inaugurated the Center last 26
August 2008.

Administration Building at Gate
3, the Center, which is housed
temporarily in two (2) units of
40-footer container vans, will
be constructed later on a 300
square meter area at the Lorry
Park within the Port Zone.

Safety At The Ports Is Everybody’s Mission

hosted by the PMO twice a
month.
Safety at the ports is not only somebody’s concern but
everybody’s mission. It is not only the Port Authority nor
the various stakeholders of the maritime industry such as
the cargohandling operator and the Shipping Lines who
will be benefited by a safe port. The general public which
includes the seafarers and the ordinary man on the street
also benefit from it.
Why? If we compute the cost that an unsafe port entails
due to losses resulting from accidents, negligence and sabotage of port facilities, harbors, vessels and other waterfront facilities, it would be enormous. And if we add the cost brought about by the degradation of the marine environment of an unsafe port, it would be immeasurable. Just think of
the environmental impact of an oil spill at the port and elsewhere at the
sea. Looking back, the country is still reeling from the destruction of the
marine environment due to the oil spill at Guimaras Island in 2006.
All these mean safety is as important as cost, quality and customer
satisfaction.
At the local port, efforts to make the Port of Cagayan de Oro safe
have gained momentum with the creation of the PSHEMS Committee
(Port Security, Safety, Health and Environment Management System). With
the setting in motion of this Committee and its network of cells among the
various stakeholders, it would just be a matter of time that a synergy of
safety and quality management would become operational and be institutionalized. As a priority, safety awareness and EH&S issues are being incorporated into daily port activities.
With this, the port safety mission of preventing accidental damage
to ports, facilities, and ships in order to protect the environment and facilitate commerce will be realized.

PMO PRESCRIBES RULES FOR THE VEHICLE ACCESS
CONTROL SYSTEM
The Port Management Office of Cagayan de Oro has issued PMO Memorandum Circular No. 002-2008 on 15 July 2008 to provide the guidelines for the use of the
Vehicle Access Control System (VACSys) for vehicle tracking or monitoring at the Passenger Terminal Complex (PTC).
Port Manager Engr. Efren B. Bollozos said that the memorandum circular is
intended to ensure the smooth implementation of the VACSys not only to efficiently
track or monitor all vehicles but also to promote safety, security and orderliness in their
entry and exit at the PTC.
He explained that the Memorandum Circular prescribes bar-coded cards to be
issued at Gate 1A of the PTC and all pertinent data about the vehicle such as plate number, model and color shall be entered into the system by the personnel assigned at said
gate.
PM Bollozos said that since there is a specific stay time of 10 minutes for vehicles dropping off/picking up passengers inside the PTC from the time of entry to the time
of exit which is free of charge, the flow of traffic is regulated and orderliness is enhanced.
He further clarifies that vehicles dropping off/picking up passengers at the PTC
are free of charge for the first 10 minutes but a parking fee of Php 25.00 will be collected
if they stay inside for more than 10 minutes. Under the Circular, vehicles using the Pay
Parking Area shall be charged a Parking Fee of Php 25.00 for the first 3 hours and Php
5.00 for every excess hour or a fraction thereof.
The Circular also requires government vehicles, vehicles of concessionaires and
individuals and/or vehicles possessing VACSys privilege cars to park at the designated
parking area in order to be free of charge when they stay inside beyond 10 minutes.
Buses and special vehicles such as ambulances and other vehicles whose passengers are differently-abled are given 30 minutes inside the PTC from the time of entry to
the time of exit, free of charge. Special vehicles shall be properly identified at the
gate upon entry and shall be given a corresponding poster to be placed at the
lower left side of the windshield.

As to overnight parking, the Circular prescribes that all vehicles which
shall be parked overnight must be registered for overnight parking with the personnel assigned at Gate 1A and shall be issued an overnight parking ticket for a fee
of Php 150.00 for four-wheeled and other heavy vehicles and Php 50.00 for motorcycles or two-wheeled vehicles.. Vehicles left unattended inside the PTC after
12 midnight and not registered for overnight parking shall be inspected and documented by the Port Police. It shall then be turned over to authorities for proper
disposal.
As to Public Utility Vehicles which will load passengers such as taxis and
jeepneys, the Circular requires that they use the free lane of Gate 1A upon entering the PTC leading to the PUV Queing Area (PUVQA). Said PUVs may stay inside
the PTC with no time limit and free of charge, provided that:
1. Taxis use the taxi meter and other PUVs charge only the approved fare
rates, and
2. PUVs shall be on a “first come, first serve” basis. However, if by any circumstance, upon loading of a passenger, a PUV cannot leave immediately, the
driver must move the vehicle to the waiting area. The PUV shall be reported and tagged in the system. It shall then be subject to the 10-minute
free stay-time inside the PTC.
Further, the Circular requires all exiting vehicles to surrender the VACSys card and pay the applicable fees. In case of a lost card, the owner/driver shall
be required to submit the necessary documents as proof of ownership of the
vehicle (e.g. Certificate of Registration, Official Receipt, Affidavit of Loss). In case
of system failure, a pre-numbered VACSys pass shall be issued to all vehicles entering Gate 1A in lieu of the VACSys card.

