These written guidelines, provide the clear understanding of Pike Youth Sports requirements for coaching. Pike Youth Sports believes that the mental, physical, and emotional growth of students is greatly enhanced by participating in a welldeveloped athletic program. Well-defined and properly explained policies in this coach’s manual will aid coaches in placing athletics in proper perspective within the total educational program of Pike Township, including the high school, middle and elementary schools. Finally, all Youth League coaches must realize that they are trusted volunteers and supervisors and that athletics is a part of the MSD of Pike Township educational process. Effective coaching and leadership in the athletic program will result from dedicated, honest, and planned efforts in teaching the Pike student-athlete. Provisions contained in Pike Township’s athletic handbooks are subject to any updates to the District Parent/Student Handbook, school board policy, and applicable law. 3 HUMAN DIGNITY POLICY The Metropolitan School District of Pike Township (“Pike Township”) has a diverse, multicultural school community; a fact the Board of Education considers an asset and a source of pride and enrichment. Superintendent of Schools Note: Violation of this policy will be reported to district administrators. 4 PIKE TOWNSHIP ATHLETIC ARTICULATION PLAN Mission Statement The MSD of Pike Township believes in providing all students the opportunity for mental, physical and emotional growth through participation in a well-developed athletic program. The athletic program is based upon active articulation involving the high school and the three middle schools. The administration, coaches and staff will work together to ensure that the athletic program supports and enhances the educational philosophy of Pike Township. I. Sportsmanship MSD of Pike Township is committed to athletic competitions. Sportsmanship is generosity and genuine respect for others. cooperation of athletes, coaches, officials, spectators is expected. II. the practice of sportsmanship in all positive behavior that stems from Sportsmanship is a team effort. The administrators, students, parents, and Plan of Articulation A. High school head coaches will provide the Pike Youth Sports Youth League Director/Administrator with an articulation strategic plan for their sport. It will include a line of communication with all middle and elementary school, and community coaches in their sport. The plan will include a written manual of overall scope and progressive sequences. B. The high school head coach is responsible for setting up sport-specific meetings, communicating dates and time for the meetings, as well as for providing guidelines for sports conduct in Pike Township. Meetings are to be conducted three times a year: pre-season, in-season, and post-season. C. The high school coach will provide information for clinics and camps for coaches and student-athletes. All coaches will promote and support continued development of athletes and coaches. D. The middle school athletic directors will exchange with the high school athletic director’s game and practice schedules. The athletic directors will then in turn provide information to their coaches. When possible, elementary and community league coaches will provide practice and competition schedules directly to middle and high school coaches. E. The high school head coaches and staff will attend some middle school competitions and practices. High school and middle school coaches will make efforts to visit elementary and community league practices and competitions. 5 G. Special visitation and recognition days, tournaments, parent meetings, and other special programs will be conducted collaboratively between the high school, middle and elementary schools, and community leagues to encourage and promote loyalty and pride in Pike Township athletic programs. H. It is the responsibility of all the Pike Township coaches and support staff to cooperate with the above guidelines. I. CONDUCT 1. Coaches must be present and supervise all practices and competitions during their official sport season. 2. Coaches are not to use inappropriate (as defined by the District) language, contact or behavior at any time in the presence of students, parents, and staff. Inappropriate language, contact, and or behavior involving athletes or staff will be cause for immediate suspension and/or dismissal from all coaching responsibilities for MSD of Pike Township. Coaches must be professional at all times in the presence of athletes, parents, and staff. 3. Coaches are to dress appropriately at all times when working with athletes. 4. Wireless Communication Devices (cell phones), I-Pads, headphones and other electronic devices should only be used during practices and competitions for professional purposes. Your complete attention to athletes during organized activity is required. 5. Coaches who bully athletes will not be tolerated. Athletes should not be verbally or physically harassed, berated, or abused in any way by a coach, another athlete or any parents. TEAM RULES AND AGREEMENTS 1. All team rules or agreements for any specific team or individual athlete must be preapproved by Pike Youth Sports or the Youth League Director before presentation or implementation. 2. Any written and signed agreements between coaches and athletes/parents, must be kept on file in the office of Pike Youth Sports or the Youth League Director.. 3. A written record is to be maintained and made available upon request by Pike Youth Sports, of any infraction of team rules and any resulting action in response to the infraction. 8 CONTACT WITH STUDENT ATHLETES 1. Contact between coaches and student athletes must be specific to your responsibilities in preparing an athlete for play or during competition, in and out of the practice/competition facility, or in the support of academics and character development. 