PREFACE
In 2002, the United States Congress passed the Help America Vote Act,
which encouraged election jurisdictions to move toward using electronic
voting systems. For the 2013 Municipal Elections, the City of Los Angeles,
Office of the City Clerk - Election Division will continue to use the InkaVote
Plus electronic voting system. The InkaVote Plus Voting System is an
enhancement to the InkaVote Paper Ballot Voting system used in Los
Angeles since March 2005.
On Election Day, voters will:
1. Mark their ballot using an InkaVote Vote Recorder and an InkaVote
Marking Pen.
2. The voter will then insert his or her ballot into the Precinct Ballot
Reader (PBR). The PBR checks ballots for overvotes (more
selections than a contest allows) and for completely blank ballots and
notifies the Voter. A distinct advantage of using the PBR is that
voting errors can be detected and corrected by the voter, ensuring
that each vote counts.
3. The Audio Ballot Booth (ABB) will also be available for use. This
component allows voters with special needs such as physical
disabilities, visual impairments, or reading impediments to vote
privately and independently by using an audio headset and a simple
keypad. In addition, voters who are limited English proficient may
choose to vote an Audio Ballot in Chinese (Cantonese or Mandarin),
Hindi, Japanese, Korean, Spanish, Tagalog, Thai, or Vietnamese.
While voters are familiar with the InkaVote Vote Recorder, the PBR and the
ABB, some voters may still be intimidated by the equipment. As a Precinct
Board Member, your role is to promote and encourage use of the voting
system and assure all voters that the equipment is there to help them and
protect their vote.

ASSEMBLING THE INKAVOTE PLUS
STEP ONE:
Remove the PBR cover from the unit and set aside. You will not need
this cover until you pack up the PBR.
STEP TWO:
With the other Precinct Board Members witnessing, verify that no ballots
are in the Ballot Box. Assemble the InkaVote Plus System near the
Official Table. Before placing the PBR on top of the Ballot Box, turn the
Ballot Box lid over and open the sliding door.

STEP THREE:
With one person on each side, using the two hand-slots on each side of
the PBR, lift and place the unit on top of the Ballot Box. The PBR will fit
securely inside the Ballot Box Lid Guards. The RED ARROW on the side
of the PBR should point to the RED ARROW on the same side of the
Ballot Box when it is assembled correctly.

Lock the Ballot Box with the plastic blue Ballot Box Lock provided in the
Small Supply Box.

The PBR Blue Tie Strap (found in the Clear Supply Bag) is used to
secure the PBR to the Ballot Box.

STEP SIX:
To set up the ABB, open the ABB “suitcase” and remove the leg
components. Once all the leg components are removed, close the
“suitcase” and turn it over on its top so that the leg insert slots are face
up.

STEP SEVEN:
ASSEMBLE THE LEGS.
First, straighten the roped legs.
Second, insert the short rod into the curved rod, locking the safety locks
into place.

STEP EIGHT:
Insert the legs into the ABB. The curved legs fit into the slots at the front
of the ABB, angled outwards. The straight legs fit into the slots at the
back. Push down and slightly twist each leg until it snuggly fits inside the
leg slots.
NOTE: If the legs are not snuggly inserted into the slot, you will
need to hold them in as you turn the ABB upright.
STEP NINE:
With the assistance of a second person, turn over, stand up, and open
the top of the ABB.
Place the ABB a few feet from the PBR and Ballot Box. Face the ABB
away from the PBR, ensuring privacy for the voter.

STEP TEN:
Tape the ABB “Point to Your Selection” sign to the inside of the ABB
cover. The sign can be found in the Large Supply Box (LSB).

STEP ELEVEN:
Unravel the audio cord. Insert the end of the audio cord into the right
side of the PBR. The yellow sticker that says “This Side Up” should be
on top. Tighten the pins on each side of the plug by twisting them
clockwise.

