Geotechnical & Environmental Consultants, Inc. (GEC) is pleased to present this report of an
asbestos survey for the above referenced site. The asbestos survey was conducted to be as near as
practical suitable to identify asbestos containing materials (ACM) in accordance with the National
Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations governing demolition
and renovations work where asbestos might be disturbed. This report outlines the analysis results
for the work that was performed by GEC over a two-day period May 9 and 10, 2014. The work
performed was in general accordance with GEC proposal No. ME-14-6404 and the methodologies
are described in detail therein.
Mr. Robert T. Hadden, an AHERA/ASHARA accredited Asbestos Inspector with GEC performed
the survey associated with the subject scope of work. The survey included the sampling of suspect
asbestos containing building materials. Additionally, GEC collected representative building
materials to form a sample for a Toxicity Characteristic Leachate Procedure for Lead (TCLP-Pb)
Waste Stream Analysis for the above referenced site. The waste stream sample collected was
analyzed by TCLP to determine whether the expected demolition waste stream would be
hazardous for lead. Finally, GEC also conducted testing of observed surface coatings (paint) to
check for the presence of lead-based paint. No paint was detected that contained lead in
concentration high enough to be considered lead-based paint by regulation.
The survey covered the vacant building on the subject site that is nearest Shurling Drive and to the
northeast of the current operating school facility at the terminus of Boone Street. The complete
interior and exterior of the building was included in the survey. The specific suspect materials

sampled in the survey are listed on the field chains of custody, and in the laboratory summary
report. All observed suspect materials were sampled. The samples were submitted under
appropriate Chain-of-Custody procedures to Analytical Environmental Services, Inc. (AES), in
Atlanta, Georgia. GEC received the results on May 20, 2014.
Estimated quantities of ACM are provided in the Detected Asbestos Sample Summary tables, but
Quantities of confirmed ACM that are to be abated/remediated should be corroborated by the
prospective abatement contractor. While the quantities provided by GEC may be suitable to compare
abatement rates in a bid setting, all abatement quantities should be verified prior to finalizing the
abatement contract. Much of the ACM is hidden under carpet or above suspended ceilings, and other
ACM such as piping may be hidden in walls. Complete as-built drawings should be used, but
otherwise, a careful inventory of all piping lines, etc. would be necessary to more accurately derive
quantities.
The roofing ACM was evidenced by several positive results indicating the presence of ACM, but
several samples of materials observed to be the same materials were found to not be ACM.
Additional sampling could reduce the size of areas, especially of roofing, that must be considered
ACM on the basis of the varied ACM results for roof decking and parapet areas, but additional
sampling may only confirm the inconsistent nature of the ACM rather than making it possible to
declare certain roof areas free of asbestos.
The Appendix to this report provides a Detected Asbestos Sample Summary Table and a copy of
the Analytical Reports with the field chains of custody for the survey. A copy of the TCLP
analytical report with the field chain of custody is also provided. Field sketches of the building
interiors are provided with the building and roof survey data. These have relevant notations on
field observations, materials, and area dimensions, and other notations pertinent to GEC’s field
observations. Selected portions of the original Bibb Board of Education survey for the Asbestos
Hazard Emergency Response Act (AHERA) program at the school are also provided.
ASBESTOS SURVEY FINDINGS
A review of the asbestos results reveals the following:
The suspect materials sampled in this survey include but are not necessarily limited to the
following. Roofing materials including gray-black tar; multi-ply roof deck at several different
elevations; brick (and wood) wall flashing on various parapet walls on the roof; white flashing
seam caulk on the roof; white exterior door frame caulk; pipe gasket (exposed pipe outside
southwest of building where tank/pump removed); black mastic on exterior piping/wall (same
area southwest of building); white caulk on exterior piping metal jacket; vertical brick seam caulk
(exterior); vermiculite block fill; suspended ceiling tiles; brown baseboard mastic; black mastic
on pipe insulation (above ceiling); brown glue dots on ceiling; beige linoleum (black mastic
under); white under sink coat; wallboard mud (joint compound in school building intermittent
wall closures); bathroom sink caulk; Boiler Room – white insulation debris; wallboard in boiler
room; boiler room ceiling panels; sheetrock-like ceiling tile in boiler room; pink 12”x12” floor tile
in basement hallway; stair tread mastic; beige 12”x12” floor tile in basement stair; white 12”x12”
floor tile and black mastic at stairs; auditorium curtain fabric.
Sample Result Summary
Samples KD-1A, 1B, 1C, 1D – gray-black tar containing asbestos: The material was found
intermittently to be positive, but is applied to all vent penetrations across the roof.
Samples KD-2D, 2E – multi-ply roof decking: Only these two samples of five collected were
analyzed to contain asbestos. No discernible difference in the roof deck materials was observed.
Additional sampling could potentially delineate ACM decking from non-asbestos containing
decking material, but it might only confirm the inconsistent nature of the material.
Sample KD-3D – flashing material on the parapet wall: Only one of four such samples to be
analyzed to contain asbestos. It is located on the roof section over the north side office near the
entrance to the school.
Samples 5A, 5C, 5D, 5E – white exterior caulk: This material is found on all door frames, and
there is a 40-linear foot bead along the back of the school where an apparent awning/roof formerly
connected to the building.
Sample KD-6B – gasket on an exposed pipe flange: This is located exterior to the building at an
apparent former water handling or other tank storage equipment slab to the southwest of the
building. The remaining pipes are exposed and some go to the school building and some into the
brick retaining wall.
Sample KD-7A, 7A-DUP – black mastic: This material is on remnant foam glass pipe insulation
in the same area as the KD-6B sample above.
Samples KD-13A, 13B – black mastic: This material is found on all piping insulation joints and
elbow junctions that run above the suspended ceiling within the school building, and is found in
all classrooms and elsewhere in the school.
Sample KD-15B – black mastic under a beige linoleum: This material is located in Hall #4 (refer
to field sketch, but western most hall way). All floor coverings, except where specifically tested to
confirm otherwise, are considered ACM due to the tile or mastic.
Samples KD-17A, 17B – wallboard mud: This material (white joint compound) is found on
intermittent, infrequent wall closures where wallboard (sheetrock) is used to seal the closure.
Samples from the Boiler Room, FD-20A, 20B, 20C, 20D are all of debris from damaged
ACM in the Boiler Room. This area and the entrance room to it should be treated as a total room
abatement. On the basis of the original AHERA report (appended) and GEC’s findings, the room
is contaminated with asbestos from the damaged ACM.
Flooring materials, Samples KD-26A, 26B – floor tile and black mastic near the boiler room.
This flooring and the flooring as detailed in the original AHERA report are ACM. The
AHERA report indicated the 9”x9” floor tile is ACM. GEC did not re-sample the 9”x9”
floor tile, and saw no need to. Most of the floor tile is under carpet.
Appendix I contains a Detected Asbestos Sample Summary table provides estimated approximate
quantities for the discovered ACM, but quantities of confirmed ACM that are to be
abated/remediated should be corroborated by the prospective abatement contractor. While the
quantities provided by GEC may be suitable to compare abatement rates in a bid setting, all

