INTERPRETATIONS
Ownership of Championships- this applies to Attachment C, Appendices, other Attachments
appended to Attachment C, the HA Operations Manual and its Attachments. In all instances relating
to Ownership of Championships HA and Host acknowledge and agree that:
(a)
Title to and ownership of the Championships, the Rights, the Event Imagery and the
associated goodwill remains at all times vested in HA;
(b)
Title to and ownership of any Intellectual Property developed by Host for the
Championships will, at the termination of this agreement, vest in HA. Host will take all
necessary actions to ensure the transfer of such Intellectual Property to HA at the
termination of this agreement;
(c)
All sponsorship and marketing rights in the Championships belong to HA and can be used
and otherwise applied by HA in its sole discretion.
(d)
The Host has the right to sign contracts with local sponsors provided it does not conflict with
a HA sponsor and that such sponsor is not a company producing tobacco, alcohol or
pornographic products or a company involved in sports betting, pending approval from HA.
All negotiations regarding the event must be discussed with HA prior to the host making any
commitment to a local sponsor.
(e)
HA in conjunction with the Host may appoint an organising committee to plan a particular
AC.
The relevant definitions from the above are located in the “Definitions” section:
DEFINITIONS
In this Manual Definitions are as follows:

AC means Australian Championships

Championships or Australian Championships means the annual Hockey AustraliaAustralian Championships for open, under-age, country, indoor and masters divisions.

Event Imagery means imagery associated with the Australian Championships.

FIH means International Hockey Federation
-
FIH Code of Conduct means the FIH Code of Conduct in force and as amended from time
to time. A copy of the FIH Code of Conduct current as at January 2010 can be found
adapted at Appendix 6. An up to date version of the FIH Code of Conduct is available
online at [http://www.fih.ch/en/home].

Host – State Association, host club or Association or host venue

Intellectual Property includes, but is not limited to, ideas, patents, registered and
unregistered design rights, registered and unregistered trademarks, drawings, inventions and
any copyright subsisting in any works, documents or other items and all other intellectual and
industrial property rights (without limitation) and similar or analogous rights existing under the
laws of any country and all rights to apply for or register such rights.

Rights mean the right to host the Championships in accordance with this agreement.

Purpose
This manual is designed to provide procedures and guidance to host states, host venues and /or
Championship Organising Committees - a resource to enable better understanding of venue related
requirements for Australian Championships. Supplementary to this manual are the Regulations and
competition rules that are required during each Championship.
Competition specific rules are outlined in Attachment C – HA Tournament Regulations: Competition
HA continually reviews and improves internal procedures, and the manual is revised from time to time as new
procedures are officially adopted.
1.
Introduction
1.1
Name
Hockey Australia (HA) conducts a range of Australian Championships (AC) and a Senior
Australian Hockey League (AHL) on an annual basis.
The divisions are as follows;
Outdoor
Under 13 – Boys & Girls
Under 15 - Boys & Girls
Under 18 - Men & Women
Under 21 – Men & Women
AHL – Men & Women
Country – Men & Women
Masters – Men’s and Women’s (various age groups)
Indoor
Under 15 - Boys & Girls
Under 18 - Men & Women
Under 21 – Men & Women
Open – Men & Women
1.2
Objective of the Under-Age Australian Championships and the AHL
The objectives for the AC are:
To create a competitive format to meet the purpose for various age groups rather than one format
for all ages.
Increased number of talented athletes accessing national event opportunities at younger age
group. Innovative and flexible models are required to achieve this.
Cost effective and sustainable financially for all states.
Development and education focus at younger age group events incorporated into the event.
A competitive championship focus at older age group events.
Link junior events to senior events where there is an opportunity to value add.
Guidelines available to assist young talented athletes with management of choices for improved
balance of study and sporting commitments.
Review national events centrally through HA against purpose and refine formats with SSO’s as
required to better meet purpose.
HA is responsible for decisions relating to under age events and is committed to a consultative
process which includes seeking sound recommendations from CEO’s regarding under age
events.

