NOTICE INVITING TENDERS
Tenders are invited in sealed envelope from interested reputed taxi/ tour
operator/ service providers/ Agency/ firm/ Central OR State Government/ Central
OR State Government undertaking, for hiring vehicles with drivers on monthly hire
basis by the office of the Commissioner of Central Excise & Service Tax, 143, New
Baradwari, Sakchi, Jamshedpur-831 001. The requirement is mentioned below in
the Schedule.

2. The vehicle should be registered in the name of the bidding firm/company or its
prop./partner/Director and a certified copy of the Registration Certificate of the said
vehicle should be attached with the bid.
3. The Notice Inviting Tender (NIT) with its Annexures can be downloaded from the
official website: www.cbec.gov.in of the Department.

4. General Terms and conditions of the Tender are given in Annexure-A. Qualifying
criteria for requirement for award of contract are underlined in Annexure-B and
Financial bid proforma is given in Annexure-C. The Service provider(s) should
submit information/documents as per Annexure-B attached alongwith duly signed
Declaration. Financial Bid should be submitted in Annexure-C alongwith duly
signed declaration. The Bids should be put in a sealed envelope super-scribing

Tender for hiring of small size vehicle”. They shall be dropped in the Tender-Box kept
in the Conference Hall of Office of the Commissioner of Central Excise & Service Tax,
143, New Baradwari, Sakchi, Jamshedpur-831001. The Tenders can also be sent by
Registered/AD addressed to the Joint Commissioner(P&V), Office of the
Commissioner of Central Excise & Service Tax, 143, New Baradwari, Sakchi,
Jamshedpur-831001.
5. The sealed tenders should reach this office on or before 02.00 PM on
22.10.2014. The received Tenders will be opened on 22.10.2014 at 4.00 PM. This
Commissionerate shall not be responsible for any postal delay, which may lead to
non-receipt / non-delivery of bid documents by the specified date & time. The
Service Providers who wish to be present at the time of opening of tender may
present themselves or authorize their representatives with authority letter.
6. The Commissionerate of Central Excise and Service Tax, Jamshedpur reserves the
right to postpone / and /or extend the date of receipt / opening of Tenders or to
withdraw the same, without assigning any reason thereof.

Annexure-A
OTHER TERMS AND CONDITIONS OF THE TENDER NOTICE
1.
The service provider should have at least 03 years experience of providing
services to a Government office.
2.
The contract for providing taxies on monthly basis will be given to the lowest
bidder which meets all the terms and conditions given in the tender document. To
safeguard against failure by the successful service provider in providing requisite
number of vehicles, this office may empanel other service providers who are
prepared to provide services as per same terms and conditions as that of L-I (Firm
who has quoted lowest rates) tenderer.

This office reserves its right to revise the requirement of vehicle being hired.
The Tenderer shall be required to provide as many vehicles as may be required by
this Directorate.
4.
The vehicle should be registered in the State of Jharkhand. The vehicle should
be kept in perfect running condition. It should be comprehensively insured. The
vehicle should also carry necessary pollution certificates issued by The Competent
Authority.
5.
The vehicle shall be for exclusive use of this Commissionerate and should not
be used by the Service Provider for any other purpose. If required, the service
provider shall make the vehicle available on all days including Saturday, Sunday &
Holidays.
6.
The calculation of mileage shall be from the reporting point to the relieving
point and will not be calculated on garage to garage basis. For this purpose, the
service provider shall ensure that the odometer of the supplied vehicle is properly
sealed. In case of any doubt, the authorized officer of this Commissionerate may get
odometer of the vehicle checked from any authorized workshop at the cost of Service
Provider.
7.
L1 shall be decided on the summative value of the bidding amounts of all
types of vehicles.
8.
LPG Cylinders should not be used for running the vehicle in any case.
9.
The service provider shall provide name & complete addresses of the driver.
The drivers deputed for service of this Commissionerate shall observe all the
etiquette and protocol while performing duty. He should be neatly dressed & must
carry a mobile phone in working conditions, for which, no separate payment shall be
made by this office. The driver should not have any Police records/Criminal cases