WASTE STREAM BACKGROUND AND FINDINGS
At the time of the survey, GEC understood that the school facility building is to be demolished.
Therefore, a composite waste stream sample was collected from the building materials. Only
building materials that were judged to be representative of future building demolition were
collected. Small portions of observed building materials were collected to form one composite
sample. The waste stream sample was submitted to an accredited laboratory for analysis. Materials
that were sampled represented the majority of the building components.
The waste stream sample collected was analyzed by the Toxicity Characteristic Leachate
Procedure (TCLP) method. EPA’s allowable limit, in its definition of Lead Hazardous Waste, is
less than 5mg/L. Based on the reported analytical results, the materials sampled were found to
contain less lead (BRL, below reporting limits of the Analytical method) than EPA’s allowable
limit in its definition of Hazardous Waste (less than 5 mg/L by TCLP analysis). The reported lead
content result of the waste stream was less than the EPA definition of a hazardous waste for lead.
Therefore, the debris is not hazardous with respect to lead and may be disposed of as general
construction debris at a permitted disposal facility, which accepts such waste. A copy of the
laboratory report and chain-of-custody can be found in the Appendix.
A licensed Lead Based Paint Abatement Contractor must be employed for removal, transport and
disposal of any identified lead paint that is disposed separately from the substrate material. GEC
conducted testing of the observed paints/coatings at the building. No paint or coating containing
lead at a level to be considered lead-based paint was discovered in the testing using an X-ray
Fluorescence (XRF) gauge.
ACM DEMOLITION CONSIDERATIONS / RECOMMENDATIONS
Removal/encapsulation/disturbance or demolition of regulated quantities or potentially friable
ACM must be conducted by a licensed and qualified asbestos abatement contractor, with
compliance air monitoring conducted during the removal.
Renovation and demolition activities disturbing ACM are regulated under OSHA Construction
Standard (29 CFR 1926.1101). If more than 10 square or linear feet of friable material is removed
or produced by the project, then in accordance with Georgia regulations, EPA’s NESHAP
regulation will apply. The Georgia Department of Natural Resources (DNR), Environmental
Protection Division (EPD) Land Protection Branch regulates asbestos abatement in this state.
Rules of Solid Waste Management (Charter 391-3-4) were revised on August 20, 1997 and
accepted on March 15, 1999. This rule, as well as the Rules for Air Quality Control (Chapter 391-
3-1) and Rules of Asbestos Removal and Encapsulation (Chapter 391-3-14), should be followed
during demolition activities.
Ten days prior to demolition or renovation activities, the EPD Lead-Based Paint and Asbestos
program should be notified under the Georgia Rule 391-3-14 and the Federal NESHAP Rule. The
project notification form should be completed by a Georgia licensed abatement contractor. The
abatement project requires a fee paid to the Division at the time notification is made. It is the
building owners’ and contractors’ responsibility to properly evaluate the ACM to be removed to
determine whether this material will be rendered friable due to the demolition or renovation
activity. If a material is non-friable, a courtesy notification to EPD is expected to explain removal
methods.
CLOSURE
This report has been prepared for the exclusive use of Mr. Jason Daniel and the Bibb County
Board of Education, and their representatives and assigns, who may use this report in its entirety
to provide information on the facility to those individuals that they deem suitable to receive such
information. This report and its findings shall not, in whole or in part, be disseminated to any other
party, nor used by any other party without prior written consent by Geotechnical & Environmental
Consultants, Inc.
Information contained in this report was obtained by means of interviews, document review, onsite observations, and analytical data. Conclusions and recommendations contained in this report
are based on the data obtained and presented in this report. This report is representative of
conditions existing at the time the survey was conducted. Situations or activities which occur
subsequent to this report or to the times noted in this report are outside the scope of this ACM and
Waste Stream Survey, and GEC is not obligated to modify this report to include such information.
The scope of the Asbestos Survey and Waste Stream Sampling was, through sampling and
analysis, to provide information on the presence or absence of asbestos and to characterize the
waste from materials within the subject facility for disposal. Although GEC’s inspectors attempt to
locate and identify materials potentially containing asbestos, GEC does not warrant that all
materials containing asbestos were identified. The survey followed generally accepted industry
practices to minimize the possibility, but due to the nature of the limited survey and possible nonhomogeneity of the materials surveyed, it is possible that materials containing asbestos were not
found because they either were not visible (i.e. covered by other materials, totally enclosed,
elevated, or encapsulated), or not accessible to the inspectors, or for various other sufficient
reasons, were not sampled.

