every polling place. Voters can listen to
ballot choices and mark their ballot using
a large “easy to use” key pad. Ballots are
available in English, Spanish, Chinese,
Japanese, Korean, Tagalog/Filipino and
Vietnamese.

CHECKS FOR
ERRORS
Pollworkers will assist voters with inserting
ballots into the InkaVote Plus Precinct
Ballot Reader (PBR). The PBR checks
ballots for two types of errors: 1) a
completely blank ballot. You may take the
blank ballot to the voting booth to mark
your selection; 2) a ballot with an overvote.
If this occurs, ask the pollworker to give
you a new ballot.
Write-In Voting Instructions
How to vote for a person not listed on the ballot
( Write-In votes are valid for qualified write-in candidates only):
Polling Place Voting
Write both the qualified candidate’s title and name in
the space provided on the write-in long stub portion
of the ballot.
Fold stub over voted portion of the ballot and return to
pollworker.
Voting By Mail
Write both the qualified candidate’s office title and
name on inside of the Write-In Ballot Secrecy Sleeve.
Enclose ballot card in Write-In Ballot Secrecy Sleeve
and place in Ballot Return Envelope.

Friends, I have lived with my family in La Habra Heights for over 40 years. As a
long time resident, I’ve been active in city government and served on a number
of boards and volunteer organizations within the City.
Professionally, I worked for three Regional Water Districts for 4 years. For two
agencies I managed a team of 8 professionals with responsibility for
communication, conservation, marketing and education. I worked with the third
water district to develop its budget and scope-of-work and coordinated its local,
county, state and federal outreach.
Is the amount you pay for LHHCWD water reasonable? How is the water
quality? Do you have any idea what your Water District is doing and spending?
Elect me to represent you on the LHHCWD Board. I will initiate steps for
greater transparency and ways to keep you better informed. I want to ensure
that customers receive the highest level of water quality possible in the most
economical manner.

Business Owner
I have served as a Director and Vice President of the La Habra Heights County
Water District since 2009. Since joining the Board, I have focused on ensuring
that the District continues to deliver high quality water at a reasonable cost to
the homes in La Habra Heights. Our Board has guided the District to ensure an
adequate supply of water through the purchase of additional water rights, as well
as construction of new storage facilities, without a rate increase. We have also
implemented reasonable retirement programs that provide for employees,
without creating an undue burden on the District.
My qualifications include an MBA from USC and an MS in Geophysics from
Stanford University, as well as 25 years in the oil business. I am a 22 year resident
of La Habra Heights. I am dedicated to serving our beautiful community. In
addition to serving as a LHHCWD Director, I am a Director and Past President
of the LHHIA, Treasurer and volunteer for La Habra Meals on Wheels, and
Vice President of the Mad Hatter Guild of CHOC.

As an appointed incumbent, I am seeking a four year term on the Board. I’m a
14 year resident of La Habra Heights. My wife and I have made La Habra
Heights the place to raise our three children. As such I have a vested interest in
the long-term viability of our community.
I have 32 years of experience in environmental and recycling issues. I understand
budgets, receivables, payables, capital expenditures, government regulations,
negotiations, operations, safety implementation, and human resource issues. I
have studied and responded to bids, and assisted in writing proposals. These
skills, in today’s economic environment are needed more today than ever.
My continued commitment to you will be to work with the Board of Directors in
providing a quality water supply at the most affordable price. Ensure reliable
water service for our current and future domestic and fire protection needs.
Review and research any technological advantages that may assist our position
and/or future development.

I would like to introduce myself. My family and I have lived in the City of La
Habra Heights for the past 30 years. I have been a board member for the past 12
years. I am a retired Fire Chief with over 50 years of fire protection experience.
As a career fire fighter, I have learned the importance of an adequate and
reliable water supply. This is especially important here in the City of La Habra
Heights where there are large brush areas and a hilly terrain.
While I have been a board member, the water district has made numerous
upgrades to the district’s infrastructure. For example, the addition of 55 new fire
hydrants and the upgrade of many others for better fire protection, eliminating
of the low-pressure zone and the addition of a new 2 million gallon water tank.
The district has made numerous upgrades and all were made with out incurring
debt. It is the district’s policy to pay as we go.
I am asking for your vote so that I can continue working to upgrade and maintain
the present system and to make sure the community has adequate water supply
for fire fighting purposes.

Earthquake Safety
If you’re like most people, after every California earthquake you tell yourself,
“I’m going to get prepared for the next one.”
Then you don’t do a thing about it.
Well, now you can do something about it. Just by reading this page, doing
what it says and saving it.
Many earthquake experts in Southern California recommend the following
tips to minimize damage in the event of an earthquake.
1. Put together a kit of basic emergency supplies. Include a portable
radio, extra batteries, a first aid kit and handbook, wrenches to turn
off gas and water valves, food, water and medication for every
member of your family for at least one week.
2. Secure your hot water heater. If your hot water heater falls over
during an earthquake, the gas line can rupture and create sparks
which can lead to a fire or explosion.
3. Know where your gas, electric and water main shutoffs are and
how to shut them off.
4. Secure your tall and heavy furniture. Bookcases, entertainment
centers and china cabinets can easily fall over during an earthquake.
5. Put some extra nails in heavy objects that are off the floor such as
shelves, mirrors and large picture frames.
6. Hunt for hazard areas in your home. Teach your children to stay
away from windows, mirrors and tall furniture.
7. Search for safe places in your home. Show your children how to
take cover under a table, desk, or against inside walls.
8. Have a plan to reunite your family after an earthquake. Travel may
be difficult and phone lines may be down, so don’t drive or call
anyone unless it’s a real emergency.
9. Check for injury or damage after the shaking stops.
10. Above all, do not panic.
Practicing earthquake drills with your entire family and being prepared with
the above instructions will put you in a safer position during any ground motion.
Stop rumbling about how you’re going to get ready for “the next one.”
Prepare for it today. The County of Los Angeles has an Earthquake
Survival Program (ESP) with easy monthly preparedness steps.

Voter Bill of Rights
1.
You have the right to cast a ballot if you are a valid registered
voter. A valid registered voter means a United States citizen
who is a resident of this state, who is at least 18 years of age
and not in prison or on parole for conviction of a felony, and who
is registered to vote at his or her current residence address.
2.
You have the right to cast a provisional ballot if your name is not
listed on the voting rolls.
3.
You have the right to cast a ballot if you are present and in line
at the polling place prior to the close of the polls.
4.
You have the right to cast a secret ballot free from intimidation.
5.
You have the right to receive a new ballot if, prior to casting
your ballot, you believe you made a mistake. This includes voters
at the polls and Voting By Mail.
6.
You have the right to receive assistance in casting your ballot, if
you are unable to vote without assistance.
7.
You have the right to return a completed Vote By Mail ballot to
any precinct in the county.
8.
You have the right to election materials in another language, if
there are sufficient residents in your precinct to warrant
production.
9.
You have the right to ask questions about election procedures
and observe the election process. You have the right to ask
questions of the precinct board and elections officials regarding
election procedures and to receive an answer or be directed to
the appropriate official for an answer. However, if persistent
questioning disrupts the execution of their duties, the board or
election officials may discontinue responding to questions.
10. You have the right to report any illegal or fraudulent activity
to a local elections official or to the Secretary of State’s Office.
