Welcome/How to Use this Manual
FCCLA Advisers:
Welcome to the 2013-14 school year!
Attached are the instructions for completing registration. As a part of the instructions, you will
see screen shots to guide you through this process step by step. Please review the instructions
in their entirety before contacting me with questions on the process. Our expectations are that
teachers should be able to register solely by reading the instructions.
This manual was created to serve as a one-stop-shop for all of your Tennessee FCCLA needs.
You will be able to print this document or save it on your computer and return to it when
questions arise. I hope this guide provides you with a very stress-free experience and serves as
a resource for answers to questions that may appear throughout this school year.
This manual should be viewed as an in-depth guide that will walk you through a host of
situations and processes that you will need to make this year a success. The purpose of this
guide is to make your life as an FCCLA adviser easier.
You will see an FCCLA directory, step-by-step instructions on the new and improved indirect
affiliation procedure and conference registrations, deadlines, calendars, forms, and more.
Please read the guide carefully and use it to your benefit.
Thank you very much for your cooperation and for all of your hard work in making the 2013-14
FCCLA year a success.

AFFILIATION STEPS
1. Click here or go to https://www.registermychapter.com/fcclamem/tn/
on any computer.
2. Upon doing so, you will see this page.
3. In order to ensure clean and accurate data, EVERY CHAPTER WILL
HAVE TO COMPLETE A NEW CHAPTER REQUEST.
4. If your school has more than one chapter, please make the chapter
name the name of the high school and the adviser’s last name. (Ex.
Hudson High School-Hudson). If your school only has one chapter, the
please make the chapter name the name of the high school (Ex.
Hudson High School).

5. To begin your affiliation process, please click the New Chapter Request
button.
6. To submit a new chapter request, you MUST complete the information
seen below. Once completed, click the Submit button.

7. Once the new chapter request has been submitted, you will see this
screen.

8. Once your new chapter request has been submitted AND approved,
you will receive an email similar to the one seen below.

9. Upon receipt of this email, return here or go to
https://www.registermychapter.com/fcclamem/tn/ on any computer.
10. You are now ready to click the Existing Chapter Login button.
11. You will use the username sent to you in the email seen in Step 8. The
password will be left blank the first time you login.

12. After clicking the Existing Chapter Login button, you will be taken to
this page.
13. On the screen seen in Step 12, you will enter your Chapter ID (the one
sent to you in the email in Step 8) in the Chapter ID box.
14. You will leave the Password box empty. You will choose your own
password on the next screen.

16. Once you click the Login button, you are ready to begin your
affiliation.
17. Please make sure that you fill out the information completely. This
information is vital to ensure complete affiliation with both the state
and national office.
18. Once you have completed ALL of the information seen below, click
Save. You are now ready to add your members and secondary
advisers.

21. You must first specify the number of members you wish to add at this
time. Enter the number with which you wish to begin and click the
Submit button.
22. Your session will time out in 20 minutes of inactivity. Please make
sure that you submit your names before that time.
23. If you are interrupted, you may click the Save button at any time and
continue later.
24. You can save at any time, even if all lines are not filled in.
25. You do not have to enter all of your students at one time. You may
enter them in multiple sessions if you think it will take you more than
20 minutes.

26. Begin adding your members. You must fill out their First Name, Last
Name, Grade, Gender, and Course Type. Please remember to click the
Save button. After 20 minutes of inactivity, you will lose any unsaved
information.

27. For example, I chose to submit five (5) members at this point. I
entered my information and clicked the Save button.
28. At this point, I can either add more members by clicking the Add
Members button, or I can return to the main menu by clicking the Back
to Main button.

30. As you can see, it shows that I have five (5) current members and
none have been invoiced.

do not have a P.O. #, simply hit Continue. If you wish to submit a P.O.
#, enter the number and hit Continue.

