RULES & REGULATIONS
EXHIBITION
1. Venue:

The exhibition hall is open to Exhibitors from 0930 – 1700 hours on show days. On the last day
of the show, the hall will be closed at 1645 hours sharp.
3. Failure to Exhibit
Any organization which, having signed a contract for exhibition space, fails to exhibit on actual
day whether or not for any reason of the Exhibitor’s own choosing and has not been released
from the Contract by the Organiser shall be liable for the full amount stated in the contract plus
any additional costs incurred by Organiser as a result of such failure to exhibit.

4. Limitation of Liability
The Organiser shall not be liable for the safety of Exhibitors, their servants, agents, contractors or
invitees during the exhibition nor for any exhibits, articles or other property of whatever kind
brought
into
the
exhibition
by
Exhibitors,
their
servant,
agents,
contractors
or
invitees
or
members of the public.
The Organiser shall not in any event be held responsible for any restriction or conditions which
prevent the construction, erection, completion, alteration or dismantling of stands or the entry,
sitting or removal of exhibits, or for the failure of any services or amenities provided by the hall
owner or other third parties.
5. Exhibitor’s Insurance
Exhibitor’s shall make sure that they are fully covered by insurance including, but not restricted
to, all risks on their property, exhibits or articles of any kind, public liability and comprehensive
protection
against
reason
fire,
of
any
water,
loss
theft,
or
damage
accident
or
caused
any
by
other
any
circumstance
cause.

Organiser
harmless
in
respect
of
all

claims,
demands

which

caused as a result of any act of default of the Exhibitor, his servants, agents or contractors or
invitees. If the Organiser so demands the Exhibitor shall provide proof to the Organiser that the
Exhibitor has adequate insurance cover. Exhibitors must ensure that their temporary staff and the
staff servants, agents or contractors are insured against claims for workman’s compensation. The
period for which such insurances shall be maintained shall run from the time the Exhibitor or any
of his servants, agents or contractors first enters the exhibition grounds, and to continue until he
has vacated the exhibition grounds and all his exhibits and property have been removed.
6. Aisle/Gangway
Under no circumstance can any exhibit display be allowed to encroach into the aisle/gangways.
Please remember to keep your entire exhibit inside your stand at all times.
7. Animals
Live animals are not permitted in the venue.

8. Extension Cords
The use of multiple socket outlet is strictly prohibited to avoid any overloading as this may lead
to a trip in the incoming power supply and cause inconvenience to other exhibitors.
9. Drapes
Material used for lining, drapes or overhead structure or as part of the theme or display to the
public
must
be
rendered
non-flammable
as
per
BOMBA
requirement.
The
use
of
flammable
materials is strictly prohibited unless treated for fire retardant.
10. Smoking Policy
Kuala Lumpur Convention Centre is a non-smoking Venue.
11. Distribution of Brochures
The distribution of printed matter and circulation of advertising materials is permitted only at the
stand space itself.
12. Raw Space or Special Stand Design

13. Pavilion / Group Stands
Contracting parties for pavilion stands are responsible of ensuring that all Exhibitors within their
group are fully aware of, and agree to abide by these Terms and Conditions and by the Rules
and Regulations of the Exhibition.
14. Loading Dock/Access for Exhibitors
Loading docks are located south of the building and are parallel with Jalan Pinang. Access is via
Persiaran KLCC space for truck turning into halls via freight access. Freight lift 3 will be utilized
for goods access to Ballroom 1 & 2, level 3. Exhibitor and contractors are not permitted to load
in goods via front door entrances of the Kuala Lumpur Convention Centre. Trolleys are strictly
prohibited on the main lobby, concourse, foyer and circulated are at all times.
The following regulations must be complied with while at the loading dock:
•

vehicles is at the Loading Supervisor's discretion

loading and unloading period

15. Floor Loading Capacity / Limit
All floor areas within the Kuala Lumpur Convention Centre have specified loading limits per

Any equipment or items to be used or displayed whose weight exceeds the floor capacity limits
must be assessed prior to the positioning of the item or equipment. The use of a spreader plate
may be required to spread the weight evenly. Where this is necessary, the cost is to be borne
by the Exhibitor. Please refer to accredited freight forwarder company who is expert on this
business.
16. Carpet at Level 3 Build-up
Ballroom 1 & 2 are fully carpeted. All contractors must ensure the carpets are being laid or
protected prior to build-up and tear down in order to minimize the damage to the Centre's
properties.

