A.B.A.T.E. is best known for the operation of the A.B.A.T.E. TOY STORE each December
where low-income families from all over Northeast WY trade vouchers (issued by the
Council of Community Services) for NEW toys that the organization collects. A.B.A.T.E. is
a grassroots organization dedicated to preserving freedom of the road and promoting safety.
We fully support rider training, rider and public awareness, safety and education. We
welcome ALL riders and encourage our members to become active in their local community.

Services Provided:
The goal of adult protective services is to ensure that safety and basic needs are being met in
the least restrictive environment. This can be in an adult’s home or elsewhere. These services
are arranged by the Department of Family Services (DFS) and may be provided until the
adult no longer needs them. Services provided may include referrals to health care services,
financial support, legal services, emergency shelter, assistance obtaining guardianship and
referrals to appropriate community agencies.

Al-Anon is a self-help recovery program for families and close friends of alcoholics. Anyone
who feels his/her life has been deeply affected by close contact with a problem drinker is
eligible for membership in Al-Anon. It is an anonymous fellowship. There are no dues or
fees. The fellowship is self-supporting through voluntary contributions.

Alcoholics Anonymous is a voluntary, world-wide fellowship of men and women from all
walks of life who meet together to attain and maintain sobriety. The only requirement for

Services Provided:
Every Veteran’s Day and Memorial Day, the American Legion and VFW honor our veterans
by putting flags on their graves and a special ceremony. They also will honor veterans at
their funerals. Veterans can also receive support and intermix with other veterans at the
American Legion. Any veteran with questions about VA benefits or needing help from a VA

Serving Campbell, Crook, Weston Johnson, and Sheridan counties in the following areas:
Health & Safety:
Our Health & Safety program provides 28 separate courses First Aid and CPR, Baby-sitting
Training, Water Safety & Lifeguard Training and HIV/AIDS education. Some recently
developed course modules provide education in Back Injury Prevention, Workplace Violence
Awareness, Slips, Trips, & Fall's, Managing Stress, Your Heart Matters, and Ergonomics. In
addition, we are continuing our efforts to educate baby-sitters, daycare providers, and foster
parents, to ensure the safety of all children as well as a new program for caregivers of the
elderly. We are also developing a program to educate pet and animal owners on their safety
issues.
Disaster Services:
The Red Cross is instrumental in mitigation and recovery through teaching and
providing early intervention after a disaster strikes.
Armed Forced Emergency Services (AFES):
AFES provides the communication link between military members and their family. When a
serviceman or servicewoman requires emergency leave or is traveling between orders and
has difficulties, the American Red Cross is the only agency that can verify to the Armed
Services commander, the serviceperson’s need for leave or financial assistance to go home to
a seriously ill or dying relative.
Internationally The American Red Cross is the only agency that can initiate the tracing of a
loved one for family that was separated during an armed conflict.

BACA Mission Statement
Bikers Against Child Abuse (BACA) exists with the intent to create a safer environment for
abused children. We exist as a body of Bikers to empower children to not feel afraid of the
world in which they live. We stand ready to lend support to our wounded friends by
involving them with an established, united organization. We work in conjunction with local
and state officials who are already in place to protect children. We desire to send a clear
message to all involved with the abused child that this child is part of our organization, and
that we are prepared to lend our physical and emotional support to them by affiliation, and
our physical presence. We stand at the ready to shield these children from further abuse. We
do not condone the use of violence or physical force in any manner, however, if
circumstances arise such that we are the only obstacle preventing a child from further abuse,
we stand ready to be that obstacle.

Services Provided:
Blessings in a Backpack provides elementary schoolchildren who are on the federal Free and
Reduced Price Meal Program with a backpack of food to take home for 38 weekends during
the school year. Backpack food includes easy-to-prepare, ready-to-eat foods, like oatmeal,
apples, mac and cheese, and soups.
Why Do We Do It?
There are 20+ million children in this country who are at risk of hunger. The consequences of
hunger are much more than a growling stomach. Poor nutrition can result in a weaker
immune system, increased hospitalization, lower IQ, shorter attention spans, and lower
academic achievement. Children are fed during the school week by federal government
programs, but we want to make sure they’re getting nutritional meals over the weekend, too.
Blessings in a Backpack is a 501 C (3) non-profit organization currently feeding nearly 750
children in all elementary schools in Campbell County and Moorcroft. The program is a
hybrid of private sector funding and public partnership carried out in public schools. We are
feeding the future of America, one school at a time.