2. Electronic contact (cell phones, text messaging, e-mails, social pages, blogging, etc.) between student athletes and coaches must be professional and specific to the development of the student athlete. Coaches are not to become involved in personal relationships with student athletes. Parent/Guardians must always be made aware of electronic contact between coaches and athletes. 3. When using wireless communication devices to contact athletes, coaches must contact all athletes simultaneously. Coaches are not to use wireless communication devices to contact individual athletes. 4. Coaches are to keep a written record to be made available upon request from Pike Youth Sports or League Directors, of contact made by wireless communication devices to athletes, such as cell phone lists, e-mail addresses, social networking, sites, etc. 5. Coaches are to conduct all meetings and special activities in a public place. Appropriate supervision must be in place during every activity. All activities must be pre-approved by the league director 6. Any team or individual athletic activity not conducted on MSD Pike Township property, such as camps, all-star teams, post season tournaments, community events, etc. must be approved by the league director and appropriate supervision must be in place. TRANSPORTATION 1. Pike Youth Sports and the MSD of Pike Township personnel will not be responsible for transportation of athletes participating in Pike Youth Sports Leagues. No paid staff member or official volunteer of MSD of Pike Township is allowed to transport children for athletic purposes. 2. Coaches are not to transport students for any reason in their personal vehicle. If you do, this is done at your own risk and without approval from Pike Youth Sports. 9 FACILITIES Coaches are permitted to use Pike athletic facilities for the purpose of training Pike athletes during the approved in advance official season, conditioning camp, clinic workshops, or open facility sessions. Facility use must always be scheduled through the Pike Sport League director. However these additional requirements must be enforced when using a Pike facility. Pike Youth League Coaches will not have key access to MSD of Pike sport facilities: 1. Coaches must be present and supervise during the entire use of the facility 2. Athletes and coaches must be properly dressed at all times during the use of the facility 3. Inappropriate, as defined by the District, language, contact, or behavior is not allowed during the use of a Pike facility 4. The MSD of Pike Township is not responsible for personal cell phones, IPods, and other electronic devices brought onto the property or into a Pike facility. Coaches must inform all athletes and parents that MSD of Pike Township is not responsible for their personal valuables. 5. Alcohol, Tobacco, Drugs, or any other illegal and not prescribed drug, are not allowed on MSD of Pike Township properties. 6. Food, Drink, Food/Drink containers are restricted from the practice and contest areas. Inside the stadium water bottles, water coolers, and replacement fluids are the only exceptions. 7. All legal parking requirements must be followed without exception. 8. Speeding is not allowed on MSD of Pike Township properties. 9. Tailgating, open grill, open fire cooking is not allowed on MSD of Pike township properties. 10. You are to clean up any area of use on MSD of Pike Township properties. These guidelines reflect the direct intent of the policies as established by the MSD of Pike Township School Board for the overall safety and protection of all students and staff. (The privilege of using MSD of Pike facilities can be immediately revoked at any time.) 10 TEAM MEALS AND SOCIAL ACTIVITIES 1. Team meals and social activities are voluntary and cannot be made a mandatory activity for team members. (In the case of meals, players may provide food to eat for themselves only). Team meals and social activities at MSD of Pike facilities must be approved by the league director. 2. Athletes are not to receive discipline from coaches if athletes choose not to participate in a team meal plan or social activity. 3. Coaches must provide written explanation in advance to athletes and parents of planned meals or social activities. Parent must be provided a written opportunity to agree or decline participation in meal plans and/or social activities. 4. All meal plans and social activities involving student athletes on MSD of Pike Township property must be approved by the league director or Pike Youth Sports. LEGAL COMPLIANCE 1. Compliance with District Policies, Guidelines, and Administrative Rules are mandatory for all athletic personnel in Pike Youth Sports. Volunteer positions such as coaches, athletic administrators, secretaries, and other support positions in Pike Youth Sports are subject to immediate suspension when violations have been determined. 2. In the event that the actions of coaches or volunteers cause any legal concerns, the league director must report to the Director of Wellness, Fitness and Sport or Pike Youth Sports as soon as it is possible. 3. Any instruction given to a Pike Youth Sports Athletic Staff member regarding legal concerns, the staff member is to give complete compliance. 4. Any suspicion or concern that a violation has occurred must be reported to the appropriate administrator. 2. Upon report or discovery of a violation an immediate investigation will be conducted. 3. In the event a violation is confirmed, and dependent on the severity of the violation, the following procedures for discipline shall be used: a. Any violation of legal statues shall be reported to the appropriate Pike Administrator immediately. Legal authorities will be notified by Pike administration. b. Violators of school and or athletic policies and guidelines may receive one of the following disciplinary actions: One - Documented verbal reprimand Two - Written reprimand and possible suspension (written report for official file) Three - Suspension from duties for a designated period and/or termination (report provided for the official file) 4. In the event of any violation of legal statutes, MSD of Pike Township policies, a Pike Youth League Sports Coach will be suspended immediately pending an investigation. 