The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual.
Each state analysis includes information in a standardized format: contact, legal limits, special permit limits,
general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone
numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers
are always advised to check with the state offices on current laws and procedures. This project could not have
been completed without the advice and consultation of many state officials. We thank all of those who provided

The maximum load authorized for an axle class is
the lowest of the three following values:
The total capacity of all tires in the same axle
class,
The front-axle capacity (PNBE),
The load limit of the axle class, depending on the
time of the year (normal or spring thaw).
The authorized total loaded mass for a truck or a
combination vehicle is the lower of the two
following values:
The sum of the maximum loads authorized for
each axle class, depending on the time of the
year (normal or spring thaw),
The maximum total loaded mass limit for the
class of vehicle or combination vehicle.

PERMIT RESTRICTIONS
General - Permits are valid for 7 consecutive days excluding Sunday. In Québec, two sets of regulations
apply to trucking: Québec legislation applies to movements within Québec's borders and federal legislation
applies to movements extending beyond its borders.
The Ministère des Transports du Québec is responsible for the following:
Operation of trucks on the road network
Infractions
Load and size limits
Special permits (Authorization)
Norms for securing loads
Transport of dangerous substances
Transport of bulk materials
The Act respecting owners and operators of heavy vehicles
Harmonization of trucking regulations in North America

Insurance - Required of vehicle and load, but does not need to be on file with the provincial office.
Weekend/Night Travel – Weekend moves are allowed for all permit types with certain restrictions on
dimensions. Weekend moves also have restrictions during summer months.
Saturdays and Sundays:

Oversize/overweight moves are allowed all day Saturday and Sunday for dimensions that do not exceed
the following dimensions:
width of 3.70 m on two lane highways and 3.85 m on multi-lane highways
length no greater than 25 m for combination vehicles and 12. 5 m for single vehicles
height maximum 4.26 m
weight no greater than 63,500 kg.
Sunday Restrictions in Summer Months
Sunday travel is not permitted between noon and midnight during the restricted summer months of June,
July, August (Southern Ontario) and July and August (Northern Ontario) for any oversize/overweight
vehicles and/or loads.
Fridays:
Moves Allowed
Overdimensional moves are allowed all day for all dimensions except during summer restrictions.

Travel is not permitted between 3:00 pm and midnight during the restricted summers months of June, July,
August (Southern Ontario) and July and August (Northern Ontario) for any oversize/overweight vehicles
and/or loads.
Exceptions
Travel between 3:00 pm and midnight on Fridays during summer restrictions may be permitted for vehicles
and/or loads with heights up to, and including, 4.26 m and overall weight not exceeding 63,500 kg.
Night moves are allowed for all permit types with certain restrictions provided that all conspicuity
requirements are met.
Criteria 1: Overlength/Overwidth
Moves allowed: Night moves are allowed for vehicles and loads up to, and including, 3.05 m wide and 25 m
long.
Routes:
Night moves are restricted to multi-lane controlled access highways with a median. The
lane width on these types of highways is 3.75 m.
Criteria 2: Overheight/Overweight
Moves allowed: Night moves are allowed for vehicles and loads up to, and including, 4.26 m high and
63,500 kg.
Routes:
All King's highways.
Conditions For Both Criteria Night moves are allowed for all permit types with certain restrictions provided
that all conspicuity requirements are met.
Criteria 1: Overlength/Overwidth
Moves allowed: Night moves are allowed for vehicles and loads up to, and including, 3.05 m wide and 25
m long.
Routes:
Night moves are restricted to multi-lane controlled access highways with a median. The
lane width on these types of highways is 3.75 m.
Conspicuity
Requirements:
Conspicuity requirements must be met during a night move. These requirements consist of
the extremities being marked with a solid amber lamp(s) visible in the front and rear,
conforming to SAE Code P2 or P3 with markings to appear on the lamp(s), and a retroreflective "D" sign must be present.
Weather
Conditions:
Night moves are restricted when inclement weather conditions prevail. Inclement weather
is described as the following:
Holiday – Oversize/overweight moves are allowed for all permit types on statutory holidays, and the
preceding day of a statutory holiday, with restrictions.