SAMPLING METHODOLOGY
The limited survey (limited in that the survey may not have penetrated beyond solid wood or other apparent
substrates to ceilings, walls, and more typically flooring) for the area focused primarily on identifying suspect
ACMs in the specified areas. Quantities of confirmed ACM that are to be abated/remediated should be
corroborated by the prospective abatement contractor. Samples were analyzed by a laboratory accredited in
accordance with Georgia law.
The intent of this survey was to identify suspect ACM and to collect and submit bulk samples of such
materials for laboratory analysis to identify the presence/absence and percent asbestos content in the
suspect materials.
During a walk-through of the survey area, the inspector visually checked for the presence of suspect ACM.
The inspection of the subject location included the following activities:

Suspect materials were examined for variations in color, texture, thickness and other visually
apparent characteristics useful in determining the uniformity of the material.

Each suspect material that appeared to be uniform was assumed to be a Homogeneous Material
(HM) and was assigned a number.

For each HM, descriptions and general locations of suspect ACM were noted, and are presented in
the Detected Asbestos Sample Summary Table, the chain of custody, and in the laboratory reports.

The physical condition of each HM and the presence of visible debris were also noted.

Since visual survey is inadequate to determine whether a material contains asbestos, each suspect
material is presumed to be ACM until a sufficient number of samples of each material are analyzed
for asbestos content. The minimum number of samples that must be collected and analyzed for
asbestos content in order to establish a suspect material as non-ACM is dependent upon material
type and quantity. For each miscellaneous suspect material that appeared to be homogeneous, a
minimum of two samples was collected.