13 PIKE YOUTH SPORTS ATHELTIC PROGRAM ADMINISTRATION Coaches In-Service Training Head coaches and assistant coaches are required to attend an annual coaches training session produced by the MSD of Pike Township. This session is will be similar to the annual in-service training seminar conducted by Director of Wellness, Fitness and Sport Mr. James Perkins. In some cases the seminar may be presented to coaches with a DVD or on line. Coaches Certification Coaches are expected to become certified in the sport or sports that they intend to coach. Certification provides proof that they have learned the basic fundamentals of what it takes to be an effective youth sports coach. We have listed a group of organizations which specialize in providing teaching tools and certification for youth coaches in a variety of sports including Baseball, Basketball, T-Ball, Football, Flag Football, Softball, Cheerleading, Soccer, Volleyball, Inline Hockey, Ice Hockey, Boys Lacrosse and Girls Lacrosse. National Youth Sports Coaching Association http://www.nays.org/Coaches/Initial_Level_Membership.cfm USA Football http://usafootball.com/coach USA Swimming http://www.usaswimming.org Volunteer Coaches Volunteer Coaches are very valuable to the Pike Township athletic program. Volunteers that serve as coaches or have regular contact with students must be background checked. Volunteers placed in positions of final authority or decision-making must follow all rules, regulations, policies, requirements, and guidelines in the Pike Youth Sports Coaches Manual and be committed to compliance. To create a desire to succeed and excel. To develop high ideals of fairness. To practice self-discipline and emotional maturity in learning to make decisions under pressure. To be socially competent and to operate within a set of rules, thus gaining a respect for the right of others. To provide skills and knowledge in individual sport areas which will enable players to compete at the next higher level of sport. To encourage, assist, and guide students in the acquisition of college scholarships or financial aid through athletic ability so they might obtain the education that would assist them in their future positive contribution to society. 14 IMPORTANT COACHING RESPONSIBILITIES Pre-Season Duties A. Coaches will meet with league director and discuss Pike Youth Sports goals and rules. B. Check all equipment for safety and prepare it for use and distribution C. Delegate responsibility to the assistant coaches and instruct them as needed. D. Be sure your certifications and background check are updated annually or as required. E. Football Coaches: Must meet all standards for coaching football as required by state law. F. Promote good health and good sportsmanship of players in your charge and primarily be responsible for the conduct of players under your supervision at practice, at contests and whenever the team is in public as a team. Know proper safety precautions, emergency procedures. G. Adhere to Pike Youth Sports program policies, to school board regulations and policies, to established rules of the sport, and to applicable law. H. Adhere to school and district policies regarding security. I. Conduct self at all times in an ethical manner and a manner consistent with good sportsmanship, self-control, pose, professionalism, and according to the legal statues of Indiana regarding adults that have responsibility over children. J. Plan and administer staff responsibilities, staff plans, seasonal plans, and strategic plans for the sport. K. Works with middle school coaching staff, and athletic directors, elementary school designees, and youth league sports director, in an effort of conformity in articulation between the district sport programs. L. Practice appropriate acceptable verbal, written, and electronic communication to all involved in the Pike Township athletic program: team members, parents/guardians, fellow coaching staff members, high school and middle school coaching staff members, athletic directors, district athletic director, youth league leaders and coaches, opposing coaches and team members, and elementary school staff. M. Hold a pre-season parents’ meeting to explain all team expectations rules, school and district policies. N. Ensure team members know and understand team rules and school policies established by the coach and Pike Youth Sports. O. Practice appropriate acceptable verbal, written, and electronic communication to all involved in the Pike Township athletic program: team members, parents/guardians, fellow coaching staff members, high school and middle school coaching staff members, 15 athletic directors, district athletic director, youth league leaders and coaches, opposing coaches and team members, and elementary school staff. P. Performs duties as related to his/her coaching assignment as designated by the building principal, the school-based athletic director, the district athletic director, and the Superintendent. Q. Hold a pre-season parents’ meeting to explain all team expectations rules, school and district policies. This meeting is mandatory and should be in conjunction with the predetermined athletic director/coach/parent/athlete handbook meeting. R. Ensure team members know and understand team rules and school policies established by the coach and school district. S. Coaches are to implement a plan of Zero Tolerance for trash talk, inappropriate language, or unsportsmanlike conduct from student athletes at all times. T. Coaches must create an environment within the sport free from any form of harassment: physical, sexual, psychological, or electronic. Harassment, bullying, or initiating aggressive behavior must be reported to administrators or district social workers immediately. In-Season Duties A. Team Supervision 1. Presents information about the inherent risks of the sport at this parent/guardian meeting. 