Using This Manual
The contents of this manual provide the core procedures, software functionality, and
application descriptions required to effectively operate the RS-703A Syntron Automated
Calibration System. While it is our intent to be as detailed as possible, the flexibility of
the system makes it difficult to cover every variation of functionality or application. If
there are any questions that are not clearly or adequately addressed in this manual, please
contact Radian Research for individual technical support. Note that items in this
manual are subject to change without notice.

WARNING!
Any work with the RS-703A Automated Calibration System, RS-703A accessories,
energized standards and energized meters can present the danger of electrical shock. The
RS-703A and its accessories should be operated by qualified personnel. The information
provided in this manual is intended to serve as a guide for properly qualified electric utility
personnel. This manual is not intended to replace existing electric utility safety procedures
and those listed in the Handbook for Electricity Metering.
Operation of the RS-703A should not be conducted if the work area is wet or damp.
Operation should also not be conducted if flammable gases or fumes are present in the work
area.
When using the RS-703A never make voltage and current
connections/disconnections when the system is live. For service or repairs to the RS-703A
contact Radian Research, Inc. Do not attempt to service or make modifications to the RS703A due to the risk of electrical shock.

Traceability
The RS-703A System is calibrated in compliance with MIL-STD-45662A and ANSI/NCSL
Z540-1-1994 using applicable Radian Research procedures. The test was conducted at a
temperature of 23 (+2) degrees C with a humidity range of 15% to 80%.

Syntron System Details
For reference to watthours the RS-711 Syntron module is calibrated to a bank of three
custom RM-11-01 Primary Watthour Standards that are traceable to the National Institute of
Standards and Technology (NIST), or by accuracies derived from the accepted values of
natural physical constants, or by accuracies derived from accepted ratio type calibration
techniques. Calibration is then confirmed with a bank of three RM-19-01 Primary Watthour
Standards that were also calibrated to the set of three RM-11-01 Primary Watthour Standards.
For reference to volts, the RS-711 Syntron module is calibrated by a Radian Research Volts
Squared Standard Array that is traceable to NIST.
For reference to frequency, Radian Research uses a Hewlett Packard 100MHz Universal
Counter that is traceable to NIST. The frequency reference for the RS-703A System is
loaded within the RS-740 Data Collection Module. This frequency reference is a High
Stability Quartz Crystal with an output frequency of 2.097120 MHz for 60Hz systems and
2.097000 MHz for 50Hz systems.
All references which support this calibration system are calibrated on a schedule which is
adjusted to maintain traceability at the required accuracy level.

RS-703A Overview
The RS-703A is a totally automated laboratory calibration system. The RS-703A
provides automated testing of field and primary standards as well as qualification testing
of new solid state meter designs. The RS-703A will test these devices with typical
accuracies exceeding 0.005% (50 PPM). The RS-703A not only tests in watthours, but
numerous other AC parameters of performance. In addition, instruments such as
ammeters, voltmeters, and wattmeters can be tested with optimum efficiency. The RS703A will replace existing standards, references and loading devices so as to provide all
the functions of a complete AC metrology laboratory.
All common calibration functions are available including: Watts, Watthours, VARs,
VARhours, VA, VAhours, Q, Qhours, Amperes, Amperehours, Amperes squared,
Amperehours squared, Volts, Volthours, Volts squared, Volthours squared, Power
Factor, Phase shift, Frequency, etc. With these parameters, the RS-703A can easily test
multifunction standards and multifunction solid state meters.
In addition, the RS-703A has the ability to create arbitrary waveforms. The arbitrary
waveform is a function of both the software and the synthesizer. With the software, the
operator can specify the harmonic (1 through 23), the axis (voltage and/or current), and
the magnitude (% distortion up to 30% of fundamental). After the waveform is specified,
the software stores it and the synthesizer will generate that particular arbitrary waveform
for testing purposes. The arbitrary waveform capability allows electric utilities to
effectively evaluate the performance of solid state meter designs with a full range of
testing criteria.
RS-786 System Computer
The RS-786 controls the entire system and collects all test data. The RS-703A Control
Program located on the system computer will automate almost all aspects of the testing
process. Powerful commercial software packages will run on the computer and transferring
data to them is straightforward and quick. The RS-786 can readily be interfaced to other
computers including mainframes and networks. Permanent hard disk storage will be

available if test records or other data is to be collected and maintained within the RS703A. Self-diagnostic tests will isolate most system problems should they occur. The
RS-786 contains not only its software, but also the software for all the remaining
modules. Upon power-up and initiation of the Control Program, the RS-786 transfers
software to all the other system modules. Updates are handled by updating only the
software in the RS-786.

RS-710 System Power Supply
The RS-710 supplies power to all modules except the RS-786. The RS-710 assists in
providing high accuracy in two ways. First, the RS-710 AC couples the power coming
in so there is no common ground between modules. This makes it much easier to send
high accuracy signals to the various modules. Second, the RS-710 operates at a high
frequency (1kHz) making individual power supplies much more compact and easily
shielded both of which are essential for high accuracy.RS-711 Syntron Signal Source
The RS-711 generates low level voltage and current signals of extreme accuracy and
extremely low distortion. An accuracy of 0.0003 Hertz eliminates error of calibration
on frequency sensitive devices. The test frequency range is 48 to 62 Hz and the test phase
angle has a range of 0 to 360 degrees in 0.000001 degree increments. Arbitrary
waveforms, as specified by the operator via the RS-703A Control Program , are
synthesized and generated by the RS-711 (1st through 23rd harmonic). This capability
is useful for evaluation testing of solid state meter designs.
The RS-711/3 Three Phase Syntron Signal Source allows for true three-phase testing.
ABC/CBA phase rotation is operator specified. Note that while the RS-711/3 is a threephase source, the operator can also specify single-phase testing. Physically, the RS-711/
3 is composed of three individual RS-711 Syntron modules.
RS-733 Voltage/Current Amplifier Panel
The RS-703A's Voltage Amplifier can source any voltage from 63 to 630 volts with a
resolution of 0.001 volt increments. The output impedance is extremely low which
minimizes burden errors. Output power is 150 VA per phase at 120 volts which is
sufficient for testing multiple electronic and mechanical standards. The RS-703A's
Current Amplifier has 50 VA of output power at 50 amperes. Under control of the RS786, the current can be set with a resolution of 0.001 amp increments. The gain error and
the distortion of both amplifiers are extremely small in proportion to the 50 ppm
specification of the RS-703A. The RS-733 Voltage/Current Amplifier Panel provides
the conection interface to all devices tested with tthe RS-703A. The actual voltage and
current amplifiers are located within the RS-711 Syntron Signal Source Module.
RS-740 Data Collection Module
The RS-740/4 interfaces to the pulse outputs of the standards under test and transfers the
data to the RS-786 computer. A card from the RS-740/4 connects directly to the
computer for direct memory access. This permits rapid data collection from a large
number of standards. The RS-740/4 will interface directly to the Radian RM-1H optical
pickup which is used to sense the calibration LED on solid state meters. Also, the RS740/4 will interface with the RM-DS Meter Disk Sensor which is used to sense disk
rotation when testing induction meters. The RS-740/8 and RS-740/16 collection
modules offer increased input capability with eight or sixteen input channels respectively.

RS-735 Current Tap Changer
The RS-735 automatically changes the taps of manual current ranging standards such as
the IB-10 and the SC-10. It connects to the RS-740 and is controlled by the RS-703A
Control Program automatically during the test. The RS-735 has no measurable effect on
error but the burden must be considered when sizing loads and current amplifiers. The
RS-735 has four outputs and a common. The four outputs typically connect to the
1,5,12.5, 15 and 50 ampere taps of the unit under test. One RS-735 is required for each
manual ranging standard to be tested. The RS-735 Tap Changers may be serially
connected together to test multiple non-autoranging standards. The RS-735 is rated for
-25 to +75 degrees Celsius so that it may be used in an environmental chamber.
Warranty Information
Radian Research warrants the RS-703A Syntron Automated Calibration System to be
free from defects in material and workmanship. Radian’s obligation under this warranty
is to repair or replace any instrument or component therein which, within two years after
shipment, proves to be defective upon examination.
The RS-703A is warranted to be substantially stable in calibration over time. If within
one year after factory calibration the RS-703A does not meet its specifications, Radian
Research will repair and recalibrate the unit at no charge.
This warranty is made void by disassembly of any of the individual modules from the
system. If service is required, contact your local Radian Research representative or the
Radian headquarters in Lafayette, Indiana.