through the Gender and Development (GAD) Program, the
Philippine Ports Authority, Port
Management Office-Cagayan de
Oro launched its GAD Pro-Poor
Milkfeeding and Deworming
Program last April
15, 200 during its
33rd Anniversary
Celebration.
The
Milkfeeding
and
Deworming
Program is in line
with GAD’s issues
and concerns to
safeguard
the
health and enhance
safety awareness
of women and children of PPA’s
marginalized port communities.
The recipients of the program
were 30 children of Barangay Macabalan aged three (3) to six (6)
years old. The Barangay and the
City Health Office provided the list
of the 30 children-recipients. To
provide a baseline data, the children were weighed and dewormed
first at the start of the program
and were again weighed at the end
of the program.
The feeding program was
conducted at the PMO’s Greenbelt
Area every Tuesday and Thursday
afternoon for three months from
15 April 2008 to 11 July 2008. The
children were served with two (2)
or more glasses of milk and bread.
The culmination activity done
on 11 July 2008 was highlighted
with awards given to the Most
Improved Child (weight gained)
and the Perfect in Attendance.
Kids and parents presented
their numbers in the program
with gusto. Snacks of burger,
ice cream and juice were
served and t-shirts were provided for the children.
The entire program was
made possible in cooperation
with Harbor Star Services, Inc.
and Barangay Macabalan Chairman Gertrudes Beja and its
Health Officers. The PMO personnel who provided the manpower, logistics and support to

outlets are scheduled to be
rehabilitated before the end of
this year to make them more
efficient.
Why is it important to
have a reefer service? Reefer
or refrigerated vans are essential in the movement of sensitive cargoes that require a
strict temperature controlled
environment. While reefers
have integral refrigeration
units, they rely on external
power at the terminal. They
are then connected to a highpowered generator with plugin capacity for maintaining the
required temperature.
The impact on society on
reefer containers and reefer
services is vast, allowing consumers all over the world to
enjoy fresh produce at any
time of the year and anywhere in the world.

PILIPINAS SHELL CONDUCTS FIRE AND
EVACUATION DRILL

Evacuation Drill, the first that
it ever conducted in Mindanao
last 13 September 2008

He further explained that the

port through the radio that a fire
and evacuation drill was to take
place at MT Andrea SC.
The drill started upon activation of the vessel’s horn and alarm
where the ship’s emergency response team quickly broke into
action. Within seconds, fire monitors were activated and the fire
fighting team, composed of five (5)
members including one (1) with

the drill was a product of careful
planning and thorough discussions
on the strategies that will be carried out during the run through to
ensure smooth execution all
throughout the drill. The emergency situation involved the simulation of a manifold fire that escalates into an evacuation using the
vessel’s lifeboat since the gangway
is inaccessible.

PARADISE ISLAND ENHANCES SYNERGY
Camiguin is an Island Paradise, indeed. It is the perfect setting for the enhancement of synergy, the term used to describe a
situation where the final outcome
of a system is greater than the
sum of its parts. In office parlance,
it is teamwork where personnel
with different complementary
skills cooperate to fulfill a task.
To further develop this kind
of teamwork among its personnel,
PMO Cagayan de Oro scheduled
teambuilding activities in the Island Paradise last
July 25-27 for the
first batch and
September
5-7,
2008 for the second batch.
The pristine waters of its beaches,
particularly White
Island and the
refreshing greeneries
nourished
the
personnel’s
tired brains and
muscles and relieved the tensions
and negative ener-
gies from working too hard or
relating wrongly with a colleague.
Cold Springs and Ardent Hot
Springs.
Just being in the Island already restored them psychologically by cleaning up, to a certain
extent, debris of petty anxieties,
hang-ups and other momentary
psychological derailments. Most
importantly, Camiguin was just
the right place for that particular
bonding and bridging needed to
bring about a healthy working
environment at the office. In other
words, it enhanced synergy which
is hoped to translate to a more
productive personnel.
The visits and dippings were
interspersed with fun games and
activities such as the longest line,
water relay, obstacle race, skin
and unskin the snake, eggplant
relay, videoke singing contest and
two-hour non-stop dancing and
soul searching by reflecting on the
immortal poem inspired by a biblical passage “Footprints in the
Sand” and by determining healthy
boundaries in relationships.
The perfect take-off point to
the various tourist attractions of
the Island is the ancestral home/
rest house of Port Manager Efren
B. Bollozos in Sagay. Aside from
visiting the various historical
places of Camiguin such as the

What is MELAMINE?
MELAMINE is an organic base chemical most
commonly found in the form of white crystals
rich in nitrogen. It is widely used in plastics,
adhesives, countertops, dishware, whiteboards.
In China, where adulteration has occurred, water has been added to raw milk to
increase its volume. As a result of this dilution the milk has a lower protein concentration. Companies using the milk for further production (e.g. of powdered
infant formula) normally check the protein level through a test measuring nitrogen content. The addition of melamine increases the nitrogen content of the milk
and therefore its apparent protein content.
When combined with cyanuric acid, which may also be present in melamine
powder, melamine can form crystals that can give rise to kidney stones. These
small crystals can also block the small tubes in the kidney potentially stopping the
production of urine, causing kidney failure and, in some cases, death.