against them. The service provider should make adequate enquiries about the
drivers before deputing them for serving this Commissionerate.
10. The driver(s) deputed for duty should carry valid driving licence. They should
also not be involved in more than two punch or challan for negligent driving. The
Service Provider should also ensure that they have arrangement for establishing
contact and round the clock service. For this purpose, they should have adequate
number of telephones.
11. This Commissionerate shall not be responsible for any challan, loss, damage
or any accident of the vehicle or to any other vehicles or for the injury to the driver
or to any other third party. The loss or damage or legal expenses on this account
shall be borne by the Service Provider.
12. The driver should be well conversant with roads and routes of Jamshedpur
and Jharkhand. The operation and functions of the Driver shall be governed as per
the Motor Vehicles Act and Rules.
13. The driver should always remain with the vehicle during the entire period of
duty. In case of any need, they should seek permission of the concerned officers.
14. In case of any breakdown of vehicle on duty, the service provider shall make
arrangement for providing another vehicle. In such a case, mileage from garage to
the point of breakdown would not be paid.
15. During the period of operation, the driver should not ordinarily be changed
unless requested by this Commissionerate.
16. A daily record indicating time and mileage for each vehicle shall be maintained
in a log book which should be submitted to the concerned officer in the
Commissionerate for scrutiny & payment of the bills.
17. The billing will be for a maximum of the kms provided in the Schedule per
month as the case may be. The balance KMs will be carried forwarded to succeeding
month(s). This Commissionerate will however reimburse toll tax and parking charges
against production of documentary evidence.
18. All expenses relating to salary and allowances of the driver shall be borne by
the Service Provider. Like-wise all expenditure related to the vehicle including
insurance, maintenance & fuel etc. will also be borne by the Service Provider.
19. The Service Provider shall undertake to indemnify the Department against all
damages / charges arising on account of or connected with the negligence of the
service provider or his staff or any person under his control whether in respect of
accident / injury to the person or damages to the property of any member of the

public or any person or in executing the work or otherwise and against all claims
and demand thereof.
20. If any vehicle does not report for duty on any day(s) an amount of hiring
charges per day shall be deducted from the monthly bill of that vehicle, Further, it
happens without any prior intimation, then the service provider may also be liable to
a penalty of Rs.500 for each such incidence. Similarly, if the driver reports late
without prior intimation, the service provider may be liable to a penalty of Rs.250/per incidence.
21. If the vehicle is not provided from the desired location, a penalty upto
Rs.500/- per day per vehicle may be imposed beside entailing termination of
contract.
22. The service provider shall provide the vehicle of the make/model as per the
terms of the contract/tender during the entire period of contract. In emergency and
rare circumstances, this condition may be waived by The Competent Authority.
23. The contract will be initially for a period upto 31.03.2015 which may be
further extended on same terms and conditions subject to satisfactory performance
of services. However, if the quality of service is found wanting, The Competent
Authority may terminate the contract prematurely after giving 15 days notice.
24. In case quality of service by the service provider is found wanting, The
Competent Authority of this Commissionrate may terminate the contract after giving
15 days notice. In case of such termination, services of other empanelled Service
Provider may be utilized.
25. Service Tax and other taxes will be reimbursed on production of proof of it’s
payment by the service provider.
26. On acceptance of bid, the service provider has to submit Performance
Guarantee of an amount of Rs.50,000/- in the form of Bank Guarantee from a
Nationalized Bank drawn in favour of Assistant Chief Accounts Officer, Central
Excise & Service Tax, Jamshedpur at the time of awarding the contract. The
Performance Guarantee should remain valid for a period of sixty days beyond the
date of completion of the contract.
27. In case of any dispute of any kind and in any respect whatsoever, the decision
of The Competent Authority of this Commissionerate shall be final and binding.
28. Contract can be terminated by either party prematurely by giving advance
notice of one month. However, if the Commissionerate is not able to engage any
other service provider within the notice period, then the existing service provider
shall be required to will have to provide contracted services till the appointment of a
new service provider.
