WELCOME
The Tasmanian Formula 500 Speedcar Club Inc. is a not for profit voluntary
organisation. The Club is run by all members along with the Management
Committee who are elected at the Annual General Meeting. The Club is
incorporated.
The following positions are required for the club to function:
President –
Provides leadership and direction for the Club. Responsible for
the governance and success of the Club.
Vice President –
Assisting the President and acting on his behalf on his
absence.
Junior Vice President –
Assisting the President and Vice President and acting on
their behalf in their absence.
Secretary/Treasurer –
Responsible for the financial supervision of the Club
finances and to provide good governance of the club. Is
responsible for the documentation and communication of
the activities of the Club.
Public Officer –
The person who is responsible for any dealings in relation
to the Club’s tax affairs.
Promotions Committee –
Three members who are the Club’s representative for
Carrick Speedway.

What happens during the year?

General Club Meetings - Meetings are held the first Tuesday of every
month (unless otherwise notified) at 7pm at The British Hotel,
Deloraine. All members may attend any General or Special Meeting
as well as our Annual General Meeting. Most decisions on how the
Club is run are made at the General Meeting. Come along and have
your say on the way in which the Club is run. Don’t whinge about
something if you are not prepared to make an effort.

Practice days – we usually hold two practice days a year (depending
on the help that club members are prepared to give) at Carrick
Speedway. It gives drivers, their pit crew, families and friends the
opportunity to have a run in your car if you wish. It is run under full
Speedway Australia Rules and Regulations and any person driving
must be licenced (day licences are available for these days only) and
in full race gear. More information is given when these days occur.

Racing – last season the Club had 20 race meetings on the calendar.
We race at all tracks – Carrick, Hobart and Latrobe.

Every season we hold:
 A series point score over a named number of rounds for the
year.
 Tasmanian Title (entry form required and entry fee applies).
 Ken McKinnell Memorial (Carrick Boxing Day).
 Peter Redpath Memorial (Latrobe).
 Titch Jordan Memorial (Carrick).

End of Year Presentation Dinner - At the end of each racing season,
the Club holds a dinner, alternatively between Devonport and
Launceston. At this dinner the Club awards any points and series
trophies and prize money. Trophies for various categories are also
awarded.

To become a club member
Any person wishing to become a member of the Club must:
1. Pay the appropriate membership fee;
2. Complete a Membership form in front of a Club official and have it
witnessed;
3. Read these Rules. You must agree to these by initialling each page in
front of a Club official. This copy will be held by the Club and a copy
given to the Member
You are advised that your name and or photograph may be used for
promotional purposes including but not limited to the club website and
Facebook.
The club contacts members during the season by TXT, email and phone calls.
It is your responsibility to ensure the details you have given the club on your
membership form are correct and kept up to date. It is also your responsibility
to check these forms of media contact. No responsibility will be taken for the
incorrect phone number or email address.

Your responsibility as a club member
All Club members, whether it be as a driver or social member, have agreed to
abide by:





from time to time, including any updates that may arise during the
season.
The Club acknowledges that Members participate in online social media both
through contact with sites moderated by the Club and personally. All social
media interactions relating to the Club, any Member thereof or speedway
racing must be done in a positive manner. The accessible nature of the
internet can lend itself to the posting of threatening or derogatory material in
the heat of the moment. Comments on social media are permanent and
broadly distributed. The Club will not tolerate the posting of inappropriate or
bullying comments on any forum and will impose a penalty to the Member.
All members must obey the Club Code of Conduct. The Code of Conduct is
set out in the annexures to the Rules.
In the event of inconsistency between these Rules and either the Formula
500’s Australian Inc. Supplementary Racing Regulations Specifications or the
Australian Speedway Racing Rules and Regulations, the provisions of these
Rules shall apply in precedence.

