Marketing & Public Relations • One full-colour page in the Fair catalogue • VIP passes • Vernissage invitations • Standard tickets for general admission • Listing on Art Stage Singapore’s website and Fair map/programme • Artsy content management system (details will be sent separately) • Marketing and public relations undertaken by Art Stage Singapore Fair Logistics • Exhibitor passes • Contractor passes, if required • General 24-hour security of public areas • General daily cleaning EXHIBITOR ENTITLEMENTS 13 6 | SHIPPING Art Stage Singapore is not appointing an official shipper, freight forwarding agent or art handling company for the 2014 edition of the Fair. This enhances transparency and gives Exhibitors the flexibility to choose whom they wish to work with. To enable your smooth participation, Exhibitors and their appointed contractors are to comply with the following guidelines of Art Stage Singapore and Marina Bay Sands. Appointing Your Shipper Exhibitors should share the following important points with their potential or appointed contractor(s): • Only shippers/freight forwarding agents who possess a Security Bond with Marina Bay Sands may enter the exhibition halls, and to operate the forklift and crane machines. • Agents who do not hold a Security Bond may enter the exhibition halls in cooperation with companies already in possession of one. Alternatively, they may apply for a Security Bond directly with Marina Bay Sands. Art Stage Singapore will contact all participating shippers, freight forwarding agents and art handlers to coordinate the delivery schedule to and from Marina Bay Sands. Please complete Service Order Form 1: Appointed Shipper and send it to us by 22 November 2013 Delivery To/From Marina Bay Sands 14 • All shippers, freight forwarding agents and art handlers require an Onsite Contractor Pass to work within the exhibition halls. The pass must be displayed at all times. • All goods vehicles entering the Loading Dock of the Sands Expo & Convention Centre must possess a valid Vehicle Access Pass. It must be clearly displayed on the vehicle windscreen at all times. • The speed limit within the loading dock is 15km/hour. • Parking or waiting within the Loading Dock is strictly not allowed. All vehicles must leave immediately after loading/unloading. • Passenger vehicles are prohibited from entering the Loading Dock. SHIPPING • To request for the Vehicle Access Pass and Onsite Contractor Pass, your shipper, freight forwarding agent and art handler must contact Mr Isrudy Shaik, Back-of-House Coordinator, with the following details: o Exhibitor name o Company name of shipper, freight forwarding agent and/or art handler o Vehicle number(s), type and size o Description of goods o Name of driver(s) and all crew • Exhibitors must be present to receive and inspect each delivery. Art Stage Singapore will not be able to sign for deliveries on an Exhibitor’s behalf. Forklift & Crane Operations Forklift and crane machines must be hired from MBS—no external machinery is allowed. Art Stage Singapore must be informed of all forklift and crane operations prior to move-in. Storage During installation and de-installation, Exhibitors and their appointed contractors may gather all general rubbish along the aisle in front of the booth for removal. All cartons, crates, containers, packing materials, etc., which are necessary for repacking exhibits should be labelled “Empty” and removed from the booth by your appointed art handler or shipper. At no time should anything of value be stored in these items. Exhibitors should liaise directly with their appointed contractors regarding storage of artworks and empty crates. Art Stage Singapore will not be liable for any damage or loss whilst in storage. Hand-Carried Items For artworks hand-carried to Singapore, the Exhibitor’s Singapore-based shipper must fax a copy of the Customs In-Non-Payment (Temporary Consignment) Permit to the Exhibitor. The Permit and the artworks must be presented to Customs for verification and endorsement at the entry point e.g. Singapore Changi International Airport. For artworks hand-carried out of Singapore, the Singapore-based shipper must provide the Exhibitor with a copy of the Customs OUT (Temporary Consignment) Permit at the end of the exhibition. The Exhibitor or the Singapore-based shipper must then produce the OUT (Temporary Consignment) Permit and the artworks/goods for Customs verification and endorsement at the exit border point. Upon arrival or departure from Singapore, all packages may need to be opened and checked against the packing list and declared value. Please be adequately prepared and bring along any extra material required e.g. gloves, adhesive tape, etc. Exhibitors are encouraged to declare the true market value of their artworks/goods. A fine may be imposed in the event of an undervaluation, non-declaration or an erroneous declaration. SHIPPING 15 Controlled/Prohibited Goods Like all countries, Singapore either prohibits or restricts the import of certain goods. Please refer to the list below. Logistics Planning The appointed contractor is to liaise with Art Stage Singapore