The Campbell County Adult Drug Court is a court-sponsored intensive, supervised
rehabilitation program that provides an alternative to traditional incarceration and sentencing
of other courts.
The program utilizes a Level 2.1 Outpatient Treatment facility, intensive supervised
probation, electronic monitoring, regular drug and alcohol testing, and a comprehensive
counseling component to address the underlying causes of alcohol and substance abuse.
Positive behaviors are rewarded, while relapses are dealt with quickly and effectively
through the court system. The program deals with all aspects of an offender’s life, including
mental health, family and employment, with the hope of modifying an offender’s behavior
and reducing recidivism of alcohol and substance abuse offences.
Only Felony Offenders accepted.

Campbell County Emergency Management Agency is responsible under state law for "coordinating" efforts by
government and the public to prepare to recover and restore the functioning of the community should we
experience any natural or man-caused disaster






Responsible for the development and updating of the preparedness and response plans
used in times of disaster.
Provide Public Education on preparedness for disasters and emergencies through
classes, informative talks, and distribution of brochures and educational materials.
Conduct tests and drills involving local emergency services and the public.
Maintain and operate the public warning and communication systems (local warning
siren system, all channel cable TV interrupt, Emergency Alert System on local radio
stations, and the county's automated telephone warning system).
Coordinates with the National Weather Service for warning coordination and public
education efforts.

The University of Wyoming Extension Service in Campbell County provides research-based
information and educational programs in the following areas: agriculture and natural
resources, family and consumer sciences (formerly home economics), 4-H and youth,

Many classes, brochures, and booklets are available to educate the public on nutrition,
budgeting, meal planning, food preparation, and safe food handling. Most services are free

Provides the elderly the opportunity to remain independent as long as possible. Hot meals are
served at noon Monday through Friday at a suggested contribution of $3.50 to anyone 60
years old or over, and $7.00 for anyone younger. Transportation in a lift-equipped passenger
van is available to senior citizens, disable, low-income individuals and general public. Hours
of service are from 7 a.m. to 5 p.m., Monday – Friday. Senior citizens may ride for a
suggested contribution of $2.00 per stop. There is a suggested contribution of $4.00 per stop
outside of the city limits, but within the county. For the general public the fare is $4.00 per
stop within the city limits and $7.00 per stop outside of the city limits but within the county.
Opportunities exist for participation in recreation, games, arts, crafts, socialization, day trips
and special projects.
The Center also provides In-Home services to seniors and disabled individuals over the age
of 18 who are at risk of institutionalization. These services include light housekeeping,
assistance with errands and personal care.
Home delivered meals to persons over 60 available Monday - Friday for a suggested

Emergency Loans: Loans are usually limited to $100.00 but can be more depending upon
circumstances and at the discretion of the Council worker. A voucher system pays for
prescriptions, gas for medical purposes outside of Gillette, and for any other request that
seems reasonable and necessary. This program is available to any one, and there are no
income guidelines. Clients are expected to repay their loans, and will receive no additional
help unless repayment is attempted. This rule is waived in the case of children who need to
see a doctor.
Weatherization: Clients approved for LIEAP (Low Income Energy Assistance Program) are
eligible for Weatherization. Income must not exceed 150% of poverty guidelines. LIEAP
applications are handled through a Cheyenne office (1-800-246-4221) but weatherization
requests are reviewed locally by the Council. Multi-family dwellings can be weatherized if
two thirds of the occupants qualify. The owner is responsible for a portion of the
weatherization.
Food Pantry: Clients receive a voucher for food products at our office.. The Council
provides the amount of food the voucher approves for the number of adults and children in
the household
Commodities: People within low-income guidelines are given government commodities
once a month upon request.
Temporary Shelter: People with no place to stay will be housed at the Way Station
(shelter).
Community Service Block Grant: An application, requiring income documentation must be
submitted. Money can be requested for almost anything, but medical bills receive top
priority. Applicants' income must not exceed 100% of poverty guidelines. Applicant must be
a citizen of the United States. Documentation of income and the bills to be paid must be
submitted upon approval.
Christmas Baskets: Coordination of community donations during the Christmas season and
provision of gifts and food to every applicant family. Applications available November 1st.
Council Distribution of “baskets” begins one week before Christmas.

