If each citizen practices 3R, it will contribute to garbage reduction, saving limited resources/energy and decreasing the burden on the environment such as global warming, and finally leading to the realization of a recycling society. Reduce Refuse to accept over-wrapping. Use your own bag. Don’t leave the food half-eaten. Buy just enough food to eat. Carry your chopsticks with you. ●Since June 1, 2009, many supermarkets in the city have ceased to offer free plastic grocery bags. Reuse Make use of flea markets. Repair broken items to use them again. Use refillable articles. Use returnables, such as beer- or sake- bottles. Recycle Sort strictly according to regulations. Make use of stores’ collection boxes. Join group collection of recyclable waste. Buy recyclable or eco-goods. Compost kitchen garbage. ●The City government will provide a subsidy for the purchase of a processor to make kitchen garbage into compost. (See page 19.) Mixed garbage makes mere waste, Right sorting creates resources. Much of the discarded garbage could be recycled if put out after being sorted properly. Therefore, it is necessary for you to sort garbage correctly, correctly, following the established rules. When in doubt about how to sort, please consult “The Garbage Sorting Guidebook.” ~1~ Put Out Garbage in Careful Compliance with the Rules Sort garbage carefully according to the rules. Correct sorting according to the rules will lead to garbage reduction and effective reuse of recyclable wastes. Please follow the sorting stipulations in “The Garbage Sorting Guidebook.” Please note that items put out against rules will be left uncollected. Put out garbage on designated days of the week. Please refer to “The Garbage Collection Calendar,” distributed separately to each household. The calendar is also available at the Garbage Reduction Section on the second floor of the City Hall, at city branch offices, or at your nearby community center. Put out garbage by 7:30 a. m. on collection days. To avoid biting/picking by crows/stray cats, please refrain from putting garbage out the previous night. Be sure to put it out in the morning, before 7:30 a. m. Put out garbage at designated garbage stations. Please confirm the location of your nearest station with your local community association (jichikai) and follow its instructions. Garbage left uncollected at the station. Garbage put out that is not in accordance with the rules will be left uncollected with a warning seal stuck on it (See example to the right). Please take home your uncollected garbage and put it out again correctly. ~2~ New 99-Category Sorting Starts! Starts! The Niihama City’s 9-Category Sorting System is starting on October 1, 2009. The major changes are as follows: ◇ ‘Plastics’ collection is limited to containers and packaging and is newly categorized as “Recyclable Plastic Containers & Packaging.” (Other plastics are newly categorized into “Burnable.”) ◇Former categories, “Non-burnable Dangerous items” and “Small crushable” are integrated and newly categorized as “Non-burnable.” (Of the former “Non-burnable,” incinerable materials are newly treated as “Burnable.”) ◇Bottles must be sorted according to colors and put into the appropriate container, while cans collected go into the net and ‘Dangerous items’ into the appropriate container. Therefore, items larger than 30 cm are not to be collected at the stations. (They are collected separately as “Large Trash.”) But 1.8-litter sake bottles and fluorescent lamps are exceptions, collected due to their recyclability. Check 2 Items larger than 180 cm, metal thicker than 2 mm, trees larger than 25 cm in diameter or car parts (tires, batteries) are not processed in the city’s crushing facilities. Collected burnable is incinerated at the Seiso Center, at a high temperature (~850℃) so as not to generate dioxin. The ash is sent to the Ehime Industrial Disposal Treatment Center, where it is melted into a glass substance and reused as road base materials. They may explode in a collection van or during the crushing processat the Seiso Center. It is very dangerous. *Before taking them to the assigned non-burnable station, please empty the cassettes of gas and puncture them in an open space. Cellular phones phones, PHSs PHSs Cellular phones and PHSs (and their batteries and chargers) contain rare metals such as gold, silver, cobalt, palladium, etc. So cellular-phone makers collect and recycle them themselves. Each maker collects them from stores with the logo mark shown on the right. Please take them to those stores instead of putting them out for city collection. (See