35. You may go back and add members at any time. You will only be billed
for the members not previously submitted.

Registration Checklist
☐ Complete the Indirect Affiliation Process outlined on pages 7-24.
☐ Determine which affiliated members will compete at District STAR events.
☐ Login to the conference registration system (outlined below) and register the
students, advisers, chaperones, and guests who will be attending District STAR
events.
☐ Select the appropriate STAR event for each student.
☐ Register other students as alternates (optional).
☐ Print a copy of your registration and double-check that each student is registered for
the correct STAR event.
☐ Carefully review your registration and make any necessary additions, substitutions,
and/or corrections.
☐ Submit your registration and print a copy of your invoice by Jan. 24, 2014.
☐ Have each registered attendee sign a Code of Conduct form, Parental Permission
form, and a Website/Publicity form.
☐ Mail a copy of your invoice, all required forms, and a check with FCCLA-4000 in the
memo line to TN FCCLA by Jan. 31, 2014.
☐ Arrive at your District STAR event on time and ready to compete.

Registration Checklist

Complete the Indirect Affiliation Process outlined on pages 7-24.
☐
Determine which affiliated members will attend the State Leadership Conference.
☐
Login to the conference registration system (outlined below) and register the
students, advisers, chaperones, and guests who will be attending the State
Leadership Conference.
☐
Double-check that each of your District STAR event winners imported correctly into
the conference registration system and are entered into the correct event.
☐
Register other students as alternates (optional).
☐
Register yourself as a judge for a STAR event if you are bringing competitors.
☐
Volunteer for other roles to ensure the success of the State Leadership Conference.
☐
Print a copy of your registration and double-check that each student is registered for
the correct STAR event and/or activity.
☐
Carefully review your registration and make any necessary additions, substitutions,
and/or corrections.
☐
Submit your registration and print a copy of your invoice by April 4, 2014.
☐
Have each registered attendee sign a Code of Conduct form, Parental Permission
form, and a Website/Publicity form.
☐
Mail a copy of your invoice, all required forms, and a check with FCCLA-5000 in the

8. If you have not previously registered for an event OR your user

[email protected] immediately. Please do not wait until the
day registration closes, as circumstances may prevent immediate
attention.
9. When the correct login information has been entered, you will be
asked to verify the adviser’s information. Please press the Save button
when the information is correct. Then, you will see the following
screen. You will now click the Add New Name button.

10. You will now add the name, participant type, t-shirt size, gender, and
level of EVERY attendee. You must also answer when your chapter will
arrive at the State Leadership Conference. You will press the Save
button after complete entry of each attendee.
11. If your attendee is a STAR event participant, you will now select the
STAR event in which you wish the student to participate. You will click
on the box in the Select column beside the STAR event category. You
will then click Save.

Tennessee FCCLA Code of Conduct
1.
Teachers/advisers will assume full responsibility that delegates abide by the Tennessee FCCLA Dress Code and Code of
Conduct at all times, including travel to and from conferences.
2.
All students shall behave in a courteous manner and refrain from language and/or actions that could bring discredit
upon them, their school, and/or FCCLA.
3.
All students should wear name badges at all times except in sleeping quarters.
4.
Students shall be fully clothed at all times outside of sleeping quarters. This includes movement between hotel rooms
and to/from the swimming pool/spa areas. Pajamas are not allowed outside of hotel rooms.
5.
Students shall not consume or have in their possession any alcoholic beverages or non-prescription narcotics, gamble,
smoke or use other tobacco products during the conference.
6.
Conduct not related to an educational conference will not be tolerated. Examples of unacceptable conduct include,
but are not limited to, disrupting a business-like atmosphere, consorting with non-conference individuals, and or any
activities which will endanger self or others.
7.
Students are expected to attend the activities outlined in the conference program. All students shall keep their
advisers informed of their activities and whereabouts at all times.
8.
Students shall observe the curfew hour. It is the responsibility of the teacher/adviser to ensure compliance with this
article.
9.
Students shall refrain from all types of roughhousing including dropping articles out of the windows or balconies.
Students understand that girls’ hotel rooms are off limits to boys, and boys’ rooms are off limits to girls unless an
adviser is present.
10. Students and parents agree to pay for all incidentals charged to the student room. These will be shown on individual
bills and paid for the by the local chapter or chapter members.
11. Participants are to keep money and other valuables with them at all times. The state association will not be
responsible for theft or damage.
12. Students shall respect the hotel property of which they are guests and will be responsible for any property damage or
loss that occurs due to their stay during the conference.
13. Students shall not use portable stereos or other loud music making devices outside their rooms and will keep the
volume low while they are in rooms.
It is understood that each student attending the conference will abide by the Code of Conduct with a positive attitude so
that Human Services/Education and Training Education and Tennessee FCCLA will continue to have the respect of the
education community, business and industry, and the general public. The rules in this Code of Conduct are the minimum
behavior standards, and chapter advisers may have additional policies and rules for their students to follow.

