For the first‐round and quarterfinal games, each team will be assigned a designated shoot‐around practice time of 60 minutes on the day of competition. Each travelling institution should notify the Host institution and League office for the first‐round game of its travel plans as soon as possible. For the quarterfinal games, the visiting team should contact the host school of its team travel plans as soon as possible on or Tuesday, March 4, 2014 so that a shoot‐around schedule may be finalized. All practice and shoot‐around sessions are optional. Each team must confirm with the Tournament Director or a designee if it does not intend to utilize the assigned session. For the semifinal game, each team will receive a minimum of two hours practice time. Both teams must practice on the same floor (either competition site or non‐competition site). The recommended time period for Friday’s practice is 10 a.m. ‐ 2 p.m. Game facilities should be reserved with priority given to the competing teams. A Patriot League representative will be present at all practices on Friday and Saturday. Game facilities should be reserved accordingly, and priority of the facility must be given to the two competing teams For the Championship game, each team is allowed a closed two‐hour block of practice time on Tuesday (day prior to championship game) and at least one hour on Wednesday (game day) on the game floor. The recommended practice times are between 10 a.m. and 2 p.m. Only the official team party will be permitted in the arena. No radio or media representatives will be permitted. The League’s television partner is permitted to attend all tournament practices and shoot arounds. A Patriot League representative will be present at all practices on Tuesday and Wednesday. Game facilities should be reserved accordingly, and priority of the facility must be given to the two competing teams. NOTE: A representative of the Patriot League will meet with the head coach and Sports Information Director of each institution for five (5) minutes prior to or following the team’s shooting practice on the day of the Championship game to review game operations and award ceremony procedures. TOURNAMENT SEEDING: The final seeding and pairings will be determined following the conclusion of the Patriot League regular season. In the event of a tie for any position, the tie‐breaking procedures in the 2013‐14 Patriot League Policy and Procedures Manual will be used: General: Bylaw XV‐Article A‐8‐a‐b Men: Bylaw XVI‐Article B‐3‐a‐i‐ii TIEBREAKER PROCEDURE a. In the case of a two‐way tie between teams in the final standings for regular‐season League play, the following process will be used until all ties are broken and the seeding process is completed (ties will be broken in rank order beginning with the highest seed): i. Head‐to‐head competition ‐ the higher seed will go to the team that has won the most League contests played against the other team involved in the tie. ii. If a tie still exists, a comparison of records will be made between the tied institutions starting at the highest possible seed and continuing through the lowest seed, if necessary. iii. Sport‐specific tie‐breaking procedure, if any (see Sport‐Specific regulations). iv. Comparison of records versus out‐of‐League common opponents. v. Coin flip. b. In the case of a multiple‐team tie (more than two teams tied for the same spot), the following process will be used: Note: The entire process for multiple‐team ties must be completed. The Patriot League does not revert back to the two‐way tie formula once the multiple‐team tie has been resolved. i. Records between the tied teams will be evaluated to determine if one team won more contests against the other tied institutions. ii. If a tie still exists, a comparison of records will be conducted for each team starting with the highest seed not involved in the tie and continuing through the lowest seed, as needed. iii. Sport‐specific tie‐breaking procedure, if any (see Sport‐Specific regulations). iv. Comparison of records versus out‐of‐League common opponents. v. Coin flip (two teams) or draw (multiple teams). Below is the sport‐specific tie‐breaking procedure, if applicable i. In the event of a two‐way or multiple‐team tie, refer to the Patriot League tie‐breaking procedure listed in Section XV. [June 2002] ii. If a tie still exists, the League office will use the RPI according to the Collegiate Basketball News (CBN) published on the day (or the next day that a report is available) following the final regular‐season League game to determine the higher‐seeded team. (Note: If a game must be postponed for any reason, the first CBN RPI calculated following the conclusion of that game will be used.) The team with the higher RPI will receive the higher seed and the opportunity to host the tournament final (should the team advance to the championship game) [May 2013] MEN’S TOURNAMENT FORMAT: The tournament format is based on seeding. All 10 teams advance to the tournament, and the top six teams advance to the quarterfinal round. The seventh‐place team will host the 10th place team and the eighth‐place team will host the ninth‐place team in the first round. The teams that finish first, second, third and fourth in the regular‐season League standings will host a quarterfinal game. A bracket for the 2014 Patriot League Men’s Basketball Tournament is located on the inside front cover of this Manual. The men’s first‐round games will be contested on Monday, March 3, 2014 and the four quarterfinal games will be played on Wednesday, March 5, 2014. The men’s semifinal games will be held on Saturday, March 8, 2014, and the men’s championship game will be played on Wednesday, March 12, 2014 at 7:30 p.m. First Round: The recommended game times must start between at 7 and 8 p.m. unless television requires different start time. #10 seed at #7 seed #9 seed at #8 seed Quarterfinals: The recommended game times must start between at 7 and 8 p.m. unless television requires different start time. Winner of #8/#9 game at #1 seed Winner of #7/#10 game at #2 seed #6 seed at #3 seed #5 seed at #4 seed Semifinals: Both semifinal games will be broadcast live on CBS Sports Network. The game times for the semifinal games are 3:30 and 5:30 p.m. The match‐ups within a bracket are the lowest remaining seed at top remaining seed. Please refer to the tournament bracket on the inside front cover for more details. The Tournament Director in consultant with CBS Sports Network will make the decision on which game is played during which broadcast window. Championship Game: The men’s Championship game will be held at the highest remaining seed on Wednesday, March 12, 2014 at 7:30 p.m. (Eastern). The game will be broadcast live nationally on CBS Sports Network and Westwood One Radio. FINANCIAL INFORMATION: The following cost‐sharing policies are in effect for the 2014 Patriot League Basketball Tournament and Championship games: A. Tournament and Championship Games 1) Traveling Teams At the conclusion of the Tournament, each institution whose team travels will submit the Travelling Team Expense Report (Addendum D) to the Patriot League Tournament Director. The following categories and limits are a part of the cost‐share totals: Transportation: The actual, documented amount expended. Air travel requires prior approval from the Patriot League office before booking the tickets. The school is responsible for any ground transportation they incur should they fly to their tournament game(s). Per Diem: The actual documented amount spent, provided it does not exceed the figure yielded by multiplying the number of the travel party (not to exceed the reimbursable travel squad limit of 23 for each team) by: $60 for each day of the official practice and competition involving an overnight stay and $30 for the day of departure from the site (an overnight stay is not required). The maximum reimbursable travel squad number is the lower of actual number or 23 each men’s team (maximum of 15 players) 2) Host Teams A proposed budget (Addendum E) for hosting first‐round, quarterfinal and semifinal games must be submitted to the League office by Friday, January 17, 2014 for approval. A proposed budget (Addendum F) for hosting the Championship game must be submitted to the League office for approval by Monday, March 10, 2014 at 10 a.m. It is recommended that the championship budget be submitted with first‐round, quarterfinal and semifinal budgets. Once approved, the host institution can submit no additional expenses for reimbursement unless approved in advance by the Tournament Director or Executive Director. Following the all Tournament games, the host institution will submit to the Patriot League office a financial statement and appropriate documentation (e.g., copies of paid invoices and itemized details) to include all revenue and approved expenses. Financial Reporting B. 1) Deadline Traveling team and host institution financial reporting forms are to be submitted to the League office no later than Friday, April 4, 2014. (The Executive Director reserves the right to impose a minimum financial penalty of $500 for late submission of the financial report.) 2) Settlement a. After all Tournament and Championship game expenses and League office expenses are met; net income from all Tournament and Championship games is applied to determine the total net income or expense. b. Total net income is then distributed to institutions based proportionately upon the income vs. expense percentage. c. If a net deficit is incurred after all tournament and championship expenses have been paid, but prior to reimbursement of any institutional travel expenses, each institution and the League office will pay an equal share of the deficit. d. If additional revenues remain after institutional travel reimbursement, those revenues will be distributed with each institution and the League office receiving an equal share. Tournament expense reports are included in this Manual are: Addendum D for traveling team expense form for tournament AND championship; Addendum E for Host for Tournament; and Addendum F for Host of Championship game Please submit a separate travel team expense form [Addendum D] for each game that your school plays in the Tournament. SECTION II – POLICIES AND PROCEDURES Unless stated otherwise in this Manual, all Patriot League men’s regular‐season basketball policies are in effect during the Tournament. ADMINISTRATION OF TOURNAMENT: The administration and conduct of the Patriot League Men’s Basketball Tournament shall be under the jurisdiction of the Patriot League Executive Director. ALL‐TOURNAMENT TEAM: An All‐Tournament team, consisting of five (5) players total will be selected jointly by certified media representatives and other designated selection committee members following the Championship game. The Tournament’s Most Valuable Player and members of the All‐ Tournament team will receive awards. The Patriot League Media Relations staff will coordinate the All‐Tournament team voting. Members of the All‐Tournament team will be announced after the conclusion Championship game. ARRIVAL OF PARTICIPANTS: Based on the host venue, the travel party may enter through the front or rear entrance – which will be relayed to each traveling team by the host institution. A representative from the host institution shall be on‐site to meet the visiting team(s) and direct the group to the locker rooms. All players, coaches and staff will be included on a pass list submitted to the host school. ATHLETIC TRAINING ROOM: An on‐site athletic training room must be available. Please contact the host institution for information and training hours. The athletic training rooms should open two and a half hours before the first game and remain open until one hour after