The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual. Each
state analysis includes information in a standardized format: contact, legal limits, special permit limits, general
restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers,
locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always
advised to check with the state offices on current laws and procedures. This project could not have been completed
without the advice and consultation of many state officials. We thank all of those who provided permit manuals,
maps, laws, regulations, and various other forms of documentation.

Illinois does not allow more weights on a permitted load because there are extra axles in a grouping.
PERMIT RESTRICTIONS
General - Single trip permits are valid for one move to be made during a five day period. Round trip permits
are valid for one move from origin to destination back to origin using the exact same routes in both directions
to be made during a ten day period.
No travel is permitted on major holidays. Loads that are legal dimensions but overweight may travel 24
hours a day, 7 days a week.
Effective July 1, 2010 the Illinois Department of Transportation is extending hours of service for routine
permit loads on state jurisdiction highways Saturday afternoons and on Sundays for loads described below:
Over dimension permit loads with dimensions equal to or less than 12‟ wide, 13‟6” high, 115‟ long that do not exceed
practical maximum weights (see Section 554.604) are authorized to move from ½ hour before sunrise until
½ hour after sunset, 7 days a week. Over dimension permit loads with dimensions greater than 12‟wide,
13‟6”high, 115‟ long are authorized from ½ hour before sunrise to ½ hour after sunset Monday through Friday,
and from ½ hour before sunrise until noon, Saturday (unless specified otherwise on the provision sheet or permit).
Overweight permit loads with legal dimensions are allowed 24 hours a day, 7 days a week movement. Movements
are further restricted on specific holidays and holiday weekends (see http://www.dot.il.gov/tpublic.html#truckers for
details).
Divisible load permits are now available with the Secretary of the Department’s approval with a maximum
number of miles when traveling on state routes of five miles.
Insurance — Must have proof of insurance at levels of at least $500,000 per occurrence combined bodily
injury and properly damage; not required to be on file. The carrier needs $500,000 per occurrence.
Weekend/Night Travel – Overdimension loads cannot travel at night without the Permit Unit Chiefs
approval.

Inclement Weather – Move shall not be made when highway is covered with snow or ice, or when visibility
is unduly impaired by rain, snow, fog, smog, or at any time travel conditions are considered to be unsafe by
the Illinois State Police (ISP). ISP may direct or escort a vehicle off the roadway to a place of safety.
Permit Information Required — Account number or/MasterCard or Visa number; Permittee name; tractor
license number*; manufacturer of load*; model # or serial # of load*; description of load; number of
axles*; gross weight*; axle weights*; axle spacings*; overall dimensions; origin and destination; effective
dates; method of transmission.
*These items are needed only if the load is overweight or if applying for a legal weight round trip permit.
NOTE: Revised Spacing Requirements for Overweight Permit loads (Loaded & Towed method of
movements)
Effective July 1, 2010, the IL Dept of Transportation has changed the minimum spacing requirements for
overweight permits employing loaded routine and superload permits or towed routine permits are as
follows:
The spacing required between the Steer Axle and the first axle on the tractor tandem may not be less than
8’ 1”
The spacing required before the first axle of the trailer may not be less than 18’ 6”
The sum of all axle spacings must be at least 43’ 6”
These new requirements will take precedence over all existing valid permits (including 90 day Limited
Continuous Operation permits) that contain the previous minimum spacing requirements (19’ & 44’).
Note: For the purpose of determining axle spacing measurements, axles are to be measured from the
centers of each axle. Spacing requirements stated above and on permits are absolute minimums. For
example, a measurement of 18’ 5” does NOT meet the 18’ 6” minimum requirement listed above and
would thus, be subject to 554.315 (Definition of Violation of Permit) 6) “…EXCEPTION: Failure to comply
with the general and specific provisions and notes pertaining to minimum axle spacings, as described on
the permit application and accompanying permit, will be considered a load operating without a permit,…”