ACTIVATING THE INKAVOTE PLUS
STEP ONE:
Remove the PBR power cord from behind the PBR screen. Insert the
power cord into the side of the PBR (next to the audio cord) and plug the
other end into the wall. Make sure the power cord is not in the path
of travel.
NOTE: An extension cord and a three-prong adapter are provided in
your supplies for your convenience.

STEP TWO:
Find the headphones inside the ABB. Plug the headphones into the ABB
console. Locate the covers for the earpieces in the Clear Supply Bag
and put them on the headphones before they are used. Remember to
replace the earpiece covers after every use.

It will take approximately FIVE MINUTES for the PBR to start up. DO
NOT press anything. Once ready, it will tell you to insert the Precinct
Ballot Header Card (see step five).

STEP FIVE:
 Retrieve Precinct Ballot Header Card from the
Green-Striped Envelope. It will be in a blue
envelope.
 Insert the Precinct Ballot Header Card into the
yellow slot on the PBR machine.

 The PBR will print out a Zero Report and the

The Zero Report verifies that no Ballots have
been inserted into the PBR prior to the Election
(see STEP SIX for further instructions).

OPERATING THE INKAVOTE PLUS
The Ballot Box Clerk operates the unit from behind the screen, allowing
voters easy access to the yellow “Insert Ballot” slot.

NOTE: Only regularly voted ballots, including Audio Ballots, can
pass through the PBR. These are inserted by the voter
(see above).
Provisional Ballots (inside the Provisional Ballot Envelope)
and Vote-By-Mail Ballots dropped off by voters (inside the
lavender Vote-By-Mail Envelope) need to be inserted into
the SLOT labeled “BALLOTS” on the front of the Ballot
Box. These are inserted by a Precinct Board Member (see
below).

PBR SCREEN
As mentioned before, the Ballot Box Clerk will be placed behind the PBR
screen while assisting voters. The screen is divided into three main
sections:

The Ballot Box Clerk will look at the upper right-hand portion of the PBR
screen after a ballot has been inserted while the PBR checks for
Overvotes and no votes (blank ballots). This is where a “Ballot Alert” or
“Cast Ballot Successful” caption will appear.
Section Two
The upper left-hand portion of the PBR screen lists the Voting Status for
the election and has a “Close” button. Precinct Board Members do not
need to use this area of the PBR screen.
Section Three
The bottom of the PBR screen is used to activate the ABB. Please see
pages 22-24 for instructions on activating the ABB for a voter.

REGULAR BALLOT
STEP ONE:
When a voter has completed marking his or her ballot, he or she will
approach the Ballot Box. Greet the voter and ask if he or she is ready to
cast his or her ballot. Verify if he or she did indeed check the ballot to
ensure that the ovals are completely filled in. If the voter is ready, ask for
his or her ballot.
NOTE: Do NOT press “START” on the screen (pressing “START”
activates the ABB).
If you accidentally press “START,” simply press “Cancel”
to deactivate the ABB function.

STEP TWO:

GREEN. (A red light will appear for a few seconds while the
PBR is checking the ballot.)
If the red light stays on, continue voting by inserting each
voted ballot into the Ballot Box slot. Contact the Los
Angeles Office of the City Clerk - Election Division at
(866) 899-8683 to report the problem.
STEP FOUR:
If there are no errors, the screen will display “Cast Ballot Successful.”
The ballot will drop automatically into the Ballot Box.

CORRECTING AN OVERVOTED BALLOT
Any time there is an OVERVOTE the voter will be able to correct his or
her ballot.
If the voter has an OVERVOTED BALLOT and wishes to correct it, the
overvoted ballot must be spoiled and a new ballot issued to the voter.
Two rules to remember when reissuing a ballot to a voter:
1.
Write “Spoiled” on the back of the returned ballot. A majority of the
Precinct Board Members need to sign the returned ballot. Place the
spoiled ballot in the Blue and White Box. Please see page 30 in the
Precinct Board Members’ Handbook for further details.
2.
In accordance with California State and Los Angeles City Election
Codes, no voter may be issued more than three ballots. If the voter
has two overvoted ballots, ask the voter if he or she needs
assistance.