Introduction to the RS-703A Control Program
The RS-703A Syntron Automated Laboratory Calibration System provides a multitude
of testing capabilities as never before seen in the electric utility industry. The Control
Program is the part of the system which makes the RS-703A’s advanced capabilities
become a reality. The Control Program puts the power of custom test program creation
in the hands of the operator. The Microsoft Windows-based Control Program provides
multitasking capability for increased flexibility and efficiency. In addition, the Control
Program contains enhanced graphically oriented operations allowing for increased userfriendliness and simplified test program creation.
No other calibration system provides the power, flexibility and accuracy of the Radian
RS-703A. However, only by mastering the Control Program can the capability of the RS703A be fully appreciated. If the operator of the RS-703A is new to computers then he/
she will find this manual easy to follow and the Control Program quick to master. If the
operator is an experienced computer user then he/she will appreciate the logical design
of the software and the power of its multitasking capabilities. Nevertheless, regardless
of the operator’s computer experience, he/she will find the RS-703A to be an effective
as well as powerful laboratory instrument. By design, the power of this laboratory
instrument is at the discretion of the operator via the Control Program. By mastering the
Control Program, the operator will be able to create complex test sequences that
incorporate the most stringent of criteria.
Microsoft Windows®
Microsoft Windows® is a software package which provides a graphical environment
for the operation of the computer. Windows provides multitasking capabilities
whereby more than one operation or program can be operating at the same time.
With Microsoft Windows®, whatever work is in progress on the computer screen is
displayed in a “window.” These “windows” may be maneuvered around on the
computer screen and they may be maximized (enlarged) or minimized (shrunk) by
the operator. The RS-703A Control Program operates under the Windows
environment for efficient use of the computer’s capabilities as well as to enhance the
simplicity of the software. It is assumed that the user of the RS-703A Control
Program has a rudimentary understanding of the Microsoft Windows® operating
environment. While great care has been taken to give as detailed instruction as
possible, a detailed overview of Windows conventions and functionality will not be
given. For in-depth instruction on Microsoft Windows®, please consult the operations
manual that came with your original Windows diskettes or seek other avenues of
Windows training.

Software Overview
Useful Microsoft Windows Terminology
Window
The primary convention for user interface screens within a Microsoft Windows
based software program. Windows can be scaled and moved around the screen. The
multitasking environment supported by Windows allows multiple windows to be
open at one time.
Dialog
A type of window that either solicits some information from the user or provides a
message of some sort. Dialogs are also characterized by their inability to be scaled
in size.
View
A generic term that refers to either a specific window or dialog within the Control
Program.
File Browser
A browser is a special type of Windows dialog which enables the user to “browse”
the file and directory structure of the computer’s disk drive. Browsers are used to
Open, Save, and Delete various file types and directories within the Control
Program.
Toolbar Icons
Graphical buttons arranged across the top of a program’s Main View that give onestep access to some of the core menu options. Every function performed by a
Toolbar Icon can also be performed by a menu selection.
Click
Refers to a single push of the left mouse button coinciding with specific placement
of the cursor on a button or area of the screen.
Double Click
Refers to pushing the left mouse button two times in rapid succession while pointing
to a specific area of the screen with the cursor.Core Concepts in the RS-703A

Core Concepts in the RS-703A Control Program
Devices
Device parameter files that define a type of electrical device that will be tested with
the RS-703A. Examples of Devices are standards, revenue meters, and voltmeters.
Creation of new and editing of existing Devices is accomplished respectively via the
File New/File Open Device menu selections. The Device View can also be accessed
by clicking on the Open Device toolbar icon.
Tests
Test parameter files with “spreadsheet like” test grid for defining the combination
of voltage and current points that the test will encompass. Creation of new and
editing of existing Tests is accomplished respectively via the File New/File Open
Test menu selections. The Test View can also be accessed by clicking on the Open
Test toolbar icon.

Test Groups
Files that contain logically grouped individual Tests that that can be run together.
Creation of new and editing of existing Test Groups is accomplished respectively
via the File New/File Open Test Group menu selections. The Test Group View can
also be accessed by clicking on the Open Test Group toolbar icon.
Waves
Files that contain harmonics data used to generate user created arbitrary waveforms
that can be applied to either the voltage axis, current axis, or both during testing.
Creation of new and editing of existing Waves is accomplished respectively via the
File New/File Open Wave menu selections. The Wave View can also be accessed
by clicking on the Open Wave toolbar icon.
Variations of the above entities are stored as files by the RS-703A Control Program.
To distinguish between a file and a physical item, all file references will be
capitalized in this manual.
Configuration
Shows and allows setting of all global parameters and preferences for the RS-703A
Control Program. Accessed via the Options Configure menu selection.
Channel
Representation of an input channel on the RS-740 Data Collection Module. After
a device that is to be tested is physically connected to the system cables, it must be
also be “connected” via the Channel Table View in the RS-703A Control Program.
The Channel Table View is accessed via a View Channel Table menu selection or
by clicking the Channel Table toolbar icon. The Channel Table View is also the view
open when the Control Program is first launched, reminding the user that devices
to be tested with the RS-703A must first be connected to a channel. By "connecting"
or specifying a particular device to a particluar channel in the Channel Table, the RS703A Control Program will know the characteristics of that given device. The
characteristics include the pulse constant, min/max currents and min/max voltages.
Report
A view of past test result data stored according to the serial number of the device and
further filtered by the exact times and dates the tests occurred. Reports are also
printable directly from the Report View which is accessed via a View Results menu
selection or by clicking the View Test Results toolbar icon.
Autonull
Autonull is a self maintenance procedure that the RS-703A system performs on a
regular basis to clear any traces of transformer core saturation that may have
occurred through exposure to DC currents.
Each of these entities has a primary “view” associated with it. From this view
various parameters of the entity can be entered, modified, saved, or acted upon with
functionality specific to that type of entity.

The configuration view shows and allows setting of all global parameters and
preferences for the RS-703A Control Program. Accessed via the Options Configure
menu selection.
Result Tab
Result Display
Defines how test result information will be displayed in the Test View. This selection
also defines exactly in what form the test results will be saved in. Once data is saved
using a certain display format, there is no way to easily change the format of that data.
• Percent Error will show the percent of error with 0.0% being no error.
• Percent Registration will show percent of registration with 100.0% being no error.
• Correction Factor will show the correction factors that need to be applied for the
device under test to reach zero error.
• Measured Value will show the actual number of pulses counted or the reading that
was manually entered from an instrument under test.
• Parts per million will show the deviation from zero error in parts per million. For
example, 11ppm = 0.0011% error.
• Calibration value is used internally by Radian Research for displaying values of
calibration equiptment.
Result Digits
The number of decimal digits of accuracy to display the results on.
• 2 will show 0.00.
• 3 will show 0.000.
• 4 will show 0.0000.

Print Results at the End of Each Test
• As a test is completed it will be printed to the default printer. You can set the default
printer from the File Printer Setup menu.
Save Results to Floppy at the End of Each Test
• As a test is completed the results will be saved to drive A: under the file name <ser/
num>.dat where ser/num is the serial number of the device. This save is in addition
to the default saving of test results to your system computer’s hard disk.
Test Tab
Test Sheet Style
• Standard test sheets display 8 columns for voltage values and 16 rows for current
values. These test sheets will be utilized for virtually all testing.
• Poly Variable test sheets allow the operator to assign which variables are expressed
in the rows and columns. These sheets can also be customized by varying the
number of rows and columns.
Point Order
Defines the order by which test points are traversed on the test sheet.
• Col (down/up) will take the points in down/up serpentine fashion. This is chosen
to reduce the number of voltage changes.
• Col (always down) will take the points always in a descending manner.
• Row will take each row horizontally. This is chosen to reduce the number of current
changes.
Phase View
Defines how to display the phase angle difference between the voltage and current
waveforms on the Test View.
• Lead/lag will show phase difference in terms of Unity, Leading or Lagging values.
• Degrees will phase show difference in terms of degrees.
• Radians will show phase difference in terms of radians.
Phase Relationships
• The order of phases for a three phase system.
Time Out Multiplier
Is the multiplier used to increase the test time beyond that specified in the test sheet. This
feature is automatically activated if an inadequate number of pulses have been counted
to provide a reliable accuracy measure of the device being tested.
Pause at End of Each Test
• Enabling this option will prompt the operator that the test sheet has been completed.

Hardware Tab
Active Phases
Define the actual Syntron phases active on the system. For a single-phase system only
Phase A is available. On a three-phase system, all phases are available but can be
activated or de-activated via these check boxes. When a phase is not activated here,it
will not be available in any other area of the control program.
Optional Equipment
Informs the Control Program of optional equipment being used.
• Tap Changers inform the system that RS-735 Current Tap Changers are being used.
Tap Changers are used for automatically re-directing current to the proper taps on
devices that do not support automatic current ranging. This selection must be checked
if Tap Changers will be used with the RS-703A system.
• Meter Adapter informs the system that the RS-771 Meter Adapter is being used.
This selection must be checked if the RS-771 Meter Adapter will be used with the
RS-703A system.
• Env. Chamber informs the system that an Environment Chamber is being interfaced
to the RS-703A Control Program via a compatible controller allowing automatic
setting of chamber parameters based upon values defined in a Test.
Tolerance
• This value is set if an environmental chamber is being used. A point on a test sheet will
not be taken unless the environmental chamber is within this tolerance (in degrees)
of the value set in the test sheet.