All cars are scrutineered at the track before every race meeting. By nominating
for a race meeting you agree to submit your vehicle as required to be
scrutineered and to comply with the decision of the scrutineer.
Nominations
All nominations for race meetings are completed online at:
http://speedwaytasmania.com.au/
Once you have registered your car and your membership has been fully
approved in accordance with the Club’s constitution, your details will be added
to the database. You may add some extra details about your car to the
database at that time e.g. sponsor names, change the driver of the vehicle.
When you first enter Speedway Tasmania website, your log in details are T??
(your car number) and the password is 0000 until you change it. You must
select “Formula 500”.
Nominations close 6 days prior to the commencement of the race meeting i.e.
Racing for Saturday 11 January closes on Sunday 5 January.
If you are unsure if you will be able to race due to waiting on parts to arrive
ONLY, you must nominate and let the club know the circumstances by phone,
txt or email prior to the close of nominations. You have until 2 days prior to the
event to withdraw your nomination by going to the online nomination site and
de-nominating. You must also notify the Club by telephone, text message or
email. i.e. Racing for Saturday 11 January closes on Sunday 5 January, denominating closes Thursday 9 January.

If you nominate and do not turn up for the meeting, you agree that the Club
may take as a penalty any tow money payable at the next meeting you race. If
you do not nominate and turn up, you will run ROF for heats.
By nominating online, you have agreed to all track and club rules and
regulations.
More detailed nomination instructions are at the back of this book.
Some races also require a paper entry form to be completed and a fee may be
payable. The form and payment is required to be completed and returned as
per the same date/time as online nominations. These can be found on the
club website and will be emailed to all drivers if required.
Non Tasmanian Entries
Non Tasmanian registered drivers are eligible to enter races held in Tasmania.
All non Tasmanian registered drivers must fill out an entry form for each
meeting they wish to race in and pay the appropriate entry fee if applicable.
They are not required to nominate online. Any non Tasmanian registered
driver will be required to run under the exact same rules and regulations as
Tasmanian drivers.
Transponder and Race Receiver
All cars/drivers must use both a transponder and race receiver. Transponders
can be hired or purchased from the Speedway Australia website. The
transponder number should be recorded on the Speedway Tasmania
nomination page or given to the Secretary. If the number is not recorded, you
laps are not recorded. All race receivers run under channel 970.

At the track – the Chief Steward is in control of you
and your crew from the time you enter
the track grounds until ½ hour after
the completion of the last race.
Arrival at the track
You will need to arrive at the track a minimum of 1 ½ hours prior to the
advertised commencement time of the race meeting to sign in. It is your
responsibility to check the start time of each race meeting - check track
websites or contact the club. The club sends all nominated drivers a
courtesy text message the morning of the race meeting reminding drivers of
sign in time. If you know in advance that you will not be able to get to the track
by sign in time, talk to a club official. You will also be sent a txt if the meeting
has been cancelled due to poor weather as soon as the club is notified.
When entering the track facilities, all drivers and persons entering the track
must sign in at the pit office. The club does check the sign in forms so make
sure it is correct. An arm band is placed on your wrist. DO NOT REMOVE IT.
IT CAN NOT BE REPLACED. You will be removed from the pits without your
armband.
At sign in, all drivers, in front of the Chief Steward or a club official, must read
the Code of Conduct and Declaration and sign to say they have read both and
agreed to abide by their terms. A sample Code of Conduct and Declaration by
Entrants and Drivers is attached to the back of this book. Drivers will also
draw balls for the grid draw. The draw is final once it has been completed. All
drivers receive 2 heats and 1 final for normal race meetings. Depending on
the numbers of cars entered, there may be split heats.
All cars and driver’s race gear will be scrutineered at each race meeting prior
to the Drivers’ Briefing. The Club has the right to inspect any equipment or
safety gear that you or your crew use. Your log book must be handed to the
scrutineer - yourself and the scrutineer are to sign the book once scrutineering
your car is complete. Your log book is then retained by the club until the end
of the race meet. This allows the Chief Steward, Scrutineer or Red Card
Officials to make any required entries into your log book during the night’s
racing.

