A It ›.. _ 20.4 sl N'ai V -THE CORPORATION OF THE TOWN OF COBOURG - COMMITTEE OF THE WHOLE te0,0 4,,, k3 Report Well 0 COBOU RG TO: Mayor and Council Members FROM: Marina Manager, Paul Gauthier DATE OF MEETING: March 30, 2015 TITLE / SUBJECT: Single Wall Fuel Line Replacement REPORT DATE: March 13, 2015 File # 1.0 RECOMMENDATION That Council pre-approve $60,000 capital expenditure for replacement of single wall piping between fuel storage tanks and fuel dispenser with double wall piping and upgrade of monitoring system to accommodate additional sump sensors. This will be a sole source contract with GV Mitchell Maintenance who looks after the town's pump maintenance and TSSA reporting. There are a very limited number of companies who offer these services and are appropriately licensed, we are a very small operation and often they only service larger contracts. 2.0 ORIGIN Amendment FS-209-14 to the Liquid Fuels Handling Code requires the removal of foot or Seney valves from single wall suction systems such as that which exist at Cobourg Marina. 3.0 BACKGROUND a) The Fuel Storage and dispensing system located at the Marina consist of one 10,000 liter double wall fiberglass diesel bulk storage tank and one 15,000 liter double wall fiberglass gasoline bulk storage tank. b) Diesel and gasoline product is transferred from the bulk storage tanks to the dispenser located on the fuel dock through fiberglass single wall underground pipes. The product is transported by means of a suction system. c) The marina fuel handling system has a foot or Seney valve which prevents the fuel in the lines from siphoning back into each of the storage tanks. . d) Loss of fuel in the lines will cause the dispenser to lose its prime. The loss of prime will require that a certified technician be retained to prime the system in order for the dispenser to operate each time this event occurs. . e) The recommended solution is to replace the single wall pipes between the storage tanks and dispenser replaced with double walled pipe. This will eliminate the need to remove the foot or Seney valve. 1 f) This directive must be complied with prior to the fuel storage and dispensing system can be operated. 4.0 ANALYSIS Equipment delivery is expected to take 2 to 4 weeks from time of order. In order to have the work completed in time for the start of the boating season approval of this capital expense is requested at this time. If the work is not completed prior to opening it is expected that issues such as the following to occur: a) Repeated service calls by a certified technician to prime the fuel handling system will incur additional operating cost. b) Lengthy delays for fuel are anticipated to cause significant customer dissatisfaction amongst both transient and seasonal customers and possible loss of business. 5.0 FINANCIAL IMPLICATIONS From the 2014 Capital budget there is approximately $130,000 remaining in an account earmarked for Fuel Docks, at this time staff suggests using this unused capital for this project and setting an appropriate amount for the other fuel dock work in the 2015 Capital budget.. 6.0 CONCLUSION It is recommended that council approve the funding of this capital expense to facilitate completion of the required work in time for the 2015 boating season Title: Chief Administrative Officer Signing Official: Stephen Peacock Signature: ■ ef r■pr Director Manager • Page 2 / ' ti Date: , I Bill Watson Paul Gauthier w 11441k,
