Whist we have historically specialised in forensic analysis and claims preparation we also

Bernie Elsey Jr – Managing Director Sebenico Group
Bernie is a Project Management Specialist with fifteen years of project controls and
commercial management experience spanning the Mining, Civil, Marine and Commercial
Building sectors in Australia and Asia. His experience includes working within direct
construction, EPCM and client environments assisting teams with set up, maintenance and
claims analysis of new and existing major projects. Applying fundamental project control
skills and commercial acumen, Bernie has saved for his clients tens of millions of dollars on
projects which would otherwise have been wasted through inefficient set-up and other
failures to anticipate emerging problems. Bernie is a passionate advocate and
skilled practitioner of detailed earned value management principles, management
software and “no-surprises” risk and opportunity forecasting. Combining this with his
ability to place high calibre connections into key strategic positions ensures his clients are
always well informed and achieve the greatest success possible.

Malcolm Walker - Director of Sebenico ATSI – Indigenous Engagement
A well respected elder of the Gurang Gurang people of the Curtis Coast,
Gladstone. Malcolm’s song-line extends Australia-wide to many aboriginal communities. He
ensures that Sebenico’s clients, partners and employees always pay respect to the traditional
owners of this land, their cultures, and to the elders both past and present. Malcolm has
extensive and successful experience across a wide range of projects and operations in the
public infrastructure, mine infrastructure and heavy manufacturing sectors. He appreciates
that indigenous and industrial disputes can seriously impact the successful planning,
execution and completion of projects – in terms of commercial reward, political compliance
and timely completion. Combining his understanding for commercial viability and his
dedicated focus on indigenous employment and training will assist in addressing social and
economic issues common to all projects in the Queensland region.
Ross Remeeus – Field Coordinator – Indigenous Engagement
Highly proficient, motivated individual with an exemplary track record of success in safety
and regulatory compliance gained through hands-on and practical experience in hazardous,
high risk environments. An unorthodox professional with a verifiable track record for the
successful completion of a diverse range of civil construction projects in challenging
locations. Demonstrated ability to provide specific, innovative and resourceful solutions that
result in efficiency and cost savings. Overcomes seemingly insurmountable challenges by
utilising creative problem solving and troubleshooting skills. Ross leads by example and wins

Michael Newman – Senior Forensic Planner
Michael is a fully qualified Civil Engineer and a Member of the Institute of Engineers
Australia. He is experienced in all aspects of rail, building, infrastructure, mining as well as
oil & gas projects for both private and public sector projects. Michael’s engineering
background, and established on-site practical planning, cost management and tendering
experience has rewarded him with senior planning and Project Controls Management
positions on some of the highest profile engineering projects in the world to be realised in the
last 20 years. Michael’s most recent roles in Claims and delay analysis complements the
proven tendering & on-site project delivery experience to now be able to offer the full suite of
planning & project controls skills.
Jeff Pang – Policy Manager – Indigenous Engagement and Training
Jeff has extensive experience as policy and workforce analyst for Queensland Industry Skill
Bodies (ISBs). The reports he has generated have assisted the Queensland Government with
informed strategic decision making such as the Skills Commission review of Industry Skills
Bodies. Jeff has also a strong background in workforce planning and development. He has
conducted enterprise workforce planning for clients such as QGC, CS Energy, Ergon,
Energex, and the Electrical Contractors Association. Jeff is currently a member of the South
Australian Chamber of Mining and Energy (SACOME) and was previously a member on the
Nuclear Engineering Panel for Engineering Australia. Jeff’s workforce research on the
energy sector has been published in international academic journals and industry
publications.

Steve Emery – Senior Project Manager
Steve is a project management professional with over 27 years diverse experience in both the
domestic and international construction and engineering industry. His experience is spread
across many sectors including water and wastewater infrastructure, dams, bridges, pipelines,
rail, power station infrastructure, marine infrastructure and pipejacking. He has delivered
projects under various delivery mechanisms such as alliance, PPP, design and construct, and
hard dollar construct only arrangements. Through these arrangements, and having been
involved in a number of Early Contractor Involvement (ECI) bids, Steve fully understands
projects from the client perspective and strives always to ensure client satisfaction. Steve is
available to provide full construction and engineering services for any project, large or small,
and has a network of construction professionals that can be called upon if required to
compliment the staffing arrangements for those projects.
Tom Cooper – Mining and Quarry Manager
Highly skilled Mining and Quarry Manager with over 12+ years experience in Open Cut
operations for both clients and contractors across multiple commodities i.e. gold, nickel,
copper, iron ore, coal and lead. Quantifiable track record of leading large teams to achieve
performance and production objectives. Proven champion of Zero Harm, with a thorough
knowledge of applicable Acts and Regulations. Strong risk-management focus, with the
confidence needed to identify and deal with small and large issues. Proven leader of
contractors and staff, building performance-driven teams and managing operating budgets up
to $300 million per annum.