the final game. An athletic trainer, team physician and advanced Emergency Medical Services (EMS) must be on‐site for all Tournament games, including the Championship game. AWARDS: INDIVIDUAL AWARDS: Regular‐Season Honors A vote of the League’s head coaches determines the award recipients. All award winners will be announced prior to the Tournament and will be recognized on the League website and through other League publications and public address announcements. The awards are: Player of the Year; Rookie of the Year Coach of the Year Defensive Player of the Year First‐Team All‐League* (5) Second‐Team All‐League* (5) All‐Rookie Team* (5) All‐Academic Team Scholar‐Athlete of the Year * Regardless of position NOTE: The Patriot League media relations department will forward ballots to the head coaches outlining the nomination and voting procedures. AWARDS PRESENTATIONS First Round/Quarterfinals The major annual awards will be presented prior to the respective first‐round or quarterfinal game involving the award recipients. The Patriot League will provide a brief script to the host institution, and a member of the Patriot League staff will present the award(s) prior to the game. Championship The traveling Patriot League trophy and a team championship trophy will be presented to the winning team at the conclusion of the Championship game. Additionally, members of the championship team will receive a special League‐issued commemorative t‐shirt (for post‐ championship celebration), baseball cap and a Patriot League memento award, which will be ordered and shipped to the school following the conclusion of the Tournament. Upon conclusion of the Championship game, the runner‐up team may return to its locker room for the first of two cooling off periods then return to the court for the awards ceremony. The winning team should remain on the court. The All‐Tournament Team and Tournament’s Most Valuable Player will be honored, and the runner‐up trophy and Traveling League Championship Trophy will be presented. At minimum, the head coach, captains and members of the All‐Tournament team of the non‐winning team must be present to accept the runner‐up trophy during the presentation ceremony. It will be the responsibility of the host institution of the Championship game to have a table ready for the awards. One eight‐foot table shall be covered and skirted, and will be brought to the middle of the floor. After the table is placed on the court, an announcement should be made to the spectators regarding the awards ceremony. Following the awards ceremony, a ladder and pair of scissors should be made available for the net‐cutting ceremony. The League’s Executive Director will present the awards in the following order: Presentation of the All‐Tournament Team (five players) Presentation of Tournament’s Most Valuable Player Award Presentation of Runner‐up Team Award Presentation of League Team Championship Trophies The coach of the winning team must remain present and on the court for the entire ceremony prior to participating in any interviews for radio or print media. The only exception is an interview for CBS Sports Network and any live national (non‐institutional) radio broadcast of the game (Westwood One). BALL BOYS/GIRLS: A maximum of four (4) experienced ball boys/girls should be provided for each game during the Tournament – two for each basket. The League will provide T‐shirts for ball boys/girls. BANDS: Each institution is encouraged to bring its school pep band to tournament games. The band should not exceed forty (40) members, including the band's leader/director, and must be in uniform in order to gain admittance to the venue. Seating for the team bands will be determined once the host sites are finalized. The home team’s band must be located in an area on the half of the home team’s bench of the playing venue. The visiting team band must be located in a similar location of the bench on the visiting team’s half of the court. Note to host institution: The host institution should leave seating for 55 people for the band to accommodate for instruments, if the full allotment of 40 band members attends. All band locations must be approved by the Tournament Director. If less than 40 band members attend, the seating area can be reduced accordingly. Please refer to chart in Appendix for exact location. Each school planning to bring a pep band should complete the Band Reservation Form [Addendum B] and return it to Stephanie Spada ([email protected]) at the Patriot League office on or before Wednesday, February 12, 2014. Bands will not be permitted to play during the game – except during full‐length timeouts. This includes drums or any other type of instrument. Use of electronic instruments is not permitted. If band members do not comply with Tournament policies, they will be asked to leave the arena. Please refer to Addendum H for the entertainment schedule. Halftime will be fifteen (15) minutes. The host institution will coordinate halftime entertainment with the League office along with Tournament promotions. Institutions wishing to perform during halftime of a game involving its team should notify Stephanie Spada at the Patriot League office, when they return the roster Band Reservation Form. BANNERS: Only League‐approved television, radio and sponsor banners will be permitted in each venue for all Tournament and Championship games. The League will provide a Patriot League banner (or digital graphic file) for the scorer’s table at all sites. Banners by Spectators: Hand‐held signs may be permitted at the discretion of the Facility Manager. However, items that interfere with or obstruct spectators’ view or are deemed to be in poor taste will be removed. BENCH AREA/BASKET ASSIGNMENT: Chairs Chairs will be set at each bench for 20 persons and Patriot League chair back covers will be placed over each bench seat. Only players in uniform (not to exceed 15 student‐athletes) and individuals on the official team pass list shall be allowed to occupy these chairs. Coolers (for water and ice), cups, tissues, trash can, recycle can and other courtesy items should be placed near each team bench. Designation The Host institution will occupy its normal team bench for its game. The teams will warm‐up away from their respective benches prior to the start of the game. Host institutions may use any beverage product they wish at the team benches unless the League’s sponsorship agreements dictate otherwise. BROADBAND Each game during the Patriot League Men’s Basketball Tournament that is not part of the League’s television package with CBS Sports Network will be streamed on the Patriot League Network at patriotleague.tv. The Patriot League will provide funding to assist with the broadband staffing for the host institutions. The Patriot League will send checks following the conclusion of the Tournament. BUDGET: A proposed budget for hosting the first‐round, quarterfinal and semifinal games is due no later than Friday, January 17, 2014 to the Patriot League Office. A revised budget for hosting the Championship game can be submitted for League office approval no later than 10 a.m. on Monday, March 10, 2014. This proposed budget form is located in the Appendix (Addendums E and F]. CHECKLISTS: The outline detailing the checklists for Host Institution and Participating Teams can be found on page 38 of this Manual. CHEERLEADERS/DANCE TEAMS: Each school will be permitted fifteen (15) cheerleaders, one (1) mascot in uniform and one (1) coach/advisor. Each school should complete the Cheerleading Squad Reservation Form [Addendum C] and return it to Stephanie Spada ([email protected]) on or before Wednesday, February 12, 2014. Only cheerleaders in uniform will be admitted into the Tournament location and the site of the championship game. Cheerleaders must remain out of the playing area until it is time for them to occupy their assigned area and follow the Entertainment schedule provided by the League office (Addendum H). No cheerleaders or mascots will be allowed on the playing floor unless their team is playing. During the game, the cheerleaders and mascot must remain at their end of the playing floor. Mascots are also not allowed in the team bench areas. Electronic amplifying devices will not be permitted. Per NCAA Basketball Championship Policy, megaphones (not electronic) may be used for voice amplification, but they shall not be used as noise distraction. This includes pounding megaphones on the floor or striking them with the hands or other objects while the game is in progress. Halftime will be fifteen (15) minutes in length per game. The host institution will coordinate halftime entertainment with the League office along with tournament promotions during halftime. Institutions wishing to perform during halftime of a game involving its team shall notify Stephanie Spada at the Patriot League office, when they submit their Cheerleader Squad Reservation Form. If possible, the Host institution will provide a changing room. However, the area may not be secure. Money, jewelry or other valuables should not be left in the room. The Patriot League and Host institution are not responsible for lost or stolen items. *If an institution wishes to admit additional dance team members, tickets must be purchased for those individuals and they must occupy seats off the floor while the game is in progress. The following game format will be in effect: All full timeouts will be used for institutional spirit activities once the Tournament announcements and promotions have been completed. Institutions will alternate timeout performances. The first timeout will be allotted to the home team (higher‐seeded team). Halftime band performances will begin with the institution that is leading the game at the half. In case of a tie, the higher‐seeded team’s band will play first. Pre‐arranged halftime performances will be limited to three (3) minutes for each participating institution. However, teams should be prepared with two‐minute routines in case they perform during a halftime with Tournament promotions. Taped music (cassette or CD) must be provided to the sound technician at least thirty (30) minutes prior to game time. A director or team representative should remain with the sound technician during the performance to inform the technician when to start and stop the music. An entertainment schedule can be found in the Appendix of this Manual. CONFERENCE CALL: If needed, the League office will schedule a teleconference with the Host institution(s) on to review the overall operation of the Tournament game at that specific site. CREDENTIALS: There are three types of credentials for the Patriot League Basketball Tournament – STAFF, MEDIA and INSTITUTIONAL GUEST. NOTE: Credentials will not be issued to the participating student‐athletes and coaching staff. In addition, a designated number of staff credentials will be provided for such individuals as Director of Athletics, Senior Woman Administrator, Sports Information Director, and Ticket Manager. Press row seating will be provided for the following staff: AD, SWA and SID (2). In addition, eight institutional guest credentials will be supplied to each school. Those credentials are to be distributed by the Director of Athletics or senior athletic administrator for such individuals as President/Superintendent, spouses, and other dignitaries. These credentials are only good for access into the hospitality area and locker room, if approved by the school. Individuals with an institutional guest credential require a game ticket to have a seat at the game. CROWD CONTROL: The responsibility for crowd control of institutional fans and representatives rests with the Directors of Athletics or their designated representative. The Directors of Athletics of the