ALTERNATIVES TO ANIMAL USE IN
EXPERIMENTATION
(20th - 21st November, 2014)

Alternatives to animal testing are those test
methods that avoid the use of live animals. There
is widespread agreement that, reduction in the
number of animals used and the refinement of
testing to reduce suffering should be important
goals for the industries involved. To predict
toxicity, corrosivity, and other safety variables as
well as the effectiveness of a new product for
humans, traditional testing of chemicals,
consumer products, medical devices, and new
drugs has involved the use of animals. But today,
scientists have developed and validated
alternative methods, which have led to safer and
more effective products and drugs for humans
than animal testing. Committee for the purpose of
control and supervision of experiments on
animals (CPCSEA) has been deliberating on
alternatives and working out modalities to
introduce alternatives in basic/regulatory research
and education, keeping in tune with the
international developments. This Conference is a
step of CPCSEA to mobilise people working
nationally and internationally on alternatives to
provide a platform for dissemination of
knowledge in the field of Alternatives to animal
use in experimentation.
The Sub-Themes for the Conference include: Need for alternatives: Rational and ethical
usage of animals.
 Testing on less sentient animals like Zebra
Fish/ Drosophila/ C. elegans.
 Use of IdMOC and 3D cultures in Drug
development.
Abstracts (300 words) relating to the Sub-Themes
are invited for Poster presentation.

Registration:
Applicants may fill the application proforma and
return duly filled in to the Member Secretary,
CPCSEA, 5th Floor, Vayu Block, Indira
Paryavaran Bhawan, Jor Bagh Road, New Delhi110 003.
Participation is limited to 200 persons and hence
application will be scrutinised and selected on
merits.
Selected participants will be intimated by 31st
October, 2014 and they can send their
confirmation and registration fees by 10th
November, 2014.
Registration fees:
Registration Fee to be paid in form of Demand
Draft of Rs 1,000/- in favour of CPCSEA,
payable at New Delhi. Participants will be
provided Tea, Lunch & Dinner. The participants
have to arrange their own travel and
accommodation.

The Committee for the Purpose of Control
and Supervision of Experiments on Animals (CPCSEA) was
established under Chapter 4, Section 15(1) of the Prevention of
Cruelty to Animals Act 1960. CPCSEA is a statutory Committee.
The Central Government constituted the
Committee which is duty bound to take all such measures as may
be necessary to ensure that animals are not subjected to
unnecessary pains or suffering before, during or after
performance of experiments on them. For this purpose, the
Committee formulated “Breeding of and Experiments on Animals
(Control & Supervision) Rules, 1998” to regulate the
experimentation on animals.
Under the provisions of the above rules,
establishments who are engaged in medical education and
research are required to get themselves registered with CPCSEA,
constitute Institutional Animal Ethics Committee (IAEC), get their
Animal House Facilities inspected, and also get specific projects
for research cleared by CPCSEA before commencing the research
on animals. Further, breeding and trade of animals for such
experimentation are also regulated under these Rules.

CPCSEA has identified nominees for the
Institutional Animal Ethics Committees of various establishments
registered with CPCSEA. Till date 1750+ establishments
(Educational Institutions and Contractual Research Organisations)
are registered with CPCSEA. More than five hundred fifty project
proposals relating to experimentation on large animals have been
examined by CPCSEA.
CPCSEA also conducts 5 days residential
training programmes at National Institute of Animal Welfare
(NIAW for the Nominees before inducting them into various
IAECs).
