He was first elected to Congress on November 7, 2006, and is currently serving his fifth term in the United States House of Representatives. As a young boy, Gus learned the importance of public service from his father, Michael Bilirakis, who represented Florida’s Ninth Congressional District from 1983 to 2006. The elder Bilirakis also instilled in his son a pride in the family’s Greek heritage, which Gus proudly carries into his career today. Gus serves on the Energy and Commerce Committee and is Vice-Chairman of the Veterans’ Affairs Committee. He is Chair of the Veterans’ Affairs Task Force for the Republican Policy Committee, Co-Chairman of the Military Veterans Caucus and Co-Chairman of the Congressional Hellenic-Israel Alliance. Working in a bipartisan manner, his main priorities include controlling government spending, creating jobs for middle class Americans, finding ways for government to operate smaller and smarter, and lowering taxes. He is also committed to strengthening homeland security, improving education, increasing access to quality health care, protecting veterans’ benefits, and ensuring the long-term viability of Social Security and Medicare. The Energy and Commerce Committee is the longest-standing committee in the U.S. House of Representatives. As the only Florida Republican on the Committee, Gus continues to be a strong voice for Florida, and his roles on the Health, Commerce, Manufacturing and Trade, and Communications and Technology Subcommittees are highly beneficial for our state. With the fourth largest GDP, Florida is an important and robust economic engine that should carry great consideration when Congress examines ways we can drive this economy forward. Our state also has the greatest proportion of residents 65 years and older, making it even more important for Congress to ensure a quality and affordable healthcare system for current and future generations. Finally, with the highest per capita residential electricity demand, Florida has a vested interest in ensuring our country becomes more energy independent and has reliable access to a broad array of energy sources. Gus is also known for his work on behalf of veterans. In his role as Vice-Chairman of the Veterans’ Affairs Committee and a member of the Health Subcommittee, Gus continues to ensure our nation’s heroes remain a top priority. In addition, Congressman Bilirakis is fighting to bring additional health care resources to Florida and the Twelfth Congressional District. Since coming to Congress, he has worked with local and national VA officials to expand the Pasco County VA Outpatient Clinic and bring additional health care services, such as dental care and mental health services, to area veterans. He also has visited the James Haley VA Medical Center (VAMC), meeting with the medical center staff and veterans to discuss the care and services provided at the VAMC. Prior to being elected to Congress, Gus served four terms in the Florida House of Representatives (1998-2006), where he chaired several prominent panels, including Crime Prevention, Public Safety Appropriations, and the Economic Development, Trade and Banking Committee. While in Tallahassee, he won bipartisan acclaim for his leadership on efforts to make communities safer, improve transportation, reform government, recognize the sacrifices of America’s veterans and expand the role community health centers play in making health care more available to lower-income individuals. During this time, he also served as Senior Partner at the Bilirakis Law Group in Holiday, Florida, where he specialized in wills, trusts, and estate planning. Gus earned a Bachelor of Arts degree from the University of Florida in 1986 and a J.D. from Stetson University in 1989. He interned for President Ronald Reagan and the National Republican Congressional Committee, and worked for former U.S. Representative Don Sundquist (R-TN). He also currently teaches government classes at St. Petersburg College. His experience covers planning, procurement, engineering, and production in both start-up companies and Fortune 50 companies, including facility layout and construction. Mike has considerable expertise in the research, development and delivery of employee training at all personnel levels. As an Army Lieutenant Colonel, he served as Faculty Director for the U.S. Army Command & General Staff College, in Fort Leavenworth, KS. Vicky Strycharske Vicky Strycharske brings nearly 20 years of Contract Specialist/Contracting Officer experience from Department of Defense, and 15 years as a Proposal Manager/Writer in the federal and state government markets to her understanding of what makes a winning proposal. She has developed winning proposals for both small businesses and Fortune 500 companies, working with clients’ technical experts to draft compelling, compliant technical proposals. Dustin Monokian Dustin Monokian is a partner in the Shutts & Bowen’s Tampa office. He has more than 10 years of experience working in private practice and government agencies as a multidisciplinary attorney, focusing on government procurement law. As a prior civilian attorney for the U.S. Department of the Navy, he gained experience in government acquisition and contract formation and administration on major weapon systems development programs. This experience includes compliance with the Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS). While at Shutts & Bowen, he has expanded his practice into the area of small business matters related to government procurement. Stacey Pierce Stacey Pierce has