p17) What will happen to the collected nonnon-burnable garbage? Collected non-burnable garbage is sorted at the Seiso Center and anything burnable is incinerated. Recyclable resources such as iron and aluminum are sent to recycling companies. Non-recyclables such as crushed ceramics are buried at the Saishu-Syobun-Jo. Cans for dried seaweed Note Remove the ring of the lid. You don’t have to remove the lid if it is difficult to do so. What happens happens to bottles and cans after they are collected? Collected bottles are separated by color and kept for a certain period after being cleaned at the Seiso Center. Bottles are sent to recycling companies and crushed into pieces. After foreign objects are removed, this is used as material for producing bottles, called cullet. The cullet is sent to bottle manufacturing factories and is made into bottles again. 90% of bottles are made from cullet. Some of the remaining cullet is recycled as insulation or for paving roads as well. Collected cans are separated into either aluminum cans or steel cans and crushed after being cleaned. Crushed aluminum cans are sent to recycling factories and melted and then become solid metal, which is used to make aluminum cans again. The energy used to make solid aluminum from aluminum cans can save 97% of the energy used in making aluminum from raw material. Crushed steel cans are sent to iron foundries and used as materials for new steel cans, cars, electric appliances, railroads, ships, buildings, and bridges. Returnable bottles such as beer bottles and 1.8 liter bottles can be reused, so return them to the shops. ~9~ Plastic beverage bottles - PET bottles *Collected twice a month *T Take them to the non-burnable station and put them directly in the net by 7:30 a.m. on the designated day. Items Never fail to remove caps because they are treated as recyclable plastic containers and packaging. Both caps and labels are recycled. Bottles Remove the caps and labels. Rinse the bottle with water. Crush the bottle. Put bottles directly into the collection net of the garbage station. Examples of PET bottles for beverages (tea, juice, mineral water, carbonated drinks, coffee, etc.) for alcohol (sake, mirin) for soy sauce, etc. What happens happens to collected PET bottles? Collected PET bottles are crushed and packed into bales at Seiso Center. Separating is important for recycling. The bales are sent to recycling companies and are made into small pieces and turned into flakes and pellets for recycling. ※ Flakes are powder of PET bottles. Pellets are what you get after flakes are melted and turned into small balls. Material recycling The flakes and pellets are used to make many kinds of things such as clothes, stationary, egg packages, bottles for detergent, PET bands, etc. Many things are made from PET bottles. From PET bottles to PET bottles After resolving flakes chemically and producing PET material and refining it into PET resin, you can make PET bottles again. The quality of this PET resin is as high as that of the PET resin produced from petroleum so that they can make bottles of the same quality. ※Fiber from PET bottles is used to make the working uniforms of city officials. If you follow the rule and there are no foreign objects in the PET bottles, it can save a lot of energy and labor at every stage of the process. It takes only five 500ml PET bottles to make a shirt. PET bottles can be efficiently recycled. Put PET bottles directly into the net and take home any bags used to carry PET bottles. Crush as much as possible because they take much space. ~ 10 ~ Old paper *Collected twice a month *Tie papers of the same kind together and take them to a garbage station for non-burnables by 7:30 a.m. of the designated days. Separate out the following special kinds of paper and dispose as burnable: photographs, wax paper, oilpaper, carbon paper, plastic or aluminum coated paper. Items Newspaper Other paper and magazines Fold to half size and tie in bundles so that you can carry them easily. Remove metal like paper clips, adhesive tapes, cellophane. Cellophane used as an “envelope window” and plastic used in the opening of a tissue box should be removed, too. Cut paper boxes open and flatten. If it is rainy on paper collection day, wait until the next collection day to put out paper. Try to make the most of the neighborhood group collection. Separate paper following the marks. Wrapping paper and paper bags. Take out as "Other paper”. Cardboard boxes. Take out as “cardboard.” Cartons Take out as “cartons.” What will happen to collected paper? Collected paper will be sold