Activities, which generate dust, such as those from sawing or sanding are strictly prohibited.
Stand structure shall be pre-fabricated off site and no major construction and painting is
permitted. Anything placed on the carpet such as trestles, build-up or tear down materials,
ladders, compressors or other equipment shall be equipped with protective feet or to be placed
on a spreader etc so as not to cause permanent indentations or damage on the carpet.
Any person caught committing unsafe work practices and or non-compliance activities will be
fined and or prohibited from working in the Centre. The organiser or licensor will incur the cost
for the subsequent cleaning of the carpet or bear the cost of the damaged carpet.
In order to ensure that the carpet is not damaged on Level 3, the following is NOT permitted:
•
Sanding
•
Sawing
•
Planning (plane)
•
Metal cutting
•
Major painting. If small touch-up paint jobs are require then the carpet must
be covered
with a plastic overlay, used carpet or drop sheets whilst
painting.
•
Major construction. Stand structures MUST be pre-fabricated off site to
avoid any issues.
17. Subletting of Stands
The Exhibitor must not transfer, dispose of, part with or otherwise sublet the whole or any part
of his site, whether for financial consideration or otherwise. The Exhibitor must, if he is an agent,
distributor
or
licensee,
state
at
the
time
of
contract
the
names
of
the
principals
to
be
represented. This does not prohibit an Exhibitor from displaying the products of a principal for
whom he becomes agent, distributor of licensee after the time of contract, with the prior written
permission from the Organiser.
18. Force Majeure
The Organiser shall not be liable by the Exhibitors by reason of any cancellation or part-time
opening
of
the
exhibition,
either
as
a
whole
or
in
part,
for
any
non-performance
of
their
obligations under this contract for any amendments or alterations to all or any of the Rules and
Regulations
of
the
Exhibition
in
each
case
to
the
extent
that
such
occurrence
is
due
to
any
circumstances not within their control.
19. Payment Terms and Conditions
No Exhibitor will be allowed to occupy their space or stands until the Organiser has received full
payment. These terms cannot be varied under any circumstances.
20. Cancellation of Exhibition Space
In the event of the Organiser agreeing to any request for release from the contract, the Exhibitor
will be liable for all, or part, of the cost stated in the contract in accordance with the following
scale.
-
The organisers shall retain 20% of the contract price is the cancellation is accepted more than
six months before the exhibition date.

six and three months before the exhibition date.

This scale of charges will apply only from the date the Organiser receives written notice by letter,
fax, or email. In addition to this scale, the Exhibitor will be liable for any specific cost incurred on
his behalf by the Organiser.
These terms cannot be varied under any circumstances.
21. Emergency and Evacuation Procedures
The Kuala Lumpur Convention Centre has an Emergency Evacuation Plan to enable the
successful evacuation of staff, exhibitors and visitors in the case of a fire or other
emergencies.
All Kuala Lumpur Convention Centre staff will assist in the evacuation if the need arises.
Event Organisers, Contractors and Exhibitors and their employees must be familiar with the
emergency exits and it is crucial that all occupants of the Centre must be aware of the Kuala
Lumpur Convention Centre Emergency Procedures Plans.
Action Upon Hearing the Fire Alarm
a)
Upon the sounding of the emergency tone, immediately stop any ongoing activities.
b)
Stay in your location and wait for instructions from the Floor Warden or the PA
system.
c)
Switch off all electrical equipment being used if necessary.
d)
After receiving the evacuation order, evacuate the building in an orderly manner
to the assembly area which is located at the KLCC Park.
e)
Use nearest and safest exit.
f)
Proceed to the predetermined emergency assembly area and report to the Floor
Warden / designated staff for roll call.
g)
Wait for further instructions

