Introduction
Target group
This workshop will be of interest to officials from
ministries, executive agencies, regional governments and
municipalities responsible for identifying, developing,
appraising, evaluating, procuring and financing public
sector capital investment projects. It will also be of interest
to academics, private sector providers and officials in
European institutions and organisations.
Description
Making choices about public sector capital investment
projects, always complex for public authorities, is now
particularly challenging due to the crisis in public finances.
Often PPP is chosen for public sector capital investment
projects because no other option is affordable, whether or
not it was appropriate, whether or not the public sector
could procure the project effectively and sometimes
whether or not the project was worth implementing at
all. These choices often have long term service delivery
and financial consequences for public administrations.
This workshop will address financial, economic, legal and
management capacity considerations of often high profile
and politically sensitive decisions and help you make
realistic choices about developing, appraising, evaluating,
procuring and financing public sector capital investment
projects to maximise value for money in difficult times.
Participants attending this workshop will receive a copy
of ‘Public-Private Partnerships (PPP) – A Decision Maker’s
Guide’ by Michael Burnett in the workshop documentation
Learning methodology
The workshop will be based on presentations and
discussion, with an emphasis on a high level of interactivity.
Objectives
The workshop addresses four key questions crucial to
choices about investment projects:
• Is a proposed public sector capital investment project
financially viable and/or economically beneficial?
• When is PPP the right way to implement capital
investment projects?
• How should you procure complex public sector capital
investment projects?
• How can PPP projects be financed?

FACILITATOR
The workshop will be directed by Michael Burnett, a UK
Chartered Accountant, who has led EIPA’s activities in PPP
for the past eight years and has more than 20 years of
experience in PPP, public procurement and public financial
management. He is a member of the European Commission’s
Stakeholder Expert Group on Public Procurement, a member
of the Editorial Board of the European Procurement and
PPP Law Review and author of ‘Public-Private Partnerships
– A Decision-Maker’s Guide’, published by the European
Institute of Public Administration.

September at 17.00.

The seminar will be conducted in English.
Fee
The participation fee is €950 and includes documentation,
two lunches and refreshments. Accommodation and
travel costs are at the expense of the participants or their
administration.
EIPA offers its members a reduction of 10% of the
registration fee. This reduction is available to all civil
servants working for one of EIPA’s member countries (i.e.
AT, BE, BG, CY, CZ, DK, EE, FI, FR, DE, GR, HU, IE, IT, LT, LU, MT,
NL, PL, PT, ES, SE, UK) and civil servants working for an EU
institution, body or agency. Officials of the EU institutions,

Confirmation

Payment
Prior payment is a condition for participation. Please

receive an invoice for the payment of the registration
fee. For cancellations received after the closing date of
registration we will have to charge an administration fee of
€150 unless a replacement participant is found.
Cancellation policy
EIPA reserves the right to cancel the seminar up to
two weeks before the starting date. EIPA accepts no
