Current situation with DTT
switchover in CIS
Continuous lack of definitive legislation.
Expanding DTT network (1 mux) in Belarus from 51% to ~88%
Launch of nation-wide broadcasting (1 mux) in Russia. About 1000 TS are being putting into
operation in 2010.
Launch DTT pilot and approving the State Program of DTT introduction in Tadzhikistan.
Inconsiderable extending of DTT network in Ukraine, Moldova, Azerbaijan.
Extending DTT network on 2 MUXes (12 services each) in Uzbekistan.
The Parliament of Armenia approved the amendment to the law on TV and radio and defined to finish
the DTT switchover by 20.07.2013. Tender on 18 DTT licenses (for broadcasters) had to be
announced in July 2010.

Current status and weaknesses of DTT introduction in Ukraine
10 DTT TV services are in Odessa and Zhytomir regions in operation.
25 DTT TV services are in operation in Kyiv (4 MUX).
DTT network (1 multiplex) for 9 regional centres is not in operation since January 2010.
Absence of information campaign causes inconsiderable grows of DTT viewers (around 30-40
thousands) even in Kyiv (4 providers offer 25 TV services).
Main reason of DTT slow development in 2008 – 2010 is absence of proper licensing.

Opportunities and doubts of DTT
introduction
On October, 27 the National Television and Radio Broadcasting Council of Ukraine (NTVCU),
according to President’s of Ukraine order, has taken a radical decision:
To restart introduction of DVB-T (MPEG-4) network with MUX: МХ-1, МХ-2, МХ-3, МХ-5 during
2010-2011.
Previous decision of NTVCU about TV services and multiplex allocation has been cancelled.
Announced invite bids for provider’s license is continuing until 27.11.2010.
Main requirements for candidates:
Putting into operation nation-wide DVB-T (MPEG-4) network, including 4 multiplexes with at least 32
TV services free to view or free to air during 2010 – 2011.
Having a bank guarantee for financial investment capability in 2011 the sum of ~91 million EUR for
nation-wide DVB network building.
NTVCU should determine some aspects of future activities with companies UDTVN and Ether: the MX-4
and MX-6 nationwide DVB-T and DVB-H licenses holders because:
• MX-4 frequency resources have not been used from the beginning of 2008, MX-6 - from the end of
2008;
• Both license holders have not started creating DVB-T/H network yet.
With 3 license holders for regional experimental DVB-T broadcasting in Kyiv.
Most experts believe that it is unlikely to complete the roll-out of nationwide DVB-T network in
Ukraine (95% DVB-T coverage) on 4 multiplexes even during 2 years, due to frequency limitation,
difficulties in project development and its realisation.

Current status of DTT introduction
In 2010 Rollout of DTT network on MUX1 with ~1000 TXs is continuing very strictly but with some
delays compared to the plan.
Authorities decided to integrate pilot regional DTT networks (more than 10) into governmental nationwide one (MUX1). This is to speed up the DVB-T network roll-out on MUX1.
In April 2010 DVB-H service started in Moscow after 2 years of suspension. Ministry of
communication and mass communications (Ministry) allowed this DVB-H service to be only as
experimental.
The government decided to allocate financial aid for information campaign through TV, radio, Internet,
(EUR 1.8 mln. in 2010). The campaign starts at the end of autumn 2010 with its total budget
amounting to EUR 43 mln.
Before the end of 2011 the Ministry is planning to define
the allocation of TV & radio services in additional MUX2,
MUX3.
Technical projects of MX1, MX2, MX3 TXs foresee the
possibility of installing antennas and other transmitting
equipment for wireless communication (incl. GSM,
broadband services etc.)..

Conclusions:
Main reason of slow DVB-T implementation during 2008 – 2009 and partially 2010 is delay of
licensing process and inactivity of authorities in Ukraine and the other post-Soviet countries except
Russia, Belarus and Uzbekistan.