Channel Table View

The Channel Table is used to inform the RS-703A system which devices are connected
to the RS-740 Data Collection Module channels. For a three-phase system, it also
specifies which phase(s) the device is using. It is accessed via a View Channel Table
menu choice.
To setup the Channel Table:
1. Click on the numbered button of the channel you want to connect a device to. This
will bring up a Device browser. Select the Device which matches the physical
device you wish to test and click the OK button.
2. Type in the Serial number of the device.
3. If the device is single phase and you are using a three-phase system, select the
phase you are using for this device.
NOTE: Current Tap Changers are only available for Phase A.
4. If you are using RS-735 Current Tap Changers select the Tap Changer check box.
5. Close this view by clicking on the Close button. Note that closing the view does
not affect any connections that have been made.
To disconnect a device:
1. Use the mouse to click on the Serial Number field of the device you want to
disconnect.
2. Click on the Disconnect button.

Device View
Creation of new and editing of existing Devices is accomplished respectively via the File
New/File Open Device menu selections. The Device View can also be accessed by
clicking on the Open a Device toolbar icon.
Setup Tab
Device Type
Defines whether the device under test is a Standard, a meter (ANSI meter form will be
displayed) or some other device like a voltmeter.
Phases
Define the number of phases this device uses. Two and Three-phase devices require
a three-phase system. If testing a three-phase meter using a single-phase RS-703A, a
series single-phase test must be performed. In this case, the selection here needs to be
“single-phase” even though the actual physical device is a three-phase device.
Min Pulse Count
Defines the minimum number of pulses per test point that must be received by the RS740 Data Collection Module in order for a test to be complete.
Testing Method
Defines whether the device will be connected to the RS-740 Data Collection Module
for automatic reading of the pulse count or if the reading will be manually entered by
the operator when prompted.
Pullup
The resistor size to use for the RS-740 Data Collection Module connection to ensure
proper pulse reading. All Radian products including pulse pickup accessories and
watthour standards, utilize a pullup value of 150 ohms. Non-Radian products should
have a pullup value set at 1,000 ohms.
Standard Options
Special settings for devices with limitations not present in the Radian Research line of
electronic watthour standards.

• Continuous Voltage is for devices that need the voltage to stay applied continuously for
stabilization. Normally, between test points the voltage and current are ramped down as the
new point is being setup. With Continuous Voltage checked, the voltage will stay applied
unless the voltage or power factor is changing for the next point.

• High DC Sensitivity is for devices that will report erroneous results if DC is present.
This tells the system to clear any DC before running the test point.
• Run autonull before test will prompt the RS-703 to perform its autonull test before the
test sheet is run.
Ramp Rates (seconds)
The amount of time the system takes to reach new testing values. These numbers should
always be kept at 0.7.
Ranges Tab
Current Ranging
Defines if the device can support all currents automatically or if the device requires tap settings
for different current ranges.
• Auto should be selected if the device is autoranging and only the maximum current the device
can support needs to be specified.
• Manual should be selected if the device requires tap settings. Nominal and Maximum
currents for each tap setting need to be specified. Nominal settings should be the exact tap
values shown on the physical device. Maximum settings are the maximum current values you
want to allow for that particular tap while testing the device. This distinction allows you to
test a device with a higher current than is indicated on a particular tap.
Voltage Ranging
Defines if the device can support all voltages automatically or if the device requires manual
tap settings for various voltage ranges.
• Auto is selected if the device is autoranging and only the maximum voltage the device can
support needs to be specified.
• Auto With Taps is selected if the device is autoswitching and therefore uses taps internally.
• Manual should be selected if the device requires external tap settings. If the device requires
tap settings (manual or auto), then you need to specify the Nominal and Maximum voltages
for each tap setting. Nominal settings should be the exact tap values shown on the physical
device. Maximum settings are the maximum voltage values you want to allow for that particular
tap while testing the device.
Functions Tab
The Functions that the device supports are set from the Functions tab. This brings up a dialog
for specifying which functions the device will support and the proper pulse factor to use for
each function.

Test View
This is used for defining and running tests on the devices connected to the Channel Table.
The Test allows for current to vary on one axis and for the Power Factor and Voltage to
vary on the other axis. If your system is a three-phase system, the currents, voltages,
power factors and waveforms can also vary for each phase. Creation of new and editing
of existing Tests is accomplished respectively via the File New/File Open Test menu
selections. The Test View can also be accessed by clicking on the Open Test toolbar icon.

Power Factor
Clicking on any of the Power Factor value buttons will cause a window to appear
allowing the operator to specify a desired value for the phase difference between the
voltage and current waveforms. The value can be entered directly either in degrees
or radians. The two common settings of Unity and 0.5 lagging Power Factor can also
be selected by clicking on the appropriate choice.
Voltage
Clicking on any of the Voltage value buttons will cause a drop down check list to
appear allowing the operator to specify a desired value. The most common choices
are available for checking. However, any voltage within the RS-703A operating
range and resolution can be entered by typing the value in and pressing Enter.
Current
Clicking on any of the current value buttons will cause a drop down scroll list to
appear allowing the operator to specify a desired value. The value can be selected by
scrolling up or down to the desired value then clicking on it or by directly typing it
in and pressing Enter.
Tap
Clicking on any of the Tap buttons will cause a drop down checklist to appear
allowing the operator to specify the desired Current Tap to be used for that particular
test point. This is applicable when testing devices with Manual Current Ranging
settings in their Device View.

Functions
If the device has multiple functions, it can be selected in this drop down menu. Clicking on this
button causes a drop down scroll list to appear allowing the operator to specify the measurement
function being tested for this particular Test. Scrolling to the desired function then clicking
selects that function. Note the distinction between this Function selection and the one
encountered in the Device View. Here only one function can be selected per Test. In the Device
View, all functions supported by the device are selected.

Pulse Constant
If a value is specified by the operator in this filed then it will override the value specified on
the device parameters. By leaving the value in this field set a the default 0.0000 setting the pulse
constant will be automatically read from the Device parameters of the device under test. As a
general rule to eliminate confusion, the Pulse Constant on the Test View should never be
changed from this default setting.
Stabilization Time
In this field the operator can specify the amount of time that the device is allowed to stabilize
before actually running the test. The following are recommended values for various standards:
RM-10 = 15 seconds typical; RM-11 = 15 seconds typical; SC-10 = 60 seconds minimum;
Rotating standards = 15 seconds typical.
Test Time
In this field the operator can specify the amount of time that pulses will be counted from the
device under test. The following are recommended values for various standards: RM-10 = 30
seconds; RM-11 = 30 seconds; SC-10 = 60 seconds; Rotating standards = 60seconds.
Warm Up
Enabling this option will bring up a warm up configuration menu which will allow the operator
to enter values for phase, voltage, current and time. These values will be applied to the device
upon test before the first point is taken on the test sheet.
Environment Chamber--Selecting this option will cause two new fields to appear.
• Temp allows the operator to specify the test temperature for the device.
• Soak Time refers to the amount of stabilization (soak) time desired for the device under test
after the chamber has reached the specified temperature.
Voltage Wave
Clicking on this button will bring up a Select Wave file browser. Here any arbitrary waveforms
that have been created can be applied to the voltage axis for this test. The default value of this
field is PURE which represents a pure sinusoidal waveform.
Current Wave
Clicking on this button will bring up a Select Wave file browser. Here any arbitrary waveforms
that have been created can be applied to the current axis for this test. The default value of this
field is PURE which represents a pure sinusoidal waveform.
Run/Stop
Run begins execution of the Test shown in the active Test View. The Stop button replaces
the Run button when a Test is actually running. Clicking on Stop ends the test and prompts
the operator to save the results data.
Pause/Continue
Pause suspends the execution of the active running test and ramps the voltage and currents
down to zero. The Continue button replaces the Pause button when a Test is paused and will
restart the test at the test point at which the Pause was initiated.

Lock/Unlock
If a test is running, clicking Lock will freeze the test at the present test point and leave the
voltage and current at the ramped level. This button will then change to Unlock.Clicking
Unlock will then resume the test at the last test point prior to the initial Lock command.
Caution: While a test is locked the voltage and current will be ramped up.
Skip
When a test is running, clicking Skip will skip the test point currently running and begin
testing the next point.

