LIONS CLUBS INTERNATIONAL DISTRICT 201 Q2 MANUAL FOR CLUB PRESIDENTS 2014-15 Pride in Service 0 LION GORDON BAILEY Lions Club of Townsville Cleveland Bay (Inc.) Lion Gordon was born in 1945, is enthusiastic about Lions and has 38 years of perfect attendance. He originally joined Cleveland Bay Lions in 1976 and also served his community in three other Lions Clubs. Gordon is a Life Member of the Lions Club of Townsville Cleveland Bay and is a Past President. Lion Diane has been at his side for all those years, firstly as a member of the Ladies Auxiliary, then as a Foundation Member of the Cleveland Bay Lioness Club and these days as a Lion. Experience at Club Level Lion Gordon has served as President on six occasions across four different Clubs; those being Cleveland Bay (three terms), Magnetic Island, Capalaba (Q5), and Thuringowa Northern Beaches where he was a charter member. Gordon has held most positions at Club level including Leo Adviser, Youth of the Year Chairman, Bulletin Editor and Miss Popularity Chairman. Experience at District & Sub District Level st nd Lion Gordon has served as Zone Chairman, Region Chairman, and Deputy District Governor, 1 and 2 Vice District Governor, District Convention Chairman twice, Multiple District Convention committee member and has served as Constitution and ByLaws Chairman on three occasions. He was part of the team that created the 201Q2 District Constitution after re-Districting in the late 80’s and was one of the originators of the Miss Popularity Quest. Awards He has received a D.G.’s Appreciation, Zone and Region Chairman Awards and 100% President Awards. Lion Gordon is a graduate of the Senior Lions Leadership Institute. He is a Key Member and has received numerous Certificates of Appreciation. Conventions Lion Gordon has attended over thirty District Conventions, five Multiple District Conventions, and three International Conventions. Personal and professional background Lion Gordon has been married for 48 years to Lion Diane and they have two Daughters; both of whom are married but have only produced one grandchild between them. Lion Gordon was born in Gunnedah NSW and spent his early years in the Central Coast region of NSW with his final education at Newcastle Technical High School. At age 15 he moved to Brisbane and entered the workforce. Apart from the early years, Lion Gordon has mainly been self-employed variously in the Industrial Fastener and Automotive fields. Before retiring in 2008 he was the Vehicle Fleet Supervisor at James Cook University. Lion Diane was born in the UK and came to Australia with her parents when she was 18 months old. Apart from being a mother, Lion Diane has worked as a Book-keeper and in various managerial roles and until her retirement was the PA to the Head of School of Marine Biology at James Cook University. Apart from Lions, Gordon’s interests have been mainly associated with the outdoors or cars. He was a (not very successful) Rally Navigator for many years, is an avid Motor Sport fan and loves (as thankfully does Diane) Camping, Caravanning and Four Wheel Driving. He also likes to go fishing when time permits. Both Lion Gordon and Lion Diane are Committee Member of the Queensland Cancer Council’s Townsville Relay for Life. 1 LION DIANE BAILEY Lion Diane was born in England and migrated to Townsville at 18 months old. She is the oldest of 4 girls and lived on Magnetic Island where she began her education. Her family moved to Brisbane when she was 13 and she completed her education there. She met Gordon in Brisbane when she was 16, married at 18 and they have been married for 48 years. They have 2 daughters, and one grandson. Gordon and Diane moved to Townsville in 1974 where Gordon joined the Cleveland Bay Lions Club in 1976. Diane’s Lions life started on the Ladies Auxiliary after which she became a foundation member of the Cleveland Bay Lioness Club in 1991, where she held the positions of President 5 years, Secretary 2 years, Treasurer 1 year. While still a Lioness she became a Lion in 1997 when she was a Charter Member of the Thuringowa Northern Beaches Lions Club, holding various board positions including Tail Twister over 7 terms. In 2004 Diane and Gordon moved closer to the city and were looking for a club to transfer to when Townsville Cleveland Bay accepted her as the first female Lion in their club. She is now a Life Member of the Cleveland Bay Lions and has held a number of Board positions, the most recent being Secretary. Until her retirement, Diane was PA to the Head of the School of Marine & Tropical Biology at James Cook University, although for most of her working life she has worked in accounting. Outside of Lions, her interests include camping, 4WD driving, card making, reading and cross stitching. The position of President is a prestigious position, leading your Club as its chief executive officer; you will plan and build in guiding your Clubs programs and immediate future achieving a lasting record as an example to your community. As its Chief Executive Officer, it is important that you set and agree on some goals for your Club to achieve during your year. You should be comfortable with your goals and they should be realistic, measurable and achievable. Regular communication between yourself and other members of your Club executive is essential for effective handling of all important Club matters and this in turn will ensure that both Board and Club meetings are well structured and all members receive essential information about Lions and community events. I am pleased to be able to assist your journey with this President’s manual, as a comprehensive reference source, following on from appropriate training. Much other information and resources are available also to assist you. Please make sure you use all at your disposal during your year. Your Secretary and Treasurer also have been provided with reference manuals to assist their roles. The Slogan: “LIBERTY, INTELLIGENCE, OUR NATIONS SAFETY” Lions Clubs International MISSION STATEMENT TO EMPOWER volunteers to serve their communities, meet humanitarian needs, encourage peace and promote international understanding through Lions clubs. 