("Ruby"), with its principal office located at 2 North Nevada, Colorado Springs, Colorado 80903, is a company seeking to become a natural gas company that will be primarily engaged in the open-access transportation of natural gas in interstate commerce. In that respect, on January XXX, 2009, Ruby filed an application with the Federal Energy Regulatory Commission ("FERC") for a certificate of public convenience and necessity authorizing the authorizing the construction and operation of large diameter pipeline, compression and metering facilities, with appurtenances, to be located in Lincoln and Uinta Counties, Wyoming; Rich, Cache and Box Elder Counties, Utah; Elko, Humboldt and Washoe Counties, Nevada; Lake and Klamath Counties, Oregon. This project, referred to as the "Ruby Pipeline Project" or "Project," will allow Ruby to provide new natural gas transportation from the Rocky Mountains to consumers throughout the Project area, including the Pacific Coast (Washington, Oregon, and California) and Nevada. The Project is comprised of approximately 675.2 miles of 42-inch diameter natural gas pipeline, along with associated compression and measurement facilities, located between Opal, Wyoming and Malin, Oregon. An approximate 2.6-mile lateral, the PG&E Lateral, would also be constructed south from the Malin Hub. Ruby has attached a location of facilities map with this letter showing the location of the Project. If you are interested in reviewing Ruby’s FERC application for the Project, copies of the complete application will be made available for public viewing at the locations as provided on the enclosed list.