competing institutions are expected to communicate with their student‐athletes and fans prior to the competition to encourage enthusiastic and positive support of their team within the confines of good sportsmanship. The Patriot League and the host institution will coordinate to provide adequate security and/or uniformed ushers for effective crowd management. The Tournament Director, Host Site Tournament Manager, or a designated representative, will be prepared to utilize the public‐address system at the first sign of unsportsmanlike crowd behavior and request cooperation in maintaining the proper competitive environment. The Patriot League and the host institution reserve the right to remove anyone from the facility who does not cooperate. It is advised that the security and/or staff of the Host institution escort the game officials on and off the court, as well as provide both teams with secure access to and from the locker rooms and the court. The following announcement will be made prior to the start of each Tournament game: “Ladies and gentlemen, the Patriot League and (Host institution) promote good sporting behavior by student‐athletes, coaches and spectators. We encourage everyone to actively support all participants of today’s game, and ask that you express your enthusiasm in a respectful and sporting‐like manner. Please note that the possession and consumption of alcoholic beverages and use of tobacco are prohibited. Spectators are not allowed on the court at any time. Thank you.” In keeping with NCAA rules, artificial noisemakers, air horns and electronic amplifiers are not permitted, and such instruments will be removed from the playing and spectator areas. Bands or any components thereof are not permitted to play while the game is in progress. The Tournament Director, or a designee, with assistance from institutional administrators, will be responsible for enforcing these provisions. DOORS OPEN: Doors will open 90 minutes prior to the each contest, unless otherwise agreed upon by the Tournament Director. ELIGIBILITY: Only student‐athletes eligible under NCAA and Patriot League rules may compete in the Tournament. Member institutions are required to verify the eligibility of their student‐athletes prior to beginning of the Tournament and to withhold ineligible student‐athletes from competing at the Tournament. The travel squad size limit is 15 student‐athletes per school. GAME OPERATIONS STAFF: The Host institutions will secure game staff. This will include: official scorer; timer; shot clock operator; replay coordinator, statistics crew; public address announcer; spotter; television timeout coordinator (if applicable); ball persons; training and medical staff; ticket staff; police and security; team escorts; game program and merchandise sellers, etc. Table crew members will be paid $50 per game and PA announcer will be paid $50 per game. Each of the three‐person stat crew will be paid $40 per game. In addition, the replay coordinator will receive $75 per game. Spaces must be held at the Scorers’ Table for normal table crew staff (including replay coordinator), an official scorebook, home scorebook, and visiting team scorebook, as well as for the timeout coordinator, fourth official and at least one Patriot League representative. The League will provide apparel to be worn by the designated table crew. GAME PROGRAMS: The Patriot League and University Sports Publications (USP) will be responsible for printing and advertising sales of the Tournament program. The Patriot League and USP office will coordinate the inclusion of program copy with institutional SIDs. At quarterfinal games, twenty (20) copies of the official Tournament program will be distributed to each team’s locker room. Teams desiring additional copies will need to make arrangements with the League staff and may purchase them at $5 per copy by contacting the League office. Host institutions are required to have at least two (2) program sellers and must provide a start‐up cash box and complete accounting of programs sold. HIGHER‐SEED PRIVILEGE: The higher‐seeded team has the privilege of playing game on its home court. In the event that the higher‐seeded team cannot host the game (i.e., facility unavailable, no power in gym, fire, etc.) and the contest has to be moved, the higher‐seeded team remain the home team and will wear light‐ colored uniforms. HOSPITAL: The Host institution will be responsible for providing the visiting teams with information on the closest hospital, in addition to the address, phone number(s) and directions. HOSPITALITY: The Patriot League hospitality room has priority over any institutional hospitality plans. Please coordinate institutional hospitality plans with the Tournament Director before ordering food. All food selections must be approved by the Tournament Director before approval of the expense. In addition, all hospitality expenses must be reported with documentation. A stipend of $500 for first‐round games will be included in each Host institution budget to cover the expense of the hospitality, while $800 will be budgeted for each quarterfinal and semifinal game. The championship hospitality budget is $1,000. Any expenses exceeding the allotted stipend is the responsibility of the host institution. Only individuals with the proper credential will be given access to the hospitality area. Those individuals who have any of the following credentials ‐ STAFF/ALL ACCESS, MEDIA and INSTITUTIONAL GUEST ‐ will be allowed access into the Hospitality Room. The recommended menus for the Hospitality Room are: Items such as a sandwich buffet with salads and snacks, or pasta or similar hot dishes are suggestions for the hospitality food. A variety of drinks must be provided. Food should be available a minimum of 60 minutes prior to the start of competition through halftime with the beverages and snacks available through the conclusion of the game. In addition, at a minimum, the following food and beverage should be provided for student‐ athletes and officials: Student‐athletes (required): 10 pizzas delivered to each team locker room following competition with various drinks provided (23 people) Officials (required): Drinks in locker rooms (halftime and post‐game) and light meal after game. HOST FACILITY / EQUIPMENT REQUIREMENTS: The Host institution is responsible for having a backup backboard (and upright support, if appropriate), and back‐up score clock and shot clock in position and immediately available during the Tournament. An electrician should be on‐site for each game. Any costs associated with the above listed arrangements are the responsibility of the Host institution and should not be included within the budget. Host institution should be prepared to clean and straighten benches at halftime of each game, as well as cleaning the court. The venue needs to be set for basketball competition at the following times: First Round – 9 a.m. on Monday, March 3 through the conclusion of the first‐round game (March 3) Quarterfinal ‐ 9 a.m. on Wednesday, March 5 through conclusion of quarterfinal game (March 5) Semifinal ‐ 9 a.m. on Friday, March 7 through conclusion of semifinal game (March 8) Championship – 9 a.m. on Tuesday, March 11 through the conclusion of Championship game (March 12) HOTELS: All institutional rooming needs should be arranged through Shannon Cagna or Susan Skurka at 1‐888‐ 608‐8326 or email at [email protected] (Cagna) or [email protected] (Skurka). The hotel will be determined once the Host venues are finalized. The League will make best efforts to utilize hotel partners of the host institutions. LOCKER ROOMS: The Host institution must provide a minimum of three (3) locker rooms. This includes a locker room for each participating team and one for the officials. The following items must be provided in the team locker rooms: towels, soap, drinks, dry erase board, training table (if not in training room), key to locker room or attendant to allow entry, provide water at halftime and 10 pizzas and beverages following competition. The officials’ locker room should include: towels, soap, drinks (halftime and post‐game) and an attendant to secure and allow entry. Access to the locker rooms and adjacent areas will be by credential ONLY. Only participating teams and credentialed staff (coaches, managers, athletic trainers, sports information) and Tournament administrators are permitted in locker rooms areas. The team locker room assignments for games must be clearly marked with signage. While the locker rooms will be secured, teams should avoid leaving items of value in the locker rooms. The Host institution and the Patriot League are NOT responsible for loss of items of value. MEETINGS: At the conclusion of each semifinal, an athletic administrator(s) from the team advancing to the Championship game will meet with a League representative to review Championship game details. MERCHANDISE/CONCESSIONS: Patriot League merchandise and game programs will be sold at all Tournament and Championship games. The Host institution is asked to provide up to three people (including program sellers) to sell merchandise and programs. The site of the merchandise sales must be mutually agreed upon by the Patriot League and Host and should be staffed when the doors open. The merchandise stands will remain open until 10 minutes remain in the second half on the game clock, or later if mutually agreed upon. A complete financial report (merchandise and game programs sold) and inventory, along with the cash box, must be returned to the League’s on‐site representative at the end of each Tournament game. Concession stands must be provided for all Tournament and Championship games. This operation will be separate, and will not be included on the Tournament budget. The stand(s) should open when the doors open and remain open until at least 10 minutes remain in the second half on the game clock of that day’s game. MESSAGE BOARD: The Patriot League must approve all messages displayed on the message (or video) board, if applicable. Please review all message board text with League staff member prior to each game. The League will also provide historical Tournament facts for display on the message board. MUSIC: The League will work with the Host institution to determine an appropriate and clean version of songs for the play list to be used during warm‐ups and timeouts for all Tournament games. NATIONAL ANTHEM: The National Anthem will be played before each Tournament game. The National Anthem will be played by the band of the higher‐seeded team, sung by a League‐approved individual or played from a recording. Coaches and student‐athletes are required to be present courtside for the playing of the National Anthem. The Host institutions are responsible for ensuring that an American Flag is displayed or a Color Guard is present. OFFICIAL BALL: The Anaconda Soft Rock (Men’s – MG‐4000‐PC‐PL) is the official basketball of the Patriot League Men’s Basketball Tournament. An appropriate number of game balls will be provided to the Host institutions by the League office. However, the Host may wish to supplement the number of basketballs provided in each round, as well as at team shooting practices. OFFICIALS: Reggie Greenwood, the Patriot League Coordinator of Men’s Basketball Officials, will assign game officials with the approval of the League office. A stand‐by official will be assigned a seat at the scorer’s table. The League will handle the payment of officials (game fee, travel and per diem). The Patriot League representative will distribute the officiating assignments to the competing teams no later than 90 minutes before their respective games Officials will be provided with dressing rooms that will be clearly marked on the day of the game. Drinks and towels