PSP – Technology Group POLICIES AND PROCEDURES MANUAL POLICY SECTION POLICY NAME APPROVAL DATE APPROVAL AUTHORITY POST IMPLEMENTATION SUPPORT Physician eligibility, support, and reimbursement 30 April 2014 Jeremy Smith, Director, Practice Support Program - Technology Group Purpose/Scope: This document outlines the terms and reimbursement for eligible physicians participating in the Post Implementation Support program and objective data dashboard meaningful use verification. This policy is in effect from April 1, 2014 to March 31, 2015. Support and Reimbursement: Support and reimbursement is available for eligible physicians who are working towards the achievement of 1 Clinical Value Level 3 (CV3) as defined by the Clinical Value Model for EMR meaningful use and verified by an objective data dashboard within their EMR. A one-time sessional payment of $3,000 per physician is offered once 2 level CV3 is achieved and verified via submission of the CV3 objective report . Post Implementation Support Reimbursement PSP - Technology Group’s Post Implementation Support is available to assist individual physicians and practices with working towards achievement of CV3. It is a service facilitated by a Practice Automation Coach and Relationship Manager who will provide assessments to outline EMR functionality gaps and a plan to support workflow changes that will aid in optimal use of the EMR. This service covers many areas of use beyond the objective data dashboard, but as with the dashboard, is designed to help practices meet the CV3 criteria. Engaging in Post Implementation Support is optional, but if a physician chooses to proceed with support they are eligible for two possible advances on the $3,000 sessional payment: In acknowledgement of the time and effort required to learn the EMR and integrate it into daily practice, physicians can take a $1,000 advance on the outcome payment; Physicians can also draw upon an amount of up to $1,000 to offset costs incurred for EMR vendor training. Demonstrated Achievement of CV3 The balance of the $3,000 sessional payment is available upon submission of the results from the objective data dashboard, which is available as a PDF summary within the physician’s EMR, confirming achievement of CV3. This report should be emailed to [email protected]. A physician may want to request an exception due to the unique nature of the patient population or clinic services (e.g. pediatric focus). In these cases, all reasons for an exception should be outlined in the email confirming level CV3, along with an image/copy of the particular dashboard measure. Requested exceptions will be reviewed by a clinical working group at the end of each month. 1 2 See detailed CVM Triangle See Funding Model Overview Post Implementation Support – Policy – eligibility, support and reimbursement April 2014 1 PSP – Technology Group Physician Eligibility: Any full-service family practice (FSFP) clinic or walk-in clinic in BC, regardless of the particular EMR in use. Salaried or exclusively Alternative Payment Program (APP) physicians are eligible for Post Implementation Support services but are not eligible for funding or reimbursement payments. This policy is in line with other Doctors of BC programs such as the Practice Support Program (PSP). Long-term locums (i.e. locums who bill MSP more than $50,000 per year through one site) are eligible for Post Implementation Support services. Specialists, or GPs with a sole specialty focus are not currently eligible but a funding and support model will be made available later in the year. Considerations will be made around what is most appropriate for the various types of specialties (e.g. some will not have longitudinal data). CME Credits: Once a physician completes the Post Implementation Support services - Initial Assessment, Practice Optimization Plan, and Progress Assessment - they are automatically provided with 6 MainPro C credits and 6 MainPro M1 bonus credits for their participation. If a physician has already reached Clinical Value level 3+ and chooses to forego Post Implementation Support services, they are still eligible to apply for CME credits independently. Post Implementation Support – Policy – eligibility, support and reimbursement April 2014 2 PSP – Technology Group Reimbursable Vendor Services Reimbursable vendor services are products and/or services that have been identified on the practice optimization plan with the intention of increasing EMR meaningful use and optimization. They may include the following items: Customized EMR software training and follow-up support as identified in the clinical value assessment and practice optimization plan; Third-party training or support services that are authorized by the EMR vendor for their product; or Travel expenses for training as invoiced by EMR vendor and/or other service providers. Reimbursable vendor services do not include the following: Any hardware, software, or IT services such as IT support of eFax services; Building or distributing existing or custom templates, tools or reports; or Add-on services such as eReferral, patient portal, etc. Although the items listed above are not eligible for the $1,000 advance for vendor training/support, a physician may choose to purchase such services and use the sessional payment they receive for demonstrating achievement of CV3 to offset such costs. Post Implementation Support reimbursement payments will be made through the regular Doctors of BC reimbursement mechanism and will follow the same process as previous EMR reimbursements.