2013-14 TENNESSEE FCCLA DRESS CODE POLICY
FCCLA Leadership Conferences provide excellent opportunities for members to convey to others the positive and
professional image of FCCLA. Members’ behavior throughout the Tennessee Leadership Conferences is the only
image others in the facility and host city may ever have of our organization. Student conduct and dress should
contribute to the positive and professional image of FCCLA. Advisers are responsible for enforcing the dress policy
with their students. Delegates and guests not adhering to the dress policy will not be admitted into sessions.
FCCLA branded shirts and the FCCLA official blazer are always appropriate and strongly encouraged.

Tennessee FCCLA
Pin Design Contest Rules
The pin design selected by the Tennessee Executive Council will become the official Tennessee
FCCLA pin for 2013-14. Lapel pins will be produced and will be used as trading pins for the National
FCCLA Leadership Conference in San Antonio, TX.
1. All designs must be received in the state office no later than Dec. 20, 2013.
2. Late arrivals will not be considered.
3. All entries must be submitted on card stock with minimum size of 5” x 7” and a maximum size of
8” x 10”. Under or oversize submissions will not be considered. Do not use plain paper; card
stock is a MUST.
4. All designs must be submitted by student FCCLA members.
5. All designs must be in full color and in black and white. In other words, each design must be
submitted in both formats, each format on a separate piece of card stock.
6. Members may submit as many designs as they choose.
7. Designs may wish to incorporate the National FCCLA theme for this year; however, this is not a
requirement.
8. All designs must include the name Tennessee and/or the state outline, and the name of the
youth organization, FCCLA, somewhere in the design.
9. All submissions become the property of Tennessee FCCLA and will not be returned. Submitting a
design indicates that Tennessee FCCLA has the right to reproduce that design or one similar, in
any chosen media.
10. The winning artist will be recognized at the 2014 Tennessee FCCLA State Leadership Conference.
Please keep the number of colors included in the design to five (5) at the maximum.

ROSE Award

In FCCLA, the red rose symbolizes a desire for beauty in everyday living. ROSE is also an acronym for
Recognition Of Service Excellence. The mission of the ROSE Award is to honor advisers who exemplify
excellent service to FCCLA. Through one-on-one or behind-the-scenes contact they have a positive influence
on students, families, and the community. ROSE award recipients are true goodwill ambassadors for FCCLA.
Distinguished Service Award

The Distinguished Service Award recognizes outstanding contributions and continuing service by individuals
whose primary responsibilities are directly related to the FCCLA’s programs. Examples of those eligible for

TENNESSEE ASSOCIATION OF
FAMILY, CAREER AND COMMUNITY LEADERS OF AMERICA
SCHOLARSHIPS
The Tennessee Association of Family, Career and Community Leaders of America awards
scholarships to outstanding Family, Career and Community Leaders of America seniors.
 These seniors must plan to major in Family and Consumer Sciences Education as freshmen
in Tennessee colleges or universities which offer the program.
 Two scholarships of $300 each, the Margaret Browder Scholarship and the Elizabeth
Chapman Scholarship, are awarded at the annual FCCLA State Meeting.
 Payments for these scholarships are made directly to the college or university where the
scholarship recipients are enrolled during the fall quarter or semester of their freshman
year.
Purposes of the Scholarship:
 To further interest in the Family and Consumer Sciences education profession.
 To encourage members to prepare for a career in Family and Consumer Sciences education.
 To promote a stronger Family, Career and Community Leaders of America program by
encouraging recipients to become effective chapter advisers.
 To provide financial assistance to members having the qualifications herein set forth.
Qualifications of Scholarship Applicants:
 Be enrolled in Family and Consumer Sciences.
 Be an active member of an affiliated chapter of the Tennessee Association of Family, Career
and Community Leaders of America for at least three years.
 Be planning to major in Family and Consumer Sciences Education in an accredited four-year
college or university in Tennessee which offers Family and Consumer Sciences Education.
 Be a current senior and graduate from a senior high school in Tennessee with an overall
grade average of “C” or above.
 Show evidence of having assumed leadership responsibility within the local chapter, such as
serving as an officer or chairperson of a major committee.
 Accurately complete the scholarship application form and return the completed application
form with requested information to the State Office by the March 21, 2014 deadline.
Attach the following information to the application form:
 Reasons for choosing Family and Consumer Sciences as a major
 Justification for financial need
 Recent photograph
 An official transcript of the applicant’s high school record
 Letters of recommendation from the following:
o local adviser
o high school principal

