Frequently Asked Questions
What is a NORA property? NORA properties are
parcels owned by New Orleans Redevelopment Authority
(NORA) which were acquired through transfer of Former
Road Home properties, through expropriation or
other means.
Who is responsible for back taxes and grass
liens? All back taxes and liens will be cancelled by NORA.
Is this a Tax Sale? No. NORA is conveying full title
to the property to you without warranty; however an
Owner’s Policy of Title Insurance will be available at the
property closing for purchase by Buyer.
Is there a reserve price or minimum bid? No, this
is an Absolute auction.
How many properties can I purchase? A limit of
five (5) properties can be purchased per developer, entity
or person. Buyers will need money orders, cashier’s
checks, cash or certified funds in the minimum amount of
$2,000 or 10% of bid price (whichever is greater) for each
property obtained at the auction.
If I live next to an auction property that is vacant
land can I keep it as “green space”? Yes. Adjacent
property owners may maintain the property as green space.
Are there any warranties for these properties?
No, all properties are being sold “As is, Where is”, all
cash, with closing taking place within 30 calendar days
after the auction. Buyers must conduct their own review,
examination and due diligence on all properties before
the auction and be comfortable with all conditions and
restrictions that may be associated with the properties.
Must the properties be improved/renovated/
rehabilitated? Yes. Purchasers have 365 days from the
date of closing to complete renovations or construction
of a residence unless purchased by an adjacent property
owner. Properties will be sold “as is”. Vacant lots will be
sold for new construction. Adjacent property owners may
maintain vacant lots as green space. Structures will be
sold for rehabilitation or may be demolished (if permitted
by applicable law) with the obligation to construct a new
residence. All historic properties are subject to design
and demolition review by the appropriate entity (i.e., State
Historic Preservation Office, Neighborhood Conservation
District Committee, Historic District Landmarks
Commission, etc.) All renovations require a City of New
Orleans building permit and must be built to current code.
Buyers must also show proof and maintain required flood
insurance. Questions regarding elevation and permitting

Do I need to bring funds to the auction? Yes.
A minimum deposit (the “Deposit”) of $2,000 or ten
percent (10%) of the purchase price, whichever is greater,
per property is required to be paid at the auction. It is
recommended that you bring multiple certified checks or
money orders in $1,000 increments, or cash, so that you
will have deposits of at least ten percent (10%) for each
property you desire to purchase. This $2,000 will be part
of the 10% deposit if, and only if, the bidder becomes a
winning bidder at the auction. You will need to be able to
provide additional funds, by Cashier’s checks, certified
funds or cash, equal to at least 10% of your bid price for
each property you purchase. If you are not successful, then
you can simply deposit the cashier’s check back into your
account. Any amount in excess of what is required to be
paid as your deposit will be applied to the purchase price
at closing. (For instance, if the required Deposit amount
is $2,000 based upon a $25,000 purchase price and
the Buyer brings two (2) $1,000 cashier’s check, cash or
money order and at least an additional $500, the Deposit
collected will be $2,500 and the balance due at the closing
will be $22,500.) If your $2,000 is in excess of 10%, the
entire deposit will be credited and applied to your purchase
price at closing.
What types of payments are accepted? The
entire Deposit on each property must be paid by
cashier’s checks, money orders, certified funds or cash.
No personal or business checks or Credit Cards are
accepted at the auction.
How long do I have to complete my purchase?
Sale of the property must be completed within 30
calendar days after all NORA Conditions to Closing set
forth in the Agreement to Purchase and Sell have been
met. Jackson & McPherson, L.L.C. will be handling all
closings of auction properties.
What about the closing costs? Buyer will be
required to pay all closing costs to acquire the property.
Jackson & McPherson has performed title searches on
each property and will be available to issue an Owner’s
Title Insurance Policy at closing. Advance copies of the
closing documents can be either picked up by the Buyer
or delivered to the Buyer via e-mail or U.S. Mail. Buyers
can also request delivery via overnight courier at Buyer’s
expense. Jackson & McPherson will ship the documents
via Overnight Express at a cost of $15.00. The purchase
agreement will be terminated and the Deposit forfeited if
Buyer is unable or unwilling to timely close the acquisition
of the property.
Buyer will also be responsible for its financing costs
and surveys if requested, title insurance premium for a
mortgagee title policy, certificates and recording fees.
Power of attorney documents, etc. are paid for by Buyer.
Financing is not a condition to closing.
The rate of title insurance policies in Louisiana is regulated
and fixed by the Louisiana Department of Insurance and
the cost is based upon the amount of insurance you
request. If your lender requires a mortgagee title insurance
policy (so long as your mortgage is secured by the property),
this policy will be issued at a simultaneous issue cost of
$100.00 provided that the mortgage amount is equal to or
less than the purchase price.

How do I inspect the properties? “Drive by”
inspections. Many of the properties with existing
structures will be open for inspection on Saturday,
October 11th and Sunday, October 12th. A list of
the properties available for open house, inspections
times and the date of the open house can be found at
www.HilcoRealEstate.com/Nora.
Is there a cost to register to bid? No, just the required
Minimum Deposit of $2,000 or 10% of the winning bid
amount, whichever is greater. You will also need to show
a government issued picture ID to register to bid.
Is online bidding available? If you cannot attend
the auction on October 25, 2014, you can submit
bids during the auction or enter bids online at
www.HilcoRealEstate.com/Nora. Click on the “Online
Bidding Requirements” and follow the instructions.
You may also contact our office and we can guide you
through the process. To bid online, you must complete
all parts of the registration process by October 22,
2014 @ 3:00 PM CT. Any buyer purchasing online
will be required to pay an additional $750 for each
property purchased online and a $2,000 per property
deposit will be required to be submitted into the
title company’s escrow account prior to receiving
online bidding authorization. See detailed Online