Test Group View
Test Groups give the ability to create logical groups of tests then run them together . This
is beneficial when a single test sheet is not large enough for all your desired test points or
for testing different functions on the same device. Currently, only one function can be tested
per test sheet, requiring multiple test sheets to fully test a multi-function device. Creation
of new and editing of existing Test Groups is accom-plished respectively via the File New/
File Open Test Group menu selections. The Test Group View can also be accessed by
clicking on the Open a Test Group toolbar icon.
Adding a Test
Click on the Available

Removing a Test
Click on the test in the
Selected Tests list box on

Saving a Test Group
Select the File Save menu item or click on the Save toolbar icon. This will bring up a
Save Browser allowing you to name and save the Test Group.
Running the Test Group
Click on the Run button at the bottom of the Test Group View dialog. This dialog will
remain open in the background as the Test View showing the first Test of the group
appears and testing begins.
Running Autonull with Test Group
Click on the Autonull button.
Report View
This feature is used to view and print saved test results. Access this view from the menu
item View Results or via the View Test Results toolbar icon.
1. Select the Serial Number of the

you wish to view/print by clicking

Wave View
The Wave View allows you to define arbitrary waveforms by specifying the harmonic
components for the 1st through 23rd harmonics. The waveforms created can then be
saved and applied to either the current axis, voltage axis, or both. If you have a threephase system, waveforms can also be varied for each of the phases. Creation of new
and editing of existing Waves is accomplished respectively via the File New/File
Open Wave menu selections. The Wave View can also be accessed by clicking on the
Open a Wave toolbar icon. Please see the Harmonics Testing sub-section of the
Specialized Testing section of this manual for more detail on the application of this
powerful analysis tool.
The total harmonic distortion (THD), average (AVE) and root mean squared (RMS)
values are calculated and displayed.
The Degrees and Radians check boxes allow you to edit and view the phase
information in degrees or radians. Phase here refers to the phase displacement of the
harmonic component relative to the fundamental frequency. As a reminder, one
degree is equal to 180/ 3.14159265359.

Autonull View
Autonull is a self maintenance procedure that the RS-703A system performs on a regular
basis to clear any traces of transformer core saturation that may have occurred through
exposure to DC currents. The
Autonull
procedure
takes
approximately 5 minutes to run. The
last Autonull date is recorded and
shown at the bottom of the Autonull.
Autonull can be user initiated at any
time via the Autonull View dialog
accessed by the Options/Autonull
menu choice.
File Open / File Save as / File Delete Browsers
A browser is a special type of Windows dialog which enables the user to “browse” the file
and directory structure of the computer’s disk drive. Browsers are used to Open, Save, and
Delete various file types and directories within the Control Program. Directories are
traversed by double clicking on names in the Directories box on the right side of the
browser. The selected directory
appears above the box and all files
within that directory are then
displayed in the Files box on the left
side of the browser. Below the Files
box on the left side is a “List Files of
Type” drop down list which allows
the selection of either Device, Test,
Wave, or Group files. Clicking on a
file name selects it.
File Open allows the selection of an
existing Device, Test, Test Group,
or Waveform. Choosing this
selection will open an existing View
associated with this type of item.

File Save as allows an open Device, Test, Test Group, or Waveform to be saved to a new
name. The current Device, Test, Test Group, or Waveform is not changed.
The Dir... button in the File Save as dialog allows you to create a new directory to save
the object. Select this button and type in the new directory name. The new directory will
be created under the current directory.
File Delete allows a Device, Test, Test Group, or Waveform to be deleted.
Caution: deletions can not be undone.
The Dir... button in the File Delete dialog allows you to delete a directory. Highlight the
directory you wish to delete and press the Dir... button.
Caution: everything in the directory will be deleted also.

File New
Creates a new window of the type selected; Device, Waveform, Test, or Test Group.
After editing, you will be prompted to save changes to a new file from the File Save As
browser.
File Open
Brings up the File Open browser to allow selection of an existing Device, Waveform,
Test, or Test Group to open.
File Close
Closes the current window. If any changes had been made that were not saved, a prompt
will appear asking whether to save the changes that have been made.
File Save
Will save changes to the current window.
File Save As
Allows saving of the current window Device, Waveform, Test, or Test Group to a new
name. The existing name will not change nor be deleted, but a copy of the object is
created and a new name is assigned. The File Save As browser is invoked to allow
selection of the new name and directory. This feature can be used to easily create new
Device, Waveform, Test, or Test Group files that are slight variations of existing ones.
File Print
Prints the current report to the printer. This is only available for Reports of test results.
First select the menu item “View Results” to display the test results. Specify the Serial
number and test date of the results you want printed. Then select Print either from the
menu, toolbar, or the print button on the Report View dialog.
File Delete
Brings up the File Delete Dialog for selection of the file or directory to be deleted.
Before deleting, you will be prompted to confirm the deletion.
File Printer Setup
Selects and sets up a printer to use for printing of test result Reports.
File Exit
Will close all open windows and exit the application. If any data has not been saved,
you will be prompted to save or discard the data first.
View Channel Table
Displays the Channel Table View detailing which devices are connected to the RS703A system via the Data Collection Module.
View Results
Displays the Report View where past test results can be easily viewed and/or printed.
View Wave Diagram
Graphically displays the wave diagram of the active wave form. If this is selected from
a Wave View then the wave shape for the harmonic data currently entered into the
amplitude and phase fields will be displayed. If this selection is made from a Test View
the active voltage and current wave shapes with selected phase angle displacement
between the two will be displayed. In this case, the Voltage wave will appear blue on
the display, while the Current wave will appear red.

View Channel
Allows the selection of which channel to be displayed on the Test View while a test
is running or completed. Only channels that have devices connected to them via the
Channel Table will be available for viewing.
Test Run/Stop
Begins execution of the Test shown in the active Test View. It can also be triggered
by clicking on the Run button located at the bottom of the Test View window. This
menu selection is only available when a Test View is the active window. When the Test
is running, the menu item becomes Test Stop and the Run button becomes Stop.
Selecting either of these options will cause the Test to stop and the operator will be
prompted to save the test results.
Test Continuous Run
Will start the execution of the Test in the active Test View and will continue running
the test indefinitely until Test Stop is selected from the menu or the Stop button in the
Test View window is clicked. This menu selection is only available when a Test View
is the active window.
Test Clear
Selecting Test Clear from the menu will clear the results of the active Test. If the test
is running it will be stopped and the data cleared. You will have the option of saving
the existing data before it is cleared from the active Test View. This menu selection
is only available when a Test View is the active window.
Test Pause/Continue
If a test is running, selecting Test Pause will pause the execution of the active running
test and ramp the voltage and currents down to zero. This menu item will then change
from Pause to Continue. Selection of Test Continue menu item will resume the test at
the last test point prior to the initial Pause command. Can also be triggered by clicking
on the Pause/Continue button located at the bottom of the Test View window. This
menu selection is only available when a Test View is the active window.
Test Lock/Unlock
If a test is running, selecting Test Lock will freeze the test at the present test point and
leave the voltage and current at the ramped level. This menu item will then change to
Test Unlock. Selection of Test Unlock will then resume the test at the last test point
prior to the initial Lock command. Can also be triggered by clicking on the Lock/
Unlock button located at the bottom of the Test View window. This menu selection

Test Skip Point

Selecting the Options Configure menu item opens the Configuration View window.
This view allows the configuration of global preferences and parameters for your RS703A system.

Options Diagnostics

Create a Test Group
A Test Group creates logical groups of test sheets that can be saved then run together.
1. To create a new test group select the File New Test Group menu item. This will bring
up a new Test Group View window.
2. Select the Tests you want to include in the Test Group by clicking on the Test names
in the Available Tests box on the left of this dialog. Tests can be chosen from any
directory by traversing the directory browser in the middle section of this dialog. As
Tests are selected they are immediately added to the Selected Test box.
3. Select File Save menu item. This will prompt you for the Test Group name to save as.
Create an Arbitrary Waveform
1. To create a new arbitrary waveform select the File New Wave menu item. This will
bring up a new Wave View window with the parameters that define an arbitrary
waveform. See Wave View in Software Overview section and/or Harmonics Testing
in Specialized Testing section for details.

View and Print Saved Test Results
1. Select View Results from the menu or click on the View Test Results toolbar icon to
bring up the Report View window.
2. Select the Serial Number of the device you which to view or print by clicking in the
Serial Number box and choosing from the drop down list that appears.
3. Select the Date of the test that you wish to view/print by clicking on the Date box and
choosing from the available dates in the drop down list that appears.

