Background Upper Lachlan Shire is located across both sides of the Great Dividing Range in the Southern Tablelands of NSW. The locality is characterized by steep terrain that is heavily timbered in many locations. The Shire is located in both the Murray Darling and the Hawkesbury–Nepean river catchments. The terrain provides numerous challenges for all types of mobile communications and land transport. The existing mobile coverage across the Shire centres mainly on Crookwell township, the village of Taralga and the area along most of the Hume Highway. The remainder of the Shire has unreliable, intermittent coverage that varies with elevation and climatic conditions. Whilst some mobile coverage mobile phone coverage is provided by all three major carriers, most users subscribe to the Telstra network as it tends to have a more widespread coverage. In order to determine areas of poor mobile reception in the Upper Lachlan LGA, Upper Lachlan Shire Council conducted research into existing mobile phone infrastructure by collecting data from its maintenance crews (who travel the Shire network regularly and use mobile phones extensively) and other local residents. This data was used to develop a diagrammatic map showing areas of good coverage and areas where coverage is patchy and unreliable this map is attached in the appendices to this document. The major carriers have mapping systems available on their respective websites that provide advice regarding services at individual locations within Australia. It is considered that most motorists would not consult the maps before setting out on a journey through the area. Also whilst these services provide sound individual advice, when viewed in a Shire wide context, the information is detailed and confusing. This is further complicated by categorizing the services into handheld voice, voice with external antenna, handheld data and data with external antenna. The ability to adequately utilize an external antenna is dubious as the vast majority of handsets (particularly smart phones) do not have the capacity to conductively connect an external antenna. The inductive couplers available do not appear to improve reception nearly as well as conductive couplings. The attached Shire map indicates broadly where coverage is reliably strong and where it is nonexistent and unreliable. A significant amount of the Upper Lachlan Shire LGA is bush fire prone land which has the potential to create natural disasters during the bush fire season. Whilst emergency services such as the Rural Fire Service and SES have excellent communication systems to deal with these situations, the public rely on patchy mobile phone services to deal these emergencies. A number of roads in the fire prone areas are not through roads and a real risk of residents being trapped exists. There are also a number of roads in the Shire that can be dramatically affected by flooding during storm events. Council has as recently as 2010 and 2012 had flood events that led to the Upper Lachlan Shire LGA being declared a natural disaster area. 1 UPPER LACHLAN SHIRE COUNCIL STAKEHOLDER SUBMISSION – MOBILE PROGRAMS DISCUSSION PAPER. Existing Deficiencies The following information describes the services at villages and outlying areas: Binda Binda residents can currently receive both the 4G & 3G Telstra network and have a strong signal for both data and voice coverage. Telstra recommends that using an external antenna can maximize the predicted coverage or data speed in the area. Laggan Laggan currently operates at little to no mobile or data coverage. Telstra recommends using a satellite phone in this location. Narrawa Narrawa currently operates at little to no mobile or data coverage. Telstra recommends using a satellite phone in this location. Peelwood Peelwood currently operates at little to no mobile or data coverage. Telstra recommends using a satellite phone in this location. Lost River Lost River residents can currently receive both the 4G & 3G Telstra network and have a strong signal for both data and voice coverage. Telstra recommends that the use of an external antenna can maximize the predicted coverage or data speed in the area. Wheeo Wheeo residents can currently receive both the 4G & 3G Telstra network and have a strong signal for both data and voice coverage. Telstra recommends that the use of an external antenna can maximize the predicted coverage or data speed in the area. Pejar Pejar has a strong service area and high speed data on the 4G & 3G networks primarily. However, an external antenna may be required in certain locations. Grabben Gullen Grabben Gullen has a strong service area and high speed data on the 4G & 3G networks primarily. Taralga Taralga is serviced by a small tower located to the west of the village. The tower has limited has minimal data service although Telstra advise that the village is registered as being on the 4G & 3G Telstra