Disaster Services: The Red Cross is instrumental in mitigation and recovery through teaching and providing early intervention after a disaster strikes. Armed Forced Emergency Services (AFES): AFES provides the communication link between military members and their family. When a serviceman or servicewoman requires emergency leave or is traveling between orders and has difficulties, the American Red Cross is the only agency that can verify to the Armed Services commander, the serviceperson’s need for leave or financial assistance to go home to a seriously ill or dying relative. Internationally The American Red Cross is the only agency that can initiate the tracing of a loved one for family that was separated during an armed conflict. Backpack food includes easy-to-prepare, ready-to-eat foods, like oatmeal, apples, mac and cheese, and soups. Why Do We Do It? There are 20+ million children in this country who are at risk of hunger. The consequences of hunger are much more than a growling stomach. Poor nutrition can result in a weaker immune system, increased hospitalization, lower IQ, shorter attention spans, and lower academic achievement. Children are fed during the school week by federal government programs, but we want to make sure they’re getting nutritional meals over the weekend, too. Blessings in a Backpack is a 501 C (3) non-profit organization currently feeding nearly 750 children in all elementary schools in Campbell County and Moorcroft. The program is a hybrid of private sector funding and public partnership carried out in public schools. We are feeding the future of America, one school at a time. The program utilizes a Level 2.1 Outpatient Treatment facility, intensive supervised probation, electronic monitoring, regular drug and alcohol testing, and a comprehensive counseling component to address the underlying causes of alcohol and substance abuse. Positive behaviors are rewarded, while relapses are dealt with quickly and effectively through the court system. The program deals with all aspects of an offender’s life, including mental health, family and employment, with the hope of modifying an offender’s behavior and reducing recidivism of alcohol and substance abuse offences. A voucher system pays for prescriptions, gas for medical purposes outside of Gillette, and for any other request that seems reasonable and necessary. This program is available to any one, and there are no income guidelines. Clients are expected to repay their loans, and will receive no additional help unless repayment is attempted. This rule is waived in the case of children who need to see a doctor. Weatherization: Clients approved for LIEAP (Low Income Energy Assistance Program) are eligible for Weatherization. Income must not exceed 150% of poverty guidelines. LIEAP applications are handled through a Cheyenne office (1-800-246-4221) but weatherization requests are reviewed locally by the Council. Multi-family dwellings can be weatherized if two thirds of the occupants qualify. The owner is responsible for a portion of the weatherization. Food Pantry: Clients receive a voucher for food products at our office.. The Council provides the amount of food the voucher approves for the number of adults and children in the household Commodities: People within low-income guidelines are given government commodities once a month upon request. This can be accomplished through a combination of employment, child support, and other appropriate sources. POWER is a time-limited, pay-afterperformance program which assures that family members are working on a plan to become self-sufficient. Each family will be limited to five (5) years of a combination of AFDC benefits and POWER payments. Eligibility is determined by gross income and resources. Documentation is required for everything. After an intake meeting, appointments are made with a caseworker. Client must bring to this initial meeting birth certificates, Social Security cards, court orders such as paternity papers or divorce decrees, bank statements, vehicle registration or titles, proof of educational grants, loans or scholarships, proof of income, proof of child care expenses and proof of shelter expenses. After six months each case will be reviewed to verify income. At that time, all of the initial paperwork must be re-done. Food Stamps: Food stamps are issued after proof of economic need is established. Food Stamps are issued through the use of the Pay West Electronic Benefit Issuance (EBT) card. The cards are automatically loaded during the first four days of the month, depending upon the letter of the alphabet you last name begins with. The review for food stamps is based on the income and expenses of the client and could be reviewed as often as every month and as long as every six months. It is not necessary to be on AFDC to receive food stamps Child Care: Income eligible parents can receive assistance to pay for child care while working or attending school. Eye Care: "Give a Day" eye care provides eye exams and glasses for four individuals each month. These are donated by four local optometrists. Callers need not provide their name and efforts such as caller ID are not used to try to identify the caller. The information is provided to local law enforcement officers to investigate. Persons providing information that helps to solve a crime are eligible