on the Vehicle Access Pass, delivery schedule and regulations by Marina Bay Sands. Exhibitor is to provide their contractor and Art Stage Singapore with full details of the freight, in particular any fragile, heavy or bulky exhibits. Delivery to Marina Bay Sands Contractor may only enter the exhibition halls at the scheduled delivery time with a Vehicle Access and Onsite Contractor Pass. Exhibitor must be present to receive and inspect the shipment. Artwork Installation SHIPPING 17 7 | INSURANCE Exhibitors should have adequate insurance coverage for their participation in Art Stage Singapore 2014. This may include, but is not limited, to: • Transit to and from Marina Bay Sands • Installation and de-installation • Exhibition, in particular during Fair opening hours • Off-site storage Exhibitors are advised to consider the following types of coverage: • “All Risks”: Cover against loss/damage of exhibits, including transit to/from the Fair. • “Personal Accident”: Covers bodily injury/illness to insured and his/her staff; may be extended to employees of appointed contractors. • “Public Liability”: Cover against liabilities to third parties for bodily injury/illness, and loss/damage to their property. Please examine the terms and conditions of your existing coverage, and seek advice from your insurance provider—in sufficient advance time—prior to the Fair. The information may also be used for other marketing and public relations purposes. Art Stage Singapore will not be liable for any incorrect information provided by Exhibitors. Art Stage Singapore may, upon request, incorporate information submitted by Exhibitors in the aforementioned elements, as well as resize and adapt them for promotional and publicity purposes. Please submit Service Order Form 3: Exhibitor Information by 22 November 2013. Marketing Kit A marketing kit has been produced for exhibitors’ use. It includes generic banner advertisements for websites and social media pages, official logos and colours, as well as specific guidelines on their use. MARKETING 19 9 | EXHIBIT AREA DESIGN Each Platform is a large, shared exhibition space with these standard provisions: • Perimeter walls (4m high x 50mm thick) surrounding the Platform, subject to the respective Platform Curator’s exhibition design • General lighting (white wall-washer lights, 150W Master HQI 4200K) In each Platform, each Exhibitor’s artwork(s) will be presented as part of a curated group exhibition. The flow and layout of exhibits will be designed by an appointed Platform Curator. Unless the display of an exhibit specifically requires so, partitions will not be erected around the exhibit. Exhibitors are to work closely with Art Stage Singapore in designing individual exhibit areas. Please read the following information carefully. (1) Furniture Each Exhibitor is entitled to one chair and one shared table. Exhibitors are not permitted to bring their own furniture. (2) Electrical Power Point Type Load Capacity 13A/230V Up to 800W Each Exhibitor is entitled to one power point, intended for one device and general office use only. Exhibitors are not permitted to power multiple devices with this socket as it may trip the power supply to your exhibit area, the Platform and neighbouring exhibitors. Additional Orders Depending on the display requirements of the artwork, your exhibit area may require partitions, lighting fixtures, electrical supply, painting, AV equipment, etc. These can be ordered through Art Stage Singapore. Art Stage Singapore will absorb the cost of orders for the following items: • • • • • • Walls & Partitions Lighting Electrical Power AV equipment Wall painting Darkrooms with ceiling Exhibitors must fill up the relevant service order forms to request for these items—please refer to the information below. Wall Elements Exhibitors may order additional walls/partitions if required for the display of exhibits. They are available up to the standard height of 4m; and can be built at different depths (the standard depth is 50mm). All additional wall elements must be stably supported. This can be achieved through various ways described below. (1) Metal/Wooden Beams Wall elements, if placed approximately within 1m from the nearest truss or wall, can be supported by adding metal or wooden beams. The visuals below illustrate a 3m (L) x 4m (H) partition rigged to the nearest truss by two 1m metal beams. In designing your exhibit area, please consult us if you are unsure whether an additional wall element that you require is adequately supported. UNSTABLE: the additional wall is only supported at one end to the perimeter wall. UNSTABLE: the standard wall (50mm depth) cannot stand on its own without support. STABLE: the additional wall is supported by two partitions at 90°. STABLE: the additional wall is supported at one end by the perimeter wall, and the other end by a partition at 90°. Each electrical power point is intended for one piece of equipment only. Multiple connections are not permitted as this may cause an overload, leading to power failure in your exhibit area, the Platform and even adjacent Exhibitors around the Platform. All