Drivers Briefing
A drivers’ ONLY briefing is held approximately 45 minutes prior to the start of
the race meeting. All drivers will be notified in advance, at the track, the time
of drivers’ briefing and must attend in full race gear.
The “Duty of Care” statement is read to all drivers. This is available in the
Australian Speedway Racing Rules and Regulations book.
The Chief Steward will address the drivers with any concerns that he may
have. He will give any information from the Officials’ Briefing that is held prior
to Drivers’ Briefing.
Drivers are to speak up with any concerns that they may have.
A Drivers’ Representative is elected at the Drivers’ Briefing. We endeavour for
this person to be independent from any race team where possible. When the
Drivers’ Representative is announced during briefing, if you do not agree,
speak up.
All issues with other drivers or any racing incident, are to be raised with the
Drivers’ Representative. Under no circumstances should a driver, their crew
or family approach another driver or person regarding any incident. No
member of your crew, family friends etc. have the right to approach, abuse or
degrade any official or any other person at the track either face to face, by
social media or any form of communication. This is considered a breach of
the Code of Conduct and the driver and or person/s involved will be
penalised.

General Racing and Track Information
The Chief Steward is in control of the meeting. The Chief Steward has control
of all drivers, pit crew members and officials from the time they enter the
speedway complex (including public areas and car parks) until 30 minutes
after the completion of the last event of the race meeting program. (as per rule
5.2.2)
All new drivers to the Formula 500 division will be required to run rear of field
for 3 race meetings (minimum) or until such time the Chief Steward clears
them to run in the field.
It is the Chief Steward and Red Card Officials duties to ask any driver to show
all safety clothing that is being worn.
All race cars must use a transponder
All cars must run a race receiver – channel 970.
Scales—if scales are being used, cars must go directly to the scales from the
track. Disqualification will occur if this is not adhered to.
Take the time to read the rule book. There is no point going onto the track if
you don’t know the rules. Read Speedway Australia Rules.
If you will not race the next heat due to damage, let the Race Secretary know
so that the grid can be crossed over. Once cars are on the dummy grid, there
is no crossing of grids.
All cars must line up on the dummy grid in race order. The race is on the
track, not the pits. The Race Secretary is on the dummy grid to make sure all
cars are in the correct order. No car is to enter the track unless instructed to
do so by the Race Secretary or Pit Marshall. Cars enter the track one lane at
a time as instructed. Take care when driving through the pits. Keep car speed
to a walking pace and comply with any signs, flags or marshalls.
When entering the pits from the track, keep car speed to a walking pace and

There is to be no deliberate burn outs etc. within the pits or the track unless
authorised to do so. Track penalties apply.
No smoking at all in the pits – this includes inside vehicles, trailers and
transporters.

All drivers must be able to produce 0.00 readings for alcohol and drugs. Drug
and alcohol testing can occur at any time.
All race teams MUST have a fire extinguisher as per Speedway Australia Rule
Book.
You MUST be Speedway Australia Licenced/Insured to ride a push bike or
enter the infield.
No driver or crew is to enter the infield without the permission from the Race
Secretary, Pit Marshall or Promoter. If any person associated with your crew
enters unlawfully, you will be disqualified and fined.
Pit Rules—short sleeve t-shirts and shorts below the knees. NO SINGLET
TOPS.
Any incident or injury must be reported to the Chief Steward, Event Director or
Race Secretary so that the appropriate paperwork can be completed. All
incidents, on or off the track, are reported to Speedway Australia.
End of race meeting
It is your responsibility to locate the Club Secretary to sign for any tow and or
prize money and your log book. If you do not collect it, it will be available at
the next race meeting.
Leave the pits the way you found them – no rubbish, wings, tyres or tyre
grooving leftovers etc. Tow/prize money will be forfeited at the next race
meeting you attend if you do not clean up.