to the paper dealers and then it will be sold to paper companies. It will become pulp and be recycled. ◆Collected newspapers turn into newspapers, OA paper, notebooks, candy boxes, etc. ◆Magazines and “Other” paper are made into boxes for candies, toys, etc., and cardboard boxes. ◆Cardboard becomes cardboard and toilet paper core rolls. ◆Cartons are changed into toilet paper and tissues. Papers bearing this mark are an important resource which can be recycled so put them out as old papers not burnable. ~ 11 ~ Dangerous items *Collected four times a year. *Take them to the non-burnable garbage station and put them in the container by 7:30 a.m. on the designated days. Examples of dangerous items. *Electronic thermometers and light bulbs are treated as non-burnable. (Put them in a transparent plastic bag and put them in the container.) Return rechargeable batteries and button type batteries to an electrical electrical appliance shop as much as possible. Rechargeable batteries With the following marks: Ni-Cd Nickel-cadmium batteries Ni-MH Nickel-hydrogen batteries LI-ion Lithium-ion batteries Pb Small sealed lead batteries Rechargeable batteries contain rare metal resources such as nickel, cadmium, cobalt, and lead, which can be recycled . Put the rechargeable batteries in the recycling boxes in the appliances shops or supermarkets. *To avoid short-circuits, put Scotch tape on both the positive and negative poles. What happens happens to collected dangerous trash? Dangerous garbage is kept at the Seiso Center for a certain period and then is sent to special companies for recycling. The collected large trash is crushed and sorted at the Seiso Center. Burnable items are burned there. Resources such as iron, aluminum, and copper will be sent to a recycling company and recycled. (Free) If you are unable to take it yourself, contact a private collector licensed by the City. (There will be a charge.) There are some kinds of trash, however, that are not accepted by City Facilities. PCs sold after October, 2003, have the PC recycle mark and the recycle fee is included in the purchase price. For PCs sold before that date, you have to pay the recycle fee when taking it to the maker. Attachments (mouse, keyboard, etc.) are accepted with the PC, but peripherals (printers, scanners, etc.) are not accepted by the maker. Please use the Large Trash pick-up service if an item is more than 30cm. Some shops can delete data from old cellular phones. If you have an old cell phone, take it to a shop for recycling. Please help to recycle cellular phones and PHSs. ~ 17 ~ Disposal Methods for Home Fire Extinguishers Home fire extinguishers which have not been used are recycled by the makers under the relevant law. You can dispose of your home fire extinguishers as follows. About the way and the fee, please ask a sales agency or the manufacturer directly or apply to the ‘Eco-Cycle Center’ below. Pay the fee to the deliverer. ③ Pack the used fire extinguisher in the U-kit and ask the post office designated on the U-kit to pick it up, or take it to the nearest post office yourself. *Fire extinguishers are special high pressure containers that cannot be handled at City facilities. Disposal of Scrapped Motorcycles In October 2004, the “Motorcycle Recycling System” was started as a voluntary activity promoted principally by the nation’s motorcycle manufacturers, aimed at ① collection of abandoned motorcycles, ②reduction of waste by means of appropriate disposal, and ③effective reuse of resources. The “Motorcycle Recycling Mark” has been printed on all motorcycles sold after that date. They are recycled free of charge, as the recycle fee is included in the sales price. However, a recycle fee will be charged for motorcycles sold before that date. Motorcycle Recycling Mark A motorcycle whose body bears the same mark as shown on the left is free of recycle charge. A motorcycle whose body bears no mark as shown on the left is charged for recycle fee. Methods Methods for Disposing of a Motorcycle Taking it to a ‘Motorcycle ‘Motorcycle Recycling Dealer’ Visit a dealer’s shop displaying the sticker shown on the left. Fill in the registration form provided there and go to a post office to pay the recycle fee if necessary. Then take the motorcycle to the dealer with the payment certificate from the post office. * An additional transport fee (from the shop to the City-designated Dealer) will be charged. Dealing directly with the CityCity-designated Dealer Shikoku Kompo Unso, Ltd. Niihama-shi, Kuroshima 1-1-15 Tel: 45-2000 Visit the City-designated Dealer and fill in the registration