electrical connections must be compatible with the infrastructure of Marina Bay Sands, and adhere to Singapore electrical standards. Artworks requiring high voltage and with complicated wiring require prior approval. You are advised to provide precise specifications for your artwork. Late and/or incorrect orders may cause delay in the electrical supply to your exhibit area, equipment malfunction or even power failure. Wall Painting Wall painting Exhibitors may order coloured walls. In your design, please highlight the specific wall section and indicate the Pantone Colour Code. EXHIBIT AREA DESIGN 29 Ceiling For video exhibits and other exhibits which so require, Exhibitors may order a darkroom with the following: • • • • Additional walls to enclose the exhibit area Painting the four interior walls in black or dark colours Black fabric ceiling and entrance(s) Fire safety requirement: all drapes, curtains and fabrics must be certified flame-retardant. One fire extinguisher for every 12m2 of ceiling space This is a fire safety requirement. AV Equipment Exhibitors may order AV equipment for video works. A catalogue of generic equipment is listed in Service Order Form 7: AV Equipment. Video work 30 EXHIBIT AREA DESIGN Artwork Installation Hanging Your Artworks The skeleton of the standard wall is made up of vertical and horizontal spines with a load capacity of 50kg per linear metre run. When installing artworks, Exhibitors are advised to fix the screws, as close as possible, into the wall’s spines—please see the diagrams below. Extreme weight will cause the wall to warp. Artworks which exceed the wall’s load capacity require reinforcement. In order for you to check the lighting condition for your artworks, the general hall work lights will be switched off from 1700 - 1730 on 13 &14 January 2014. Unless otherwise advised by Art Stage Singapore (e.g. in the case an Exhibitor presents a single 2D artwork), Exhibitors are required to submit their proposed designs. The Exhibitor’s proposed design and list of order requests is subject to revisions depending on the Platform Curator’s professional feedback and technical constraints. Art Stage Singapore will proceed with the orders only upon its approval of the design. Exhibitors are to submit their proposed design by 22 November 2013 through the forms below. We are unable to accommodate any major changes once your design is processed and approved. Hence, it is important that you provide a precise vision of your exhibit area at the point of submission. Should you have any queries, please contact Ms Haslinda Abdul Rahman, Manager, Platforms. 32 EXHIBIT AREA DESIGN 10 | LICENCES & PERMITS Whilst the Singapore authorities are generally very supportive of the Fair, there are particular local laws and regulations, which need to be respected in order to ensure your successful participation at Art Stage Singapore 2014. Performances & Videos Both performances and videos in any form, unless exempted, require a licence by the Media Development Authority (MDA). Art Stage Singapore will make individual applications for performances and videos featured at the Fair on behalf of Exhibitors. MDA will evaluate each application based on certain criteria, for instance its relationship with race relations, religion, violence, nudity, sexual content and coarse language. If necessary, MDA may assign an appropriate restricted view condition, age rating and/or audience advisory. The licensing cost will be absorbed by Art Stage Singapore. Artworks Artworks exhibited for sale during the Fair normally do not require a licence. However, if an artwork contains mature/graphic content, MDA may recommend a suitable audience advisory to be displayed, a restricted view condition or age rating. Exhibitors should submit comprehensive information on all performances, videos and artworks of mature/graphic content that they wish to present within their respective Platform. Use of copyrighted music at the Fair require a Copyright Music Permit from the Composers and Authors Society of Singapore (COMPASS), unless otherwise exempted. Art Stage Singapore will submit an global application for the Fair, and will absorb the cost of procuring the Permit. Exhibitors will therefore be permitted to play copyrighted music within their designated exhibit area. LICENCES & PERMITS 33 11 | LOGISTICS Fair Access Front of ‘Exhibitor’ pass For security reasons and to ensure smooth operations, access to the Fair is controlled and managed by Art Stage Singapore, together with Marina Bay Sands. Access to exhibition halls D, E and F of the Sands Expo & Convention Centre will only be granted to those with a valid pass or ticket. The staff of Art Stage Singapore, Marina Bay Sands and any appointed security guards are empowered to conduct verification at all exits/entrances. Each Exhibitor is entitled a maximum of five Exhibitor Passes. They are intended only for the Exhibitor’s staff, artists and any hired photographer/videographer. All passes are non-transferable and must be displayed at all times. Personnel who do not possess a valid pass or ticket will be denied entry to the Fair. To maintain