AFCD and POWER: (Personal Opportunities with Employment Responsibilities) POWER's
goal is to have 100% of program participants working on a plan to achieve self-sufficiency
and self-responsibility. This can be accomplished through a combination of employment,
child support, and other appropriate sources. POWER is a time-limited, pay-afterperformance program which assures that family members are working on a plan to become
self-sufficient. Each family will be limited to five (5) years of a combination of AFDC
benefits and POWER payments. Eligibility is determined by gross income and resources.
Documentation is required for everything. After an intake meeting, appointments are made
with a caseworker. Client must bring to this initial meeting birth certificates, Social Security
cards, court orders such as paternity papers or divorce decrees, bank statements, vehicle
registration or titles, proof of educational grants, loans or scholarships, proof of income,
proof of child care expenses and proof of shelter expenses. After six months each case will
be reviewed to verify income. At that time, all of the initial paperwork must be re-done.
Food Stamps: Food stamps are issued after proof of economic need is established. Food
Stamps are issued through the use of the Pay West Electronic Benefit Issuance (EBT) card.
The cards are automatically loaded during the first four days of the month, depending upon
the letter of the alphabet you last name begins with. The review for food stamps is based on
the income and expenses of the client and could be reviewed as often as every month and as
long as every six months. It is not necessary to be on AFDC to receive food stamps
Child Care: Income eligible parents can receive assistance to pay for child care while
working or attending school.
Eye Care: "Give a Day" eye care provides eye exams and glasses for four individuals each
month. These are donated by four local optometrists. A once in a life time benefit
Burial: No-frills burial provided for the indigent.
Food Pantry Voucher: Clients needing food go to the food pantry and follow guidelines of
the food pantry.

emotional support, explore options, shelter and available resources. All services are
free and confidential.
G.A.R.F. staff assists with filing Family Violence Protection Orders and Stalking
Protection Orders.
Through G.A.R.F.’s Children’s Program, a Child Advocate is available for children to
express their feelings and develop safety plans.
Shelter is available for female victims of domestic violence and sexual assault.
Alternative shelter is available for male victims. The location of the shelter is
confidential, and the building has a well-developed security system to increase safety.
G.A.R.F. has an excellent Volunteer Program. A free forty-hour training program is

(307) 686-0400. Callers need not provide their name and efforts such as caller ID are not
used to try to identify the caller. The information is provided to local law enforcement
officers to investigate. Persons providing information that helps to solve a crime are eligible
for a reward. The information and results obtained with the information are presented by law
enforcement to the Crime Stopper board. The board then determines if a reward should be
given and if so the amount. The caller is provided an identification number when they give
their information and they use that number to collect their cash reward. The Crime Stoppers

Services Provided: The Life RU Ready? Project is a “life-simulation” maze for teens and
parents designed to increase awareness of the consequences of the teen behaviors, to decrease
willingness to participate in risk-taking behavior, and to provide new opportunities for
parent-teen communication.
This project is a cooperative partnership that provides a place where juvenile service
professionals, community organizations, families, and youth volunteers all come together to
help reduce teen acceptance of health risk behaviors. The project has been developing since
the first event in 2007, and currently works with students from 7th, thru 10th grade.

This is a state program designed to help the disabled achieve and retain employment. Those
seeking acceptance into the program must want to work and must be disabled. The disability
can include physical limitation, mental illness, mental retardation, drug or alcohol
impairment, learning disability, etc. The disability must be such that it prevents the client
from doing a job previously held or from obtaining first time employment. Guidance and
counseling are provided along with other services designed to meet the needs of each
individual. Eligibility is not based on income; however, there are income guidelines.
Although there is no charge for participation in the program, clients over the income
guidelines may be expected to help pay for some services or equipment. The only age
requirement is that the person be old enough to work. There is no length of residency
requirement. Citizenship is not required, but aliens must be legal.

Title 19 Medical Care: Recipient may or may not be receiving other assistance. Those
eligible for Title 19
are rest home patients, pregnant women, SSI recipients, and children aged 18 and under. Re-certification is
necessary every 12 months except in the case of pregnant women whose benefits extend until 2 months after the
birth for the mother, and until the age of one year for the baby. People who go off AFDC because of increased
income can still receive Title 19 assistance for a year of transition. Medicaid is now only for the blind, disabled
or long-term care clients. Medical assistance for children from 0-6 and then 6 through 18 can be covered by Kid
Care A/B. KidCare A/B and Family Care are for low-income families
Caring Program for Children: This program, through Blue Cross/Blue Shield, provides insurance coverage
for immunizations and emergencies for children not eligible for Title 19.
Wyoming Kid Care Provides complete health insurance at free or low cost to hard-working families with
children birth to 18.