form provided there. Go to a post office to pay the recycle fee. Then take the motorcycle to the Dealer with the payment certificate from the post office. *No additional transport fee will be charged. The recycle fee varies from ¥4,120 to ¥6,800 depending on the manufacturer. Hours: 9:30-17:00 (except Saturdays, Sundays, national holidays, year-end and new year holidays) ~ 18 ~ Kitchen Garbage Composter Subsidy About 40% of all household waste is kitchen garbage, and about 80% of kitchen garbage is water. It requires large amounts of energy to burn kitchen garbage. The City subsidizes the purchase of kitchen garbage composters in order to reduce the amount of kitchen garbage and to produce fertilizer from it. Subsidy for Promoting Group Collection of Recyclable Household Trash The City subsidizes non-governmental organizations accordingly to the amount of collection, in order to reduce and recycle trash. What is required? Your organization must be registered with City Hall by the end of May every year. 1. A group must be a non-profit organization, whose members should be Niihama residents. The number of members should be at least 20. 2. Activity Requirements ①More than 4 times a year ②Trash should be from non-business activity. ③Trash must not be collected from garbage stations. ④Recyclable trash should be delivered to a dealer within Niihama. ⑤Any expenses related to the collection should be paid by the group. What to do after collection? City Hall gives this subsidy 4 times per year, once per quarter. Please submit the “Proof of purchase of recyclable trash” issued by a recycling center dealer. The City assesses the amount of subsidy according to the certificate and gives the subsidy by the end of the next month of a fiscal quarter. mount of Subsidy The amount of the subsidy varies depending on the market price. For further details, please ask at the Garbage Reduction Section (Gomi-genryo-ka). ~ 19 ~ Prohibited Activities Dumping trash is against the law! You must follow the rules in disposing of household trash and garbage and trash from business activities. Dumping trash is banned and carries a penalty of imprisonment for up to five years or a fine of up to 10 million yen (100 million yen for companies) or both. The City patrols periodically in the areas where trash is often dumped and sets up sign boards to stop dumping. When vicious dumping of trash, or commercial or industrial waste, is found, the City informs the police and enforces a severe penalty when the dumper is identified. The City then removes the trash in cooperation with the agencies of the central and prefectural government. If you see someone illegally dumping trash, call the police and report the situation (date, place, type of trash) and the license number of the car. If it is trash from business activities, please call the “Illegal Disposal of Industrial Waste Emergency Line” of the Ehime Prefectural Government at 0120-149-530. (This is a toll-free call.) *Do not attempt to approach or speak to the dumper directly as they may be dangerous. Burning Trash in Fields is Banned! Since April 2001, burning trash in fields is prohibited because it produces air pollutants such as dioxin. Breaking this law carries a penalty of up to five years imprisonment, or a fine of up to ten million yen, or both. Exceptions are as follows: (However, if it causes too much trouble for the people in the neighborhood, the City Government will step in, giving some orders or guidance.) ○Burning trash that has been handled according to designated rules. ○Burning which is necessary to carry out traditional or religious events. (e.g., burning New Year’s decorations as a local event) ○Burning trash from forestry, fishery, or agriculture. (e.g., rice straw or trimmed branches of orange trees of agriculture or cut branches of forestry.) ○Small fires for use in everyday life. (e.g. burning wood chips for fire or campfire) For further details, please call ☎65Kankyo-hozenhozen-ka (Environmental Preservation Section). 65-1512 Kankyo- Stealing Recyclables from Trash Stations is Banned! Since October 1, 2009, Niihama City bans stealing recyclables from garbage and trash pick-up stations according the ordinance, “Niihama City ordinance regarding trash disposal and cleaning”, because old paper (newspaper) was often taken before the collecting truck arrived at the trash and garbage station. Up to ¥200,000 fine is imposed. If you see someone steal recyclables, do not warn them directly, but please call ☎65-1252 Gomi-genryo-ka (Garbage Reduction Section) to report the date, the place, and the license number.