5 District Governor Suggestions for Club Presidents Club Presidents, I would like you to consider the following for your year – Your Club Secretary will receive training to use the website My LCI for ease of club reporting. However reporting is only one element of the resources available. I encourage you as President to explore using My LCI as a great tool to better manage your membership. Ensure member satisfaction by improving club atmosphere with enjoyable meetings, social occasions and meaningful projects. This way, people will want to join your Club. The Club Excellence Process (CEP) can assist with improvement. Contact your Zone Chair. Consider increasing your female membership; they are great contributors. Our District is clearly underrepresented at 32%. Consider promoting female membership; maybe approach some small women’s groups to join your club en bloc. Try to engage our Youth as Members. Perhaps start a Branch Club of young people? They can have separate meetings, commence youth oriented projects and even assist at yours. They can move into the senior club at say age 30, thereby replenishing your numbers automatically. Have you asked your former Youth of the Year contestants to consider Lions? I would like all Presidents to consider a Club net growth challenge of 1 Lion for their year. Significant energy is invested in bringing in new members, but just as many go out the back door. Approach Lions who are not attending or tardy with dues; don’t just drop them, offer support. When a Club doesn’t show they care, of course they will leave. I will be asking Zone Chairs to work with you on retention. It is the responsibility of every Lion to make new Members welcome and feel involved. Why not install some experienced members as mentors of all new Lions, rather than the usually unprepared sponsoring Lion. Zone Chairs are to work with you to identify potential leaders so we can assist in their development. There is now an excellent suite of training available on line that your members can choose to suit their needs, not just in Lions. AND, always remember, we are Lions, and take - Pride in Service . Strengthen the Pride in your local community. Lions provide amazing work for our communities – Value their contribution & recognize achievements. Most importantly, look after one another, enjoy each others’ company and have fun ! Gordon Bailey 6 The Club President He/she is the chief executive officer of the club who presides at all meetings of the board of directors and the club. The president issues the call for regular meetings and special meetings of the board of directors and the club, and appoints the standing and special committees of the club while cooperating with chairpersons to ensure regular functioning and reporting of such committees. He/she sees that officers are elected as provided for by the constitution and by-laws, and cooperates as an active member of the district governor's advisory committee of the zone in which this club is located. The District Cabinet usually meets four times during each year. A full listing of the District Officers of this district is shown the MD Lions Directory, together with a listing of clubs by District and Zones. Each District Officer is available to advise and assist your club with any matters related to his or her specific portfolio. Please take advantage of their experience and expertise. If you wish to know more about specific District Officer’s portfolios, then invite the appropriate chairman along to one of your club meetings. ZONES Our Lions District is divided for administration purposes into a number of Zones with each Zone presided over by a Zone Chairman. The Duties of your Zone Chairman are defined in the Lions Clubs International By-laws and are reproduced below: ZONE CHAIRMAN According to Article II, Section 4 (4) of the International By-Laws, the Zone Chairman, subject to the supervision and direction of the District Governor, shall be the chief administrative officer in his/her Zone. Their specific responsibilities shall be to: (a) Further the Purposes and Objects of this Association. (b) Serve as Chairman of the District Governor's Advisory Committee in his/her Zone and, as such Chairman, to call regular meetings of said Committee. (c) Play an active role in organising new clubs and keep informed on the activities and wellbeing of all clubs in his/her Zone. (d) Perform such other functions and acts as may be required of him/her by the International Board of Directors through the Zone Chairman's manual and other directives. Your Zone Chairman is there to advise and help you at any time. If you are unsure of anything, do not hesitate to ask. Zone Chairman is required to make an official visit to your club during his or her term of office and it is expected that they will be the guest speaker on such occasion. In addition to this official visit, they are also expected to visit your club meetings on other occasions during the year. 22 ZONE MEETINGS You can see from the above extract from the By-laws that the Zone Chairman serves as Chairman of the District Governor's Advisory Committee in his Zone and in this capacity is required to call regular meetings of the Committee. The President, Secretary, Treasurer and Membership Committee Chairman of each club are expected to attend these meetings and any other club members are welcome and encouraged to attend. It is normal to hold four Advisory Meetings during the course of the year. The purpose of the Zone Advisory Meetings is to discuss matters of mutual interest to the clubs in each Zone and to provide an opportunity for the clubs to have an input to the District Cabinet Meeting by way of comment, criticism or recommendations. CABINET SECRETARY AND CABINET TREASURER The duties of the Cabinet Secretary and Cabinet Treasurer are also defined