Wyoming Family Literacy is a family literacy program.
 To be eligible, one of the parents must be without a high school diploma or need help
in basic education, including writing, mathematics, reading, or the English language
and have a child under eight.
 Parents are given the opportunity to complete their GED or improve basic skills.
While parents are attending classes, their children receive quality child care and early
childhood educational experiences which focus on the promotion of intellectual,
social, physical, and language development.

The Y.E.S. House is a private, non-profit agency committed to providing services to children
ages 5-18 and to young adults up to 21 in a safe, caring and stable environment. Our
programs offer support and stabilization for at-risk youth and their families. The ultimate
goal of our services is ensuring safety and keeping families together. Parents can call at
anytime for help and support with questions or concerns regarding their child or any child.

Treatment Services:
1.
Residential Substance Abuse & Mental Health Programs: Clients are placed for
treatment for 7 to 9 months on average. The program includes individual, family and group
therapy. Mentoring, and H.O.P.E. Nurturing Family classes, artistic and cultural enrichment
opportunities, recreational activities, community service projects are part of the treatment
program as well. From 8:00am-3:00pm children utilize the Y.E.S. House educational
services. Currently the Y.E.S. House is certified to provide all levels of adolescent substance
abuse treatment services from ASAM Level 0.5 to III.5D. We are C.A.R.F. (Council on
Accreditation of Rehabilitation Facilities) accredited and meet the highest standards for
treatment services nationally and internationally.

Day Treatment/Intensive Out-Patient Program serves children 8-18 who have
been or would be expelled or suspended from public school, who are transitioning from outof-home placement or detention back into the community, and those that are at risk of out-ofhome placement and are in need of treatment. It is the goal of the program to provide
children with educational and treatment services while keeping them in their homes. From
8:00 am to 7:00 pm students attend school, receive individual and group counseling, learn
independent living skills, work with the professionals to treat their substance abuse and/or
mental health problems, do school related homework and attend life skills sessions.
Individual, group and family counseling are also included in the program. The average length
of stay is 3-4 months.

Prevention and Education Services:
A.C.E. /P.A.C.E.: ACE (Adolescents in a Caring Environment - ages 12-16) and
PACE (Pre-Adolescents in a Caring Environment - ages 5-11) are after school and
summer prevention programs for children experiencing academic and behavioral
difficulties. Youth who are academically successful are also successful in other
realms of life. Services include tutoring, life skills, artistic and recreational
opportunities, serve and learn projects, parent education and character building.
H.O.P.E. (Helping Our Parents Excel) Family classes are based on the Nurturing
Model. By helping parents to become nurturing and effective the program makes a
positive difference in the child’s life and helps our children to have stable loving
homes. The H.O.P.E. classes are offered three times a year and each session runs for
2 ½ hours for 12 consecutive weeks.
Impact Mentoring: connects children with adult, student and senior mentors.
Mentors are asked to commit at least one hour per week for one year to the child.
Education Y.E.S. House School Education services are provided for placement and
public student grades 7-12. The academic year is based upon a four quarter system
which offers the opportunity to earn Credits at an accelerated rate. Applications can

Independent Living Program assists youth ages 16 to 21 to prepare for successful,
independent living and a healthy life-style. The program’s staff helps these youth receive the
education, training and support necessary to obtain employment, and to prepare them to enter
post-secondary training. The program offers financial, personal and emotional support, and
assists them with housing and counseling.

Intervention Services:

Crisis Shelter: emergency shelter for child protection, those awaiting court or
placement, status offenders; homeless/runaway youth and family conflict. The crisis
shelter intervention services are provided to youth and their families. The purpose of
crisis services is to reduce family conflict, abuse and to prevent long-term out-ofhome placement.

Group Home: Clients are placed who are awaiting placement in a more secure
setting, awaiting court, transitioning from other programs, respite care, youth
who do not need residential treatment, but need twenty-four hour care, or a
permanent placement for youth who are not succeeding in foster homes.
Individual, family and group counseling are provided as needed.