Evacuation Assembly Area
a)
During an evacuation Event Organisers, Exhibitors, Visitors and Contractors in
any hall or any part of the Centre must be assembled at the nearest Assembly
Area.
b)
The Evacuation Router and Assembly Areas are outlined on the maps above.
c)
These maps should be studied by all Exhibitors and Contractors and all their staff
or agents as part of their familiarisation with the Centre’s physical infrastructure.
Action in the Event of Fire
a)
Raise the alarm by activating the nearest fire break alarm.
b)
Report the incident to the nearest Supervisor who has a radio or any type of
communication system.
c)
Attempt to put out the fire if it is safe to do so using the fire fighting equipment. Do
not put yourself at risk.
d)
If the smoke or fire threatens to endanger others, close all the doors and
evacuate the occupants to the assembly area which is located at the KLCC Park.
22. Air-Conditioning
Air-conditioning
is
not
provided
in
the
venue
during
the
build-up
or
tear-down
period.
If
required,
Event Organisers may need to make prior arrangements with the Centre for air-conditioning
during these periods and which will be charged on an hourly rate basis.
The
request
of
air-conditioning
during
the
build-up
period
is
subject
to
the
following
conditions:-
•
•
Loading dock must be closed.
The
air-conditioning
requested
must
be
in
a
continuous
block
of
four
(4)
hours
minimum
duration.
•
The venue must be cleared of any form of waste that may damage the air conditioning
such as saw dust, Styrofoam packaging, etc. so they do not affect the air-conditioning
system.
Air conditioning will be provided to the venue two (2) hours prior to the operational opening
time and for one (1) hour after the operational closing time. Air-conditioning required outside
the above times will be charged on an hourly rate basis per exhibition hall.
23. Contractors, Sub-Contractors and Suppliers
Only Approved Supplier (Preferred and Accredited) shall be permitted to perform all works in
relation to Events at the Centre. All Approved Suppliers and their sub-contractors working at the
Kuala Lumpur Convention Centre are required to comply with the Centre’s safety, health and
environmental procedures and guidelines, conducting work in a safe manner and not placing
themselves or others at risk.
The Centre reserves the right to add and change any of the procedures and requirements at
any time. Any person caught committing unsafe work practices and or non compliance activities
will be fined or prohibited from working in the Centre.

ADMISSION
1.
The Organizers reserve the right to impose entrance fee should they deem necessary during the
exhibition days.
2.
The Organizer reserves the right to refuse admission or to remove any person without giving a
reason during the build-up and tear down periods.
3.
For safety reasons, minors below the age of 18 will not be allowed to accompany exhibitors nor
visitors into the exhibition halls on build-up and tear down period.
4.
The organizer reserves the right to refuse admission or to remove any person from the venue
without giving a reason.
5.
All exhibitors should register at the Information Counter on arrival at the
collect their exhibitor passes. Collection date is on
exhibition
centre to
16 March 2014 ( 9am – 6pm ).

LICENSES
a) Films and Video Tapes
By governing
laws of
Malaysia, all
films
and
videotapes, even
if
they
originate
from Malaysia,
MUST obtain the approval of the Censor Board. Clearance takes about six weeks but Exhibitors
are
advised
to
send
their
films
in
good
time
with
a
covering
note
indicating
“For
exhibition
purposes”. Exhibitors should get this arranged by their local agents or contact the Official Freight
Forwarders to handle these procedures on their behalf. As inspectors might visit the site, please
keep a copy of the censorship certificate on hand during the exhibition. For direct enquiries, you

Exhibitors may appoint their own stand-building contractors subject to approval from the
organizer.
II.
Exhibitors are responsible for making their own arrangements for services directly with our
official contractors.
III.
The services of official contractors are for the convenience of Exhibitors, and the
Organiser will accept no liability in respect of any contract entered into between Exhibitors
and such contractors for the negligence or default of any such persons, their servants and
agents.

2. Bare Stand Contractors
a)
Exhibitors may
appoint
their own contractors who are registered
for
stand construction,
but
NOT for electrical installation, which must be carried out, by the Organiser’s official contractor.
b)
Exhibitors
are
responsible
and
liable
for
any
such
contractor’s
observance
of
all
Rules
&
Regulations, including the strict observance of the build-up and tear down schedule.
The
Organizer’s
official
contractor
reserves
the
right
to
charge
any
such
Exhibitors
and/or
contractor who have violated any rule or regulation or delay in the build-up or tear down, and
for additional work required as a result of the violation.
c)
All booth designs and construction must comply with guidelines, rules and regulations aid down
by the relevant government authorities, as well as both the Organiser’s and the exhibition hall
owner’s requirements.

Upon
receipt
of
approval
from
the
organizer,
the
exhibiting
company
and
their
appointed
contractor are required to submit 2 sets of the approved drawings and calculations to the Official
Contractor.

The exhibiting company shall ensure that the booth is dismantled in a safe, systematic and

to
order

in
general,
the
rules
and
regulations
stipulated
in
the
Exhibitor’s Handbook must be complied with.
3. Stand Boundaries and Design Restrictions
No Exhibitor may place any display material and exhibit or allow dividing wall or any part of their
stand design and fittings beyond their contracted boundary.

