ClubGolf Development Fund
AIM
The ClubGolf Development Fund has been established to support those clubs and facilities engaged
with the programme to accelerate progress in introducing children to golf in a structured and fun
environment. Details of eligible projects are provided below and are guided by ClubGolf’s Vision to
create golfing opportunity for every child in Scotland, to support their development to lay strong
foundations for the future health of our clubs and Scottish performances on the world stage. The fund
has been created by combining contributions from ClubGolf Scotland Ltd (CSL) and The Golf
Foundation (GF).
PRINCIPLES
1.
Proposed projects must align to the Strategic aims of ClubGolf (Scotland) Ltd (CSL), namely:

The opportunity for every child in Scotland to experience golf by the time they are nine years old
More children playing golf and more active junior golf club members
A large pool of well coached young golfers from which more talented players will emerge
A quality coaching workforce at the heart of junior golf in Scotland
A nationwide network of facilities that ensures every child has the opportunity to progress
2.
With reference to the strategic goals above, priority will be given to projects where outcomes
are aligned to the retention of children playing golf and especially to more active junior golf club
members.
3.
Only projects aimed at generating sustainable benefits will be eligible.
4.
Awards will not be made where the sole outcome is a reduction in ongoing revenue costs.
5.
Clubs submitting applications must meet all Primary criteria outlined below and ideally, also
meet Secondary criteria.
6.
Awards will be made to a maximum of 50% of the total project cost.
7.
Awards up to a maximum of £500 will be made (where VAT can be reclaimed, VAT must be
excluded from the amount claimed).
8.
CSL and the GF reserve the right to fund less than 50% of the total project cost and/or less
than £500.
9.
Value in Kind will only be considered as part of the overall cost of a project in exceptional
circumstances (e.g. volunteer labour, supply of materials).
10.
Applications can be submitted for more than one project at a time, up to a maximum total of
£500.
11.
Applications for funding may not be made for costs already incurred on a project, and
applications will only be considered for projects that start within 6 months of this application.
12.
Subsequent applications will be reviewed in the light of previous awards.
13.
CSL and the GF will assess applications in accordance with the principles outlined above and
the criteria outlined below. CSL and the GF reserve the right to accept or reject applications at
their discretion.

CRITERIA
The following are lists of criteria against which applications will be assessed. Primary criteria are
essential and Secondary criteria are desirable.
Primary criteria (essential requirements):
•
The Club/Facility must be a current ClubGolf Delivery Centre
•
The Club must be live on the Central Database of Handicaps (CDH) (SGU/SLGA Affiliated
clubs only) (Exception: where a club is applying separately to the SGU Club Development
Fund for IT equipment to enable achievement of this criterion)
•
The Club/Facility must have provided up-to-date detailed information to their ClubGolf
Regional Manager on their coaching programme and junior membership at the club
•
The Club must provide a copy of its constitution/Articles and a copy of the most recent
audited accounts
•
The Club must self-declare that it meets the following criteria:
o The Club has an up-to-date constitution
o The Club is financially solvent
o The Club welcomes children at any age and to join the club by at latest 9
years of age (SGU/SLGA Affiliated clubs only)
o The Club provides competitive opportunity to junior members
o The Club is compliant with The Equality Act 2010
o The Club has a Junior Section, Junior Convenor and Child Protection
Officer and Policy
o The Club/Facility will ensure all coaches are licensed by the Professional
Golfers Association
o The Club encourages its coaching personnel (Pro and/or volunteer) to
attend/receive CPD and/or mentoring.
o The Club must be up to date with subscription payments to SGU and/or
SLGA (SGU/SLGA affiliated clubs only)
o The Club/Facility has an up-to-date disciplinary procedure in place
Secondary Criteria (against which an application will also be assessed):
o The Club/Facility is engaged in the SGU/SLGA Club Governance &
Business Planning Review Process (where applicable)
o The Club/Facility circulates the SGU Committee Update to committee
members (where applicable)
o The Club utilises XactAdvice, some similar service (Health & Safety and
Employment Law) or has the appropriate procedures in place
o The Club/Facility utilises the Tourism Monitor and Benchmarking Service
(where applicable) (Exception: where a club is applying separately to the
SGU Club Development Fund for IT equipment to enable achievement of
this criterion)

PROJECTS
The following is a non-exhaustive list of projects that are eligible:
•
Year-Round Activity (e.g.ClubGolf related Winter activity such as facility hire, ball hire,
transportation costs. Excluded: payment of coaching fees – see Roving Pro Fund

Coaching (e.g. cost of coach education, purchase of equipment to enable coaching activity at
clubs, accommodation for Volunteers attending Level 2 coach education)
•
Junior Membership Activity (junior membership retention and recruitment activity, Junior Open
Days, marketing and promotion)
•
Events (Travel costs to get children and convenors to major spectator events e.g. Scottish
Open)
PROCESS
•
Clubs are required to complete the application form below.
•
Applications must bear the names of 2 Club/Facility representatives and submitted, preferably
electronically, to their ClubGolf Regional Manager for verification.
•
Applications will be considered by representatives of CSL and the GF.
•
Clubs in receipt of funding must afford appropriate acknowledgement to ClubGolf and the Golf
Foundation through any press releases, web sites and printed material.
•
Clubs in receipt of funding will be required to complete a brief evaluation form, providing detail
of how the money was used and the outcomes.
•
Funds will be paid to the main bank account of the club (and not to individuals). Payments will
be via BACS wherever possible and if not, by cheque. Payments will be made upon
production of a completed evaluation (forms will be provided) and copies of relevant receipts.