Three-Phase Testing
Overview
The contents of this manual generally refer to both a single-phase RS-703A system and
a three-phase RS-703A system. Where there are three-phase system distinctions needed,
they are specifically highlighted. This section will provide a summary of the key
distinctions that need observance for operation of a three-phase system. Some are repeats
from other sections of the manual, others may be found only in this section. There is also
a sub-section that addresses questions concerning users who began using a single-phase
system then purchased a three-phase upgrade. A complete and thorough study of this
section is recommended for all users of a three-phase RS-703A system.
Hardware Distinctions
The primary hardware distinction of a three-phase RS-703A system is that there are three
RS-711 Syntron Signal Source Modules instead of the one in a single-phase system.
Each of the RS-711 modules provide the voltage and current source for one phase of the
system. Consequently, the Voltage/Current amplifier panel of a three-phase system will
have three sets of external current and voltage connection leads, one set per phase. Thus,
each phase of the three-phase system will have an independent set of voltage and current
leads labeled A, B, or C and color coded for polarity conventions.
Software Distinctions
Although the RS-703A Control Program is identical for both a single-phase and threephase system, there are many key places where three-phase functionality is either
activated or de-activated within the software. It is important to note that software
activation of various three-phase functionality is critical to successful utilization of a
three-phase RS-703A. The following information is broken down according to the
primary View within the Control Program where the respective information is located.
For detailed information on other aspects of the View or how it can be accessed please
refer to the Control Program Overview section of this manual.
Configuration View
In the Configuration View's Hadware Tab is an area titled Active Phases. It is here where
currently active phases are defined for the system. If you are working on a single-phase
system, phase B and phase C will be greyed and unselectable. On a three-phase system,
any or all of the phases can be
activated by “checking” the
appropriate selection with a mouse
click. It is very important to note
that all references to “phases” in
other areas of the Control Program
will be influenced by your selection
here. The Active Phases area in the
Configuration View acts as a global
On/Off switch for each of the system
phases. That is, if a phase is not
checked as active here, it cannot be
used for testing with the RS-703A
system.

Channel Table View
In the Channel Table View there is a column heading called Phases with check boxes
next to the letters A, B, and C. When connecting a single-phase device to a channel for
testing the user can specify which phase
of the RS-703A will be used. Only Active
Phases will be selectable. If the Device
is three-phase then all three boxes will
automatically be checked when that
Device is selected
Device View
In the bottom left corner of the Device View Setup Tab is an area titled Phases. It is here
that a Device is designated as having either one, two, or three phases. An important note
to remember is if you want to perform
series single-phase testing of a threephase device you must designate the
device as having one phase in the
Device View. As mentioned above,
a Device designated as three-phase
will automatically select all three
phases when being connected via
the Channel Table View.

Test View
In the bottom left corner of the Test View are two areas related solely to three-phase
functionality. The area titled Phases again has three check options of A, B, and C. If the
Device connected to the Channel Table is designated as three-phase, then all three
selections are available. By clicking on any of the three selections you will see the Test
View associated with that particular phase. Since the voltage and current sources for a
three-phase RS-703A are completely independent a user can specify completely
different voltage/current points for each phase. Thus, your selection will determine
which phase the visible Test View represents.
The other area of interest is titled A-B / B-C Phase. By clicking on one of these buttons
you are able to define the
phase angle difference
between source phases.
Typically, in a three-phase
electrical service the
phases are 120 degrees
apart. The Control
Program does not limit
you to this standard
convention but allows
entry of any feasible value
in either degrees or
radians.
Upgrading from
Single-Phase
System
In the case of upgrades from a single-phase system the only significant area of question
and concern should be the import of existing Device and Test files. All functionality
difference outside of this concern should be covered by the body of this manual. As for
existing Device and Test files, they will be read by the new Control Program with a few
important distinctions.
Devices
Existing Device files will be read by the new Control Program and designated as having
one phase in their Device View. Any existing Device that you want to “re-define” as
being three-phase will have to be edited and saved with this change. For existing Devices
that were designated single-phase and will remain so, no changes are necessary.
Tests
Existing Test files will be read by the new Control Program without any problems. An
existing Test can be used for any Device whether it is single-phase or three-phase.
However, when using an existing Test file to test an appropriately designated threephase device, voltage and current settings will be identical for all three phases. In order
to use different voltage and current settings for phase B and C, the existing Test must be
opened and different values entered for these phases by clicking on the appropriate phase
in the bottom left of the Test View. When editing is complete, the File Save As menu item
should be used to save the edited Test to a new name.

Instrument Testing
Overview
Along with unequaled accuracy and capability for the testing of watthour reference
standards and billing meters, the RS-703A system has the ability to test basic electricity
measuring instruments consisting of Voltmeters, Ammeters, and Wattmeters. Any such
instrument can be tested with the RS-703A system regardless of age or style.
The basic testing concept of applying precision voltage and current waveforms to the
device under test then comparing actual readings with the true measurement based on the
highly accurate and precise internal references of the RS-703A system still applies to the
testing of instruments.
Manual Testing Method
The one primary distinction that sets this type of testing apart is that these instruments
do not have a pulse output and a corresponding Pulse Constant from which the RS-703A
can count pulses and calculate measurement accuracy of the device under test. Instead,
the actual reading of the device must be taken visually by the operator and the results
entered manually when prompted for by the Control Program. To enable this type of
testing, the Device View of each instrument should have Manual checked for the Testing
Method instead of the Pulse setting which would apply to standards and watthour meters.
While most of the functionality of the Control Program is unchanged for testing
instruments, there are some key distinctions that must be observed with each of the three
instrument types supported. Brief guidelines for these follow.
Creating a Device
Following are settings for the Device View of a typical instrument.

sourced any time this Device is connected to the RS-703A system regardless of test
sheet setup.

Set to Manual. Nominal tap settings are entered directly from the values on the face
of the device under test. Maximum tap settings define the maximum current that can
be tested on this particular tap.

Voltage Ranging
Voltmeter
Set to manual if the voltmeter has different voltage ranges or “taps.” Nominal tap
settings are entered directly from the values on the face of the device under test.
Maximum tap settings define the maximum voltage that can be tested on that particular
tap.
Ammeter
Set to Auto with Maximum Current value set to 0.00. This ensures that no voltage is
sourced any time this Device is connected to the RS-703A system regardless of test
sheet setup.
Connecting an Instrument to a Channel
Although instruments are not physically connected to the Data Collection Module, they
must be “connected” via the Channel Table so that the Control Program knows what Device
is being tested. This is done in the same manner as it is for standards and billing meters.
1. Choose the View, Channel Table option from the main menu or click on the Channel
Table View icon on the toolbar to display the Channel Table View.
2. Click on the desired channel.
3. Select the Device you want to connect to the system.
4. Input the device Serial Number when prompted.
5. Click on Close to close the Channel Table View when complete.
Creating a Test
The functional steps in creating a test for an instrument are the same as for any other device
except for a few distinctions. Following are the distinctions that apply to the parameters of
the test sheet for instruments in general as well as specifics applying to ammeters and
voltmeters.
1. Phase angle is not applicable for testing instruments. Therefore, all phase settings
should be set to unity or 0.00 degrees phase difference between the voltage and
current axes.
2. In the functions drop down list, select the appropriate function for the device you are
testing. This choice should match the function setting of the Device under test.
3. Stabilization time should be set at 5 to 10 seconds
4. Test time is irrelevant for instruments. The Control Program will automatically set
a test time of 4000 seconds allowing ample time for the user to input the visual
reading taken from the instrument being tested.
Voltmeter
When testing a voltmeter, the typical procedure is to set the first current value to 0.00
amps. The remaining current values should be set to None. This is done by clicking on
the current value you want to change then clicking on "None". As a result of choosing
None, that particular row of the test sheet will be eliminated. When all unwanted current
rows are eliminated, all that will remain are voltage settings at the top of each column
of the test sheet and a zero current row.