must be supplied in the officials’ locker room and light meal after the game. Four reserved parking for officials and one for the official’s observer must be provided by the Host institution for each game. The table crew must be available to meet with the game officials to discuss rules and other necessary items seventy‐five (75) minutes prior to the start of the game. PARKING: Based on the institution’s parking availability, reserved spots must be made available for staff, media and game officials. The Host institution should reserve a total of nine (9) parking spots for Tournament officials: two (2) parking spots for visiting team administrators and two (2) spots for the Patriot League representatives, one (1) for officials’ observer and four (4) spots for officials per game. An additional spot may be request by the League staff for the Coordinator of Basketball Officiating. In addition, there should be a designated parking area for team buses and/or vans. If the visiting team has additional spectator buses; please contact the host institution to coordinate parking needs. PARTICIPANTS’ ADMISSION TO ARENA: Entry for the teams will only be at the designated entrance. No one will be admitted without the appropriate credentials or being on the pass list. Teams must complete the enclosed Tournament Participation Form (see page 39‐40) and return it to Jimmy Johnson ([email protected]) on or before Wednesday, February 12, 2014. Only individuals listed on the form will be permitted entry into the facility. There are no exceptions. PHOTOGRAPHY: The Host institution must secure a photographer for each game. The expense should be included on the institutional budget. See media relations section regarding the delivery of images. PUBLIC ADDRESS ANNOUNCER: The Host institution will select the public address announcer for the tournament and championship games with approval by the Patriot League office. The PA announcer must be professional, courteous, and non‐controversial and refrain from “cheerleading.” It is the responsibility of each institutional sports information contacts to provide the public address announcer with pronunciations. The PA announcer will be provided the pre‐game timing sheet, the timeout policies and any special announcements. Only approved Patriot League announcements and emergency messages will be made on the public address system and/or displayed on any in‐arena scoreboard message center. Per League policy, scores of other League Tournament games must be announced at least twice per half. RADIO The Patriot League championship game will be broadcast on national radio (Westwood One Radio). The League office will work with the host institution’s athletic communications representative to coordinate the seating, credentials and phone lines. Local school radio broadcasts are permitted, but no national radio coverage of the game is allowed other than Westwood One Radio. REPLAY The League has instituted instant replay for all home basketball games. Each host school is responsible for staffing the replay coordinator position and make sure that the replay system is operational for all League Tournament contests. The League will cover the expenses for the replay coordinator during the Tournament. RING TESTING: Per the NCAA regulations, the League will re‐test the rims prior to the men’s Championship game. The League will provide the ring tester to the Host site. SECURITY: Each potential Host institution must provide the League office with a complete arena layout with a security plan at least two weeks prior to the Tournament and for the Championship game, if the institution has the potential to Host. There must be a uniformed officer or security representative assigned to the participating team and game officials for their arrival and departure from the basketball court. Additionally, all exit/entry doors must be secured and be covered by security staff. SCORER’S TABLE: Seating at the scorer’s table shall be assigned by the Host institution in conjunction with the Tournament Director and restricted to the following: official scorer, home and visiting scorers, clock operator, shot clock operator, public address announcer, spotter, music operator, television timeout coordinator (if applicable), replay coordinator, alternate official (seated next to the clock operator and official book) and designated Patriot League Tournament staff. The individuals who keep the official scorebook and visiting scorebook should also be seated next to each other at the scorer’s table. The official scorer must wear a striped shirt for all Tournament games. All table personnel must wear the League‐issued Tournament clothing during the Tournament. An “X” will be placed on the floor in front of the official scorer’s table where substitutes must report. A Slipp‐Nott should also be placed in front of the scorer’s table. The official NCAA basketball box score shall be used for all Tournament games. SCOUTING: There will be no scouting by Patriot League coaches during the Tournament. All outside requests for scouting seats should be directed to the Patriot League media relations’ office. SIGNAGE: Host institutions will be required to display Patriot League banners and a number of corporate sponsor banners in the arena, as determined by the Tournament Director. The Patriot League will control all arena and courtside signage. For the men’s championship game, the Host institution is required to provide banner space for CBS Sports Network, Patriot League and League sponsor signs, including space at the scorer’s table. CBS Sports Network will also have the right to post signage during its games with approval of the League representative. The League will not require the host institution to cover other signage in the facility (i.e., scoreboards, concourse, entry, etc.), unless it is located at the scorer’s table or in conflict with a Tournament sponsor. Scorer’s Table: The Patriot League will provide signage to display on the entire scorer’s table for the men’s tournament and championship games. This camera‐angle, scorer’s table signage will prominently feature the Patriot League Basketball Tournament. The Patriot League will identify a location for television banners for all Patriot League televised games. Basket Stanchions: For all Tournament games, the League office will provide Patriot League logos to be prominently displayed on the basket stanchions. Chair Back Covers: For all Tournament games, the League office will provide Patriot League chair back covers to be displayed on each courtside bench seat, in addition to the chairs at the scorer’s table. SITE RESTRICTIONS: Institutional emergency evacuation plans will be followed. The Host institutional emergency evacuation plan must be submitted to the League office by Wednesday, February 12, 2014. STAFFING ‐ PATRIOT LEAGUE REPRESENTATIVE(S): At least one Patriot League staff member will be assigned per venue to facilitate and oversee the Tournament operations. Patriot League Tournament Policies and Procedures will take precedent over institutional policies. STUDENT‐ATHLETE PARTICIPANT GIFTS: Each member of the participating team at the Patriot League Basketball Tournament will receive a participant gift and commemorative Championship program. The participant gifts will be shipped directly to the school. The Host institution is responsible for placing game programs in each team’s locker room. TEAM INTRODUCTIONS: Following the playing of the National Anthem at each game, the public address announcer shall introduce the starting players in the following order, alternating between the two teams, beginning with the lower‐seeded team: Forward, Forward, Center, Guard, Guard. The first player from the lower‐seeded team introduced will proceed to the jump circle at mid‐court and remain there. Next, the first player from the higher‐seeded team is introduced. The individual will proceed to the jump circle, and these two student‐athletes shake hands; then each will go to the free‐ throw line in front of his respective bench. The second player from the lower‐seeded team will be introduced and will move to the jump circle, and the same procedure will be observed until the final starter from the higher‐seeded team has been presented. The two head coaches will be introduced (lower‐seeded team’s coach first), and they will shake hands in front of the scorer’s table. The League’s Sportsmanship statement will be read prior to the start of every Tournament game. TELEVISION: The Patriot League Tournament television package consists of a minimum of three games broadcast live by CBS Sports Network. The Patriot League Men’s Championship game will be broadcast live on CBS Sports Network (7:30 p.m.). In addition, both semifinal games (3:30 and 5:30 p.m.) will be broadcast live on CBS Sports Network. Any Patriot League first‐round and quarterfinal game could also be televised. All local broadcasts must be approved in advance by the Patriot League television contact. All games that are not part of the Patriot League TV package with CBS Sports Network will be streamed exclusively through Patriot League Network. It is imperative that the requirements for CBS Sports Network are accommodated by the Host institution. Any issue should be brought immediately to the attention of the League’s television contact. Depending on the layout of the arena, the Host institution could expect to lose a number of seats due to television requirements. The Patriot League office will work with the Host institution to provide League’s television partners with a time‐out coordinator, utility workers and a statistical assistant(s). TICKET WILL CALL: The Box Office should open a minimum of 90 minutes prior to start of the game. The Host institution should arrange and staff a specially designated Will Call Window/Table for the players’ complimentary tickets. Proper identification will be required for all Will Call pick‐ups. NCAA rules will be strictly enforced. The school’s ticket representative or designee must present any institutional lists/tickets during the team’s shoot‐around on the day of the game back to the host school. Also, the ticket representative from each visiting institution must be accessible in person or via mobile phone during the course of the day to address any ticketing issues. Players’ families are encouraged to arrive at least one hour before game time to pick up tickets at the Will Call Window. TICKETS: The Committee for Athletic Administration has approved the ticket prices for the Patriot League Men’s Basketball Tournament. Tickets are available through each institution. Every ticket should be designated quarterfinals, semifinals or Championship. The ticket prices are listed below. All ticket revenue generated from courtside seating is part of the overall Tournament ticket revenue. Per Patriot League Policy, there are no ticket discounts or complimentary tickets unless pre‐ approved by the League office. The Patriot League Executive Director or the Tournament Director will determine seating assignments for the quarterfinal, semifinal and Championship games. Please complete the ticket report provided by the League rep following each game. That report can be returned to the League rep, or emailed to [email protected] the day after the game. Ticket Distribution: After the host institutions have been determined and confirmed by the League office, they should contact the Tournament Director to review ticket policies and procedures. The League office must approve all ticket allocations for the home and visiting teams prior to the sale of Patriot League Tournament tickets. The host ticket manager should be in contact with the Patriot League Basketball Tournament Manager to coordinate the sale of Tournament tickets. Each institution will