Note above for Towed method of movements, these requirements only apply to routine permits. Any
application for towed loads that do NOT meet these minimum spacing requirements will automatically be
moved and considered/processed within IDOT as a superload permit.
These changes will be reflected on the OPER 993 provision form and permits on or near July 1, 2010.
The Special Vehicle Movement Permit Provisions (FORM OPER 993) is part of the permit. The restrictions
listed in the form govern the movement of vehicles or objects authorized by a written permit issued by IDOT
under Section 15-301, of The IVC. The conditions and restrictions specified are a part of the permit as
though written in detail in the transmittal.
Form OPER 993 is available from IDOT or online at https://truckpermits.dot.illinois.gov and
must be carried in the vehicle to which the permit applies.
PERMIT TYPES
Single Trip — Good for one move to be made during a five day period.
Round Trip — Good for one move from origin to destination back to origin using the exact same routes to
be made during a ten day period, with same or like object being moved and the same equipment being
used.
Repeated Moves — Must order at least five moves at one time; available only for loads of concrete beams,
cast rolled or extruded iron or other metal beams, girders or fittings, and laminated timber beams.
Limited Continuous Operation — 90 day and/or annual permits are issued for overdimensional objects
with a variety dimensions allowed depending on the load being moved. 90 day and/or annual permits are
issued for overweight/overdimensional objects that do not exceed practical maximum weights; 12’ wide;
115’ long; 13’6” high.
Special Trip — Movement to the site of a train derailment is available as an annual permit.
Special Trip — Towing from the site of a vehicle breakdown on the highway is available as a 90 day and/or
an annual permit.
Special Trip – Movement of raw milk on non-interstate routes is available as a 90 day and/or an annual
permit.
Special Trip – Movement of agricultural commodities over weight on an axle only is available for 40
consecutive days.

** All moves that exceed 16’ wide or 17’ wide will require a District Investigation and can take up to an
additional ten business days to complete 554.505 (e).
Round trips are calculated by figuring the mileage one-way, then doubling that amount and locating the
applicable category, to determine the round trip permit fee. Supplements for both round trip and single trip;
$5 plus any additional fees due to increased mileage. If application is for an overweight super load
move a $50 non-refundable application fee will also apply.

For repeated moves permits, figure the regular permit fee for the overdimension, then subtract $4 for each
additional move after the first.

For loads having width greater than 12’ , an additional $15.00 is added to the fee indicated in this
Table.
For loads greater then 15’ high; 145’ long; 14’6” wide, an additional fee from Table 3 is added to the fee
indicated in this Table along with a $50.00 application fee if the load is overweight.
Other fees range from $15–145 for two axle vehicles, $12.50–145 for three or more axles, axle $15–145 for
four or more axles. Fees are based on the total number of axles, maximum gross weight, front tandem or
axles (max)/axles, rear tandem or axle (max)/axles, and distance to be traveled.
ESCORTS AND SIGNS
Labeling — Red flags, 18" square, must be displayed on all four corners and the extremities of any
overdimensional load.
All permitable loads must have a rotating, flashing or oscillating amber light that is visible from at least 500’ in all
directions. If an escort vehicle is required they too must have a rotating, flashing or oscillating amber light that is
visible from at least 500’ in all directions mounted atop of the escort vehicle.
Oversize load signs must have 12' black letters of a 2" brush stroke on a yellow background. Sign must have
dimensions of 7' x 1.5', and must be displayed on all loads that exceed 10’ wide, 74’ long or 14’6” high as well as
on the escort vehicle, if required.