2. Requires team participants and their parents to sign a statement acknowledging that they have been informed of the risks associated with participation in that sport and that they understand and are willing to accept the risk. 3. Discusses at the parent/guardian meeting the importance of team participants reporting injuries to a member of the coaching staff and to a team trainer. 4. Distributes printed practice/contest schedules at the parent/guardian meeting. 5. Presents, verbally and in writing, team rules and expectations and consequences for infractions at parent/guardian meeting. Explains school and district policies. 6. The coach in charge of each athletic practice, contest, or other activity is responsible for team members from the time they first arrive on site until they leave the school at the conclusion of the activity. 7. The coach must not leave until all team members have departed from the school. The coach is responsible for securing the area utilized for the activity. Coaches must see the last athlete leave the property. Note anything unusual. There must be an adequate number of coaches present during 16 practices and competitions. Never leave athletes unattended, including locker room, weight room, or waiting for transportation. 8. Coaches must actively supervise, in person, all team members before, during, and after, official transportation to and from any team event or activity. All coaches must ride the bus with the students. 9. Be a good role model for students who watch, emulate, and admire. Also serve as a moral example. 10. Demonstrates to the players and fans at all levels that coaches and officials will work together to improve the game. 11. Prepare and use a written daily practice plan that outlines techniques and skills to be taught. B. Practice Schedules 1. Starts practice on the designated starting date. 2. Coaches must provide the athletic director with dates and times requested for practices so facility times can be set. Any special request of facility times must be made to the athletic director. Facility usage must be specific to your sport. Priority use will be determined by athletic directors. First priority use is for in-season sports; 2nd priority use is next following season. 3. In addition to parents, a practice calendar needs to be made and a copy given to each player, all assistant coaches and the league director. 4. Be prompt and prepared at all practice sessions. 5. Choose managers and assign them duties to aid the operation of the team and the total athletic department. Managers must dress appropriately for practices and competitions. Managers must be approved by the league director or Pike Youth Sports. . 6. Evaluates the season and make recommendations for next year. 7. 8. Attends all coaches meetings and in-service trainings each year. Attends clinics as time and resources allow. 9. No formal or informal meeting or practice is permitted at Pike facilities on Sunday. 10. When weather conditions force the closing of schools or other dangerous conditions exist, all contests and practices will be canceled, unless the athletic director approves their proceeding, after consulting with district administrators. Coaches should have team lists available with contact numbers if needed. When threatening weather is present during outdoor events, cancel or postpone practices and any other outdoor activities. 17 Take students to safety shelter indoors. Do not release students until threatening weather has passed. Post-Season Duties A. Within one week of the conclusion of every season and every level, 9th, JV, and Varsity, the coach is to turn in to the league director or Pike youth Sports office:: 1. Awards List—your team awards are printed from the list. If you spell a name incorrectly or leave a name off, the error will be on the awards given to you for the awards program. Check certificates before the banquet to be sure names are spelled correctly. Be sure to list your managers. Be sure to list any awards you will be presenting during the awards program. Be sure to list honors received by your athletes such as all-conference. 2. End of Season Report. This is due one week after your season is over. List any championship won and any outstanding achievements by a player, such as the most points scored in a game, high scorer for the season, etc. These reports need to be accurate as they become the history of the league. 3. Inventory. This is helps the league director keep track of equipment issued at the start of the season. This is due one week after your season is over. Please put on the inventory where everything is stored. 