Spencer Conference Scholarship David Spencer was our friend and colleague on the PENN SACCA Board. A tremendous school-age advocate was lost when David passed away unexpectedly in 1997. To honor his spirit and legacy, the Pennsylvania School-Age Child Care Alliance created the David L. Spencer Conference Scholarship. Each year PENN SACCA raffles a quilt to highlight our logo, the SACC Quilt. The scholarship honors a school-age professional whose contributions to the betterment of the lives of school-age children exemplifies the energy, dedication, and professional standards of David L.