Preceding day means the day before a statutory holiday restriction. If the statutory holiday is a Saturday,
Sunday or Monday, the preceding day is the Friday. If the statutory holiday is on any other day of the week,
the preceding day is the day before the holiday.
Oversize/overweight moves are allowed all day on the preceding day of a statutory holiday for dimensions
that do not exceed the following dimensions:
width of 3.70 m on two lane highways and 3.85 m on multi-lane highways
length no greater than 25 m for combination vehicles and 12.50 m for single vehicles
height maximum 4.26 m
weight no greater than 63,500 kg.

Inclement Weather - "No travel is allowed when road conditions, weather conditions, or visibility make
traveling hazardous to the operator or to the driving public. Conditions shall be deemed to be hazardous
upon any accumulation of ice or snow on the roadway or if the continuous use of windshield wipers is
required. Vehicles that are underway when inclement weather occurs shall exit the road at the first available
location and park in a safe place until the weather and road conditions clear."
Authorized load limits are reduced during the spring thaw period in order to take into account the weaker
load bearing capacity of the road network during that period. See the Road Vehicle Load and Size Limits
Guide for Thaw Zones and Periods.
During the thaw period, the maximum authorized total loaded mass of a road vehicle or
combination of road vehicles is the lesser of the two following values:
1. The sum of the maximum authorized total loaded mass for each class of axles
of a vehicle or combination of vehicles during the thaw period;
2. The maximum authorized total loaded mass prescribed in the regulation during
the normal period.
In calculating the sum, the maximum load of the front axle or axles of a vehicle or
combination of vehicles must not exceed:
5,500 kg for a front single axle (B.1) in the case of a tractor;
7,250 kg for a front single axle (B.1) in the case of a vehicle other than a tractor;
14,000 kg for a front tandem axle (B.2);
13,000 kg for a front multiple axle (B.3).
Permit Information Required -Name and address of carrier; tractor year, make, license number, state
registered; trailer year, make, license number, state registered; overall width, length, height, and weight; if
overweight — axle weights, spacings, and tire size; origin and destination of load; routes to be traveled;
owner of tractor; owner of load.

PERMIT TYPES
General Permit – good for one month to a year with no specific route.
Specific Permit – good for 7 consecutive days with a specific route including the return trip on the same
route.
Project – A project permit is issued to allow contractors to move similar loads, objects and structures over
the same specified route for a period of up to, and including 6 months, depending on the duration of the
contract.
Special Vehicle Configuration - Special Vehicle Configuration permits are issued for vehicles that vary from
the requirements of the HTA and regulations. The purpose of Special Vehicle Configuration permits is to
harmonize configurations, weights and dimensions applicable to a class of vehicles with those of any other
jurisdiction; to allow for a trial of a vehicle; or to allow for a variance from a limit within a specific
geographical area.
FEES
The ministère des Transports wishes to inform holders of special travel permits issued
under section 633 of the Québec Highway Safety Code that the costs of the permits will
slightly increase as of January 1, 2012.
The Financial Administration Act provides for an adjustment, on January 1 of each year, of
fees set by the Government, a government body or a government department, when the
said fees were not set or otherwise increased during the preceding year. Consequently, on
November 9, 2011, the ministère des Finances du Québec announced that the indexing rate
applicable to the fees subject to indexing as of January 1, 2012, would be 2.66%. This
indexing rate corresponds to the change (expressed as a percentage) in the Québec

consumer price index, as calculated by Statistics Canada.
As of January 1, 2012, permit and administration fees will increase. The rounding off rule
that was selected to adjust the costs is as follows:
When the fee is equal to or greater than $10, but lower than $25, it is rounded to
the closest multiple of $0.10;
When the fee is equal to or greater than $100, it is rounded to the closest multiple
of $1.
For example, a permit which costs $152, plus $10.10 in administration fees, will cost
$156.00 plus $10.40, for a total of $166.40. The enclosed schedule details the costs for
permits in 2011 and the adjusted costs for 2012.