4. Awards Night information. B. Head Coaches must participate in a post season survey where they provide feedback on the operation of the league. Head coaches should also set up a time to meet with the league director to review their evaluations. Any concerns or needs for the team should be shared at this time. 18 PARENT/GUARDIAN AND COACH CONFERENCES There are some situations where a conference between a coach and parent/guardian is warranted. These are encouraged as a means of good communication and as a way to clear understanding of the other’s position. When a parent/guardian feels that a conference is necessary, he or she should call to set up an appointment with the coach. Parent/guardian should not attempt to confront a coach before, during, or after a practice or contest. These can be highly emotional times for both the parent/guardian and the coach. Additionally, coaches are responsible for the proper supervision of all team members at these times and should not be distracted from these duties. Meetings are usually best held at another time. Please make an appointment! Note: The league director or PYS administrator or his or her designee, at his or her discretion, may intervene on behalf of any Pike Township athlete or assist in the resolution of an athletic issue; however, it is recommended that the following guidelines are the most efficient means to resolve athletic issues. What if a meeting with a coach does not provide a satisfactory resolution? Call the league director to have a phone conference or to set up an appointment. The director of each league should be the person most knowledgeable about all aspects of any athletic issue and is thus the person best situated to help bring about resolution in a timely manner. If a satisfactory resolution is not acceptable to all parties, the following steps may be taken. Appeal to league board of directors. Appeal to Pike Youth Sports Administrator for assistance with issue resolution. Appeal to MSD of Pike Director of Wellness, Fitness and Sport. 19 Parent/Guardian Code of Conduct Realize that a ticket is a privilege to observe a contest and support school activities. It is not a license to verbally assault anyone or act in an outrageous manner. Realize that athletics are part of the educational experience and that the benefits go beyond the final score of the contest. Respect the decisions made by the officials and learn the rules of the game to better understand their decisions. Participate in positive cheers and refrain from those that take away from the spirit of the contest. Respect and support the task the coaches have in teaching the athletes. We will follow the direction of the MSD of Pike Township. During any time of poor weather conditions the MSD of Pike Township will make the decision to conduct athletic competitions or practices at its facilities. During the week decisions will be made between the hours of noon and 2:00 pm. However, in the event there is a drastic change in weather conditions after a decision, a new decision based on current information will be provided For Saturday games and practices, decisions will be made much earlier in the morning through phone communications. The goal is to have a decision about Saturday events by 7 a.m. that morning. Youth League Coordinator will contact the Director or Wellness, Fitness and Sport directly to learn if the schools will be available for practices or games during poor weather conditions. Please be reminded, the primary objective for the Pike School District is keep students, parents, and staff safe during hazardous weather conditions. Poor Weather Cancellation Chain of Contact Plan 1. Youth League Coordinator or League Director will make direct contact via phone with every head coach in the Pike Youth Sports League or team that is directly affected. 2. The head coach is responsible for contacting every parent on the team with a phone call or a text message. Email could also be used, but only as a secondary measure. 3. The Director of Game Officials will contact all officials assigned to work league games. 21 Sports Health Precautions PREVENT HEAT INJURY Below are a few simple suggestions that can keep you and student-athletes on your feet in hot weather:1 DO: 1. 2. 3. 4. 5. 6. 7. 8. Loosen your clothing. Get medical attention. In the event of high temperatures and humidity (above 80 degrees and 60% humidity), the following measures are recommended: 1. Unlimited amounts of ice and water should be available to teams at the game site and during practice. 2. Any sign of the following symptoms – fatigue, nausea, dry skin, vomiting, muscle weakness, cramps or confusion – should result in immediate removal of the player from the field and initiation of immediate cooling techniques. 3. Cold towels or cold packs may be applied to cool down overheated players. 4. During hot weather, football helmets should be removed while not participating. 5. All players and officials should prepare for games and practices by drinking at least 8 glasses of water daily. 1 Some student-athletes may need to exercise different eating habits due to medical conditions, religious beliefs, and/or other reasons. 22 Indiana High School Athletic Association Heat Index Information & Chart The heat index (HI) is an apparent temperature felt by the human body due to the combined effects of temperature and humidity. Most people understand that as the air temperature goes up, so does the heat index. But why does humidity play a role? It’s because the body’s perspiration cannot evaporate as well when the humidity increases. Therefore, the cooling effects of your sweat are reduced as the humidity rises, and your body in unable to cool itself naturally. Combine high heat and high humidity and you’ve got trouble! Although it is convenient to use a single number (the heat index) to describe the apparent temperature your body feels, keep in mind that heat and humidity affect every body (and everybody) differently. Several assumptions are used to calculate the heat index. The heat index assumes that the body is: 5’7” tall. 147 pounds. At 98.6o. Clothed in long trousers and a short-sleeved shirt. In shade. Walking at a speed of 3.1 mph In a breeze of 6 mph. Not dripping sweat. If any of these factors change, e.g., more exertion, more clothing, and/or more weight, the heat index will change for that individual. For example, if you weigh 250 pounds, are wearing long-sleeved work clothes, and are working outside in the sun, the heat index value you hear reported on the radio is lower than what you are personally feeling. The rules for minimizing the heat effects are simple: Monitor forecasts and advisories for periods of high heat indices. Take frequent breaks in the shade. Avoid prolonged exertion. Extreme Danger 130 or higher Heat stroke or sunstroke likely. 