By: Patrick Bailey Senior Services Network Project Coordinator Human Service Levy History In the fall of 2003 2003, the passage of the Human Service Levy contained one additional mil to help address the needs of vulnerable residents. The increase in levy funding provides about 5.6 million dollars per year to help the frail elderly residents age 60+ in Montgomery County. ComCare ComCare is a program supported by Human Services Levy that provides a package of inin-home services to individuals who are frail and elderly and need support to remain in their homes homes. This program is administered by the local Area Agency on Aging Aging. ComCare Care managers work with consumers and their caregivers to develop an individualized care plan to promote independent living. Contracted providers provide in in--home services based on the assessed need and care authorization authorization. ComCare Services The menu of services available include: - personal care - homemaking - home delivered meals - adult d lt d day services i - transportation - emergency response system - medical equipment History of ComCare ComCare was developed 10 years ago to address the growing number of frail elderly who needed help to stay at home but could not meet the strict eligibility requirements of the PASSPORT program. Eligibility for ComCare Must be 60 years of age or older M t have Must h a protective t ti or intermediate i t di t level of care Must fall within the income and asset test guidelines The Typical ComCare Consumer 79 years of age Widow Wid An average monthly income of about $1,260 ComCare’s ComCare s Significant Increase In 2003 2003, the Human Service Levy provided for 113 frail elderly individuals on ComCare Th ComCare The C C program h has b been expanded to serve over 750 frail elderly i di id l individuals. ComCare Highlights In 2006 2006, over 1 1,000 000 frail and elderly individuals were served by this program. 87% of ComCare respondents to the C C ComCare satisfaction ti f ti survey ““strongly t l agree” or “agree” that they are better able t stay to t in i their th i h home since i receiving i i ComCare services. ComCare Challenges Even with the significant expansion that has occurred in ComCare, there are about 300 frail elderly individuals waiting for services. Our community’s community s needs outweigh the resources available to meet those needs. Human Services Levy Issue 2020Help That Works The Human Services Levy supports the ComCare program and many other frail y programs, p g which p provide and elderly crucial services for these citizens. It also helps the child suffering abuse or g families facing g the effects of neglect, mental retardation, and many other vital social service programs.