be provided with a maximum of 60 complimentary tickets (four per student‐ athlete) for the first‐round, quarterfinal, semifinal and championship games. Eight (8) institutional guest credentials will be provided to each participating Patriot League institution. However, this credential does not provide admission into the game, only access to designated areas within the venue. Visiting teams must provide a ticket manager to assist with the distribution of complimentary player tickets at the game site at least 90 minutes prior to each game. For the first‐round, quarterfinal and semifinal games, each visiting institution will be allocated up to 500 tickets within 24 hours after their designated site has been determined. It is the responsibility of the Host school to overnight the requested number of tickets to each of the visiting schools, or provide the tickets to the visiting team when the school arrives for the game. The team’s ticket allotment will be assigned either behind its team’s bench or directly across the court from its bench. All unsold tickets must be returned to the Host school's ticket office at least 24 hours prior to game time (12 noon the day prior to the quarterfinal game) or the visiting institution will be assessed the value of the tickets. For the men’s Championship game, the visiting school is permitted to purchase between 500 and the number representing 33 percent of arena capacity [maximum] from the host school to sell. See pages 54‐64 for more information. It is the responsibility of the Host school to provide these tickets to the visiting school as soon as possible. If tickets are sent overnight, they should be received by 1 p.m. on Tuesday, March 11, 2014. All unsold tickets must be returned to the host school at least 24 hours prior to game time or the institution will pay host the value of the tickets that were not returned. The Patriot League Tournament Director will work with each Host institution to determine the exact location for visiting team tickets. Home and visitor seating, including player bench placements, baskets designations as per the rule book, band placements, student cheering sections, etc., must all be regulated and approved by the Patriot League office. Diagrams of each of the Patriot League venues can be found in the Appendix, including a prioritized list of visiting team seating locations. For the Championship game, the Patriot League office has designated seating sections for each institution that equalize arenas for both participating teams. Tickets for these sections should be reserved seating. Home and visitor seating, including player bench placements, baskets designations as per the rule book, band placements, student cheering sections, etc., must all be regulated and approved by the Patriot League office. (This policy was approved by the Directors of Athletics in October 1998 and was distributed to each institution, with arena diagrams amended to show home and visitor seating, and reviewed and approved again by the Directors of Athletics in October 2009.) Any questions regarding the specific requirements for an arena should be directed to the Tournament Director or Executive Director. For all Tournament games, the Patriot League office receives up to thirty (30) tickets (15 in prime location). Please distribute those tickets to the Patriot League representative at your host site when they first arrive at the venue. Any unused tickets will be returned to the Host for sale as soon as the League needs are met. In the case of a televised game, and the arena has general admission seating, the Host institution may be asked to direct spectators to the seating across the court from the television cameras. Any questions regarding the specific requirements for an arena should be directed to the Patriot League Tournament Director. TIMING PROCEDURES: Addendum G includes the League’s timing sheets for televised/non‐televised games. All Tournament and Championship games will follow the NCAA 16‐, 12‐, 8‐ and 4‐minute media timeout formats, if electronic media is present. The Tournament Director must approve all pre‐game timing sheets before they are distributed to the teams. TOWELS: Towels must be provided for each participating team in their locker room. Please be advised that visiting teams will be invoiced for any missing equipment. An appropriate number of towels must be made available for cleaning the floor and game balls and at the team benches. UNIFORMS: For each Tournament game, the higher‐seeded team (home team) will wear light‐colored uniforms. During practice, post‐game activities, press conferences and awards ceremonies, participants may not wear apparel other than the institution’s game uniform, practice uniform and/or warm‐up. The manufacturer’s label may be displayed on the product provided it satisfies the NCAA apparel logo rule. REMINDER: All uniforms must meet the standards of the Patriot League Identity Guidelines (logo placement on shorts, unless a waiver has been approved). VIDEO EXCHANGE: Below is the Patriot League Tournament Video‐Exchange Policy, along with the filming and guidelines and standards. Tournament Video‐Exchange Policy a). Game film will be exchanged after each round of the tournament. b). Game film must be made available on EzXchanges no later than noon the day following the applicable semifinal and/or quarterfinal games. Filming Guidelines and Standards It is recommend that: All Video Include sound, if possible Show the ball and the entire area of play (including out‐of‐bounds play) Show the entire game, including dead ball plays and all free throws Taping the Scoreboard At each media timeout At the end of each half (including the end of each overtime period) Each participating team may have one camera operator record its respective game. The Host institution, in conjunction with the League office, will determine filming locations. If the contest is the featured game in the Patriot League Television package, each institution may provide the League representative with a blank tape/formatted DVD prior to the game for a copy of the game. The designated institutional representative must pick up tape/DVD of Patriot League TV games immediately following the conclusion of the game at the production truck. SECTION III – MEDIA RELATIONS INFORMATION GAME STORY Each school should forward its game story to Matt Dougherty of the Patriot League staff ([email protected]) or the designated Patriot League media relations contact, and the host school should email Dougherty the stat game file at the conclusion of the game. INTERNET ACCESS The Host institution should make Internet access (wireless and/or hard line) available to all credentialed media. MEDIA GUIDES/NOTES: Each institution must have available copies of game notes, statistics and media guides by 2 p.m. of each day of Tournament competition. This information MUST be received and made available to the media prior to the start of the Tournament. In accordance with the League’s Visual Identity Guidelines, the team game notes MUST have a Patriot League logo prominently displayed. PHOTOGRAPHY: The Patriot League office will coordinate with the Host institutions to secure a photographer for the Tournament games (based on two [2] hours for each quarterfinal or semifinal game), and Championship (based on three [3] hours) game. The expense items will be placed within the institutional budget. The Patriot League will retain ownership of the digital photos and images shot at each venue. The League will work with each Host institution to determine a shoot sheet of all needs for the Tournament and Championship games. Host institutions should forward the name of the photographer to Matt Dougherty, the Patriot League men’s basketball media contact, as soon as the photographer has been identified. POST‐GAME TIMING/COOLING‐OFF PERIOD: For all Tournament games, the following guidelines must be followed. There is an option to change the order of team interviews, if mutually agreed upon by the two SIDs. Please inform the Patriot League representative prior to any change being made. 1. A 10‐minute cooling‐off period has been established for coaches to be with their student‐athletes in the locker room after the game. The period begins when the head coach and/or players enter the locker room immediately following the game or after an interview (not to exceed four minutes) by Patriot League television. A coach may shorten the cooling‐off period, but may not extend it. 2. A coach and/or player may participate in a post‐game radio interview with the institution’s radio outlet immediately following the conclusion of the game but will forego a portion of their cooling‐off period. A post‐game radio interview will not be a valid reason to be late to the interview room. 3. If the head coach is requested for an interview by Patriot League television or another network producing the game, he or she must fill that request first – prior to any other interview, including institutional radio. 4. The coach and at least two (2) players from the losing team must report to the interview room at the end of the 10‐minute cooling‐off period. The players will be chosen by the media in a poll conducted by the host SID prior to the conclusion of the game. The winning coach and players follow the conclusion of the losing team’s press conference. If there is not enough media present, no formal press conference will take place. This decision will be made by the SIDs and Patriot League representative. 5. The procedure for post‐game interviews will be the same throughout the Tournament. 6. The SID will moderate their own team’s press conference and will start it off by asking the head coach for his thoughts on the game. The moderator will then request questions for the student‐athletes. After they have taken questions, the student‐ athletes can return to their locker room. Questions may then be directed to the head coach. 7. During post‐game activities, participants may not wear apparel other than their institution’s game uniform, practice uniform and/or warm‐up, all of which must be in compliance with all NCAA rules (i.e., logos). 8. After fulfilling the commitment to the media staffing the Tournament, the head coaches may participate in other interviews. 