Escort Vehicles and Personnel —
One civilian escort is required for all moves that 1) exceed 14’6” wide or 2) 14’6” high, or 3) exceed 110’
long.
Two civilian escorts, one in front of the load and one behind the load, are required for all moves that have a
combination of two or more of the following dimensions: 1) exceed 14’6” wide, or 2) exceed 14’6” high, or
3) exceed 110’ long, or if the load 4) exceeds 18’ high.
Three civilian escorts are required for all moves that 1) exceed 16’ wide, or 2) exceed 145’ long (Special haul
rigs when exceed 150’ long).
Illinois State Police escorts are required for all moves that 1) exceed 18’ high, or 2) exceed 18’ wide, or
3) exceed 200’ long and must be set up 24 hours before moving with the Central Office at 217-782-6527. For all
escort requirements see Sections 554.407 and 554.408 in the IDOT Policy Book.
Escorts must have proof of insurance of at least $500.000 per occurrence when accompanying loads .
Certification — Pilot Car Escort Certification is not currently required.
FINES
Note - Call ISP - fines and enforcements at 217-782-6267 for additional information.
Sentence of Permit Moves: Whenever any vehicle is operated in violation of the provisions of a permit issued
under the provisions of Sections 15-301 through 15-319 by operating under a fraudulent permit or under a permit
not specifically covering the move, the owner or driver of such vehicle shall be deemed guilty of a business offense
and either the driver or owner may be prosecuted for such violation. If convicted, the permit shall be null and void
and such person, firm, or corporation shall be fined in an amount not less than
$.10 per pound for each pound the gross weight of the vehicle exceeds the allowable gross weight for vehicle
type.
The cost for overweight fines was doubled, effective 1/1/10. The fee schedule for overweight fines is as follows:
Up to and including 2,000 pounds overweight: $100 surcharge $30
2001 through 2,500 pounds overweight: $270 surcharge $70
2,501 through 3,000 pounds overweight: $330 surcharge $90
3,001 through 3,500 pounds overweight: $520 surcharge $130
3,501 through 4,000 pounds overweight: $600 surcharge $150
4,001 through 4,500 pounds overweight: $850 surcharge $220
4,501 through 5,000 pounds overweight: $950 surcharge $240
5,001 or more pounds: $1,500 for the first 500 pounds overweight and $150 for each additional increment of 500
pounds overweight or fraction thereof, surcharge $420 plus
RESTRICTED TRAVEL
Chicago Expressway — Limited to 12’ wide, 13’6” high and practical maximum weights.
Toll ways (Tri-State, East-West. Northwest) — Limited to 12' wide; 14’6” high. GVW is determined on a case by
case scenario by the Illinois Toll Authority 630-241-6800.
Chicago Skyway — No set limits, but must have Chicago city permit (available by calling 312 / 744-4652). Trip fee
$10. Must have $50,000 bond and $1,000,000 liability policy with the city of Chicago named as an additional named
insured.
Cook County — Cook County Expressways – Movement of loads exceeding practical maximum weights (see Section
554.604 of our online Policy Book), 12‟ in width or 13‟ 6” in height are prohibited on the expressways in Cook County;
except Int55 north of exit 277, Int57 south of US 6 (159th St.), and Int290 north of toll road Int294.
Travel Times on State Maintained routes – See the Authorized Times of Movement section and/or Provision
9, if applicable, on form OPER 993.
Cook County Permit Office – For permits within Cook County, excluding routes within the City of Chicago, call 312-6031670.
Cook, Dupage, Lake, Kane, Madison, McHenry, Monroe, St. Clair & Will Counties –
Movement of permitted loads exceeding 14’6” and up to and including 16’ wide are limited to hours

of 9:00 a.m. to 3:00 p.m, Monday through Friday. Permitted loads exceeding 16’ wide are state
wide limited to the days and hours mentioned above.
Moving heavy equipment at railroad grade crossing No person shall operate or move any crawler-type tractor, steam shovel, derrick, roller or any
equipment or structure having a normal operating speed of 10 or less miles per hour, or, for such
equipment with 18' or
less distance between two adjacent axles, having a vertical body or load clearance of less than 9 inches
above a level surface, or for such equipment with more than 18' between two adjacent axles, having a
vertical body or load clearance of less than one-half inch per foot of distance between such adjacent
axles above a level surface upon or across any tracks at a railroad grade crossing without first complying
with this section.
Notice of such intended crossing shall be given to a superintendent of such railroad and a reasonable
time be given to such railroad to provide proper protection at such crossing.
Before making any such crossing the person operating or moving any such vehicle or equipment shall
first stop the same not less than 15' nor more than 50' from the nearest rail of such railway and while so
stopped shall listen and look in both directions along such track for any approaching train and for signals
indicating the approach of a train, and shall not proceed until the crossing can be made safely.
No such crossing shall be made when warning is given by automatic signal or crossing gates or a
flagman or otherwise of the immediate approach of the railroad train or car.
For Methods of movement Loaded On and Towed, the available configurations are as
outlined in the table below. The maximum gross weight available is 120000.

SPECIAL NOTES
Recent Changes – IDOT launched the Illinois Transportation Automated Permits system, ITAP. With ITAP
routine and Limited Continuous Operation permits are completely automated. Superload permits are still
processed on a case by case basis by employees in the permit office.
