Information in this Sample Ballot and Information Pamphlet will assist you in making informed choices when
marking your ballot. You may mark your selections on your sample ballot and take it with you to the polls for
reference to easily and quickly complete your official ballot. Whether you go to the polls or use a vote-by-mail
ballot, the paper ballot is the same. Additionally, one electronic accessible voting unit will be available at each
polling location for any voter’s use.

You may obtain and cast your ballot at the Registrar of Voters Office at 2724 Gateway Drive in Riverside,
Monday through Thursday beginning March 22nd from 7:30 a.m. to 6:00 p.m. and on Election Day, April 13th
from 7 a.m. to 8 p.m.
Vote-by-Mail
An application for a vote-by-mail ballot is located on the back cover of this pamphlet. Vote-by-mail ballots
may be voted and returned at your convenience but must reach the Registrar of Voters Office no later than
the close of polls on Election Day (postmark not accepted). For voter convenience, completed ballots can
be returned inside the Registrar of Voters Office daily during business hours or deposited 24 hours a day in
the locked drop box outside our main entrance. Voters may also drop off their ballot at any Riverside
County polling place on Election Day. Ballots received after 8 p.m. on Election Day cannot be counted.
Should you have any questions concerning the Consolidated Special Election please use the contact information
at the top of this letter to reach our office.

In this historic special election for California’s 37th Senate District, you
the voter have an opportunity to endorse a different approach to
governance. It is time to set aside strict party allegiance and begin to
solve problems… in the name of the citizens of California.
California is in trouble and we need real solutions. The Legislature needs
to start solving problems not creating them. As State Senator, I’ll put my
business experience to work for Riverside County taxpayers to rebuild
the economy, create jobs and restore California’s promise.
I am a small business owner, a teacher and director of a non-profit
organization. Most importantly, I am in my fifth year of service on Palm
Springs Unified School District’s Board of Education. During my tenure,
PSUSD has been forced to cut 18% of its budget. Every week I make
tough decisions resulting from Sacramento’s inability to govern
effectively.
Reckless borrowing is strangling our economy. Government is spending
billions it doesn’t have, like the $11 billion water bond that’s loaded with
pork. We need to cut spending, not saddle our children with debt.
My proven skill cutting costs while preserving essential services has
resulted in both balanced budgets and steadily rising test scores in our
schools.
Only the elected leadership of schools, cities and counties can fully
understand the local impact of the budget choices our legislature has
made. Legislators must be intelligent, innovative and work honestly
together to find real solutions for difficult problems. For six critical years,
Sacramento politicians have proven their inability to do this. Failed
policies demand fresh leadership.
Government by the people cannot survive if it is always “us and them.” I
ask for your vote not to become one of them, but for the honor of serving
as one of you.

I’ll fight to cut taxes for families and businesses. California’s
backbreaking tax burden is destroying our economy, punishing families
and costing us jobs. We need to fundamentally change government so
it’s leaner and more accountable.
When I served in the Assembly, I honored my pledge to oppose all new
and higher taxes. I also opposed giving driver’s licenses and instate
tuition to illegal immigrants. I believe it’s important to keep more money in
the pockets of taxpayers. Working in the family business, I’ve made
tough choices, created jobs and balanced budgets. If you’re ready for

Community service is my calling; leadership my talent; public policy my
passion.
I love Rancho Mirage and want to protect our quality of life, seeking ways
to ensure a bright future for our community. I’m excited to lend my
energy, enthusiasm and a fresh voice to City Hall.
I am well qualified to be a City Councilman. I’ve been a leader and public
servant most of my life. I hold two Masters Degrees (one in Public Policy
Management) and a Bachelor’s Degree in Political Science. Currently, I
work with cities to help them solve problems.
As an Air Force Academy graduate, I have led soldiers in the jungles of
Latin America and the halls of the Pentagon. As a CEO, I’ve managed
million dollar budgets and made tough calls. Growing up in a foster
home, I learned compassion, teamwork and resilience. But fatherhood
has inspired me most to be a better person and to be ever vigilant in my
community. I’m a well-rounded, ethical leader with a passionate desire to