9. An institutional administrator (AD, Associate, AD, SID, etc.) will be required to escort a head coach to the interview room in a timely manner. PRESS CONFERENCES/ANNOUNCEMENTS: A teleconference with the head coaches and student‐athletes from the two teams in the championship game for members of the media on Monday, March 10, 2014. The Patriot League will provide the teleconference information at a later date. Any other press conferences will be announced and coordinated with the on‐site staff after consulting with the Patriot League staff representative. PRESS CREDENTIALS: All requests for press credentials will be made through the Host institution. The League will supply credentials to the Host institutions to distribute. Priorities will go to those media outlets that normally staff Patriot League teams during the regular season. Credentials are for working staff members, and only those persons possessing credentials will be allowed to occupy space in the working press areas or attend the post‐game interviews. Spouses and children are not allowed in any media area. Once the Host sites are determined, an immediate advisory will be released to the media by the League office with contact information for requesting credentials at each institution. Only credential media members should be occupying the seats on press row. Under no circumstances should spectators sit in press seating. The host SID should talk with the League representative should there be an issue regarding the availability for press seating. RADIO/TELEVISION/BROADBAND RIGHTS POLICY: The television, radio and broadband rights of the Patriot League Tournament and Championship games are the sole property of the Patriot League. Each school's designated official radio outlet will be assigned up to three (3) working spaces. The Host institution must provide one free phone line for visiting radio. Any additional lines are $100 per line and should be coordinated with the Host SID. REQUIRED COACHES’ MEDIA PARTICIPATION: The head coach of each team is required: * To participate in all Tournament media conferences and teleconferences; * To participate, along with at least two (2) players, in the formal post‐game interview session conducted in the interview area and report at the time designated by the host media coordinator. If the press conference is deemed unnecessary, the head coach and/or selected players will answer questions outside the locker room; * To grant any on‐court post‐game television interview requested by the Patriot League; * If requested, grant an interview with Patriot League TV partner on the day before or day of a Tournament game at a mutually agreed upon time and place. STATISTICS AND REPORTS: StatCrew, the computerized statistics program, shall be used for all Tournament games. Courtside stat monitors should be available on press row for use by radio and television crews. Halftime boxes will be distributed to each locker room, public address announcer and media members. A play‐by‐play and full statistics packet will be distributed upon completion of the game. Box scores must be sent to the other host sites during the quarterfinal and semifinal rounds. Each participating SID shall update and duplicate their team’s statistics after each game. WORKING PRESS ROOM: A working press room will be made available to all members of the working media with proper credentials. Space will be provided with electrical outlets and telephone lines. There will be phone and fax lines available in the working press room. Courtside press row will be equipped with phone lines for radio broadcasts. SECTION IV – CHEERLEADING SAFETY RULES 2013‐14 AACCA College Cheerleading Safety Rules Note: See “Section G” for specific basketball/indoor restrictions. A. Glossary Base ‐ A person who is in direct contact with the performing surface and is supporting another person’s weight. Cradle ‐ Dismount from a stunt/pyramid/toss in which the top person lands in a face‐up, semi‐piked position. Cupie/Awesome – A stunt in which both of the top person’s feet are in one hand of the base. Dive Roll ‐ An aerial forward roll where the feet of the performer are at or above the performer's waist prior to the hands making contact with the performing surface. Downward Inversion – A stunt or pyramid in which an inverted top person’s center of gravity moves toward the performing surface. Flatback ‐ A stunt in which the top person is in a face‐up, straight‐body position parallel to the performing surface. Flip ‐ When a person is airborne while the feet pass over the head. Height‐increasing Apparatus ‐ Any type of equipment that increases the height of a skill. Helicopter Toss ‐ A stunt in which the top person is tossed into the air with the body parallel to the ground and completes a 360 degree horizontal rotation (like the blades of a helicopter.) Loading Position ‐ Bases support a non‐extended top person under the foot/feet in preparation for a stunt or toss. Middle ‐ A person who is being supported by a base while also supporting a top person. Pyramid ‐ A skill in which a top person is being supported by a middle layer person. Rewind ‐ Skill in which the top person starts with BOTH FEET on the ground, is tossed into the air and performs a backward or side rotation into a stunt, pyramid or loading position (this would include a cradle). Spotter ‐ A person who is responsible for assisting or catching the top person in a partner stunt or pyramid. This person cannot be in a position of providing primary support for a top person but must be in a position to protect the top person coming off of a stunt or pyramid. Stunt ‐ A skill in which a top person is supported by a base or bases. Top ‐ A person who is either being supported by another while off of the performing surface or who has been tossed into the air by another person. Toss ‐ A movement by a participant or group of participants that propels a person into the air so that the person is airborne (i.e., free of contact with the performing surface). B. General 1. Cheerleading squads should be placed under the direction of a qualified and knowledgeable advisor or coach. 2. All practice sessions should be supervised by the advisor/coach and held in a location suitable for the activities of cheerleaders (e.g., use of appropriate matting, away from excessive noise and distractions, etc.) 3. Prior to the performance of any skill, the immediate environment for the activity should be taken into consideration including, but not limited to proximity of non‐squad personnel, performance surface, lighting and/or precipitation. Technical skills should not be performed on concrete, asphalt, wet or uneven surfaces or surfaces with obstructions. 4. Advisors/coaches should recognize the particular ability level of all participants and should limit the squad’s activities accordingly. Participants should not be pressed to perform activities until they are safely prepared. 5. Skills that have not been mastered should be performed only in a supervised practice environment. 6. Thorough training in proper spotting techniques should be mandatory for all squads. 7. All cheerleaders should receive proper training before attempting any form of cheerleading gymnastics (tumbling, partner stunts, pyramids and jumps). 8. All cheerleading squads should adopt a comprehensive conditioning and strength building program. 9. An appropriate warm‐up exercise should precede all cheerleading activities. 10. All programs should qualify cheerleaders according to accepted teaching progressions. Appropriate spotting should be used until all performers demonstrate mastery of the skill, and when spotting is required by specific rule. 11. In environments where there is close proximity to the athletic event and out of bounds plays pose a significant risk of injury to the participant, no technical skills should be performed while the ball is in play. 12. All partner stunts, pyramids, and tosses should be reviewed and approved by the coach prior to execution. C. Partner Stunts 1. Twisting dismounts with more than a 360 degree rotation require an additional spotter that assists on the cradle. 2. Released load‐ins from a handstand position (stationary or through a handspring load.in) to a partner stunt require an additional spotter. 3. Stunts in which the top person is in a handstand position require an additional spotter. 4. Stunts in which the base uses only one arm for support require a spotter when: a. The stunt is anything other than a cupie/awesome or basic liberty. All other one‐arm stunts require a spotter (e.g., heel stretch, arabesque, high torch, scorpion, bow and arrow, etc.). b. The load.in or dismount involves a twist. The spotter must be in place during the twist and assist on the cradle during twisting dismounts. c. The top person is popped from one arm to the other. 5. Single based split catches are prohibited. 6. All leg pitch, toe pitch, walk.in, sponge, and straddle catch flips are prohibited. 7. Twisting dismounts greater than two rotations are prohibited. Exception: side facing stunts . i.e. Arabesque, Scorpion, double full twisting cradles to the front are legal. 8. Front, back and side tension drops are prohibited. 9. Flips into or from partner stunts are prohibited, with the following exceptions. a. Rewinds into a pyramid, stunt, loading position or cradle are allowed under the following conditions: 1) The top person is limited to one and one quarter rotations and may not twist. 2) Bases are limited to one quarter turn under the top person. 3) An active spotter is required throughout the skill. 4) If the rewind is continuous to a cradle, the spotter must assist in the cradle. 5) In a rewind to a pyramid or to another base, the original base may serve as the spotter. b. Flips from stunts in which the top person is in an upright position standing in the hand(s) of the base(s) are allowed under the following conditions: 1) An additional spotter must be active throughout the following skills. Exception: An additional spotter is not required for a double base front flip to the performing surface. 2) Front flips to the performing surface are allowed from single or double base shoulder level stunts. The top person must land on at least one foot with assistance from at least one base. 3) Front flips to a cradle are allowed from single or double base stunts shoulder level and below. 4) Back flips to a cradle are allowed from double base stunts shoulder level and below. 5) The top person is limited to one and one quarter flipping rotations. 6) Dismounts to a cradle may have up to one half twist. No other twists are allowed. c. Flips from stunts in which the top person is in a horizontal position not being supported at their feet are allowed under the following conditions: 1) Front flips and back flips from shoulder level double base stunts to a stunt, loading position, cradle or the performing surface with assistance from a base. Note that flips are not permitted from a horizontal position below shoulder level or from a single base. 2) The top person is limited to one and one quarter rotation and may not twist. 3) A spotter is not required. D. Pyramids Note: In addition to these specific pyramid rules, all persons and stunts involved in a pyramid must follow all rules from the Partner Stunt and Inversion sections. 1. The top person in a pyramid must receive primary support from a base or be connected to a bracer who is on a baser 2. A bracer may not support a majority of a top person’s weight. 3. In braced pyramids, at least one bracer of each pair must be at shoulder height or below. The exception to this rule is the following: a. Extensions (double. or single‐based) may brace other extensions. 4. Partner stunts and pyramids may not pass over, under or through other partner stunts or pyramids. 5. If a person in a pyramid is used as a brace for an extended stunt, that braces must not be supporting a majority of the top person’s weight. (To demonstrate this, the foot of the top person’s braced leg must be at or above the knee of their supporting leg.) 6. Hanging pyramids must have a continuous spotter for each shoulder stand involved in suspending another person. Hanging pyramids are not allowed to rotate. E. Inversions Note: Inversions are partner stunts or pyramids in which the top person has her or his shoulders below the waist. In addition to the following rules, all persons involved in an inversion must follow all rules from the Partner Stunt and Pyramid sections. 1. Unless allowed under the rules in this section, the top person must not be in an inverted position. 2. A top person may be inverted in partner stunts in which the base of support remains below an extended position provided that: a. In a downward inversion: 1) Two bases (original or new) are in a position to protect the head/neck/shoulder area of the top person, 2) These bases must maintain contact with the top person’s upper body (waist or above, including arms) until the top person is no longer inverted. 3) The top person cannot go to an inverted position on the ground from a prep position. b. When a top person is inverted at or passing through shoulder level: 1) At least one base must be in a position to protect the head/neck/shoulder area of the top person. 