24 Indiana Sports Concussion Law Senate Bill 222 Passed March 24, 2014 Summary Provides that a high school student athlete who has been removed from play because of a suspected concussion or head injury may not return to play until at least 24 hours have passed since the incident. Beginning July 1, 2014, requires football coaches and assistant football coaches who are coaching individuals less than 20 years of age to complete a course concerning player safety and concussions at least once during a two year period. Provides civil immunity for football coaches in certain circumstances. SECTION 1. IC 20-34-7-1.5 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2014]: Sec. 1.5. As used in this chapter, “organizing entity" means any person that: (1) Operates: (A) a recreational; (B) an intramural; or (C) an extracurricular; athletic or sports program for individuals who are less than twenty (20) years of age; and (2) uses a facility, field, park, or other property that is owned, leased, operated, or maintained by any of the following: (A) The state. (B) A political subdivision (as defined in IC 36-1-2-13). (C) An agency or instrumentality of an entity described in clause (A) or (B). SECTION 2. IC 20-34-7-5, AS ADDED BY P.L.144-2011, SECTION 1, IS AMENDED TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2014]: Sec. 5. (a) A high school student athlete who has been removed from play under section 4 of this chapter may not return to play until: SEA 222 — CC 1 (1) the student athlete: (1) (A) is evaluated by a licensed health care provider trained in the evaluation and management of concussions and head injuries; and (2) (B) receives a written clearance to return to play from the health care provider who evaluated the student athlete; and (2) not less than twenty-four (24) hours have passed since the student athlete was removed from play. (b) A licensed health care provider who evaluates a student athlete under subsection (a) may conduct the evaluation as a volunteer. A volunteer health care provider who in good faith and gratuitously authorizes a student athlete to return to play is not liable for civil damages resulting from an act or omission in the rendering of an evaluation, except for acts or omissions that constitute gross negligence or willful or wanton misconduct. 25 SECTION 3. IC 20-34-7-6 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2014]: Sec. 6. (a) As used in this section, "football" does not include flag football. (b) Beginning July 1, 2014, prior to coaching football to individuals who are less than twenty (20) years of age, each head football coach and assistant football coach shall complete a certified coaching education course that: (1) is sport specific; (2) contains player safety content, including content on: (A) concussion awareness; (B) equipment fitting; (C) heat emergency preparedness; and (D) proper technique; (3) requires a coach to complete a test demonstrating comprehension of the content of the course; and (4) awards a certificate of completion to a coach who successfully completes the course. (c) For a coach’s completion of a course to satisfy the requirement imposed by subsection (b) the course must have been approved by the department. (d) A coach shall complete a course not less than once during a two (2) year period. However, if the coach receives notice from the organizing entity that new information has been added to the course before the end of the two (2) year period, the coach must: (1) complete instruction; and (2) successfully complete a test; concerning the new information to satisfy the requirement imposed by subsection (b). (e) An organizing entity shall maintain a file of certificates of completion awarded under subsection (b) (4) to any of the organizing entity's head coaches and assistant coaches. (f) A coach who complies with this section and provides coaching services in good faith is not personally liable for damages in a civil action as a result of a concussion or head injury incurred by an athlete participating g in an athletic activity in which the coach provided coaching services, except for an act or omission by the coach that constitutes gross negligence or willful or wanton misconduct. SECTION 4. IC 34-30-2-85.9 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2014]: Sec. 85.9. IC 20-34-7-6 (Concerning coaches). President of the Senate President Pro Tempore Speaker of the House of Representatives Governor of the State of Indiana Date: Time: SEA 222 — CC 1 26 Concussions/Head Injury Information and Acknowledgment Definitions: MSD of Pike Township will use the following definitions in its compliance with State Concussion Laws: Athlete – any person under the age of 20 involved in athletic activity and receiving instructions on how to participate in athletic activities Athletic Activity – any organized athletic program or event involving physical exertion Coach – any individual providing instruction to athletes involved in athletic activity Effective as of July 1, 2012 All students in High School and Middle Schools that plan to participate in sport or other physical activities must follow State Law Requirements – Indiana Code 20-34-7, which mandates the following: Parents and students must receive and read the Heads up Concussion in High School Sports Fact Sheet. Students and parents/guardians must also sign the District Acknowledgment Form before any participation. This form MUST be on file at the school and signed annually. Please see the following pages regarding Concussion/Head Injuries. REPORTING REQUIREMENTS All head injuries that have occurred at any time, “not limited to sport participation”, must be reported to the athletic trainer immediately. Statements or behavior by any member of the school community which insult, degrade, harass, or stereotype any other person are unacceptable. 