When first elected I initiated and focused on enacting certain “major”
projects of enduring financial importance to Rancho Mirage.
(1) Undergrounding Rancho Mirage’s hazardous neighborhood
electrical lines which reduced property values.
(2) Preserving Rancho Mirage’s modest size by eliminating the six
square miles “Sphere of Influence” north of I-10 which, over time, would
have added 40,000 residents, dramatically changed our demographics
and perpetually buried us with huge financial obligations.
(3) Extending city limits a few hundred feet to incorporate the Agua
Caliente Casino / Hotel. This lengthy process culminated with Rancho
Mirage and the Tribe finding common ground and Rancho Mirage
securing important legal rights and hundreds of thousands of dollars
annually.
Now, with America’s economic turmoil, the local economy and managing
our city budget are seriously pressing priorities.
Diminished tourism means reduced bed and sales taxes which impairs
our ability to produce a balanced budget – the Council’s primary function
– which must be achieved without reducing police or fire services.
Using fiscally conservative principles and my legal and budgetary
experience, I am dedicated to responsibly solving our economic
challenges.
My background includes twenty-five years being recognized in Best
Lawyers in America and frequently serving in California Courts as an
expert witness regarding legal ethics.

I am committed to family and have been happily married to the love of my
life, Linda, for over 35 years. I relocated to Rancho Mirage in 2002 from
Washington where I served 3 consecutive terms on the Board of Yelm
Community Schools – representing more than 500 teachers and staff.
During my tenure, 3 years of which I served as President, I oversaw
development of a new athletic stadium and multiple schools. Always
bringing intuitive business knowledge and practical application to my
areas of service the schools went from a negative $800,000 in operating
loss to a surplus of $2.5 million. I also served on The Thurston Regional
Planning Council – an intergovernmental board that developed regional
plans and policies for transportation, growth management, and
environmental quality
I am the Owner and Founder of Renaissance Limited, a real estate
investment corporation and The Shepard Corporation, specializing in
developing and managing multi-family communities.
Focused on impacting lives, I am a board member of Global Missions
Outreach that is building an infant orphanage in Uganda, Africa. Since
my time in Rancho Mirage I co-founded Champion Life Church, in Palm
Desert, serving as Business Pastor.

It has been an honor to serve as your councilman for the past eight years.
When I ran for office I promised to protect and enhance the quality of life
of Rancho Mirage residents. I believe I’ve kept that promise.
I’ve drawn on my professional experience as a C.P.A. to maximize City
revenues and minimize expenditures. I moved to create the Council
Budget and Audit Committee resulting in considerable cash savings and
the creation of cash reserves of $60 million to ensure financial stability
during economic crises.
Desert Sun articles have highlighted my discovery of incorrect salary
payments and in reference to their endorsement of a Palm Desert council
candidate has written “he will be to Palm Desert what Ron Meepos has
been to Rancho Mirage – a stickler for financial details".
Striving always to enhance the health, welfare and quality of life of our
residents, I initiated the City Golf Club, supported the undergrounding of
all utility distribution lines, the annexation of the Agua Caliente Hotel with
resulting revenue for Public Safety; and the Ritz Carlton agreement
enabling the hotel’s completion.
I pledge to continue being the financial watchdog of Rancho Mirage and
a guardian of our quality of life.

A “YES” or “NO” printed under the disabled symbol/arrow on the back cover of this pamphlet indicates
whether or not your assigned polling place is accessible to physically disabled voters. Please be advised of
the following alternate ways you may cast your ballot.

By mail. You may request a vote-by-mail ballot. Simply complete the application on the back
cover of this pamphlet. The application must be mailed to reach the Registrar of Voters Office by
the deadline given.
Early Voting. You may vote at the Registrar of Voters office located at 2724 Gateway Drive,
Riverside, March 22 - April 12, Monday through Thursday, 7:30 a.m. to 6:00 p.m.; and Election
Day, April 13, 7:00 a.m. to 8:00 p.m.
Curbside Voting on Election Day. If you are unable to enter the polling place due to a physical
disability, you may request Curbside Voting at your assigned polling place. Upon arrival at the
polling place, you will be allowed to vote in a location as near as possible to the entrance that is
accessible to the physically disabled. If you require Curbside Voting, please call 1-877-663-9906
before going to your assigned polling place and/or when you arrive at the facility. An Election
Officer will be contacted prior to your arrival to meet you at the curb.
