SPECIFIC PROCUREMENT NOTICE REQUEST FOR EXPRESSIONS OF INTEREST Consultancy Services for the Design and Delivery of MEHE National Exams Registers Archiving and Certification Country Name of Project Loan no. Assignment Title Proc. ref : Republic of Lebanon : Ministry of Education and Higher Education (MEHE) Second Educational Development Project (EDP- II) : 7966- LE : Design and Delivery of MEHE National Exams Registers Archiving and Certification : FC 06 – 3.1 The Government of Lebanon has received financing from the International Bank of Reconstruction and Development (IBRD) - the World Bank toward the cost of the Second Educational Development Project (EDP- II) and intends to apply part of the proceeds for consulting services for the Design and Delivery of MEHE National Exams Registers Archiving and Certification. The Education Sector Development Secretariat (ESDS) within the Ministry of Education and Higher Education (MEHE) is responsible for overall coordination and implementation of the Project. The consulting services (“the Services”) will include the: development and updating of MEHE National Exams Registers Archiving and Certification principles and practices automation of the National Exams Registers and set-up of the related database, and Certificate(s) production related implementation, institutional integration, capacity building, onsite operational support, and maintenance The period foreseen for this assignment is 22 months (covering 10 months development and implementation, and 12 months onsite operational support), followed by 12 months maintenance period. The Ministry of Education and Higher Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in public sector institutional development and automation, for at least 5 years in similar conditions. They should also present information covering general qualifications and number of key staff, and description of similar assignments performed. The shortlisting criteria are: 1. General experience: minimum 10 years’ experience in institutional development and automation 2. Relevant experience in similar assignments in the public sector during the last five years 3. Average Annual turnover of the firm for the last five years 4. Experience of Key staff in all relevant areas The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, published by the World Bank in May 2004 and revised in October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the Consultant Guidelines.