Point Scoring
At present, the club runs two racing points scores:
 Powranna Plant Hire Series and
 Club Point Series.
Powranna Plant Hire Series – this is run generally over 9 or 10 race meetings
throughout the season. There is a small cost to enter and sponsor stickers
need to be placed on the car. Points are awarded to all drivers who enter and
turn up to the race meeting and extra points are awarded depending on
finishing placing's in the heats and final. Prize money is paid to all who enter.
There is an entry form to be completed which states all supplementary rules
and regulations.
The club also holds a general point score that runs for the whole season at all
track meets.
Tow and Prize Money
The Club pays each driver a set amount of tow money to attend each race
meeting.
Prize money is also awarded to the first three placegetters in the final. All
money is to be signed for at the end of each race meeting from the Secretary.
Please note – nominated drivers do not pay to enter the track at Latrobe and
Hobart. Therefore, any tow money paid to drivers will be tow money less $25
(as entry fees may change so does the amount owed to drivers) = $45.
Drivers pay to enter the track at Carrick so the full amount is paid.
Prize money is calculated on the numbers of cars that enter as the club gets
appearance money based on the number of car that nominate. Therefore this
will change from meeting to meeting. Once all tow money is paid, the “left
over amount” is divided the following way –

The other 50% is split - 50%, 30% and 20% between 1 , 2 and 3 place
getters in the final
Each driver must donate their first nights racing tow money to the Club’s
general fund each season. This is usually put towards a large costing item
that the club purchases.

Licence & Insurance
All drivers must be licenced. This licence also includes insurance.
Pit Crew and Officials – Pit Crew and Officials have to be licenced. This can
be purchased through Speedway Australia or purchased at the pit office on
arrival each night.Every person who is at the speedway is covered by public
liability insurance.If you wish to make a claim you have to prove that the
promoter/s of the track has acted in a negligent manner and sue the
promoter/s.
If you are injured and hold a driver’s licence or a have purchased insurance
you do not have to prove negligence or fault.If you are hurt at the track you are
automatically covered.
All cards for licences and insurance purchased through Speedway Australia is
returned directly to the club. These will not be posted but need to be collected
from the Secretary once membership has been finalised.

Incident Reports & Chief Steward Reports
All incidents at the track are reported to Speedway Australia.
An incident may be documented on either an Incident Report or the Chief
Stewards Report.
These forms are Speedway Australia policy and the Club is required to return
these forms after each meeting. Incidents include but not limited to crashes,
dangerous driving, confrontations, physical or verbal abuse, non compliance of
rules, breaking the Code of Conduct, alcohol or drug issues — all to name a
few.
Any person involved in any incident is named and you are required to sign the
paperwork.

Disciplining of Inappropriate Behaviour
Whilst very unusual, the Club will impose penalties for inappropriate
behaviour, both on and off the track. All members are warned that the
Management Committee at its sole discretion can:
 Issue a warning to a Member that they may be fined, suspended or
expelled if their actions continue in a specified manner;
 Ask a Member to leave the track at a race meeting if that is in the best
interest of other Members:
 Levy a fine in the circumstances allowed in these Rules or the Code of
Conduct;
 Commence disciplinary proceedings.
In addition to any power that the Management Committee may have pursuant
to these Rules or the Club’s constitution to fine, suspend or expel a Member,
the Chief Steward may impose any penalty allowed by the Australian
Speedway Racing Rules and Regulations. Any penalty imposed by the Chief
Steward will be dealt with in the manner specified therein.
Disciplinary proceedings by the Management Committee.
The Management Committee may discipline a Member that has breached the
Code of Conduct, these Rules or engaged in any other conduct deemed by the
Management Committee to be unsatisfactory.
Issue of a fine:
The Management Committee may impose a fine in writing to the Member
within 7 days of the breach of conduct.
The Member may appeal the imposition of the fine within 7 days of receipt of
the notice.
The appeal will be held within 7 days of receipt, in the manner specified in the
Club’s constitution.
Suspension.
The Management Committee may suspend the Member’s licence to race or
practice effective immediately by notice in writing to the Member within 7 days
of the breach of conduct.
The Member may appeal the imposition of the suspension within 7 days of
receipt of the notice.
The appeal will be held within 7 days of receipt in the manner specified in the
Club’s Constitution.
This is a secret ballot.
If a motion is proposed at a General Meeting for the disciplining of a member
by the Management Committee, the Chairman shall first put a motion that the