network. An external antenna is recommended in this location. Wombeyan Caves State Recreation Area Wombeyan Caves SRA is located north east of Taralga and is accessed off the Goulburn to Oberon Road. The Facility hosts 25,000 visitors per annum. The access to the site has no alternative escape route in the event of a bushfire. Mobile coverage enroute to the park (and in surrounding areas) is very poor. Gunning Gunning has a strong service area and high speed data on the networks which align with the Hume Highway. However, an external antenna may be required in certain locations. Dalton Dalton residents can currently receive both the 4G & 3G Telstra network signal for both data and voice coverage. Telstra recommends that using an external antenna can maximize the predicted coverage or data speed in the area. Collector Collector has a strong service area and high speed data on the networks which align with the Federal Highway. However, an external antenna may be required in certain locations. Breadalbane Breadalbane currently operates at little to no mobile or data coverage. Telstra recommends using a satellite phone in this location. Bigga Bigga currently has little to no mobile or data coverage. Telstra recommends using a satellite phone in this location. Grabine State Recreation Area Grabine SRA is located near Bigga (25kms away) on the shore of Wyangala Dam. Grabine currently has little to no mobile or data coverage. Telstra recommends using a satellite phone in this location. 3 UPPER LACHLAN SHIRE COUNCIL STAKEHOLDER SUBMISSION – MOBILE PROGRAMS DISCUSSION PAPER. The facility is a well established recreational facility that draws visitors from over a wide area. It has regularly accommodated up to three thousand visitors on a single weekend in the past and has annual visitation figures of 30,000 people. Activities enjoyed at the park include boating, water skiing, fishing and almost all other water based activities. The site is located at the end of a no through road which fails to provide an alternative escape route in the event of a bushfire or flood event. This road can be affected by flooding and bushfires (as it was in 2013). The facility needs to have reliable communications to enable visitors (and park staff) to deal with such emergencies as well as medical support such as ambulances and helicopter retrieval of injured patrons. Tuena Tuena currently operates at little to no mobile or data coverage. Telstra recommends using a satellite phone in this location. Goulburn –Bathurst Road (State Road 54) The road linking Goulburn and Bathurst passes through Crookwell, Binda and Tuena on its way to Bathurst. Mobile service is virtually non – existent for the last 30kms of the route. The route provides a link to the Central Tablelands Livestock Exchange at Carcoar and Charles Sturt University, Bathurst Campus as well as other businesses and attractions in Bathurst. Upper Lachlan Shire Council is embarking on a program of sealing the unsealed portion of the road at present, which will increase the usage of the road, which will then also provide an alternative link between Canberra and Brisbane (bypassing Sydney). The road is currently is used by trucks of all shapes and sizes as well as passenger vehicles. A large proportion of the surrounding land is also bushfire prone. These black spots impact on the profitability of businesses in the area as well influencing the amenity and safety that should be enjoyed by private users within the area. Big Hill Big Hill residents can currently receive both the 4G & 3G Telstra network signal for both data and voice coverage. Telstra recommends that by using an external antenna can maximize the predicted coverage or data speed in the area. It should be noted that the coverage deteriorates towards the northern end of the area where the terrain becomes very steep – this area is also a high risk bushfire zone with limited alternative escape routes. Possible Locations for Additional Towers Both the Upper Lachlan Shire Council and Rural Fire Service have reasonably extensive radio networks within the Shire area. There are several locations that may be useful for service providers to investigate further with a view to locating services either on existing towers or nearby. This site has two towers (one in service and one disused). It benefits from high elevation, has sealed road access and a power supply. b) Goulburn Bathurst Road (north of Tuena – shown with a red dot on the attached map). This site has an existing (in use) tower on it, is close to the road, and has high elevation and power supply. c) Mt Mary on Crookwell - Gunning Rd (approximately mid way between Crookwell and Gunning – shown with a red dot on the attached map).This site also has an existing (in use) tower, high elevation, road access and power supply. There are also other potential sites for telephone transmitter’s right across Upper Lachlan Shire.