Ammeter
When testing an ammeter, the typical procedure is to set the first column heading
to 0.00 volts and Unity Power Factor or 0.00 degrees phase angle. This is done by
clicking on the voltage value in the column heading then typing in the 0.00 value.
Although the value of 0.00 does not appear in the drop down check list of voltage
choices, any value within the RS-703A operating range and resolution can be
entered via the keyboard. The existing list is comprised of the most common voltage
settings used by the electric utility. The remaining voltage column headings should
be changed to None by again clicking on the existing value and choosing None from
the available choices. Choosing None will cause the entire column to disappear from
the test sheet. Phase angle values will also be eliminated from any column with None
as the voltage value choice.
Running a Test
Running a test on an instrument is again very similar to running a test on other devices
with a few key distinctions. These follow for instruments in general then specifically as
they apply to voltmeters and ammeters.
1. Connect the physical device to be tested per the instructions given in the Test
Connection Diagrams section of this manual.
2. Create an appropriate Device file for the device or type of device you want to test
observing the distinctions detailed above for instruments.
3. Create an appropriate Test file again observing the distinctions detailed above for
instruments.
4. Connect the Device to a channel via the Channel Table as described above.
5. Open the desired Test either from the File Open menu or by clicking on the Open
Test toolbar icon.
6. Initiate the test by either choosing the Test Run menu item or by clicking on the Run
button at the bottom of the Test View.
7. When the voltage and/or current sources ramp up to the appropriate value(s) on the
test sheet, a dialog will appear prompting the user to input a reading taken visually
from the instrument under test. Take the reading and enter the value to as many
decimal places as the device supports. Press enter when you have entered the value.
A test value will be calculated as per your settings (i.e percent error percent
registration, etc.) in the Configuration View of the Control Program. TheControl
Program will prompt the operator when a range or tap change is required on the
instrument as determined by the Voltage Ranging or Current Ranging settings in
the Device View.
8. Saving, Viewing and Printing test results is the same as for any other devices.
Harmonics Testing
Overview
In an ideal power system, the voltage supplied to the customer equipment and the
resulting load current are perfect sinusoidal waveforms. In practice, however, conditions
are never ideal, so these waveforms are quite often distorted. This deviation from perfect
sinusoidal waveforms is usually expressed in terms of HARMONIC DISTORTION of
the voltage and current waveforms.

What are Harmonics?
A harmonic is a current or a voltage that has a frequency which is an integer multiple of
the fundamental frequency used in the power system. For example, the third order
harmonic is actually three times the fundamental frequency, the fifth harmonic is actually
five time the fundamental frequency, etc. So, if the fundamental is 60Hz then the third
harmonic is 180 Hz and the fifth is 300 Hz. Harmonics can be produced on the current
axis, voltage axis, or both.
What causes Harmonics?
Generating companies produce a voltage that is very nearly a perfect sine wave. If an
end user connects a linear load, such as a resistive heater, the resulting current will be a
sine wave with no harmonics present. Harmonics are produced by electric utility
customer loads that are non-linear. Non-linear loads switch the current on and off during
each line cycle thus altering the nominal sine wave. These loads can include: variable
speed motors, solid state heating controls, fluorescent lighting, personal computers, etc.
Presence of Harmonics?
The presence of harmonics can cause numerous problems for an electric utility company.
The problems will amplify due to the increased use of harmonic producing equipment
by electric utility customers. Because these types of loads are usually created by some
of the electric utility’s largest customers, it is important to understand the impact of
harmonics on the accuracy of revenue meters and the electronic standards used to test and
calibrate them.
Do Harmonics affect meters?
A report titled “Optimum Metering Systems for Loads with High Harmonic Distortion”
was prepared by the Precision Measurement Group Division of Electrical Engineering
of the National Research Council in Ottawa, Ontario. This report concluded that errors
will vary depending upon the design of the meter.
IEEE Course Text number 90EH0327-7-PWR is titled “Nonsinusoidal Situations:
Effect on the Performance of Meters and Definitions of Power”. This compilation of
papers also concluded that errors will vary depending upon the design of the meter.
How does the RS-703A address Harmonics?
The Arbitrary Waveform feature of the RS-703A Automated Calibration System
provides for the most accurate, functionally extensive harmonics testing capability
available in the world today. With this harmonic testing capability, electric utility
companies can effectively evaluate the overall performance of revenue billing meters
and reference standards. Evaluation capabilities include:
1. Qualification testing of new solid state revenue meters
2. Evaluation testing of field test equipment (i.e. standards)
3. Analyzing meter performance in specific field applications
Summary
Harmonic distortion is a growing concern for all electric utility companies. The
influences of harmonics can degrade revenue meter accuracy. Accuracy under harmonic
conditions will vary according to meter designs. The RS-703A Calibration System
provides for efficient, flexible and accurate evaluation of revenue meter designs and
reference standard performance in the presence of harmonic distortion.

Harmonic Testing with the RS-703A
Wave View
The Wave View of the RS-703A Control Program allows for easy entry of all harmonic
parameters that define the waveform. The harmonic order, amplitude and phase are
specified in this portion of the software and graphical feedback given as the waveform
is created.
Arbitrary Non-Sinusoidal Waveform
After the waveform information is specified, the RS-703A Control Program compiles the
harmonic parameters and the RS-711 Syntron Signal Source produces the arbitrary
voltage and current waveforms specified for a given test.
Testing for Harmonic Influence
The device under test is subjected to the operator-defined arbitrary waveforms. The same
device is also tested with the pure sinusoidal fundamental current and voltage waveforms.
A comparison of test results is then made to determine any deviation in accuracy due to
the presence of harmonics.
Creating an Arbitrary Waveform
Selecting the File New Wave menu item brings up a new Wave View. This view allows the
operator to define or create an arbitrary, nonsinusoidal waveform that can later be applied to
either the voltage axis, current axis, or both simultaneously. Harmonics are listed on the left
side of the screen. Next to each harmonic (1 - 23) are
two fields, one labeled “Amplitude” and one labeled
“Phase.”
The amplitude entry may be considered a multiplier or
a percent. For example, if the 1st harmonic is the only
one specified and it has an amplitude of 1 and if this is
in reference to a voltage test point of 120 volts then the
first harmonic would make up 100% of the waveform
(1 x 120). If the 1st harmonic had an amplitude of 0.8
and the 3rd had an amplitude of 0.2 then 80% of the
waveform would consist of the 1st harmonic and 20%
would consist of the 3rd harmonic. When defining an
arbitrary waveform in this manner, it is a good idea to
make sure that the sum of the amplitudes for each
specified harmonic equals a value of 1.
Values in the amplitude fields are changed by moving the cursor to the first space in the field,
depressing the left mouse button and dragging to the right. This will highlight the entire field,
allowing for a new value to be entered. Moving between the various amplitude and phase field
can also be accomplished using the Tab key.
The field labeled “Phase” allows the operator to specify a phase angle difference between
each of the harmonics. This entry can be made in either degrees or radians as long as the proper
selection is made at the bottom of the dialog. Also, note that the phase angle difference for
each harmonic is in reference to the fundamental (1st harmonic). Typically, the phase for the
1st harmonic will be left at a value of 0. Values in the phase fields are changed by moving the
cursor to the first space in the field, depressing the left mouse button and dragging to the right.
This will highlight the entire field, allowing for a new value to be entered. Once the cursor
is located in one of the amplitude or phase fields, TAB may also be used to move through the
remainder of the fields.

Towards the bottom of the screen there are 3 fields labeled “RMS,” “AVE” and “THD.”
While the 1st harmonic has an amplitude of 1 and all others 0, RMS will equal 0.7071068,
AVE will equal 0.6366198 and THD will equal 0.0%. These values are correct for a pure
sinusoidal waveform. Note that if other harmonic orders are specified then all 3 of the
values in these fields will change to reflect changes in the waveform.
Applying an Arbitrary Waveform to a Device Under Test
From the Test View of any test, clicking on either the Voltage Wave or Current Wave
buttons will bring up a file browser allowing selection of any arbitrary waveforms that
have been created. Any of the waveforms can be applied to either the voltage axis, current
axis, or both with these buttons. Note that it is possible to specify different waveforms
for the voltage axis and current axis. Therefore, the voltage axis and current axis are
independent of each other. This allows for real-life testing whereby typically there is
more harmonic distortion on the current axis as compared to the voltage axis
Viewing the Waveforms While a Test is Running
The voltage and current waveforms can be graphically viewed during the test by
selecting the View Wave Diagram menu item. Removing this graphic representation of
the waveforms is accomplished via the identical menu selection. A “check” appears next
to the menu selection if the graph is currently displayed.
Simulating a Metering Installation
One of the most powerful applications of the RS-703A’s harmonic testing capability
involves the precise simulation of a specific billing meter installation where significant
harmonic effects may be present. This is accomplished by first using a field Wave
Analyzer to capture typical voltage and current wave information at the installation.
Various manufacturers offer such analyzers two of which are Dranetts and B.M.I. These
devices typically provide a printout of various diagnostic parameters at the meter
installation including harmonic amplitude and phase components for each harmonic per
phase. The amplitude and phase information can be taken directly from this printout and
entered into the corresponding fields in the Wave View of the Control Program to
precisely replicate the installation scenario in a laboratory environment. These waveforms
can then be applied to various billing meters to test their accuracy when metering in this
harmonic environment.

testing an RM-10 individually. The RM-10 should be connected to Data Collection module channel 4. In order to test using the RD-22s as reference devices,
select R1, R2 and R3 as Reference at the bottom of the channel table. By placing
a check in the box for channel 4, the RM-10 becomes the device under test in
respect to the RD-22s.
When the test is carried out, there will be seven (7) different test tabs on the
screen. The first four will be all connected devices (the RD-22s and the RM-10)
being tested with the RS-703A acting as the reference. The next three test tabs
will be the RM-10 being tested individually against the three RD-22s.