The inspector performed bulk sampling in accordance with U.S. EPA guidelines to minimize
release of asbestos fibers during sample collection. Each bulk sample was thoroughly wetted with
amended water and collected by removing a small piece or core of the suspect material and placing
the sample in a clean, sealable container. An attempt was made to include each layer of suspect
material present.

Each sample was assigned a unique number, which was included on the sample container and on
the chain-of-custody.

Sampling locations were selected based on the goal of representing the area and homogeneity of
the materials surveyed. Samples were not located in any way so as to influence the analytical
results or findings of this report. Destructive sampling was performed. Sample location
descriptions are presented in the Detected Asbestos Sample Summary Table, and are also entered
on the Chain-of-Custody forms included with the Laboratory Report included in the Appendix.

Bulk samples were submitted under appropriate Chain-of-Custody procedures to Analytical
Environmental Services, Inc. (AES), in Atlanta, Georgia, a laboratory accredited for PLM analysis
of bulk samples for asbestos content.
LABORATORY PROCEDURES
All suspect ACM samples were analyzed for asbestos content by polarized light microscopy (PLM) using
dispersion staining (Method for the Determination of Asbestos in Bulk Building Materials” EPA/600/R93/116). This analytical method, which the U.S. EPA currently recommends for the determination of
asbestos in bulk samples, is used for the qualitative identification of six morphologically different types of
asbestos fibers: chrysotile, amosite, crocidolite, anthophyllite, tremolite and actinolite. The fibrous
composition of the bulk sample is reported in visually estimated percentages of asbestos and non-asbestos
materials (i.e. cellulose, fibrous glass, synthetic).
The analytical results indicate the percent asbestos content in the sampled material. The amount of
asbestos identified in a sample of ACM may vary in a homogeneous material depending on the sample
location. Such variation in content may be due to incomplete mixing of material components during
manufacturing processes, or it may indicate that materials with a visually similar appearance are actually of
different composition.
Important Note To Our Clients
The PLM method for analysis of bulk samples for asbestos content requires that the microscopist make a
visual estimation of the percentage of asbestos in a given sample. By definition, any material with greater
than 1% asbestos is considered regulated asbestos-containing material. The extent of regulatory
requirements under EPA and OSHA asbestos regulations depends upon the category and condition of the
material.
If asbestos is identified in a sample of friable material by PLM analysis, with results between a trace and
10% asbestos, the owner must either assume that the content is greater than 1%, and treat the material as
regulated, or the owner may confirm the regulatory status by having samples of these materials reanalyzed by the point counting method. Some of these materials may be confirmed as less than or equal to
1% when the more quantitative point counting technique is used. Samples are not initially analyzed by
point counting because the regulations require analysis by PLM. Also, point counting is a more expensive
method. Point Counting results supersede the initial results obtained by PLM using the visual estimation of
area.
Some resinously bound materials such as mastics and roofing materials, and materials with very small
fibers such as floor tiles and joint compounds, may yield false negative PLM results. Resins, bitumen, and
similar sticky matrices may obscure the visual identification of asbestos minerals. Fiber sizes may be
beneath the visual limit of the light microscope. The presence or absence of asbestos in such samples may
be confirmed using the Transmission Electron Microscope (TEM) with the Modified Chatfield
(quantitative), or Drop-Mount (qualitative) methods.
LABORATORY ACCREDITATION
Asbestos Laboratory Accreditation
AES of Atlanta, Georgia, has received accreditation for PLM and TEM analysis under the National
Voluntary Lab Accreditation Program (NVLAP) of the National Institute of Standards and Technology. To
ensure quality, AES has developed an internal quality control program with the following features:









Sample collection, preservation, storage, analysis and disposal methods comply with approved
EPA and NIOSH methods;
Analysts participate quarterly in proficiency rounds administered by AES and conducted with two
other laboratories.
Chain-of-Custody Records (COCR) are maintained on all samples both during the collection phase
of the work and during the in-house analysis;
Statistical parameters or control charts are used to monitor accuracy of analysis and overall
laboratory effectiveness;
Laboratory personnel receive formal training in instrument operation and regular performance
evaluations;
A collection of reference samples is used to ensure analysts’ accuracy;
Each sample is analyzed by two separate analysts;
Sample certificates of analysis, reagent certificates, and sample container certificate files are
maintained; and
Hard copy QA/QC files are maintained for customer examination.