A voter may choose not to correct an overvoted ballot. In this case,
touch the OVERRIDE box on the screen and have the voter reinsert the
ballot. The voter’s ballot will drop into the Ballot Box.
NOTE: The overvoted contest(s) will not be counted, but any other
contest(s) that were correctly marked on the ballot will be
counted.

NO SELECTION/BLANK BALLOT
A voter has the option to cast a blank ballot. This means the voter makes
no selection on any of the contests, but the ballot still counts.
If the ballot is a NO SELECTION/BLANK BALLOT, two things will
happen:

CORRECTING A BLANK BALLOT
If the voter has a NO SELECTION/BLANK BALLOT and wishes to
correct it, the voter may return to an available Voting Booth with the
same ballot and vote again.
If the voter indeed wishes to cast a blank ballot, press the OVERRIDE
option and reinsert the ballot. The voter gets an “I Voted” sticker.

OPERATING THE AUDIO BALLOT BOOTH
WHO MIGHT REQUEST AN AUDIO BALLOT?
1.
Voters with visual impairments or other disabilities.
2.
Voters with limited English proficiency may choose an Audio Ballot in
English or any of the other languages mandated by the Federal
Voting Rights Act. These languages are: Chinese (Cantonese or
Mandarin), Hindi, Japanese, Korean, Spanish, Tagalog, Thai, or
Vietnamese.
STEP ONE:
To operate the ABB, the voter will use the HEADPHONES to hear the
ballot and the KEYPAD to make selections. Help the voter, if necessary.
STEP TWO:
Once the voter is ready, press START on the Audio Ballot section of the
PBR screen (bottom half of the screen).

WRITE-IN OPTION ON THE AUDIO BALLOT
A voter who uses the ABB has the option to write in a candidate. The
ABB printer will print the name of the Write-In candidate on his or her
ballot. Here is an overview of the process:
As discussed, a voter uses the keypad to navigate the ballot. He or she
will use the arrow keys to scroll through the list of candidates in a
particular contest, pressing the square key to make a selection. If the
voter scrolls past all of the names in the contest, he or she will be given
the option to write in a candidate’s name. At this point, he or she would
press the square on the keypad to choose the write in feature. The voter
will then enter the candidate’s name by scrolling through the alphabet
with the up and down arrows and choosing the appropriate letter by
pressing the square. The voter will need to repeat these steps for each
letter in the candidate’s name. Once the entire name has been entered,
the voter presses the right arrow to move on to the next contest on the
ballot.
STEP EIGHT:
The ABB will play back a summary of the voter’s selections at the end of
the ballot, including spelling out the name of any Write-In candidates.
This gives the voter the opportunity to review his or her ballot and check
for errors before it is cast. If the voter would like to make any changes to
the ballot, he or she simply uses the keypad to go through the contests
again. The voter controls when the ballot will print by pressing the
square.

STEP NINE:
Once voting is complete, a paper ballot, called the Audio Ballot, is
printed from the ABB’s printer. The voter should remove the voted ballot.
NOTE: Although the ABB machine generated the ballot, it is still
an OFFICIAL BALLOT!
STEP TEN:
The voter inserts the ballot into the PBR. Instruct the voter to insert the
ballot face down to protect the privacy of his or her vote. The voter might
need assistance inserting the ballot into the PBR.

SHUTTING DOWN THE INKAVOTE PLUS
STEP ONE:
Find the power switch above the power cord port and turn the PBR off.

Unplug the PBR power cord from the wall. Then disconnect the power cord
from the PBR. Wind up the power cord and place it behind the PBR screen.
STEP THREE:
Unscrew the pins on the audio cord by twisting counter-clockwise and
disconnect the audio cord from the PBR. Wind up the audio cord and store it
inside the ABB.
STEP FOUR:
Remove headphones. Store them inside the ABB.