2) This base must maintain contact with the top person’s upper body (waist or above, including arms) until the top person is no longer inverted. 3) An additional spotter must be in a position to protect the head/neck/shoulder area of the top person. This person may assist but is not required to maintain constant contact. c. In all other inversions, including those coming from the performing surfaces: 1) At least one base or spotter is in a position to protect the head/neck/shoulder area of the top person. 2) This base or spotter must maintain contact with the top person’s upper body (waist or above, including arms) until the top person is no longer inverted. 3. Suspended forward and backward rolls/flips are permitted provided all of the following conditions are met. a. The top person begins on the performing surface or in a stunt shoulder height or below. b. Two bases or two posts control the top person in suspended forward or backward rolls with continuous hand‐to‐hand/arm contact to a stunt, two‐person cradle, loading position or the performing surface. Exception: One base or post may control the top person in a suspended forward roll/flip with continuous hand‐to‐hand contact to a two‐person cradle. Each hand of the top person must be in a grip with a hand of the base and vice versa. c. During the roll/flip, the feet of the top person must be released. 4. Braced forward or backward flips in a pyramid are allowed provided all the following conditions are met: a. The top person begins in a multi‐base loading position, stunt, cradle or on the performing surface. b. The top person maintains continuous hand‐to‐hand/arm contact with a bracer on each side. The bracers are in preps with a spotter (no‐shoulder stand, shoulder‐sit or thigh‐stand bracers). The top person is between or in front of the bracers. c. At least three catches (one base and two spotters or two bases and one spotter) who were the original bases/spotter catch the top person in a loading position, stunt or cradle, or assist the top person to the performing surface. If the flip ends in a cradle, the bracers may release the top person once she/he begins to descend and is no longer inverted. d. The top person ends in a non‐inverted position. e. The top person does not perform more than once and one quarter (1 1/4) flipping rotations and does not twist. f. The bases/catchers remain stationary except as necessary for safety adjustments. F. Tosses (including tosses from the performing surface) 1. In all single‐based tosses that land in a stunt all of the following rules apply: a. The top person must land on the original base. b. The toss may not be directed so that the base must travel to catch the top person. c. The top person cannot travel over or under another person. d. The top person cannot be caught in a prone position. 2. In all single‐based tosses that land in a loading position or return to the performing surface all of the following rules apply: a. Must be caught by the original base and a spotter who must be in position to protect the head, neck and shoulders. b. The toss may not be directed so that the base must travel to catch the top person. c. The top person cannot travel over or under another person. d. The top person cannot be caught in a prone position. 3. In all single‐based tosses to a cradle all of the following rules apply: a. Must be caught by at least three catchers that include the original base, one of whom must be at the head and shoulders. b. The toss may not be directed so that the base must travel to catch the top person. c. The top person may not hold any objects (poms, signals, etc.) during the toss. d. The top person cannot travel over or under another person. e. The top person cannot perform any skill (twist, toe touch, ball‐up, etc.) during the toss. 4. In all multi‐based tosses to a cradle the following rules apply: a. No more than four tossers are allowed. b. Must be caught by at least three of the original tossers, one of whom must be at the head and shoulders. c. The toss may not be directed so that the bases must travel to catch the top person. d. The top person may not hold any objects (poms, signs, etc.) during the toss. e. The top person cannot travel over or under another person. f. The total number of twists cannot be greater than one and one quarter rotations. 5. In multi‐based tosses that land in a stunt or loading position the following rules apply: a. The top person must begin with both feet on the ground. The bases can apply an upward force on any part of the body other than under the foot. The exception to this rule is the following: 1) Switch Liberties are allowed. b. The top person must be caught by at least two of the original tossers and a spotter who must be in position to protect the head, neck and shoulders. c. The toss may not be directed so that the bases must travel to catch the top person. d. The maximum distance allowed between the highest point of the base and the lowest point of a top person’s body cannot exceed approximately twelve inches. e. The top person cannot travel over or under another person. f. The top person cannot be caught in a prone position. g. The top person may not land in a basket toss loading position. G. Tumbling and Jumps 1. Dive rolls are prohibited. 2. Flips greater than one rotation are prohibited. 3. Twists greater than one rotation are prohibited. 4. A forward three‐quarter flip to the set or knees is prohibited. 5. Participants may not perform aerial tumbling or rebound over an individual or prop. (Cartwheels, rolls, and walkovers with poms or over a person are allowed. Back handsprings and tucks with poms are prohibited). 6. Participants may not land in a partner stunt or in a catching position from an aerial tumbling skill. (Example: A back flip from a tumbling pass into a cradle is prohibited, however, rebounding from a back handspring into a cradle is allowed). 7. Landings for all jumps must bear weight on at least one foot. (Example: A toe touch jump to the seat, knees or landing with both feet back, or to a push‐up position are prohibited.) 8. Knee drops are prohibited. 9. Drops to a prone position on the performing surface from an airborne or handstand position are illegal. (Examples: Landing in a pushup position from a back flip, toe touch, or back handspring is all illegal). H. Specific Surface Restrictions The following skills are only allowed on a mat, grass (real or artificial) or rubberized track surface. 1. Basket tosses, elevator/sponge tosses and other similar multi‐based tosses. 2. Partner stunts in which the base uses only one arm to support the top person. 3. Twisting tumbling skills (Arabians, full twisting layouts, etc.). The exception to this rule is the following: a. Cartwheels, roundoffs and aerial cartwheels are allowed on surfaces other than a mat, grass or rubberized track. Copies of these guidelines should be distributed to all squad members and any administrators involved with the cheerleading program. All guidelines should be understood and accepted by all parties involved in the cheerleading program, including coaches, assistants, squad members, parents, and administrators. The above safety rules are general in nature and are not intended to cover all circumstances. All cheerleading gymnastics, including tumbling, partner stunts, pyramids, and jumps should be carefully reviewed and supervised by a qualified adult coach. Cheerleading jumps, gymnastics and stunts may involve height and inversion of the bod and there is an inherent risk of injury involved with any athletic activity. While the use of these guidelines in coordination with the AACCA Safety Course will help minimize the risk of injury, the American Association of Cheerleading Coaches and Administrators makes no warranties or representations, either expressed or implied, that the above guidelines will prevent injuries to individual participants. SECTION V – CODE OF CONDUCT Purpose The Patriot League was founded upon the principles of fairness, equality, and excellence in academics as well as in athletic participation. It strongly supports the NCAA’s core principle: promoting character development of participants and fundamental values such as respect, fairness, civility, honesty, and responsibility. The Patriot League member institutions will ensure that their athletic programs promote and require the highest standards of sporting behavior and ethical conduct by all participants (student‐ athletes, coaches, staff, and faculty). Additionally, the member institutions will require and demand the highest standards from all program supporters (bands, cheerleaders, spirit groups, student bodies, and spectators). Host institutions must provide venues that foster an environment of fair play, civility and respect. This will allow the conducting of sporting events that properly showcase the student‐athletes, member institutions, and the Patriot League as a whole. The Executive Director of the Patriot League is empowered to monitor and require member institutions to enforce this Code of Conduct. Institutional Responsibilities Institutions will ensure that good sporting behavior and ethical conduct is promoted at all times. Each institution will actively support the Patriot League Code of Conduct and ensure that the policy is presented to all members of the institution annually. The contents of the Code of Conduct will be discussed in an annual meeting with coaches and administrators. This information will also be provided at the annual orientation of incoming student‐athletes and reviewed with all other student‐athlete groups at the beginning of each academic year. Each institution will promote sporting and ethical conduct throughout the year. Institutional representatives and event management staff will be most vigilant during the conduct of any game or athletic event. In that regard host institutions will do the following: 1. Ensure than an administrative representative of the host institution is present (or readily accessible) at all Patriot League contests and that he/she is charged with the enforcement of the League’s Code of Conduct. The representative will identify him/herself to the visiting coach or administrator prior to the start of the contest. 2. Provide for adequate security, police and other game management measures necessary to protect the safety of student‐athletes, coaches and officials, and to maintain adequate crowd control during home athletic events. 3. Announce a statement promoting good sporting behavior before each home athletic event where a public address system is utilized and/or print the announcement in the game program. Public address announcers will be directed to announce the game in an impartial manner and assist event management with the promotion of good sporting behavior throughout the game. 4. Reserve or protect the seating or spectator areas immediately behind the visiting team bench for fans of the visiting team. 5. Ensure that members of the institution’s band, cheerleading squad, mascot and other such spirit groups in attendance at athletic events adhere to the League’s Code of Conduct. The home team’s band is to be seated in areas on the home team’s side or half of the playing venue. The cheerleaders and mascot must remain in the area designated for their team’s spectators, and on the same side or half of the playing surface of their respective team bench, unless pre‐approved by the League and host institution. 6. Report incidents of poor sporting behavior or unethical conduct by student‐athletes, coaches or institutional representatives to the institution’s Director of Athletics within 48 hours of the incident. 