Purpose of Document
The objective of this manual on Airport Awareness briefing is
to ensure that aircraft operators are made fully aware of the
UAE regulatory environment concerning flight operations and
air navigation at Dubai International and Dubai World Central.
This Airport Awareness briefing does not supersede or negate
the obligation of the aircraft operator to obtain a flight briefing
prior to the flight.

Introduction
This Airport Aw areness Briefing Manual is published as a consequence of the
regulatory requirement upon aerodrome license holders (airport operators), to
ensure that aircraft operators are prov ided w ith Airport Aw areness briefing
material that w ill apprise the aircraft operator of the necessary safety and
regulatory requirements for their aircraft prior to entry into the Emirates FI R or
operating from UAE territory.
The regulatory requirement, under CAR Part I X, has been instigated as a result of
numerous aircraft incidents jeopardizing flight safety, and efficiency of use of
Emirates FI R airspace.
The Airport Aw areness briefing is an additional and separate component to existing
flight briefing procedures that, it is expected, w ould be follow ed prior to flights
arriv ing or departing the Emirates FI R. The briefing material w hile highlighting
certain aspects of the UAE Aeronautical I nformation Publication (AI P) is to be
considered complimentary to the complete I ntegrated Aeronautical I nformation
Package, comprising the AI P, AI P Supplements, AI Cs and NOTAM shall not be
regarded as an alternativ e, nor shall it be considered to supersede the official
aeronautical data as promulgated.

General
I t is a safety imperativ e that all aircraft be suitably equipped to operate in the
Emirates FI R. For example all I FR aircraft must hav e serv iceable;
(a) SSR transponders that transmit Mode A, 4096 codes, as w ell as Mode C.
(b) RNAV equipment and be able to nav igate to the published Emirates FI R RNP
requirements applicable to, the airspace in w hich they are operating, the standard
arriv al procedures (STAR), standard instrument departure procedures (SI Ds) or the
holding pattern.
(c) Furthermore if seeking to operate betw een FL290 and FL410, aircraft must be
RVSM approv ed to ensure safe separation of aircraft.
The aircraft must be able to fly the STARs, Holding Patterns and SI Ds to the required
degree of accuracy.
I n the prev ailing ambient conditions, the aircraft must be able to meet minimum
climb gradients specific to the aerodrome on departure or else adjust their
payload accordingly so that these requirements can be met. Ev idence that the
aircraft does not exceed MCTOW shall be prov ided and random checking of
aircraft payload by w eight w ill be undertaken. Furthermore a load manifest, trim
sheet and load plan relating to the specific flight shall be left w ith the handling
agent and can be subject to random checking by Authorities.
The aircraft must be able to maintain the published minimum en-route lev els in the
prev ailing ambient conditions. I f unable to do so, an alternativ e route must be
flight planned. Reference should be made to the aerodrome temperatures listed
below .
Operators are responsible to ensure that flight plans submitted by their office or
agent, follow correct I CAO flight planning principles. The use of aircraft registration
and correct I CAO designators is required.

2.23.6 Runway physical characteristics remarks
2.23.6.1 RWY 12R/30L has 7.5 M asphalt load bearing shoulders and 10 M non load
bearing sealed area on both sides. RWY 12L/30R has 7.5 M asphalt load bearing
shoulders and 12.5 M non-bearing sealed area on both sides.
2.23.6.2 180° turns on the runw ays are not permitted for aircraft larger than A320.

Modes of Runway Operations
2.23.4.2.3.1 The parallel runw ays at Dubai I nternational Airport are spaced 385M
apart and staggered in compliance w ith I CAO SARPS published in Annex 14
Volume 1- Aerodromes.
The runw ay spacing restrict operations to Segregated Operations on Parallel
Runw ays (Mode 4) as defined in I CAO Document 9643 - Manual on Simultaneous
Operations on Parallel or Near-Parallel I nstrument Runw ays (SOI R)
2.23.4.2.3.2 Normal operations at Dubai I nternational w ill be conducted as
segregated runw ay operations w ith simultaneous arriv als and departures from
closely spaced parallel runw ays.
Simultaneous operations w ill be restricted to the follow ing w eather conditions
i. Cloud base is 1500FT or abov e
ii. Visibility is 5KM or greater

Hotspot Chart
On the hotspot chart, areas for potential RWY incursions are highlighted. The close
parallel RWYs and TWYs can be subject to confusion. Therefore, it is of utmost
importance, that the operator hav e full aw areness of the airport layout, and are
v igilant w hen complying w ith ATC instructions.
Operators are to be observ ant of 'Runw ay Ahead' and Holding Point Markings,
Stop Bar Lights and Signs.

WHETHER ACTI VE OR NOT.

Start-up and Push-back Approval Procedures
2.23.4.2.1.1 Aircraft w ill normally be expected to start-up during push-back. Aircraft
w ishing to start engines either before or after push-back should notify ATC. I n case
of cargo apron operations ten minutes prior notice is required.
2.23.4.2.1.2 Push-backs are onto activ e Taxiw ays:
a. "Dubai Deliv ery" is responsible for issuing an Airw ays/Route Clearance.
b. Approv al to start on stand does not imply an approv al to pushback.
c. "Dubai Ground" is responsible for issuing Start and Push-back approv al, along
w ith the Taxi Clearance.
Note: Push-back approval can only be obtained from Dubai Ground.
2.23.4.2.1.3 I f no push-back is required due to aircraft facing nose out, this must be

notified to "Dubai Deliv ery" on first contact.
2.23.4.2.1.4 DNATA, Jet Av iation and certain operating companies w ith ow n trained
driv ers are the only approv ed agencies for executing push-backs. Their
procedures are mandatory. How ev er it is the pilot's responsibility to obtain pushback approv al from ATC and relay the same to their ground engineer prior to
commencing push-back.
2.23.4.2.1.5 Push-back approv al includes instructions to face east or w est as
appropriate.

Engine Runs
2.23.4.2.2.2.1 Engine runs on bays are only permitted at ground idle and for a
maximum duration of 5 minutes. Requests shall be made on telephone +971 4 216
4080 at least 30 minutes prior to start-up.