STEP FIVE:
Close the ABB. Turn it upside-down to remove the legs. Disassemble the
legs and place them back in the ABB, inside the cover (see photograph).
STEP SIX:
Close the ABB, locking it with the latches located next to the handle.
STEP SEVEN:
Twist the flat end to break the PBR Blue Tie Strap. Place the PBR Blue Tie
Strap pieces in the Blue and White Box.

STEP EIGHT:
TWO PEOPLE should remove the PBR from the top of the Ballot Box.
STEP NINE:
Complete and tear off the Inspector’s Log from the back of this book, and
place inside the blue envelope found behind the PBR screen.
STEP TEN:
Place the gray cover on top of the PBR. You have now completely shut down
your InkaVote Plus System.

STEP ELEVEN:
You are now ready to break the blue Ballot Box Lock on the Ballot Box and
perform the rest of your closing duties. Twist the flat end of the blue Ballot
Box Lock to break it and place it inside the Blue and White Box.

TROUBLESHOOTING GUIDE
1. If the PBR will not accept ballots, insert voted ballots through the
slot labeled “BALLOTS” on Ballot Box.
2. Any problems with the PBR and/or ABB should be noted on the
Inspector’s Log provided at the back of this book.

GLOSSARY
AUDIO BALLOT - A paper ballot printed from the Audio Ballot Booth.
AUDIO BALLOT BOOTH (ABB) - A device that allows a voter with visual impairments or with
multilingual needs to listen to his or her ballot through a headset while making selections using
a keypad. The ABB is available for use by all voters although it is geared toward voters with
special needs.
AUDIO BALLOT BOOTH PRINTER - The printer attached to the Audio Ballot Booth that
prints the voter’s ballot.
BALLOT BOX - The black box where all voted ballots are deposited on Election Day. Before
and after the election, the Ballot Box acts as the Supply Box.
BALLOT GROUPS - Ballot groups are used to identify voting districts for City of Los Angeles
Elected Officials, and Board Members for Los Angeles Unified School (LAUSD) and Los
Angeles Community College (LACCD) Districts races. Ballot groups are used when printing
and sorting ballots, Official Sample Ballots, and other election related materials.
BALLOT READER SLOT - The yellow slot on the voter’s side of the Precinct Ballot Reader
(PBR) where voters insert their ballots.
BALLOT STUB - The top part of the ballot that is removed by the Pollworker prior to a voter
inserting his or her ballot into the PBR. This ballot stub is also removed prior to the Pollworker
inserting a voter’s ballot into a Provisional Ballot Envelope.
BLANK BALLOT - A ballot on which a voter makes no selections on any of the contests.
INKAVOTE PLUS SYSTEM - The voting equipment used at the polls on Election Day which
includes the InkaVote Recorder, Precinct Ballot Reader (PBR), and Audio Ballot Booth (ABB).
PRECINCT BALLOT HEADER CARD - The Precinct Ballot Header Card is used to load the
machine with the races and measures for the precinct. The Precinct Ballot Header Card is
inserted into the Ballot Reader Slot on the PBR before opening the polls to activate the
machine.
PRECINCT BALLOT READER (PBR) - Voting equipment used to cast votes at the polling
place which reviews the ballot for voters and alerts them to possible problems with their
ballots.
PRECINCT BALLOT READER PRINTER - The printer attached to the PBR that prints
notification slips indicating any overvotes or blank ballots. In addition, this printer prints the
Zero Report.
OVERVOTE - Casting more votes than are allowed for a contest. Overvoting will cause a
voter’s selections for that specific contest to not count, resulting in no votes cast for that
contest. The PBR will alert voters of an overvoted ballot and give them an opportunity to
correct it.
TEST AUDIO BALLOT - A blank Audio Ballot that prints from the Audio Printer upon start up.
This ballot should be voided and placed in the Blue and White Box during set-up.
ZERO REPORT - A report that is printed after the Precinct Ballot Header Card is inserted. It
should show all zeros, indicating that no ballots have been inserted into the PBR. This report
is printed from the PBR Printer.