7. Provide a written report of incidents that are a direct violation of Patriot League Standards as defined below to the Executive Director within 48 hours of the incident. The report will include the identities of the individual(s) involved and the Director of Athletics’ recommendation for a penalty and/or remedial action. The Executive Director is authorized to approve or alter the recommended penalty and/or remedial action. 8. Report in writing the removal or suspension of a student‐athlete or institutional personnel from a contest for fighting or flagrant behavior to the Executive Director within 24 hours following the contest. The Director of Athletics will administer an immediate suspension of that individual(s) from the next intercollegiate contest, including Patriot League or NCAA championship competition, or if the last contest of the season, the suspension will be extended to the beginning of the next season. During a suspension, the coach involved may not be in the team bench area, nor make any attempt to coach the team from one hour before the contest begins until one hour after the contest ends. Similarly, a suspended student‐athlete(s) may not dress nor sit on the team bench prior to, during or following the game, but at the institution’s discretion may attend the game and/or or travel with the team. If warranted, the Executive Director may impose additional penalties for repeated suspensions by an individual within the same sporting season. Patriot League Responsibilities and Procedures The Council of Presidents is responsible for approving and modifying the Patriot League Code of Conduct. The Council of Presidents will invest authority in the Patriot League’s Executive Director to ensure that all member institutions abide by the League’s Code of Conduct and the authority to impose sanctions as deemed appropriate. The Executive Director will ensure that all facts regarding an alleged violation of the Code of Conduct are reported promptly following the incident. After all interested institutions and affected individuals have had an opportunity to present any facts or arguments regarding the violation, the Executive Director may issue a directive to an institution to take action on the violation. This action may include admonishment or warning, a private or public reprimand, suspension of any person from attendance or participation in one or more events or games, forfeiture of any game or other actions as the Executive Director deems appropriate. Any member institution has the right to appeal the directive of the Executive Director to the Executive Committee of the Council of Presidents. The member institution must submit a written appeal to the Patriot League office within 48 hours of receipt of the directive. This written statement will include the institution’s objection and its alternative recommendation of action concerning this violation. Upon receipt of the appeal, the Executive Director may withdraw or modify the original directive. If an appeal occurs during a Patriot League Championship and must be acted upon prior to the end of the championship, the Games Committee will be charged with hearing the appeal and determining the appropriate course of action. Any member institution may obtain a stay of the Executive Director’s directive upon submission of the written statement until the Executive Director withdraws the directive or the Executive Committee of the Council of Presidents hears the appeal and takes final action. Patriot League Standards The Patriot League requires the highest ethical conduct by all institutional personnel and demands the highest commitment to integrity, ethical behavior, and fair play in all athletic endeavors. In this regard, the following actions are considered to be inconsistent with the high standards the League strives to represent and instill: Publicly criticizing or making derogatory statements (verbal, written or through all forms of social media) of an official, Patriot League personnel or its policies, another member institution or any of its personnel, especially student‐athletes by any member of the athletic department or associated representative. This includes comments with respect to their conduct, character, competence, integrity, or appearance and involves all forms of communication, including talking with media, all forms of social media as a representative of the institution and electronic mail. Striking, attempting to strike, or otherwise physically abusing an official, coach, staff member, student‐ athlete, cheerleader, mascot or other person in attendance at an athletic event. This includes throwing objects at an individual or onto the playing surface. Acts dangerous to others, unsafe behavior, inciting participants or spectators to violent or abusive action, obscene gestures, profanity or provocative language or action toward an official, student‐ athlete, coach, spectator, bench or score‐table personnel. Defacing, destruction or theft of property associated with an athletic event, including property of the opposing team or a staff member or game official. Harassment by spectators or cheering actions directed at opposing players, officials, or coaches. Harassment includes disrespectful cheers focusing on an opponent’s race, religion, sexual orientation or physical characteristics, or any “cheer” which is vulgar or obscene. Displaying signs or banners that contain offensive language or pictures, particularly displays that may be vulgar or obscene, and messages that incites others to engage in unsporting‐like behavior. Consumption of alcoholic beverages or public drunkenness by any individual at an athletic event. Cheating by coaches, staff, or student‐athletes in connection with any athletic event. This includes the use of drugs or unauthorized substances, in addition to actions that violate League or NCAA policies. Negative recruiting, including derogatory statements about another member institution, its personnel, or its athletic program to a prospective student‐athlete, the prospect’s parents, high school coach, or other persons interested in the prospective student‐athlete. Any violation of local law, federal law, or generally recognized standards of good conduct by any individuals. Statement Requirement of Coaches Coaches are expected to support the game officials and any public criticism of a game official is a violation of the League’s Code of Conduct. In that regard, coaches are to refrain from making any comments to the media concerning game officials through all forms of media and communication, including social media. Coaches are not permitted to enter or attempt to enter the locker room of a game official preceding or following a contest or follow the officials off the field of play or out of the venue. Coaches are expected to support the League staff and staff of the member institutions. Public criticism of a League decision or of an institutional staff member through any form of media is a violation of the League’s Code of Conduct. Coaches are to remain in their designated coaching and team areas and refrain from any action that would incite others in attendance at the contest. Coaches are expected to make reasonable efforts to discourage spectators from engaging in poor sporting behavior during athletic events. Coaches are expected to promote high standards of fair play and good sporting behavior by their student‐ athletes by disciplining them for acts of misconduct or unethical behavior during games, practice and related functions. Coaches are to be mindful that a determination regarding the continuation of play of any scheduled contest is the responsibility of the game officials and that taking a team from any playing area is not the coach’s prerogative. However, in instances where institutional policies related to safety direct a coach to vacate a playing area, the coach should respond accordingly. Specific Requirements of Athletic Administrators and Institutional Staff Members: Athletic administrators and institutional staff are expected to support the officials of a game and any public criticism of a game official is a violation of the League’s Code of Conduct. In that regard, administrators and staff are to refrain from making public comment concerning game officials through any form of communication (i.e. verbal, written, electronic, social media). Administrators are not permitted to enter or attempt to enter the locker room of a game official preceding or following a contest, unless specifically authorized to interact with the officials (i.e. game operations). Athletic administrators and institutional staff are expected to support the League staff and staff of another member institution. Public criticism of a League decision or of another institution’s staff member is a violation of the League’s Code of Conduct. Contest Statement One of the following statements or a similar institutional statement should be read before or during all athletic events where a public address system is utilized. “Ladies and gentlemen, [Host Institution] and the Patriot League welcome you to today’s contest. We ask that you join us and coaches, student‐athletes and officials in practicing good sporting behavior in supporting your teams and in your conduct toward student‐athletes, coaches, officials and other spectators. Unruly and disrespectful behavior will not be tolerated. Please note that the possession and consumption of alcoholic beverages and use of tobacco also are prohibited. Spectators are not allowed on the playing field at any time.” Thank you. or: “Ladies and gentlemen, [Host Institution] and the Patriot League promote good sporting behavior by student‐ athletes, coaches and spectators. We encourage everyone to actively support all participants of today’s game, and ask that you express your enthusiasm in a respectful and sporting‐like manner. Patriot League Award of Good Sporting Conduct In the spirit of ethical conduct and sporting behavior, the Patriot League has established an Award of Good Sporting Conduct to recognize and honor exemplary sporting behavior. All Patriot League student‐athletes, coaches, a team as a whole and staff members associated with a member institution’s intercollegiate athletic program are eligible for the award. The definition of good sporting conduct is left to the discretion of the member institution with the understanding that the behavior should be at a standard beyond what is normally expected during the course of play. Award recipients will receive an Award of Good Sporting Conduct. Patriot League Male and Female Sportsmanship Award Created in 2006, the Patriot League Male and Female Sportsmanship Award is open to all Patriot League student‐athletes, with one male and one female winner selected. Each Patriot League institution is eligible to nominate candidates which are then voted on by the Patriot League Student‐Athlete Advisory Committee (SAAC). The names of the winners of the Patriot League Male and Female Sportsmanship Award will be forwarded on as the Patriot League's nominations for the NCAA Male and Female Sportsmanship award. Award of Leadership of Character The Patriot League has established an Award of Leadership and Character to recognize and honor those who demonstrate excellence in leadership and service while participating in Patriot League athletics. All Patriot League student‐athletes and a team as a whole associated with a member institution's intercollegiate athletic program are eligible for the award. The first 30‐second timeout called in the second half will also count as a media timeout (team charged a 30‐second timeout but the timeout is 90 seconds). Any timeouts not used in regulation will be carried over into overtime. Each team will also be awarded one extra 30‐second timeout for each overtime. NOTE: This timetable is subject to change, if requested by television and approved by Patriot League office. A specific pre‐game timing sheet will be distributed at the tournament.