The objectives of the AHL are:
Premier competition for States and Territories and their players.
A development pathway and one of the national talent identification and selection opportunities
for players.
To capitalise on a location, format & timing which promotes an international standard event while
connecting our talented youngsters with our world class heroes.
Achieve these objectives as cost effectively as possible.
1.3
Teams (League Teams)
All under age Australian Championships and AHL Championships are attended by all 8 States
and Territories in all men’s and women’s events. Indoor and Country events are not always attended
by each region.
1.4
Championship Sponsorship
Refer to Section 4.
1.5
Management Structure
The management of all AC’s and AHL shall be carried out by the staff of Hockey Australia in coordination
with host state / host venue and/or nominated organising committee.
The Hockey Australia staff shall be directed by the Competitions Committee in accordance with the
Competitions Committee terms of reference.
1.6
Administration
1.6.1 The day to day administration of the AC and AHL shall be undertaken by the host state and
organising committee.
1.6.2 In all situations the first reference point is the HA Operations Manual (including Attachments)
with the second reference point being the HA Tournament Regulations and its Appendices and
Attachments. Note: Items relating to competition specific items where specified within the HA
Tournament Regulations manual, take precedence over items of the same context within the HA
Operations Manual & Attachments. If neither the HA Operations Manual nor the HA Tournament
Regulations manual specifically address the competition situation, then guidance is by default deferred
to FIH rules and subsequently FIH Tournament Regulations

2.
Format & Schedule Administration
2.1
Format
There is a format for each of Under-Age and AHL. Refer to Attachment A
2.2 Host State/Host Venue
In adhering to the HA Championship rotation roster, the selection of the host state and subsequently
venue requirements will be based on :
2.2.1 The minimum standards as outlined in Attachment B-Venue requirements;
2.2.2 Location of venue to be within reasonable proximity to capital cities / major airports to ensure that
excessive costs are not incurred to access the venue.

2.3
Scheduling
Each championship will follow timing and structure parameters as outlined Attachment A. Responsibility
for developing the fixtures/draw for respective championships are as follows:

HA will develop the AHL fixture in conjunction with the host state per the format in Attachment A.
The host state is responsible for developing the draw/fixture for Under 21s, 18s and
15s events per the formats in Attachment A.
The Women’s Masters committee will develop their fixture in conjunction with the
host state.
The Men’s Masters committee will develop their fixture.
HA Country will develop their fixture in conjunction with the host state/association.
HA must endorse all fixtures prior to distribution by states or committees.
2.4
Games per Day
A maximum of two (2) games per team in any one day or three (3) in a 48 hour period to be played, and
that a minimum of four (4) hours between games be required in these instances.
2.5
Training Times
The competition pitch is to be made available to all teams for training in the two days prior to the
commencement of the championship. The pitch is also to be made available to HA on the rest days
during the championship. A full pitch is to be allocated per team for a minimum of 1 hour per session.
The host state is to provide two (2) hours of free training per team per championship. Any requirements
outside of this are to be negotiated with the host state and may be at the cost of the participating team.
Participating teams must be given the opportunity to train in daylight and at night under lights should the
game times suggested by the Host State be subject to these varied conditions.
Training requirements are to be submitted by each participating state on Attachment R.
Women's Masters only - Refer to Attachment 'V' point 3.1 - Each State is responsible for the cost of
training times booked per team

3.
Facilities Requirements
3.1
Host Venue
Each host team shall provide, without fee to HA, the tournament venue with the provision of a high
quality synthetic surface and other requirements as outlined in Attachment B.
3.2
Use and Control of Venues
All host states must have secured agreements with respective venue owners to enable the host states to
hire and control the venue.
3.3
Standards
The facilities provided at AC & AHL tournaments should enhance the promotion of hockey and accordingly
certain standards have to be met to ensure the environment does not detract from the presentation of the
game.
Please refer to Attachment B for a full description of the venue requirements for Australian
Championships and AHL.

4.
Sponsorship
4.1
Host Venue
Following are parameters regarding sponsorship as it relates to signage at venues, event naming rights
and ‘badging’ of uniforms in relation to AHL and all Australian Championships, being Hockey Australia
national events.