Michael Walsh – Senior Project Manager
Michael is an experienced EPCM Project Manager and a qualified Mechanical Engineer with
extensive experience in oil and gas and nuclear industries. He has worked in the Coal Seam
Gas industry across all phases of upstream projects from conceptual and detailed design
through to site construction and commissioning of facilities. He has extensive experience
project managing large teams in the design and construction of gas compressor stations, gas
gathering systems, steel pipelines and associated infrastructure. Success has come through
disciplined implementation and application of proven project management methodologies
and controls to achieve excellent project outcomes and excellent leadership skills in his field.
He has extensive estimating and contract experience, managing complex project contracts.
Michael worked for 17 years in the Nuclear industry, has worked in the French nuclear
research program and CERN. He set up the operational organisation for Australia’s only
nuclear research reactor and managed the commissioning of the reactor.
Joseph Wallace - Indigenous Project Manager
A well educated and respected member of the Juru people, Joseph possess a strong
background in stakeholder relationships and the development and implementation of
initiatives, which encompasses all facets such as negotiations and project management with
Indigenous communities, Indigenous Organisations and Indigenous Councils. Joe is well
aware of the need for proper negotiation and consultation with local communities and
businesses. He is a hands-on leader who possesses many field tickets and qualifications in the
mining and construction heavy industries. His field experience combined with his business,
cultural, training and negotiation skills enables him to oversee and manage all areas of
the Sebenico ATSI business.

Roger Burns - Head of Estimating
With over thirty-five years in the civil, mining and infrastructure industries Roger has
significant experience with Rail, Bridges, Tunnels, DMR maintenance and highways,
earthworks, coal, gas, dams, mining, piling and pipelines. As a Senior Estimator, using the
Candy software system Roger has had extended exposure to Tender/Budget preparation,
Construction Methodology and alternatives, Cost Planning, Resource Management, Cash
Flow, Subcontract Adjudication, Project Quantities and Variations. Over time he has
established a large database of resources and Macro formulae for both direct and indirect
project evaluations. This enables him to provide speedy and accurate appraisals.
Andrew Ng – Commercial Manager, Project Controls Expert
Andrew is a project management, contracts and claims professional who thrives on the
delivery of high risk high value (HRHV) industrial, commercial, healthcare, energy,
resources and rail projects in Asia and Oceania. In the realms of project management tools,
he is a veteran of ERP and other applications esp. SAP, Aconex, Cheops, Primavera, Acumen
and CMS. That however has not stopped him from up-skilling himself with the likes of VICO
Office and other applications for 5D Modelling and merging of BIM/Schedule/Cost
functions. Over the thirty plus years of consulting at corporate level he has also amassed a
wide range of knowledge and experience on international laws & regulations on arbitrations,
cyber-security, Sarbanes Oxley, Dodd Frank, FCPA and other governance issues.

Andrew Roberts – Risk, HR/IR and Team Building Facilitator
Andrew is a people and performance leader who is creative, humorous, courageous, flexible
and values focussed. His goal is to help both individuals and organisations grow and
succeed, capable and motivated to reward what is right, change what is wrong and align
teams and groups to a single purpose. He is able to do this through HR/IR, OHS, change and
OD contexts corporately and in major project delivery. With 32 years’ experience (including
special operations in policing and military contexts), his interpersonal skills allows for the
resolution of complex problems with minimal fuss and disruption. Andrew combines his
substantial experience with specific qualifications that connects leadership skills with risk
management and professional learning. Andrew can deal with team alignment, employee
relations issues, design and deliver training/learning strategies, facilitate, mediate and lead
complex investigations. This represents a proactive and reactive skill set necessary in any
project or corporate setting.
Jim Ferguson – Ground Engineering and Piling Consultant
A world authority in the piling and foundation industry Jim has worked on some of the most
complex piling projects in the world. Jim brings to the group over forty five years of
foundation experience specialising in value engineering, management and supervision of
bored, secant and driven piles, diaphragm walls and ground compaction. He regularly speaks
at engineering conferences and is regarded as one of the best ground engineering consultants
in South East Asia. Jim is not one to rest on his laurels and is constantly striving for
improvements in technology, safety and production.

Troy Lee – Commercial Manager, Contract Specialist
A Senior Contracts Manager with a proven track record in Commercial, Procurement,
Contract Management, Negotiation and Dispute resolution within the project infrastructure,
construction and resource sectors in Australia, South Africa and PNG. Troy has extensive
experience with Government Alliance frameworks in Coal Seam Gas, Coal, Gold, Copper,
Water Treatment and Agriculture principally for client side tier one mining and resource
companies. Troy is a passionate claims preparation specialist with qualifications
in Construction Law (Adjudication BCIPA), Business Administration and Project
Management.
Jennifer Wyatt – Construction Claims Specialist
Jennifer is a chartered quantity surveyor with more than 20 years national and international
experience, including extensive time on-site in a contracting environment. She has held
senior positions with two leading international contractors, a leading specialist subcontractor
and an international construction contracts consulting firm. She is a registered adjudicator
in Queensland and a graded arbitrator and accredited mediator. Jennifer Wyatt provides
independent advice and assistance to clients in the construction, building and civil
engineering industries. Her recommendations are focused on being practical and impartial,
based on a strong working knowledge of contract standard forms, the relevant law in
Queensland and NSW (Building & Construction Industry Payments Act 2004, QBCC Act,
Subcontractors’ Charges Act & the Commercial & Consumer Tribunal Act, Building and
Construction Industry Security of Payment Act NSW) and their collective interpretation.