member be called upon to explain his or her conduct. If that motion is carried
by a simple majority of those present and voting, the motion for the disciplining
of the Member must be adjourned to a meeting not less than 14 days later.
The Member named in the motion must be given notice in writing of the
conduct complained of and that Member it is entitled to present oral or written
evidence or argument to a Special Meeting on a given date.
At the later meeting, Members present must give the Member the opportunity
to be heard, and consider any oral or written evidence or argument presented
by the Member or on the Members
If the meeting determines by majority vote that the member should be
disciplined for the conduct the subject of the motion, a penalty of either a
monetary fine, suspension or expulsion will be imposed by the Management
Committee in its absolute discretion, subject only to the right to appeal allowed
by these Rules
A member may be expelled in accordance with the provisions of the Club’s
constitution.

Carrick Speedway
Carrick Promotions, the promoter of Carrick Speedway, is a joint partnership
between the Club and Carrick Speedway Drivers Association.
The Club has three members join the Carrick Promotions Committee each
year. This committee is responsible for the running of all meetings at Carrick
Speedway.
As half owner of the lease, the Club can be called upon to help at working
bees with man hours or with the input of funds to run the track. Your help is
always appreciated at working bees.
The Club does not receive any money from Carrick Speedway Promotions. All
funds are put back into the improvements at the track.
Bar at Carrick Speedway
The Club runs the bar at Carrick Speedway in the pit clubrooms at the end of
each race meeting. A club member holds the licence for the sale of alcohol
and this allows the Club to raise over $3000 per season. You may not notice
the funds that are raised but if we discontinued, you would notice any payout
changes that need to be made. All members are expected to help.

Code of Conduct
As a member of the Tasmanian Formula 500 Speedcar Club Inc (“the Club”) I
agree I will
Always comply with the rules, be truthful and law abiding.
 Not lie or falsify any documents.
 Be responsible for my own conduct as well as the conduct of any
person associated with me, such as pit crew, family, friends and
sponsors.
 Ensure that any minor who has attended the race meeting with me is
always under the direct supervision of the adult known to that child.
 Give the utmost respect to Officials - abiding by their decisions. I
acknowledge Officials have volunteered their services for the smooth,
efficient and fair conduct of the race meeting.
 Behave in manor so as not to bring myself or the Club into disrepute.
 Know and understand and comply with all rules and regulations.
 Adhere to Australian Speedway Racing Rules and Regulations,
Speedway Australia Pit Rules & Regulations and the Speedway
Australia Drug & Alcohol Policy.
 Adhere to Formula 500’s Australia Inc. Supplementary Racing
Regulations
 Adhere to the Club’s Operational Rules.
 Respect track operators by adhering to the rules and guidelines of
each track.
 Control my temper—we have a drivers representative, use them!
 Not engage in inappropriate behaviour—including but not limited to:
o Swearing
o Shouting
o Physical and verbal abuse
o Threats
o Bullying
o Intimidating actions
WORKING ON CARS
Working on race cars will do so in a safe manner and using safe methods at all
times. E.g. Jack stands, approved fuel containers.