31 Behavioral Expectations When in attendance at MSD of Pike Township Events and Activities Metropolitan School District of Pike Township reserves the exclusive rights to act accordingly and take appropriate actions to insure the safe and secure presentation of events and activities for its students, staff, parents, and the community in general. The District will hold ALL participants and spectators to the following reasonable expectations: REALIZE THAT A TICKET IS A PRIVILEGE TO OBSERVE SCHOOL CONTESTS, EVENTS, AND ACTIVITIES. THE TICKET DOES NOT REPRESENT A LICENSE OR RIGHT TO ATTEND, AND MAY BE REVOKED AT ANY TIME AT THE SCHOOL DISTRICT’S SOLE DISCRETION WHEN IT IS IN THE BEST INTEREST OF STUDENTS, STAFF, AND PARENTS. REFRAIN FROM USE OF PROFANITY, RACIAL OR SEXUAL COMMENTS, INTIMIDATING LANGUAGE OR AGGRESSIVE ACTIONS, DISPLAYS OF ANGER, OR NEGATIVE ACTIONS DIRECTED TOWARD OTHERS. RESPECT THE PROPERTY OF THE SCHOOL DISTRICT, AND RESPECT THE AUTHORITY OF SCHOOL/ DISTRICT OFFICIALS. DO NOT INTERFERE WITH COACHES, CONTEST OFFICIALS, OR SCHOOL/DISTRICT OFFICIALS INVOLVED WITH THE CONDUCT OF AN EVENT OR ACTIVITY. DO NOT APPROACH THE ATHLETIC FIELD/FLOOR, OR INTERACT WITH PARTICIPANTS OF AN EVENT OR ACTIVITY. MAINTAIN SELF-CONTROL, SELF-RESPECT, AND SHOW RESPECT FOR ALL OTHERS. 32 SPORTSMANSHIP “Good sportsmanship is viewed by the National Federation as a commitment to fair play, ethical behavior and integrity. In perception and practice, sportsmanship is defined as those qualities, which are characterized by generosity and genuine concern for others. The ideals of sportsmanship apply equally to all activity disciplines. Individuals, regardless of their role in activities, are expected to be aware of their influence on the behavior of others and model good sportsmanship.” A. B. Fundamentals of Good Sportsmanship 1. Show respect for self and others at all times. 2. Show respect for the officials. Good sportsmanship implies the willingness to accept and abide by the decisions of the officials. 3. Know, understand, and appreciate the rules of the contest. Good sportsmanship suggests the importance of conforming to the spirit as well as the letter of the rules. 4. Maintain self-control at all times. Prevent the desire to win from overcoming rational behavior. 5. Recognize and appreciate skill in performance, regardless of team affiliation. Acceptable Behavior 1. Applause during introduction of players, coaches, and contest officials. 2. Players shaking hands with opponents who foul out while both sets of fans recognize the player’s performance with applause. 3. Accept all decisions of contest officials. 4. Cheerleaders lead fans in a positive manner. 5. Handshakes between participants and coaches at the end of the contest, regardless of outcome. 6. Treat competition as a game, not a war. 7. Coaches/players search out opposing participants to recognize them for their outstanding performance or coaching. 8. Applause at the end of the contest for performances of all participants. 9. Everyone showing concern for an injured player, regardless of team. 10. Encourage surrounding people to display only sportsmanlike conduct. 33 C. D. Unacceptable Behavior 1. Yelling or waving arms or objects during opponent’s free throw attempt. 2. Disrespectful or derogatory cheers, chants, songs, or gestures. 3. Criticizing officials in any way; displays of temper with an official’s call. 4. Cheers that antagonize opponents. 5. Refusing to shake hands or give recognition for good performances. 6. Blaming loss of contest on officials, coaches, or participants 7. Laughing or name-calling to distract an opponent. 8. Use of profanity or displays of anger that draw attention away from the game. 9. Doing own cheers instead of following the lead of the cheerleaders. 10. Wearing extreme or unusual clothing or excessive face or body painting, which detracts from the action on the playing surface. Good Sportsmanship Responsibilities of the Coach The actions of the coach have a great deal to do with how sportsmanship is valued by members of the team. In order for good sportsmanship to become a reality, the coach should: 1. Respect the judgment of contest officials. The officials of any contest are impartial arbiters who are trained and who perform to the best of their ability. Mistakes by all those involved in the contest are a part of the contest. We should not rationalize our own poor or unsuccessful performance or behavior by placing responsibility on an official. You should accept and abide by the decisions made. 2. Always set a good example for members of the team and fan to follow. 3. Instruct members of the team in proper sportsmanship. 4. Display no behavior that could incite fans. 5. Treat opposing coaches, participants, and fans with respect. 6. Shake hands with officials and opposing coaches in public. 7. Develop consequences for those who do not abide by sportsmanship standards. 34 E. Sportsmanship – Student-Athlete The responsibility of the players for sportsmanship is second in importance only to the coach. Because players are admired and respected, they exert a great deal of influence over the actions and behavior of the spectators. The student-athlete should: F. 1. Treat opponents with the respect that is due as guests and fellow human beings. 2. Shake hands with opponents and wish them good luck before the contest and after. 3. Exercise self-control at all times, accepting decisions and abiding by them. 4. Respect the integrity and judgment of the officials. Never argue or make gestures indicating a dislike for a decision. 5. Accept both victory and defeat with pride and compassion, being neither boastful nor bitter. 6. Congratulate the opponents in a sincere manner following either victory or defeat. Sportsmanship – Student Fans 1. Realize that a ticket is a privilege to observe a contest and support the school. 