the professional image of the Fair and your gallery, it is important that your exhibits are not left unattended during opening hours. If you need to hire temporary staff, you may contact our staffing vendor, Kelly Services. They have a ready pool of candidates as gallery sitters and interpreters in the main Asian/European languages. All staffing requirements and payment details are to be worked out between Kelly Services and yourself. Art Stage Singapore will not absorb the cost of hiring temporary staff for your exhibit area. Security Art Stage Singapore will implement measures to provide general 24-hour security for the Fair, including hiring security personnel, verification checks, and manning the Fair’s public areas. However, due to the scale of the Fair, we seek your understanding that it is not possible to ensure seamless surveillance of each exhibit. Exhibitors must ensure that their exhibits are permanently attended during installation/de-installation and opening hours. Art Stage Singapore cannot accept liability for property that are lost, stolen or damaged exhibits or property. For additional security, Exhibitors may either install their own CCTV system or order one from our CCTV vendor, WiSOL. The company has experience in installing temporary CCTV systems at Marina Bay Sands. Art Stage Singapore will not absorb the cost of installing a CCTV system in your exhibit area. Cleaning Art Stage Singapore will arrange for MBS staff to clean the Fair’s common areas on a regular basis. During installation/de-installation, Exhibitors may place general rubbish along the aisle in front of their Platform for removal. However, all bulky cartons, crates, containers, packing materials, etc., which are necessary for repacking exhibits should be removed from the exhibit area by your appointed art handler or shipper. Exhibitors are encouraged to check the condition of their exhibits daily, before the opening of each Fair day. 36 LOGISTICS Postal Services Marina Bay Sands offers a range of office and courier facilities for Exhibitors. Mail, parcels and consignments can be sent directly to the Mail & Package Centre, where they will be stored until they are collected, or Marina Bay Sands can arrange delivery to the exhibition halls or meeting rooms. Exhibitors can also send out mail and parcels. Handling fees will apply. Hand-Carried Artworks All sold artworks that are hand-carried out of the Fair will be subject to verification by security personnel. Exhibitors must provide the collector/buyer with a sales receipt and an endorsed Artwork Exit Form, available from the Art Stage Singapore service counter. LOGISTICS 37 12 | MEDIA ACCREDITATION & PHOTOGRAPHY/VIDEOGRAPHY Access to the Fair is controlled and managed by Art Stage Singapore, together with Marina Bay Sands. This is to ensure the Fair’s security and smooth operations for all Exhibitors. Exhibitors who wish to invite the media to attend the Fair and/or arrange photography/videography/audio-visual services to document their participation need to inform Art Stage Singapore in advance. Art Stage Singapore will only issue passes to accredited personnel. Without our approved consent, we reserve the right to deny entry and/ or confiscate any media devices used within the Fair. Admission to the Fair is by a valid pass/ticket only. Art Stage Singapore will refuse entry to anyone who fails to provide proof of entry, is intoxicated, or in any way likely to cause a disturbance or disruption to the Fair. All passes/tickets are non-transferable. Advertising and promotional activities must only be conducted within the Platform in which you are exhibiting. Unless approved in writing in advance by Art Stage Singapore, Exhibitors may not use the Fair’s common areas, including aisles and front-of-house areas, for such purposes. Audio-visual presentations must be designed in such a way that the audience is contained within the exhibit area, and do not impede human traffic flow in the Fair’s common areas e.g. aisles. Catalogues, brochures and laptop/tablet presentations may only be placed at the common reception area within the Platform in which you are exhibiting. Electricals • Installation of power mains to your exhibit area can only be conducted by the Official Show Builder, Kingsmen Exhibits. • All electrical connections must be compatible with the infrastructure of Marina Bay Sands, and adhere to Singapore electrical standards. • The Exhibitor, or his appointed technician, may connect the artworks within the exhibit area, but Kingsmen Exhibits must inspect the wiring before they are switched on. • Art Stage Singapore and Kingsmen Exhibits reserve the right to disconnect electrical supply to any artworks which may cause power failure or discomfort to visitors and other Exhibitors. • Each electrical supply provided is intended for one piece of equipment only. Multi-point sockets are not permitted. FAIR RULES 39 Fire Safety Access to all fire hosereels and extinguishers must not be obstructed. • The build-up of your exhibit area must not obstruct access to all emergency exits, as well as fire protection (fireman access points, fire