AFTER RACING HAS FINISHED
Clean up pit area and leave it in a respectable manner.
Leave the race track at a safe speed and must not break traction when driving
in the pit area.
SOCIAL MEDIA
Use social media responsibly and with respect for other Members and the
public.
CODE OF CONDUCT FOR OFFICIALS:
 Be impartial, consistent and objective at all times.
 Understand the purpose of the rules of competition
 Be co-operative and understanding.
 Place the safety and welfare of all participants above all else.
 Ensure the spirit of competition is maintained.
 Condemn unsportsmanlike behaviour and promote respect for all
competitors.
 Be understanding and co-operative in the interpretation and
application of rules and penalties.
 Condemn unsportsmanlike behaviour and promote respect for all
competitors.
Failure to comply with this Code of Conduct will be treated seriously. Failure
to treat fellow competitors, stewards or officials within the bounds of
appropriate behaviour (as determined by the Clubs Management Committee in
its absolute discretion) will result in your disqualification from the nights racing
i.e. no tow/prize money or race win including blue ribbon events. Breaches of
this Code of Conduct may also result in fines, suspensions, tribunal hearing,
expulsion from the Club and cancellation of your Speedway Australia licence.

DECLARATION

500’s Australia Inc., Tasmanian Formula 500s Speedway Club Inc., race
officials, promoters and the race track are jointly and severally released from
all liability for any death, bodily injury, loss or damage which may be sustained
or incurred by me as a result of participation in or being present at a race
meeting. I acknowledge that motor racing is dangerous and accidents causing
death, bodily injury, disability and property damage can and do happen. I
confirm that I have agreed to participate at my own risk. If I become aware of
any circumstance that may affect my safety or the safety of any other person, I
agree that I will immediately advice a race official.
IF THE DRIVER/MEMBER IS UNDER 18 YEARS OF AGE, a parent or
guardian must counter-sign the Driver’s/Members signature

SPEEDWAY TASMANIA
ONLINE NOMINATION PROCEDURE
Step 1:
Go to www.speedwaytasmania.com.au
Step 2:
In the top right hand corner you will find the login boxes.
Username: T55 (your number)
Password: **** (0000) until you change it - Division: Formula 500s
Your username is your car number.
You will be given the password to the system. You will be requested to change
this once you log in for the first time.
You then need to select your race division.
Step 3:
Once you have the above details in - select logon.
Step 4:
Once you have logged on you will see your profile page come up.
All the above details were entered based on the membership form the car
owner has filled in.
You will need to enter your transponder number if you have one and choose to
use it all season. You can also add two of your major sponsors and chassis.
After you have logged in for the first time it is recommended that you change
your pin (Password).
If you need to add a driver to race your car you can do so on this page click
“Add a Driver to This List”. You can also delete drivers from the list.
If you have made any changes please make sure you click “SAVE CHANGES”
otherwise your changes won’t be saved.
Step 5:
Nominating for a race meeting.
To nominate for an event. Click “My Calendar”.
That will bring up a list of events for your division.
Step 6:
On the right-hand side is a check box. Click the events that you want to
nominate for then click “Nominate”

Step 7:
Once you have clicked “Nominate” the above screen will come up.
Select the driver you want to nominate for those events. Also you can add or
change you sponsors & chassis here.
Once happy click “Confirm”
Step 8:
Once you have nominated for a meeting, your nomination will be added to the
list on the “My Nominations” page under your profile like example above. This
is where you can also “Delete” your nomination if you wish to pull out of the
meeting. You can also “Edit” your sponsors & chassis here.
If you go back to My Calendar it will have the word “Nominated” beside the
events you have nominated for.
To delete your Nomination
To delete your nomination for a specific event go to “My Nominations” and the
list of events you have nominated for will come up.
Click “Delete” on the event you want to withdraw from.
Click “Yes – Withdraw My Nomination” and your nomination will be deleted.

Definitions
“Club” means Tasmanian Formula 500 Speedcar Club Inc.;
“these Rules” means this document comprising the Operational Rules made
pursuant to the Club’s constitution
Terms that are defined in the Club’s constitution will have their same meaning
here.
Where terms are defined in the Australian Speedway Race Rules and
Regulations, the term will have the same meaning here. If there is any conflict
between the definition provided in the Club’s constitution and the Australian
Speedway Race Rules and Regulations, the definition in the Club’s
constitution will take precedence