Testing a Radian RM-10 or RM-11 Standard
1. Connect the BNC cable from the Data Collection Module channel to the output of the
standard. In this manner the Data Collection Module will receive pulses from the
standard during test.
2. Connect the current leads from the Current Amplifier to the current input of the
standard.
3. Connect the potential leads from the Voltage Amplifier to the potential input of the
standard. Note to observe polarity when making this connection.

Testing Multiple Radian RM-10 or RM-11 Standards
1. Connect the BNC cable from the first channel of the Data Collection Module to the
output of the first standard. Connect the BNC cable from the next channel of the Data
Collection Module to the output of the second standard. In this manner the two channels
of the Data Collection Module will receive pulses from the standards during the test.
2. Connect the current leads from the Current Amplifier to the standards in series.
3. Connect the potential leads from the Voltage Amplifier to the potential input of the first
standard. Jumper from the potential input of the first standard to the next standard. Note
to observe polarity when making this connection.
4. Connect the Auxiliary Power input of the standard to a 120 volt wall outlet. Jumper

Testing a Rotating Standard
1. Connect the Current Tap Changer to the current inputs of the standard making sure that
the communications cable is also connected to the Data Collection Module.
2. Connect the negative current lead from the Current Amplifier to the first current tap of
the standard.
3. Connect the positive current lead from the Current Amplifier to the Current Tap
Changer.
4. Connect the potential leads from the Voltage Amplifier to the potential input of the
standard. Note to observe polarity when making this connection.
5. Connect the BNC of the RM-DS to the Data Collection Module.
6. Connect the AC adapter into a 120 volt wall outlet.
7. Affix the suction cup mount of the RM-DS to the face of the standard. Align the RMDS so that it will trigger (red and green LEDs should flash) as the dial hand rotates. Note
that there is one red and one green LED on the RM-DS. When both the red and green
flash it signifies that the RM-DS is operating at the optimum level. The screw on the
RM-DS can be used to adjust the signal strength. It is recommended that the supplied
screwdriver be used in order to not damage the adjustment screw.

Testing an Induction Meter
1. Connect the Voltage Amplifier leads to the appropriate inputs of the meter test socket.

General Maintenance
The rack-mount, modular design of the RS-703A Syntron Automated Calibration System was
designed to require minimal maintenance for proper operation. However, there are several
simple procedures that if practiced consistently can insure optimum performance.
Minimal entry into the back of the desk pedestal is recommended. When entrance is necessary
be sure that all cables are well within the inside of the cabinet to prevent pinch or breakage once
the door is closed. Keeping the door closed will ensure proper ventilation.
Maintenance requirements by personnel other than Radian Research employees are minimal
and limited to air filter replacement, fuse replacement, cable replacement and general upkeep.
Failure to comply will void any certification and warranty.
For convenience, a tool kit is provided with every RS-703A System. This tool kit is equipped
with every tool necessary to remove the RS-703A modules and to connect and disconnect all
associated cables except fiber communication cables. Fiber communication cables should
always be removed by hand! To remove fiber cables, grasp the plastic connector and gently
pull. Do not pull by the fiber cable itself. This tool kit also includes a variety of replacement
fuses for the RS-711 Syntron module and the RS-710 System Power Supply. A RS-703A
Connection Diagram is located on the inside of the pedestal door. This diagram details every
cable connection in the RS-703A System.
For general cleaning of the RS-703A System, turn off the RS-710 Power Supply and use lintfree cloths for surface dusting. The desktop may be cleaned with any commercial general
purpose cleanser.
System Voltage and Current Cables
Radian Research recommends leaving the external current and potential cables connected to
the RS-733 Voltage/Current Connection panel and gently coiled up when not in use. This will
lengthen the life of the bulkhead connectors and protect the cables from laboratory traffic.
Inspect the cables thoroughly for damage on a regular basis. If the cables are damaged, please
contact Radian Research for replacement cables. Any cable that is determined to cause
intermittent errors should be replaced.
Computer Maintenance
Especially in dusty environments, the desktop computer should be cleaned by blowing out all
of the dust from the interior. This should be done every one to two years by someone trained
in computer maintenance. Use only clean, dry compressed air or nitrogen and carefully observe
ESD precautions.
The computer used with the RS-703A System requires minimal maintenance. As a preventive
measure, Radian recommends investing in a commercial defragmenting/decompressing package
if one does not exist on your system. Fragmentation may occur over a period of time, thus
slowing down the file access of the hard drive. The addition of the commercial packages will
improve performance and speed. Backup of the files on the hard drive is the customer’s
responsibility. For backup and computer maintenance procedures, consult the manuals
provided with the system.

General Maintenance
System Filter
The RS-703A System Filter is in the bottom module in the desk pedestal. Depending on the
environment in which the RS-703A is located, the filter may or may not need regular cleaning or
replacement. Radian Research recommends inspecting the filter once a month.
To remove and replace the System Filter, follow these steps:

Remove screws from the front panel of the module.
Remove bottom panel and set aside.
To access, remove the metal standoff spacer and pull out the filter. See Figure 1.
Replace or clean filter. To clean the filter, use dry compressed air or a mild
detergent and allow to dry.
Re-assemble by placing the filter back into the base of the desk. Place the
metal standoff spacer over the filter by positioning it on the metal posts.

RS-711 Syntron Inlet Air Filter
The Syntron Inlet Air Filter is located on the back of the RS-711 Syntron module. To ensure
proper ventilation, inspect the filter on a monthly basis.
To remove and replace the Syntron Inlet Air Filter follow these steps:

Turn off the RS-710 System Power Supply.
Open the back door of the tower.
Remove the plastic fan screen from the back of the RS-711 Syntron
module. See Figure 2.
Remove, inspect and clean the air filter. Clean the filter with dry,
compressed air or a mild detergent. Allow filter to dry before replacing.
Contact Radian Research if the filter needs to be replaced.
Place the clean air filter inside of the plastic screen and snap the plastic
screen into its original position.
Turn on the RS-710 System Power Supply and verify the fan is working.
Close the back door of the tower.

Fuse Replacement
In the event that a fuse is blown in the RS-711 Syntron module, the RS-703A System Control
Program will prompt the user to replace the fuse. There are, however, two fuses in the System
Power Supply that if blown will not prompt the software. The tool kit mentioned earlier in this
manual includes one each of the necessary replacement fuses. It is recommended that the tool kit
be replenished with fuses as needed. Fuses may be purchased locally or through Radian Research.
To replace a fuse, follow these steps:

1.
Turn off the RS-710 System Power Supply.
2.
Open the back door of the desk pedestal and/or tower.
3.
Depending on which fuse is blown, unscrew the cap by hand or use a screwdriver.
4.
Inspect the fuse to ensure its condition.
5.
If the fuse is indeed blown, replace it with its matching type from the tool kit.
6.
Replace the cap on the fuse.
7.
Turn on the RS-710 System Power Supply and launch the Control Program
to verify the system is operational.
8.
Close the back door of the desk pedestal and/or tower.

Removal of any module from the RS-703A Syntron Automated Calibration System is not
recommended without acknowledgment and instruction from Radian Research. If the RS703A System is inoperative, contact Radian Research and a technical specialist will determine
if any modules need to be returned for repair. In the event any module needs to be returned,
Radian Research will issue a Return Materials Authorization (RMA) number.
It is imperative that no module be removed until the proper shipping containers have been
received from Radian Research. The shipping containers include an inner and outer box with
high density packing materials that will help to ensure no damage occurs in shipment. See
Figure 3 for packaging diagram.
To remove the modules, follow these steps:
1.
Turn off the RS-710 System Power Supply.
2.
Unplug RS-703A System from wall outlet.
3.
Open the back door of the desk pedestal.
4.
Disconnect all cables from the module to be shipped. *Note: The orange current
leads remain attached to the Syntron module.
5.
Remove screws from front panel of the module.
6.
For modules with a fan tube, remove screws from the metal adapter, remove the
adapter and tube and replace the screws.
7.
Pull unit straight out from the desk pedestal. Rails should remain attached to the
module.
8.
Carefully pack the module in the inner and outer box supplied by Radian
Research and ship the container with attention to the RMA number issued by
Radian Research to the following address:

Radian Research recommends an annual recertification of the RS-711 Syntron module.
The ideal option would be to return the RS-711 module to Radian for a recertification.
However, if this option is not feasible, then an accuracy cross check may be performed. For
periodic accuracy checks, an RM-11 Primary Watthour Reference Standard can effectively
serve as a cross check standard. The RM-11 Primary Watthour Standard has a typical
accuracy of 0.003% with repeatability in the range of 0.001%. The maximum worst case
accuracy is conservatively specified as 0.025% with stability included. The RM-11’s
typical and maximum accuracy specifications apply across its entire operating range of 0.2
to 50 amperes and 60 to 600 VAC. The transfer accuracy of the RM-11 to the RS-703 is
0.012% when appropriate test procedures are strictly adhered to. For best results, Radian
Research recommends using the average of three RM-11s. The RM-11 (or the average of
three RM-11s) must have a recent calibration report from Radian Research (or from a
National Reference Laboratory) and the transfer test must be completed within two weeks
of receiving the RM-11. With the inherit characteristics of the RM-11 coupled with
controlled variables and duplicated test procedures, the RM-11 will effectively serve as a
cross check standard against the RS-703A.
Accuracy Cross Check using one RM-11 Primary Watthour Standard
The laboratory in which the accuracy cross check is performed should be in an isolated
interior room away from the daily activity of the meter or standard laboratory. A dedicated
50 or 60 Hz (whichever applies) isolated power source should be used to eliminate any
possibility of error associated with waveform distortion due to non-linear loads.
1.
Confirm and monitor the temperature of the laboratory to be 23ºC +/- 2ºC.
2.
Confirm that the RM-11 was recently calibrated at Radian Research. For best
results, the transfer should be done within two weeks of receiving the
RM-11.
3.
Turn on the RS-703A and let warm up for 30 minutes. Launch the Control
Program.
4.
Connect the RS-703A’s positive (RED) current cable to the positive
(CURRENT) current input on the RM-11 marked “B”.
5.
Connect the RS-703A’s negative (BLACK) current cable to the negative (0)
current input on the RM-11 marked “B”.
6.
Connect the RS-703A potential cable to the potential input of the RM-11
observing polarity. The black lead should be attached to the negative (0)
terminal.
7.
Connect the auxiliary power from a 120VAC source other than the RS-703A
to the RM-11.
8.
Let the RM-11 warm up for 30 minutes with Auxiliary Power.
9.
Connect the RM-11 output to channel one of the RS-740 Data Collection
Module with a 50 ohm BNC cable.
10.
Create a RM-11 device configuration in the RS-703A Control Program .
Set up the device according to Figures 4-6. Note – on a 50 Hz System, the
maximum voltage for devices and test sheets should be 480 V.

Click on Channel 1 in the Channel Table and Select the RM-11 Device
Configuration just created. Enter the Serial Number from the standard.
See Figure 7.

Create a test configuration in the RS-703A Control Program according to

Confirm results are within accepted limits. If results are out or accepted
limits, then contact Radian Research.

Accuracy Cross Check using the average of three RM-11 Primary Watthour Standards

Contact Radian Research and request shipment of RM-11 Cross Check Standards for
Accuracy Verification of your RS-703A. Note that there is a fee for using Radian’s
Cross Check Standards. For customers located outside the United States, it is highly
recommended that the customer purchase their own three RM-11s to be used for
accuracy cross check purposes. The customer may then use this primary reference set
for traceability to NIST through Radian Research’s Calibration Laboratory or directly
with their local National Reference Laboratory.

Confirm that all three RM-11s were recently calibrated at Radian Research. There should
be only one calibration report for all three standards. This calibration report reflects the
average of the three standards. For best results, the transfer should be done within two
weeks of receiving the RM-11s.

If Radian’s Cross Check Standards are used, all interconnections between the three
Accuracy Cross Check Standards are already made. If not, connect standards according
to Figure 15 and skip to Step 7. Leave everything connected and remove the standards
from the shipping container foam. The standards must be removed from the foam to
insure that they remain at room temperature.
5.
Connect the RS-703A potential cables to the potential terminals of the middle Cross
Check Standard (black = 0)
6.
Connect the RS-703A current leads to the Cross Check Standards. The black lead goes
to standard s/n 5816 and the red lead goes to standard s/n 5836.
7.
Connect the Auxiliary Power of the three Cross Check Standards to a 120 volt wall outlet.
8.
Allow the Cross Check Standards to stabilize for 30 minutes.
9.
In the RS-703A Control Program, create a device configuration. Set up the device
according to Figures 10-12.
10. In the RS-703A Control Program, on the Channel Table, click on the “avg” box beside
channels 1,2,3. This will average the three Cross Check Standards. Type in a name under
the “average” box of the Channel Table. This will allow the data to be saved to this name.
See Figure 13.
11. Create test sheets that are identical to the Calibration Report provided for the Cross Check
Standards. Note that the stabilization time and test time per point should be the same as
those used for the Calibration Report of the Cross Check Standards. See Figure 14.
12. Select “Run” on the test sheet.
13. Confirm results are within accepted limits. If results are out of accepted limits, then
contact Radian Research.
14. For record keeping purposes, when the test is complete print out the results and attach
them to the Certificate of Accuracy Cross Check Test along with the document and the
Calibration Report and Certificate of Calibration that were included with the Cross Check
Standards from Radian.
15. If the standards are the property of Radian Research, then please repack the Cross Check
Standards, lock the shipping case with the supplied tie straps and ship them to:

Error Messages during System Initialization
Each time the RS-703A Control Software is launched, System Initialization occurs. This
is a series of steps done within the software and RS-703A modules themselves to ensure
operation. If for some reason the system does not initialize, errors will occur and the user
will be prompted with the corresponding message. Figure 16 is an example of the type
of message displayed.

If errors occur during initialization, note the error displayed. Make sure that all System
LEDs are lit on the front of each module. Click on the “Re-Initialize” button, and if the
same error message is displayed then click on the “Run Diagnostics” button. Note which
modules pass or fail and then check all power and fiber communication cables. If the
problem is not remedied, then print out the RS-703A Event Log file. This can be found
in the C:\RS703 Directory. This file will give a detailed list of what is happening
internally within the RS-703A. Contact Radian Research technical support for further
information.

Error Messages
Errors while running a test sheet
Errors will sometimes occur during the running of a test sheet, as in Figure 17. These
errors will be displayed on the point in the test sheet that caused the error, or an error
dialog box will appear.

Following is a list of errors that can occur during a test:
Burden
In the device definition dialog, the customer supplied the amount of burden
(in milli-ohms) that the device produces for each tap. Whenever the total
burden of all running devices exceeds the amount of burden the RS-711
Syntron Module can drive, the error Burden will be displayed and the point
will not be taken. To correct the problem, reduce the number of devices
being tested simultaneously or change the burden settings in the device
dialog. Note that if you try to run more burden that the RS-711 Syntron
Module can drive, a Current Overburden will occur.
Current
Current Overburdens occur when the current loop has more resistance than
Overburden the RS-711 Syntron Module can drive. This can be caused by too much
burden or an open current loop. First, check that the current cables are
connected properly and that the loop is closed. Next, check the burden of
the connected devices and make sure it does not exceed the total supported
by the RS-711 Syntron. After a Current Overburden occurs, you will be
prompted to clear the overburden before the test can continue. A Current
Overburden can also occur due to damaged hardware within the RS-711
Syntron. If attempts to clear the overburden do not succeed, contact Radian
Research technical support.

Function
A Function error occurs when a device under test does not support the
function being tested. For instance, if a VARhour test is being performed
on a standard that only supports Watthours.
I Lim Tap
Point cannot be taken because a device under test cannot support the
current for the specified tap.
I Limit
Point cannot be taken because the current exceeds the maximum
supported current of one of the devices under test.
I Peak Flux
Point cannot be taken because the current waveform produces too much
flux.
Run On
There were not enough pulses received from the device under test to do
a valid error calculation. The system will run the test point until the
calculated number of pulses are received from the device under test. The
“Time Out Multiplier” is multiplied to the test time to give the maximum
amount of time to wait for the device to generate that expected number
of pulses. If the expected number of pulses do not occur before the time
out, Run On will be displayed. Possible causes are the device is not
properly connected, the device is in the wrong function mode or the
device is malfunctioning.
T Limit
Time limit error occurs when the time allotted for a test point passes
without enough pulses received.
Tap Abort
The user manually canceled setting the taps for one of the devices under
test.
Tap Limit
Point cannot be taken because a device under test needs to use a tap not
supported by the tap changer.
V Limit
Point cannot be taken because the voltage exceeds the maximum
supported voltage of one of the devices under test.
V Lim Tap
Point cannot be taken because a device under test cannot support the
voltage for the specified tap.
V Peak Flux
Point cannot be taken because the voltage waveform produces too much
flux.
V Peak RMS Point cannot be taken because the voltage waveform causes the voltage
peak to exceed the device limits.
Voltage
Overburden
Voltage Overburdens occur when there is too high of a current load on
the system. If VOBs will not clear, contact Radian Research.