for a reward. The information and results obtained with the information are presented by law enforcement to the Crime Stopper board. The board then determines if a reward should be given and if so the amount. The caller is provided an identification number when they give their information and they use that number to collect their cash reward. Guidance and counseling are provided along with other services designed to meet the needs of each individual. Eligibility is not based on income; however, there are income guidelines. Title 19 Medical Care: Recipient may or may not be receiving other assistance. Those eligible for Title 19 are rest home patients, pregnant women, SSI recipients, and children aged 18 and under. Re-certification is necessary every 12 months except in the case of pregnant women whose benefits extend until 2 months after the birth for the mother, and until the age of one year for the baby. People who go off AFDC because of increased income can still receive Title 19 assistance for a year of transition. Medicaid is now only for the blind, disabled or long-term care clients. Medical assistance for children from 0-6 and then 6 through 18 can be covered by Kid Care A/B. KidCare A/B and Family Care are for low-income families Caring Program for Children: This program, through Blue Cross/Blue Shield, provides insurance coverage for immunizations and emergencies for children not eligible for Title 19. Residential Substance Abuse & Mental Health Programs: Clients are placed for treatment for 7 to 9 months on average. The program includes individual, family and group therapy. Mentoring, and H.O.P.E. Nurturing Family classes, artistic and cultural enrichment opportunities, recreational activities, community service projects are part of the treatment program as well. From 8:00am-3:00pm children utilize the Y.E.S. House educational services. Currently the Y.E.S. House is certified to provide all levels of adolescent substance abuse treatment services from ASAM Level 0.5 to III.5D. We are C.A.R.F. (Council on Accreditation of Rehabilitation Facilities) accredited and meet the highest standards for treatment services nationally and internationally. 2. Day Treatment/Intensive Out-Patient Program serves children 8-18 who have been or would be expelled or suspended from public school, who are transitioning from outof-home placement or detention back into the community, and those that are at risk of out-ofhome placement and are in need of treatment. It is the goal of the program to provide children with educational and treatment services while keeping them in their homes. From 8:00 am to 7:00 pm students attend school, receive individual and group counseling, learn independent living skills, work with the professionals to treat their substance abuse and/or mental health problems, do school related homework and attend life skills sessions. Individual, group and family counseling are also included in the program. The average length of stay is 3-4 months. 3. Prevention and Education Services: A.C.E. /P.A.C.E.: ACE (Adolescents in a Caring Environment - ages 12-16) and PACE (Pre-Adolescents in a Caring Environment - ages 5-11) are after school and summer prevention programs for children experiencing academic and behavioral difficulties. Youth who are academically successful are also successful in other realms of life. Services include tutoring, life skills, artistic and recreational opportunities, serve and learn projects, parent education and character building. H.O.P.E. (Helping Our Parents Excel) Family classes are based on the Nurturing Model. By helping parents to become nurturing and effective the program makes a positive difference in the child’s life and helps our children to have stable loving homes. The H.O.P.E. classes are offered three times a year and each session runs for 2 ½ hours for 12 consecutive weeks. Impact Mentoring: connects children with adult, student and senior mentors. Mentors are asked to commit at least one hour per week for one year to the child. Education Y.E.S. House School Education services are provided for placement and public student grades 7-12. The academic year is based upon a four quarter system which offers the opportunity to earn Credits at an accelerated rate. Independent Living Program assists youth ages 16 to 21 to prepare for successful, independent living and a healthy life-style. The program’s staff helps these youth receive the education, training and support necessary to obtain employment, and to prepare them to enter post-secondary training. The program offers financial, personal and emotional support, and assists them with housing and counseling. 69 Y.E.S. House continued 5. Intervention Services: Crisis Shelter: emergency shelter for child protection, those awaiting court or placement, status offenders; homeless/runaway youth and family conflict. The crisis shelter intervention services are provided to youth and their families. The purpose of crisis services is to reduce family conflict, abuse and to prevent long-term out-ofhome placement. Group Home: Clients are placed who are awaiting placement in a more secure setting, awaiting court, transitioning from other programs, respite care, youth who do not need residential treatment, but need twenty-four hour care, or a permanent placement for youth who are not succeeding in foster homes.