Night travel may require 1 escort.
One escort is to precede load on any two or four lane highways, and one escort is to follow load on any main
highway. Should any escorts be required for length, height, or weight, provisions will be so indicated on
permit.
Police Escort Requirements –
Police escort is required when the outsized vehicle or combination of outsized vehicles is in
one of the following situations:
The width:
_ exceeds 5.55 metres and the vehicle travels during the day on the whole network or 5
metres if the vehicle travels at night on the whole network;
_ exceeds 6 metres and the vehicle travels at night on the whole network. In this case, an

escort of at least two police vehicles is required.
The length:
_ exceeds 49 metres and the vehicle travels during the day and at night on the whole
network or 40 metres if the vehicle travels at night on roads other than autoroutes;
_ is between 45 and 49 metres and the outsized vehicle travels during the day on uneven or
winding roads that have only one traffic lane in the direction travelled by the vehicle;
_ exceeds 55 metres and the vehicle travels during the day on the whole network (in this
case an escort of at least two police vehicles is required);
_ exceeds 40 metres, the rear overhang is over 6 metres and the vehicle travels during the
day and at night on roads other than autoroutes.
The height:
_ exceeds 5 metres.
Other circumstances:
_ the weight requires a significant reduction of speed on certain structures;
_ the vehicle travels in convoy.
An additional front escort vehicle equipped with a signal arrow light is required when
the outsized vehicle or combination of outsized vehicles is in one of the following situations:
The width:
_ exceeds 5 metres and the vehicle travels on the whole network, but not on undivided
autoroutes.
The length:
_ exceeds 40 metres and the vehicle travels on the whole network, but not on divided
autoroutes;
_ the load or equipment exceeds 6 metres at the rear of the vehicle, and the vehicle travels
on the whole network, but not on autoroutes.
Other circumstances:
_ the vehicle travels in convoy.
An additional rear escort vehicle equipped with a signal arrow light is required when the
outsized vehicle or combination of outsized vehicles is in one of the following situations:
The width:
_ exceeds 5 metres and the vehicle travels on the whole network.
The length:
_ exceeds 40 metres and the vehicle travels on the whole network;
_ the load or equipment exceeds 6 metres at the rear of the vehicle, and the vehicle travels
on the whole network.
Other circumstances:
_ the weight requires a significant reduction of speed on certain structures;
_ the vehicle travels in convoy on the whole network.
NOTE
Further to the feasibility analysis, the Ministère reserves the right to require one or more
police or private escort vehicles in situations other than those mentioned above. Justification
for the requirement will be provided to the permit applicant. In exceptional cases or very
specific circumstances, the Ministère can decide not to request the police or private escort
vehicles that would normally have been required.
FINES
As indicated in Highway Safety Code.
RESTRICTED TRAVEL
Vehicles and/or loads travelling under a single trip or project permit are subject to a congested traffic
condition when travelling in the Greater Toronto Area (GTA).

The condition below applies to all single trip and project permits with dimensions that exceed the following
dimensions:
width of 3.70 m on single highways, 3.85 m on multi-lane highways
length exceeding 25 m
height exceeding 4.26 m
weight in excess of 63,500 kg.
Condition:
This permit is not valid for vehicles travelling in the directions entering the Greater Toronto Area (GTA)
between the hours of 7:00am to 9:30am and vehicles travelling in the directions exiting the GTA between
the hours of 3:30pm to 6:30pm in the area described as being west of Thickson Rd (Hwy 401); south of
King Road (Hwy 400) or Stouffville Road (Hwy 404); and east of Trafalgar Road (Hwy 401), Hwy 8
(Hwy403) to junction 403/407ETR/QEW (QEW).
This permit is not valid for vehicles travelling in the directions exiting the GTA between the hours of 7:00 to
9:30 am, and vehicles travelling in the directions entering the GTA between the hours of 3:30 to 6:30pm in
the area described as being west of Whites Road (Hwy 401); south of King Road (Hwy 400) or Stoufville
Road (Hwy 404; and east of Hwy 10 (Hwy 401) or Bronte Road (QEW).

Ontario Ministry of Transportation (MTO) Permit Issuing Office.