Where venue entry or ticket sales are applicable, review and application of is the
jurisdiction of the State/Territory and/or Venue.
HA sponsorship signage takes preference over local signage. It is the host state’s responsibility to
ensure there is no local signage that conflicts with HA sponsors (refer to list below). HA have the right to
erect HA’s sponsors’ signage in prominent locations around each venue (including the centre line and
behind the goals), in order to maximise the television exposure of sponsor logos [for broadcast events].
HA will liaise with the host state regarding sponsorship signage requirements.
Additionally, where there is a proposed sponsorship arrangement that conflicts with the host state/host
venue’s current arrangements whereby the parties cannot reach an agreement, this must be deferred to
HA for decision.

5.
Organisational Requirements of Host State
5.1
Preparation of Ground
Make all arrangements for the preparation of ground facilities and equipment to be used for all matches.
5.2
Medical
Subject always to any further obligation under any relevant Venue hire agreement or otherwise
imposed by Hockey Australia, the Host shall at its own cost (save where otherwise stated):
(a) Provide adequate medical provision and emergency service operations for teams during the
Championship event at the Venue.
(b) If medical or first aid personnel are to remain onsite, provide a fully equipped first aid room within
the Venue in accordance with the specifications in Attachment B.
(c) Ensure that first aid and ambulance provision are sufficient to serve spectators and Officials, in
addition to Teams.
(d) Ensure that the availability of any such medical and emergency service facilities is clearly signposted for all persons at the Venue.
(e) Physiotherapy services are to be sourced by the Host on request and teams will be
responsible for any such payment.
5.3
Hospitality
Each venue must have a hospitality area set aside from which sponsors, VIP’s and league officials can
have an uninterrupted view of the game.
For all championships, the host is to provide refreshments for the technical bench and umpires.
For AHL, ensure that visiting teams and officials are suitably attended to. This may mean that teams
and officials are to be met at the airport as required.
5.4
Ball Persons
Ball persons are mandatory for AHL and Under 21 championships.
The host state is to provide and instruct at least seven (7) ball persons for each match, six (6) on the
field and one (1) reserve ball person. It is the responsibility of the Host State Association to provide the
uniforms for the ball kids, except where HA advises of a national sponsor for the ball person uniforms,
whereby HA will provide the uniforms.
5.5
Publicity and Communications of AC & AHL
Refer to Attachment X.
5.6
Championship Program
AHL:
Hockey Australia will produce a team-sheet handout, utilising team information from each State
Association. This hand-out will be utilised for all AHL round matches. In the format of an A4 page, folded
into ten panels, this hand-out will consist of:

HA to provide the men’s and women’s program which will include the state team squads. Any changes will
be up to the host state to coordinate with the appropriate squads. Printing will be the responsibility of the
host state.
In addition to this hand-out, each host state will be provided with a specific AHL Update for each round of
the AHL. This weekly update will utilise a generic template, but be specific to each host state. Host states
are to provide HA with state-specific information, including sponsor information, events, AHL reviews and
previews on the Wednesday prior to each AHL round. Hockey Australia will collate this information from
each state and produce the AHL Update. These updates are then to be printed internally by each host
state, in preparation for the AHL match.
The finals week program will be the same template as the rounds template. States to alter text as
required.
Other Championships:
Refer to Attachment X, for U13 through to U21 National Championships.
For all other championships, the Host state is to provide a program and include, at a minimum, the
championship fixture, list of officials and list of teams.
5.7
Set Team/State Admission Fee
It is the responsibility of the host state to set the tournament admission fee in
consultation with HA.
5.8
Security
The host venue will be responsible for taking all possible measures to ensure the orderly behaviour of the
crowd and the safety of players and officials of participating teams and spectators.
The host venue will make arrangements for the provision and security of changerooms for all
participating teams, refer to Attachment B.
5.9
Music
The host venue to provide modern “up tempo” music for the team warm-ups and match intervals.
5.10
Announcer
Optional for Under-Age, Country, Indoor & Masters AC.
AHL: Appoint a “lively” ground announcer for the game, preferably with some hockey
knowledge. An information pack consisting of short phrases about the AHL naming right
sponsor and HA’s major sponsors will be sent to all team ground announcers prior to the
commencement of the season. Sponsor acknowledgments can be built into breaks in play,
halftime, plus before and after games.
5.11
Refreshments
The following is the minimum provision at all venues:
• Sandwiches, tea & coffee facilities for officials & selectors. During AHL this should include AHL
staff
• Adequate food and drink outlets for spectators