Can I pre-register prior to the auction day?
Yes. You can pre-register on the auction website at
www.HilcoRealEstate.com/Nora. Be sure to print a
copy of your registration and bring it with you to the
auction. You still need to get a bid number and show
a government issued ID at registration but this will
save you some time. We strongly ENCOURAGE you to
pre-register to avoid long delays at registration.
Is there any financing offered on any of these
properties? No, NORA is not offering financing and
no sale is contingent on financing. You must be able to
pay cash at closing. If you need to obtain financing to
buy a property, we highly recommend that you get prequalified with a lender before you bid so you know how
much you can afford to pay. Because of the condition
of many of the properties, and time requirements to act,
be sure to notify your lender in advance of the auction of
the property(s) you intend to bid on. If you are a winning
bidder and your bid is accepted, and you do not close
on the transaction, you will lose your deposit. Be sure
you and your lender have the ability to close on your
purchase within 30 calendar days after the auction.
Can I read the Auction Agreement to Purchase
and Sell before the auction? Yes, we encourage
you to read the Auction Agreement to Purchase and
Sell before bidding. A sample auction Agreement
to Purchase and Sell is available on our website:

opportunity to modify the Purchase and Sell Agreement
at the auction and the Agreement must be signed
immediately following the bidding on the property.
Can my Realtor®/Real Estate Agent represent
me at the auction? Yes! We are offering a 1%
cooperating broker commission for all licensed agents
that properly register their buyers for the auction by
following the Broker Registration Guidelines. Hilco
Real Estate must receive all Broker Registration Forms
no later than Wednesday, October 22, 2014 at 3:00
PM CT; broker/agent must attend and register at the
auction with their client, and escort the client to the
contract table when signing the Auction Agreement

The New Orleans Redevelopment Authority (NORA), in its effort to
catalyze neighborhood redevelopment, will auction a number of
former Road Home and NORA-owned properties in Orleans Parish.
The single day, live auction is intended to complement continuing
neighborhood recovery and to respect the uniqueness of New
Orleans’ neighborhoods. The properties included in the auction
are generally located in neighborhoods that have seen strong
redevelopment following the storm. The sale of these properties will
strengthen an already strong private real estate market. Winning
bidders will agree to rehab or complete construction on the property
within 12 months (365 days) and keep it code compliant and free
from blight. Bidders may also utilize the property for green space
if they are a directly adjacent property owner. For more details on

Buyer Seminar: The Buyer Seminar will be held on Wednesday, October
8, 2014 from 7:00 - 9:00 PM at the Dryades YMCA located at 2220 Oretha

Pre-registration Option: Save time by registering early for the auction
and avoid long lines on auction day - RECOMMENDED. Simply download
the Pre-Registration Instructions from our website, thoroughly read and
understand the Auction Purchase and Sell Agreement and the Terms and
Conditions. Then sign the Terms and Conditions and fax (847-897-0826)
or email ([email protected]) forms to Hilco’s office by Wednesday,

required document, we will send an email confirming your registration. When

Auction Day: The auction will be held on Saturday, October 25, 2014 at The
New Orleans Ernest N. Morial Convention Center, 900 Convention Center
Blvd. The auction will be held in room 293, use Entry H for access and take
the escalators up to the second level. Convenient parking is located around
Entry H. Registration begins at 9:00 AM. The auction will begin at 11:00 AM.
Deposits: You are required to provide cashier’s checks, money orders or
cash in order to register and bid at this auction. You will need to have funds
with you at the time of registration in a minimum amount of $2,000 (or 10%
of the bid amount, whichever’s greater) in the form of a cashier’s check,
money order or cash, to be used for your initial deposit. NO PERSONAL OR
BUSINESS CHECKS OR CREDIT CARDS WILL BE ACCEPTED AT THE
AUCTION FOR DEPOSITS – NO EXCEPTIONS. Cashier’s checks should
be made out to yourself and will be endorsed to Jackson & McPherson,
as escrow agent if you are the high bidder. Any cash deposits will be
collected immediately, if you are high bidder. Any additional deposits over the
required amount at the auction will be credited toward your total purchase
price at closing. We suggest you bring multiple checks in $1,000 and/or
$2,000 denominations and can mix or match for specific property deposit
requirement. The deposit will become your initial down payment and the
balance of the Total Purchase Contract plus closing costs will be due at the
time of closing, to be completed within 30 calendar days of the auction.
Due to the extensive portfolio of this unique one-day auction event, it
is difficult to determine the total time required to complete the auction.
If you are a successful bidder, anticipate approximately an additional
hour for completion of the contract process.
On-Site Registration: Bidders will be required to present a government
issued ID and certified funds (see below). When you arrive at the auction, go to
the registration tables, read, complete and sign the Auction Terms & Conditions,
show us your certified funds and we will issue you a bidder number. Onsite
registration will be open at 9:00 AM on October 25, 2014 and will remain open
throughout the day for bidders wishing to attend later during the auction session.
On-Line Bidding: If you cannot attend the auction on October 25, 2014,
you can submit bids online during the auction via the Hilco Real Estate
on-line bidding platform. Click on the “Online Bidding Requirements” and
follow the instructions. You may also contact our office and we can guide
you through the process. To bid online, you must complete all parts of
the registration process by October 22, 2014 at 3:00 PM CT. Additional
requirements include receipt of a Minimum Deposit of $2,000 per property
by wire transfer into the title company’s escrow account, returning the
signed Auction Terms & Conditions to the auction company, and agreeing