in the Lions clubs International By-laws and are reproduced below: According to Article II, Section 4, (5) of the International By-laws, the Cabinet Secretary and Cabinet Treasurer shall act under the supervision of the District Governor. The specific responsibilities of each shall be to: (a) Further to Purposes and Objects of the Association. (b) Perform such other functions and acts as may be required of each by the International Board of Directors through the Cabinet Secretary-Treasurers Manual and other directives. DISTRICT CABINET In addition to appointing the Cabinet Officers listed above, the District Cabinet includes such other District Chairmen as the District Governor of the day may appoint. The duties of the District Chairmen are also defined in the Lions Clubs International By-Laws and are reproduced below: According to Article II, Section 4, (6) of the International By-laws, other District Cabinet Members, subject to the supervision of the District Governor, shall perform such functions and acts as may be required of them by the International Board of Directors and by provisions of the respective constitutions and By-laws. The duties of the District Chairmen are generally to be responsible for specific administrative or fundraising activities (e.g. Christmas Cakes, Lion Mints, Insurance, Youth of the Year Quest) within the District and to act as co-ordinator between club level activities and District, State or Multiple District levels. District Chairmen will correspond with your club from time to time during their term of office and many would welcome the opportunity to address a meeting of your club on their particular portfolio. Do not hesitate to contact them if they can help you in any way. 23 DISTRICT CONVENTION CONVENTION NOTICES OF MOTION AND NOMINATIONS You should be aware that notices of motion of a project nature must be received by the Cabinet Secretary at least ninety (90) days prior to the date of opening of the District convention (Standard Form District Constitution, Article 9 Section 1). Notices of motion other than projects, as well as various nominations (e.g. District Governor, 1st & 2nd Vice District Governors) are required sixty (60) days prior to the date of opening of the District convention. You will receive a copy of all motions to be placed before the Convention at least thirty (30) days (or in the case of motions to establish a District Project forty five (45) days) prior to the opening of the District Convention. These motions should be brought to the attention of the board of directors of your club so that they may direct the clubs delegates how to vote (if this is the way the club works, some clubs allow the delegates to listen to the debate and then make their own decision). CALL FOR DELEGATES AND ALTERNATES The International Constitution (Article VII Section 6) and the District Constitution (Article 8 Section 4 and 5) determine the number of delegates and alternates for which a club is entitled. Article VII Section 6 of the International Constitution states that: "Each chartered club in good standing in the Association and its District (Single or Sub and Multiple) shall be entitled in each annual convention of its District (Single or Sub and Multiple) to one (1) delegate and one (1) alternate for each ten (10) members, or major fraction thereof, of said club as sown by the records of the international 'Office of the first day of the month last preceding that month during which the convention is held, PROVIDED, however, that each such club shall be entitled to at least one (1) delegate and one (1) alternate; and FURTHER PROVIDED, that each District (Single or Sub and Multiple) may, by express provision in its respective Constitution and By-laws, grant full delegate status to each Past District Governor who is a member of a club in such District independent of the club delegate quotas herein above specified." This means that for a November Convention, the Delegates/Alternates would be based on the club membership in, the records of the International Office as at 1st October. REMEMBERENCE CEREMONY At the same time as details of delegates and alternates are requested, you will need to advise the Cabinet Secretary of details of Lions, Leos, Lionesses and partners who have passed away since the last District Convention. MULTIPLE DISTRICT CONVENTION Basically, the same rules apply for a Multiple District Convention as for a District Convention. The main difference is that notices of motion of a project nature close on the 31st December, regardless of the date of the convention. The same rules apply for the determination of delegates and alternates. It should be noted that your club must be financial to be eligible to vote at a District or Multiple District Convention. 24 Induction Ceremony No. 1 We are about to begin the initiation ceremony which will welcome a new member to the fellowship of the Lions Club of …………………………………………………… This is a most important occasion for the new member and for the club, and I would be pleased if you could give this ceremony your full attention. Will the club secretary please bring forward the candidate(s) for induction and his/her sponsor(s). The International Association of Lions Clubs was conceived at a meeting in Chicago, Illinois, in 1917 under the leadership of our founder, Melvin Jones. Form that meeting came the associations first annual convention held also in 1917 in Dallas, Texas with 23 clubs participating. By 1920 the association doubled its membership and extended into Canada. By 1927 it expanded into Mexico and China, becoming truly international. At the present time there are about 1.4 million lions in 185 countries and geographical locations throughout the world, making our association the world’s largest and most active service organisation. The first club in Australia was formed in Lismore in 1947. From that beginning there are now approximately 1400 clubs throughout Australia with a combined membership approaching 28,000 lions.