The Power of Reading
Based on the belief that success in school and in the workforce depends on developing good reading skills
early, Tennessee has a comprehensive reading initiative designed to promote the educational success of
Tennessee’s children and ensure that every child has the opportunity to succeed in school.
Human Services/Education and Training programs are contributing to this initiative. Through Human
Services/Education and Training classes and FCCLA projects, students are reading to our youth and promoting
literacy during the early years of life.

Teacher Submitted Examples of Reading Activities
as Part of the Curriculum
1.
Students in Child Development class or Early Childhood Education Careers class read to children in
preschool, kindergarten, or elementary school programs.
2.
Students take an active role in local day care centers, YMCA projects, and working with selected
individual children at church, neighborhood and in our community. Several students assist with
summer public library programs with great success, appreciation, creating lifelong friendships and
pride.
3.
My Human Services/Education and Training students each do ten (10) hours of volunteer work afterschool at the elementary school. Their volunteer work includes reading to the students and assisting
with homework.
4.
After studying reasons why reading to children is important, students visit local library. Librarians
give tips on reading to children; students select children’s book and write a book report. Class visits
local elementary schools to observe a teacher reading to their class. Then after practicing in class,
my students return to elementary classes to read. Elementary teachers evaluate the students for a
grade.
5.
My Life Connections class goes to our Primary School twice a week and works with kindergarten
children one-to-one preparing them for first grade by reading, playing learning games, interacting,
role modeling.
6.
Our FCCLA group started reading to elementary students in the after-school program. They targeted
stories that dealt with conflict resolution. After reading the story, they do an activity with the
children that relates to the story. They (FCCLA) have decided to make this an important component
of our organization.
7.
I teach a unit on book selection for children. Students choose a child to whom they will read on a
regular basis (at least weekly) for a semester. They will keep a record of dates and books read and
write a report at the end of the semester. This will be incorporated into Early Childhood Education
Careers competencies.
8.
Book Drive for preschool and Head Start programs. FCCLA members donate books for preschool
students and to the local Head Start program. This will give many opportunities for these children to
be read to by their teachers.
9.
For the past few years, we have celebrated Dr. Seuss’ birthday by reading to elementary students.
We also read to preschool age children that attend out annual Play School in the spring.

Do not miss this once-a-year opportunity for you and your members to access a great weekend of leadership
development! This year SkillsUSA and FCCLA are going to work together for a weekend of networking,
leadership development, and fun! Be prepared to utilize your networking skills as you meet advisers and
members from across the state. As part of the program, we will have a Talent Showcase Saturday night. Please
note if a student is interested in showcasing their talent on the Registration Form. There will be a final sign-up
available at Registration on Friday, Oct. 11, 2013.
Camp dates are Oct. 11-13, 2013.
Pre-registration is required. Camp registration deadline is Sept. 30, 2013. Payment deadline is Oct. 4, 2013.

Advisers must room in the cabin with their students. Male and female cabins are located in separate areas of

supervision arrangements with another male/female adviser who will be in attendance. The CTE Specialist is
NOT responsible for chaperoning male students. Other arrangements must be made.