been with the Florida SBDC at USF since August 2013. She has more than 20 years of experience in the journalism industry. Stacey built her career in print, visual and audio communications, working from the ground up in newspapers, culminating in a Corporate Recruiter position for News Media Corporation. She has also built yearbook, print magazine, and online news programs for local high schools. Stacey earned her bachelor’s in Management with a concentration in Human Resources from Huron University and a master’s in Digital Journalism and Design from University of South Florida St. Petersburg. She holds a professional teaching license for the State of Florida and Certified Journalism Educator and Certified Marketing Executive certifications. She is also an Adobe Certified Associate in Visual Communication and Print and Digital Media Publication. She leads all marketing efforts for the Florida SBDC at USF region. Greg Sikosek Gregory Sikosek has been the Supply Chain Compliance Officer and Supplier Diversity Advocate for Raytheon Largo and St. Petersburg since 2006. She established Community Rehab Associates, Inc. (CRA) to provide special education services including speech therapy, occupational therapy, physical therapy, sign language interpreting, school psychology, and more. She holds a master’s degree in Speech Therapy. CRA values the difference they can make in improving the quality of life for children with developmental delays or disorders. It is their purpose to assist these children to function to their ideal level and collaborate with other professionals to implement these goals, whether this involves integrating them in the mainstream classroom, in an environment specialized toward their disabilities, or integrating them in the community. The benefits of the services offered through the school district trickle to the homes of the students helping other family members better communicate with these special children. Today, Kelly has more than 11 school districts in Florida, as well as on-going contracts with districts in Georgia, New Mexico, Texas, Minnesota, and Hawaii. Reaching a team of 400 therapists will allow her to double the business they do today. In the meantime, Kelly is estimating that CRA will close 2015 with $10 million in sales. R Kelly sees a long future given that school districts have the IDEA and NCLB Acts funding this type of service allowing her to review, on average, 50 opportunities a week from districts around the nation. The ultimate goal is to reach sales of $10 million over the next five years, and Mary Ellen believes they will end 2015 with more than $6 million in sales and 56 employees. Monster has grown year after year since opening their doors. Achilles sees the staff as an extension of his family. Today’s MTP has a growing family of almost 40 members. Part of the success of MTP is having a team that is passionate about career, relationship with clients, and community. Achilles recognizes that his success in life, personal and business, is all about the people. They are working on cross training their team so that they can increase the number of projects they take, reduce the need for overtime work and the associated costs of their current structure. Mike and Travis are working with a local technical/trade school in creating a curriculum that will produce the next generation of plumbers. Monster Transmission & Performance (MTP) is a seller and re-manufacturer of transmissions, whose “Trans-Mission” Statement is to provide the highest quality products and service to every client, every time. The Monster team completely rebuilds and tests every single transmission before it leaves their building. Monster uses a Chassis-Dyno where they put each Monster Transmission through a “real-world” testing experience, in an effort to give their clients peace of mind. The use of this technology made them pioneers in the industry. Monster specializes in transmissions for Ford, Chevy, and Chrysler muscle cars. They pride themselves in using U.S.-made parts. R Mike and Mary Ellen credit a competitor with giving them the first contract for a project too small for them, but perfect for MP. With two employees and work for four months the MP team started establishing their name in Tampa Bay. Today MP does 40 percent residential plumbing work, 40 percent new construction and 20 percent sales from repairs. In addition, their son Travis is the general manager and daughter Janine is their office manager in charge of HR, payroll, A/P and A/R manager. Sometimes family history sets the plan for the future without anyone suspecting. This is the case for Achilles Thomas, grandson of Achilles Koulouvaris, an entrepreneur in the automotive field. Koulouvaris always encouraged his children and grandchildren to go into business for themselves. In January of 2003, he and his family decided to put all he had learned, formally and informally, to work in his own business. At that time, the 20-year-old entrepreneur sought out the guidance of his parents Curt and Emily, who became part owners of the company, along with the technical skills of his younger brother Robert, to help start the business. FLO Specialized in service and repair, new construction and remodels, Meares Plumbing (MP) has been a family-owned and operated company since the doors opened in 1989. Mike and Mary Ellen Meares started the company with one truck and one plumber. Although it started small, Mike had big plans that started with putting the customer first and providing the best quality plumbing work in the Tampa Bay area.