5. Damage to Stand Structures and Exhibition Premises
No person under any circumstances shall cut into or through any floor covering or wall nor alter
any stand service structure except when authorized in writing by the Organiser.
6. Fire Regulations
All materials used in stand construction must be properly fireproofed to normal international
standard and also in accordance with Bomba regulations.
7. Power Supply and Lighting
Supply Voltage:
415 volts 3 phase 4 wire systems with neutral point solidly earthed or 240
volts single phase 2 wire systems. Both subjected to a variation of

The Organizer’s appointed official contractor only can carry out all electrical installation
work at the exhibition.

Exhibitors
requiring
special
arrangements
(e.g.
different
voltages
and
frequency
or
special connections to equipment) must gain approval from the organizer and carried
out
by
their
own
contractor.
Exhibitors
can
also
appoint
the
organizers
official
contractor.
The Organiser’s appointed licensed engineers prior to turning on the electricity supply must test
all electrical equipment. The Organiser / official contractor will not take any responsibility of any
failure due to connection done by outside contractors other than the official contractor.
EXHIBITS
1. Promotion during the Exhibition
Exhibitors are reminded not to place stickers’ signs or posters anywhere in the hall other than
within
their
own
stand.
Likewise,
Exhibitor’s
representative(s)
may
not
distribute
brochures,
invitations, etc. along the gangways or near the entrances. This is unfair to other Exhibitors and
an inconvenience to visitors.
2. Pirated Exhibits
Under no circumstances and due to regulation laws of Malaysian copyright Act, neither pirated
nor unlicensed exhibits are allowed to be exhibit in the exhibition.
3. Operating Machinery or Exhibits
a)
Moving
machinery
must
be
fitted
with
safety
devices
and
these
safety
devices
may
be
removed only when the machines are not in operation and not connected to the source of
power.
b)
No
motors,
engines,
contrivances
or
power-driven
machinery
may
be
used
without
adequate protection against fire disk.
c)
All
pressure
valves
or
equipment
under
pressure
must
conform
to
safety
standards
and
regulations. Approval for its use is required.
d)
All
machinery
or
exhibits
must
submit
the
specification
and
gain
approval
from
the
organizer.
e)
The Organiser reserves the right to determine the acceptance sound level and extend of
demonstrations
for
operating
exhibits
in
the
events
of
justifiable
complaints
from
other
Exhibitors. Noise at the stand boundary shall not be exceeding 70dB (A) and organizer still
reserves the right.
f)

6. Replenishment of exhibits or stock

The freight lifts have access from level P1 to Level 4 of the Centre and must be operated by the
Centre’s staff or its representatives only.
When using the freight service lifts, the maximum loading capacities must always be observed.
Precautions shall be taken to ensure that no damage is inflicted upon the lift doors, walls and
control panel whilst in the process of delivering goods. Should there be any heavy movement of
equipment; the interior of the lifts must be protected with additional material for additional
protection.
SECURITY

Exhibitors and their staff will NOT be allowed into the exhibition hall after the show hours. If

ON – SITE SERVICES AND FACILITIES
1. Potted Plants & Flower Arrangements.
For control of hall-potted plant, NO outside plants are allowed into the hall. Kindly complete
the Potted Plants and Flowers Form located in the Kuala Lumpur Convention Centre Exhibitor
Services Kit and return to the Exhibitor Service Desk.
2. Hall Management’s Special Conditions.
All Exhibitors are bound by the following conditions as laid down by the hall management of
the

Kuala Lumpur International Convention Centre.
Exhibitors shall not bring any rodent, pest or vermin into the exhibition hall and shall
not, without the written consent of the hall owner / organizer, bring livestock or animals
into the hall unless they are connected with the purpose of the exhibition.
(b)
The hall owner / organizer have the right to refuse entry to the facilities of any person
whose presence is, in the reasonable opinion of the hall management, undesirable.
3.
Food & Beverage
NO outside food is allowed to be brought into the venue and served on stands without prior
approval from the Kuala Lumpur Convention Centre. The Centre reserves the right to remove
any food and beverage not authorized by the Centre.
4. Photographer
An
official
photographer has been
appointed
by
Organiser. Exhibitors
can

directly for photographic work required.
5. Unforeseen Occurrences
In the event of any occurrence not foreseen in these Rules and Regulations, the decision of the
Organiser shall be final.