2. Know and demonstrate the fundamentals of sportsmanship. 3. Respect, cooperate, and respond enthusiastically to cheerleaders. 4. Respect the property of the school and the authority of school officials. 5. Stimulate desired crowd response using only positive cheers, signs, and praise without antagonizing or demeaning opponents. 6. Show respect for an injured player when he/she is removed from the contest. 7. Do not applaud errors by opponents or penalties inflicted upon them. 8. Do not heckle, jeer, or distract members of the opposing team. 9. Respect opposing spirit groups, fans, coaches, and participants. 10. Never criticize the players or coaches for the loss of the game. 11. Respect yourself, your team, officials, coaches, opponents, and fans. 12. Refrain from using profanity, racial or sexual comments, intimidating language, or actions directed to others. 35 G. A coach in the youth league CANNOT make a separate request for facilities. Athletic Facility Usage Forms can be obtained from the school the organization is requesting to use or the MSD of Pike Township Administrative Services Center. Important Note: the building principal’s signature does not guarantee approval. The principals’ signature only verifies that the date requested is available. The building principal will forward the facility usage form to the Department of Wellness, Fitness & Sport. Final approval for use of athletic facilities will come from the Director of Wellness, Fitness & Sport. When completing a facility usage form, do not put more than 5 dates on one facility form (example: March – July). If there are more than five dates, use additional forms, or you may type or write out the additional dates on a separate sheet of paper, and attach it to the facility usage form. Only one facility usage form per building that is being requested (i.e. if you are requesting CES, LMS and PHS, you must do three separate forms). Facility usage forms MUST be submitted 2 weeks prior to the date you are requesting to use the facility. Your request will not be guaranteed approval if under two weeks. Late two day requests and day of requests are not acceptable. All assessed fees must be paid the day before your event. In some case the charge is ($35/per hour) – NO EXCEPTIONS. An updated Certificate of Insurance form must be on file in the District Athletic Department prior to the event. Please initial the maintenance over-time form in the top right hand corner of the form or next to listed hours worked (your signature verifies the hours that custodial personnel has provided services). *Following these procedures will help the facility usage process be completed in a timely manner. The Department of Wellness, Fitness & Sport appreciates your cooperation. 38 Athletic Facility Use Best Practices Only use the area of the facility for which you have written approval. Only use the tools and resources at the facility for which you have received written approval. Locker rooms can be used for a fee. They generally are not available for use during community league or community team events. You are expected to use public restrooms closest to your event or approved facility use area unless prior authorization is given. When conducting an event only allow guests to enter and exit through the designed door, gate or area. Do not prop open doors. When conducting practice be sure to use the designated door, gate or entry area at all times. Do not prop open doors. Leave the facility and the area that you use as clean as possible. If there is an issue with the facility when you arrive, report it immediately so that you are not blamed for the problem. If something breaks or malfunctions while you are in the facility, report it immediately so it can be fixed or corrected. Verbal permission to use an athletic facility, tool or resource sounds great to the prospective user, but if you do not submit a facility use form and receive written permission beware. If the person who gives you verbal approval comes down with a case of amnesia you and your organization may have a problem receiving future approval for facility use. *Following these procedures will be very helpful the next time that need to file a request to use MSD of Pike facilities. The Department of Wellness, Fitness & Sport appreciates your cooperation. 39 Pike Youth Sports Coaching/Volunteer Application and Agreement _______________________________________________________________ The undersigned hereby applies for a position as a Volunteer/Coach with Pike Youth Sports (“PYS”) and enters into this agreement. Introduction Volunteers/Coaches are a critical element of our youth sports program. They have direct contact with players at every practice and game and they usually are the primary influence on player growth. PYS expects that all of its volunteers/coaches will be familiar with and agree to follow PYS mission, rules, goals and objectives. Agreement The volunteer/coach agrees as follows: I understand that my conduct can have an impact on my team and I will endeavor to set a good example. I will not criticize officials, players, coaches or spectators in any inappropriate manner. I will not use abusive or profane language under any circumstances. I will require the same from my players and parents. I understand inappropriate language, contact and behavior involving players or staff will be cause for immediate suspension and or dismissal from all volunteer/coaching responsibilities for PYS. I understand that volunteers/coaches must be present and supervise all practices and competitions. I will review and follow all PYS rules and policies. I will provide players a broad, constructive and positive view of athletic competition. I understand that volunteers/coaches may be suspended and/or dismissed from responsibilities immediately if found in violation of any of these administrative guidelines.