extinguishers, hose reels, shutters, etc) and security systems (public announcement speakers, CCTV cameras, etc). The minimum clearance from fire extinguishers and hose reels is 1.5m. • All drapes, curtains and fabrics used for the booth build-up must possess an authentic certificate proving the material is flameretardant. • The design of your exhibit area must make provision for adequate clear space away from all entrance/exit doors. • Liquefied petroleum gas, flammable liquids/gases and naked flames are not permitted. • An enclosed exhibit area with a ceiling require a fire extinguisher for every 12m2 of ceiling space. A First Aid Kit is available at the Art Stage Singapore service counter. Floral arrangements may only be displayed within the Platform in which you are exhibiting, and not on the aisle. Hazardous items must be reported in advance to Art Stage Singapore. This includes, but is not limited to: • Kinetic and mechanical parts • Sharp objects and/or edges • Poisonous fluids, chemicals or substances • Artworks with hot surfaces including low hanging lights • High voltage exhibits Lost property, damages and accidents should be documented and duly reported to Art Stage Singapore. 40 FAIR RULES Operations Before the Fair • • Any changes to the exhibits must be communicated to Art Stage Singapore at least three weeks before the Fair’s opening. Such changes shall not be effective unless approved in writing. Exhibitors must provide accurate measurements, weights and other technical specifications for their exhibits, and ensure the design of their exhibit area complies with all guidelines described in this manual. During Installation/De-installation • • • • Please supervise the installation/de-installation of your artworks at all times. Exhibitors are to adhere to the daily schedule provided by Art Stage Singapore. All cartons, crates, containers, packing materials, etc., which are necessary for repacking should be labelled “Empty” and be removed from the Platform in which you are exhibiting. No valuable items should stored in empty boxes meant for removal or safekeeping. Exhibitors are not allowed entry into site offices, the catwalk, and any mechanical, electrical or plumbing rooms. During Opening Hours • • • • Do inspect your exhibit area at the start and end of each day. Please ensure that your staff is aware of the opening hours and the exhibit area is ready for visitors at least 15 minutes before opening time. Exhibitors are required to tend to their exhibit areas until Art Stage Singapore announces the closing of each Fair day. To avoid disrupting the exhibition flow for visitors, the following are not permitted in individual exhibit areas: o Furniture o Power points specifically for the use of laptops (not related to artwork display) and charging phones o Advertising or promotional videos Security is of utmost importance at the Fair. Do not leave artworks, bags, mobile phones, laptops and other valuables unattended at the Platform in which you are exhibiting. Smoking is prohibited in Marina Bay Sands except for designated outdoor areas e.g. level 1 entrance of the Sands Expo & Convention Centre. Sound, music and vocals, either amplified or acoustic, is permitted but the volume must not cause disturbance to adjacent exhibits/ exhibitors within the same Platform, as well as visitors. FAIR RULES 41 Structural Safety Carpet and pillars at foyer of the exhibition halls Pillar within the exhibition halls • A protective cover must be laid before placing any materials/structures/equipment on walls/doors/carpet/pillars of the exhibition hall. • Taping, nailing, or otherwise fastening or affixing objects to the permanent walls, ceilings, columns and fabrics of the exhibition hall is strictly prohibited. • Adhesive tape or other materials applied onto the concrete floor must be removed after use without causing damage to the surface. • Rigging from the hall ceiling is exclusively done by Marina Bay Sands. Except for PVC banners, any item to be suspended must endorsed by a Professional Engineer in advance, this at an additional cost. • Except for PVC banners, any item to be hung from the truss must be approved by Art Stage Singapore. Exhibitors will be held responsible for any damage caused to the exhibit area and its surroundings or Marina Bay Sands. Art Stage Singapore also reserves the right to modify booths which do not comply with the stipulated rules and regulations, at the Exhibitor’s expense. 42 FAIR RULES 14 | VISITING SINGAPORE Exhibitors should ensure that all staff, artists and invited guests have a valid passport with at least six months validity, a booked return air ticket, a visa or entry permit (if required), accommodation and sufficient funds for their stay in Singapore. Weather Singapore lies just north of the Equator, and experiences warm and humid tropical weather all year round. January falls within the Northeast Monsoon season. Overtime charges will be applicable at the rate of 1.5 times for work performed in excess of 6 hours per day, Mon – Sun. For work completed after 2200 hrs, transport allowance will be charged at S$20.00 per personnel.
