The Minutes of the Previous Annual General Meeting held on Tuesday 14th June 2011, were accepted by the Members

The Minutes of the Special General Meeting Held Tuesday 14th June 2011
The Minutes of the Special General Meeting held on Tuesday 14th June 2011, were accepted by the Members present as
a true and accurate record of the meeting and duly signed by the Chairman. Proposed by MK Wanderers F.C. and
Seconded by Brackley Sports F.C. All present were in agreement.

There were no Matters Arising from the Minutes of the last Annual General Meeting.

The Chairman’s Address (including the General Secretary’s Report) - A.P. Jeskins Esq.
Good Evening Ladies and Gentlemen, Vice-Presidents, Members of the County Football Association, League Officers,
Club Representatives and Guests.
On behalf of the League, I would like to welcome you all to the 102nd Annual General Meeting of the North Bucks &
District Football League.
This season, the quality of football played within the League was improved from previous years with all divisions being
very competitive, two of which went down to the last matches to determine the winners and runners-up. I continue to
hear a number of positive comments regarding the standard and quality of the football and the operation of the League
which is a credit to all Member Clubs involved.
I would like to congratulate all of the trophy finalists for the manner in which the finals were played this season; and for
their efforts and support in raising nearly £900 for Charity from the gate receipts, thanks to Brian and Chris for their
time in manning the gates. My particular thanks to Mick McStraw for organising the raffles at the finals which
significantly added to the total raised.
Congratulations to Potterspury, Great Horwood, Charlton & District and Wolverton Town Res. for winning their
respective divisional trophies and to Potterspury for winning the Interdivisional Trophy. I would also like to record
thanks to Buckingham Athletic for allowing us to play our finals at their ground and for their hospitality.
I would also like to congratulate MK Wanderers Res. Great Horwood, Potterspury Res. and City Colts Res. for winning
their respective divisions.
All the above said, the League did not go without a number of issues during the course of the season. Firstly, losing a
number of Clubs (4 in total) during the course of the season for a variety of reasons and the spells of bad weather in
January and February, and then in April which decimated the fixture programme for a number of weeks causing a
backlog towards the end of the season, which was then enhanced by the normal pitch availability issues, together of
course with the additional cup competition, and yet despite all of this, the League still finished in mid-May, as normal,
and it is only right to pass my thanks to Brenda for working her normal magic to get all the fixtures re-scheduled.
My normal plea of course is always on rules, ensuring Clubs read the rule book so as not to incur fines, however, this
season, pleasingly, the quantity of fines this year is lower than in previous seasons, hopefully this can continue over the
coming season. I would like to thank those Clubs who did not pick up any fines and for the way in which they have
conducted their clubs this season, please keep up the good work.
Noting from the minutes of last season’s AGM and the loss that was incurred by the League again, I am pleased to report
that the League have managed to make savings across the board and to turn the last two seasons losses into a small
surplus this year, with further plans in the pipeline to continue this for next season.
Coming onto next season, as you will see later on in the meeting, the League Formation for 2012/2013 caused a
number of issues and many hours of debating for a couple of reasons, firstly, the lack of numbers in the upper divisions
causing a League imbalance, and secondly, the good number of new team applications this season. There have been
many movements in the League to accommodate the new teams, however, the League is now back up to a near full
complement, providing local football for a great number of players, which is what the League is about.
I would like to extend a warm welcome the new Clubs present this evening, and hope they will enjoy and successful
time with the North Bucks & District Football League.
Finally, as in every season, I would like to thank my fellow Officers and Committee Members for their continued
commitment, and for the excellent way in which they have conducted the affairs of the League again this year, without
such dedicated and hard working volunteers the League would not function to such a high standard that it does.

The Chairman congratulated Mrs. Sprules on the way she had continued to look after the Leagues accounts during yet
another difficult season. The Chairman also noted the significant work done by the League over the season to reduce
costs and turn last season’s loss into a small surplus of income over expenditure.
Mrs. Sprules gave a brief explanation of the accounts for the season, as circulated, and requested any questions
regarding the accounts. There being no queries, the Chairman thanked Mrs. Sprules once again for her splendid work
and efforts throughout the course of the season.
It was Proposed by Yardley Gobion F.C. and Seconded by Bletchley Bridge F.C. that the accounts be accepted as a true
and accurate record of the League’s Finances for the season. All Members present were in favour.

The Chairman proposed a vote of thanks to Mr. Jeskins for once again verifying the League’s Accounts free of charge.
10.
Proposed Rule Changes for the 2013 / 2014 Season
The Chairman explained that League Management Committee are continually monitoring the Costs / Expenses that the
League incurs, against the League and Cup Fees, Gate Receipts etc…., and ignoring Fines that are always anticipated will
be minimal, the League have felt that the League Entry Fee has fallen behind all other Leagues at the equivalent level
across the Country.
The League Entry Fees have not changed since the 1995 / 1996 Season (17 Years Ago) when it was increased from £30
to £35. The slight increase in League Entry Fee still ensures we are the most competitive League locally for Saturday
football, and will ensure the continued success of the League.

Honorariums
The Non-Working Officers of the League have proposed that the Honorariums for the 2011-2012 season should be as
follows:

12.
The Bob Mayes Sportsmanship Award
This award, for the most sporting side as voted by member clubs, was presented by the Chairman to Hanslope F.C., and
the Club Secretary, Les McLean, collected the award on their behalf.
13.
The Derek Canning’s Club Linesman of the Year Award
The Chairman presented the award to Mr. Jonathan Townsend of Loughton Manor F.C., who had an average of 85%
over the course of the Season. In joint 2nd place were Mr. M. Whitehead of Buckingham Town Res, Mr. M. Hensler of
Charlton & District, and Mr. M. Wheeler of AFC Santander all achieving an average mark of 82%. In 3rd place was Mr.
D. Craske of Syresham F.C. with an average mark of 81%.

The Michael Connolly Award
The Chairman explained that the winners had been chosen by the Management Committee based on League
Administration. The Chairman presented the award on behalf of the League to Great Linford F.C. and the Club
Secretary, Mr. Marc Culley, collected the award on the Club’s behalf.

The Date for Commencement and Conclusion of the 2012 - 2013 Season
The Date for the Commencement of the 2012 / 2013 Season would be Saturday 18th August 2012, and the Conclusion
would be Saturday 25th May 2013.
The Chairman expressed the League’s congratulations to MK Wanderers for successfully winning the Berks & Bucks F.A.
County Cup, and also to Grendon Rangers for winning the Oving Villages Cup Competition.
The Chairman noted that there had not been any other business notified to the League as required, and thanked all those
present for their attendance and wished all Clubs an enjoyable and sporting 2012 / 2013 season and a safe journey
home.
There being no further business to transact, the meeting closed at 20.06.

(B) A registered player member of a Club is one who,
being in all other aspects eligible has:-

commencement of the first match for that Team.
Failure to comply shall result in a fine of £10.00 per

the League by the 7th August of each season. Failure
to comply shall result in a fine of £20.00 per Team.

RATIONALE: With a staggered start to fixtures at the
commencement of the season this proposed change
will mean All Teams are on a level playing field with
regards to registering players at the start of the
season.

Bucks County Football Association Limited to take effect for the 2013 / 2014 Football Season.