Camp Policies
1.
All visitors and campers must check in at the Administration Building upon arrival to the Camp Office.
2.
Campers will be expected to participate in all aspects of the camp program and to follow the camp schedule. Campers
should conduct themselves appropriately at all assemblies and activities.
3.
Campers are expected to display sportsmanship in all events.
4.
Students are expected to show respect to all campers, advisers, and staff. Students will follow instructions from any
adviser, adult supervisor, or camp staff.
5.
Campers are responsible for loss or breakage of any equipment used and any damage to camp property.
6.
For safety reasons, students are prohibited from driving personal vehicles.
7.
Appropriate clothing (covers the body from the shoulders to mid-thigh) must be worn at all times. No inappropriate
advertising on clothing, including illegal drugs, alcohol, tobacco, sex, or violence. Swim suits for boys and girls (one
piece) is appropriate for leadership camp.
8.
Shirts and shoes must be worn unless in the pool or on boats.
9.
Males and females shall not enter cabin(s) housing members of the opposite sex.
10. Campers shall be in their assigned cabin after curfew.
11. Use or possession of tobacco products, alcohol and/or illegal drugs is prohibited.
12. Food and drinks are not permitted in Administration Building.
13. Personal audio equipment should not be heard from outside the cabin or on camp grounds.
14. Skateboards, scooters, and roller blades are prohibited.
15. Pets are prohibited except animals such as seeing-eye dogs, etc. (No other exceptions)
16. Use of violence, harassment and/or inappropriate language is prohibited at leadership camp.
17. Firearms, weapons, knives, and fireworks are prohibited.
18. Cabins must be left clean and in order upon departure. Camp Staff will inspect cabins at 8 a.m. on day of departure.
Failure to follow policies will result in these steps:
1. The adviser will be notified of any inappropriate conduct.
2. The student may be asked to call parent/guardian and report conduct not in compliance with the guidelines.
3. At the adviser’s and/or director’s discretion, failure to follow policies may result in parent/guardian arranging
student’s transportation home.
4. Inappropriate conduct may result in forfeiting any or all leadership points and/or awards.

Security







In case of an emergency during the night, contact the director. The director will reside in
the staff house, room 2.
The gate to the facility remains unlocked while campers are present; however, the gate will be
closed and secured at 10 p.m.
The Director must be informed immediately of any visitors not registered with the group.
All visitors and campers must check in at the administration building upon arrival.
Security lights are stationed throughout the facility; however, we encourage guests to bring a
flashlight.
Adult supervision of students is required at all times.
Cabins and meeting rooms do not have keys for general usage. Therefore, securing valuable
items is the responsibility of the guest. The camp is not liable for lost or stolen items.
Safety








Campers are encouraged to stay on walkways, roads and major paths to ensure their safety.
Tennis shoes are strongly suggested over flip flops or sandals.
All campers should pay special attention to hydration. Be sure to drink plenty of water before,
during, and after outdoor activities.
Skipping meals can lead to health risks when participating in outdoor activities. All campers are
encouraged to eat at every meal.
All campers should use plenty of sunscreen and other forms of protection from the sun including
hats, eye-ware, etc.
Stretching before, during, and after recreation activities will reduce the risk of injury.
Advisers must notify the camp staff/Director before transporting any camper to the hospital.
No Campers should be at the boat dock, pool hall, rifle range, river, ponds without an adviser.
What to do if there is an injury:




Immediately notify the director or camp staff.
If there is a serious injury: remain calm, leave someone with the victim while you go to get help,
do not attempt to move the victim.
In the event of a severe emergency, the closest hospital is White County Community Hospital in
Sparta. The hospital is approximately 15 miles from the facility, off of Highway 111.
In the event of a severe emergency, guests may dial 911 for assistance if the director or camp
staff cannot be located.
Other safety concerns:



In case of a fire: remain calm, account for all individuals in the group, do not go back into the
burning building. Report the fire to a staff member.
In case of severe weather: remain calm, take cover, report to the Administration Building if time
permits, otherwise, report to the nearest building and stay away from windows. Remain inside
until the weather has cleared or until you receive instruction from the camp staff. Follow
instructions posted inside buildings.
In case of a power outage: remain inside the building until power is regained or you are given
instructions by a staff member.

I will be challenged to have fun and participate in leadership activities.

I will show respect towards other campers, advisers, and staff.
I will follow instructions from ANY adviser, adult supervisor, or camp staff.
I will only use the recreation areas at the scheduled times. I will follow the policies given at that area.
I will assume personal responsibility for any camp equipment I use and I will pay for any loss or breakage.
I will respect the camp property.
I will not bring or use any form of tobacco, alcoholic beverages, illegal drugs, or fireworks while at camp.
I will wear appropriate clothing (covering the body from the shoulders to mid-thigh) at all times. I will not wear inappropriate
advertising on clothing, including illegal drugs, alcohol, tobacco, sex, or violence.
I will wear an appropriate one piece swim suit suitable for leadership camp.
I will not enter any cabin(s) that are housing members of the opposite sex.
I will be in my assigned cabin prior to curfew.
I will not participate in any act of violence. I understand that acts of violence will not be tolerated and that firearms and
weapons, including knives, are prohibited at leadership camp.
I understand that any use of inappropriate language, conduct, or harassment is prohibited at leadership camp.
Failure to meet with these standards will result in these steps:

Adviser Responsibilities
Providing Chaperones
You are required to provide chaperones for both male and female students that you bring. These arrangements must be made
prior to arriving at camp. We require a ten to one student to chaperone ratio.
If you are bringing or sending students to camp, you are responsible for providing chaperones for your students. If you do not
have a chaperone, we suggest that you contact another adviser and make arrangements for them to take responsibility for your
students. Be sure to indicate on your registration materials if you have an adviser from another chapter responsible for your
students so that cabin assignments can be made accordingly. It is the responsibility of the advisers to provide supervision for
the campers they bring. If you have made arrangements for another adviser to chaperone your students, you must check in
with that adviser on a regular basis during the camp week.
If an adviser must leave during camp, they must secure another adviser to supervise their students. The adviser must notify the
camp office when they leave and advise who is supervising their campers. There is a sign-in and sign-out sheet in the camp
office to use when leaving the camp.
Dance/Game Night
In the event that a dance is held at camp, advisers must be present. Inappropriate dancing is prohibited. During the dances held
in the administration building, ALL students are required to remain in the administration building or in a supervised designated
recreation area.
Dress Code
We rely heavily on the advisers to enforce the dress code. Basically, we ask that clothing cover the body from the shoulders to
mid-thigh. Swim suits for boys and girls (one piece) is appropriate for Tennessee FCCLA/SkillsUSA Leadership Camp. Shirts and
shoes must be worn at all times unless in the pool. Clothing should not advertise illegal drugs, alcohol, tobacco, sex, or violence.
Please use common sense to make sure all campers dress appropriately.
General Sessions
Advisers are needed at all assemblies for crowd control and for making sure that all students are in assembly. Assemblies are an
excellent opportunity for advisers to build rapport with the students by sitting with them.
Dining Hall Procedures
Chapter members are expected to be prompt for the serving of the meals and leave cafeteria as soon as you finish your meal.
Campers are required to wear shirts and shoes in the dining hall; swimsuits are prohibited. Caps and hats are not to be worn in
the dining facility. Second helpings will be served only after the entire group of guests has been served. If there are certain
foods you do not want, tell the server as you go through the line.
Other Responsibilities
Advisers and adult chaperones are responsible for supervising students throughout the week. Please familiarize yourself with
the Camp Policies on the next page so that you can enforce these important rules. Note that advisers have the authority to
enforce policies with any student at camp. Specific adviser duties include supervision in cabins, dining hall door control, and
cleaning grounds. We also ask that advisers volunteer to help their chapter lead a flag-raising or reflection ceremony. Specific
duties will be assigned at the adviser meeting. One of the greatest responsibilities of the advisers is to portray a positive
attitude, a high level of excitement, and good sportsmanship that will spread to the students.

Take the Sparta-Livingston exit (288) which is Highway 111.

When you come to the Camp Clements signs, turn to your left onto Reno Rd.
Travel about 3 miles to the Camp entrance, which will be on your right.

Go to Cookeville to exit 288.

Cummingsville/Sparkmantown Rd.
Travel approximately five (5) miles to the stop sign and turn left.
Camp Clements is on your right about ¼ miles.
