1) Call to Order – The meeting was called to order at 3:04 by Vice Chair Tom Borkowski.
2) Approval of Minutes – On a motion by Susan Brooks and a second by Chris Rose, the minutes of the
June 9, 2014 meeting were approved.
3) PSE&G Career Information Session – Director Maddocks introduced Sally Nadler and Kendall
Ademu-John of PSEG who presented information about their workforce development efforts.
Discussion and questions ensued after the presentation
4) Financial Report – Business Manager Saundra Addison-Britto presented the financial information as
included in the board packet. Discussion and questions ensued about the report.
5) Budget Amendment and Expense Authorization: Workforce Learning Link - OS Operator Monica
Mulligan explained that Workforce Learning Link funds have become available for our use. The
money is used for staff to provide the most basic educational services to clients. This year we got
$55,000. Director Maddocks further explained that this year the funding for Somerset County ran
out and the Learning Link was closed July 1. Discussion ensues about Workforce Learning Link and
skills training.
a) On a motion to accept the Workforce Learning Link funding of $55,000 by Mike Metzgar and a
second by Tom Borkowski, the resolution passed by unanimous voice vote.
6) Youth Request for Proposals (RFP) – Director Maddocks discusses the recent RFP preliminary
meeting with potential vendors. He further explains that $85,000 of funding was held back from the

RFP for internships and employment placement services as we are looking for creative ways to
address that. Discussion ensued about the RFP and creative ways to address internships. YIC chair,
Chris Rose asks of the role of the YIC moving forward in light of the new legislation, Workforce
Innovation and Opportunity Act (WIOA). She further asks if the YIC should discuss the $85,000 at its
meeting Thursday. Director Maddocks explains there is discussion about transitioning to the new
legislation before its implementation on July 1, 2015. Discussion ensues. The TIC should talk about
transitioning at its upcoming meeting. Further the YIC should have the full Youth Task Force Report
for discussion.
Hunterdon Career Training Services Facility – Director Maddocks speaks to the opening a Career
Training facility in Hunterdon. We are working towards getting an agreement for the space.
Director Maddocks further states that we are looking for a November opening date.
GRWIB Staffing
a) Interview Team for Business Outreach hire – The Business Outreach Coordinator position is
discussed. Director Maddocks asks for input from the Executive Committee for an interview
team. He further explains it should be a bi-county process with a business and a service focus.
The position will be posted in both Counties’. Director Maddocks will preview resumes. Chair
Grzella will then form an interview team.
Other – Director Maddocks comments about the recently completed audit by the NJ Department of
Labor. He will report back to the Executive Committee when the report is completed and presented
to the WIB.

1) Call to Order – The meeting was called to order at 3:15 by Treasurer Violet Kocsis.
2) Welcome
a) New Business
3) Approval of Minutes – Discussion and approval of the August 8, 2014 minutes was deferred until
the October Executive Committee.
4) Finance Report –Executive director Maddocks explained the financial documents that were in the
board packet. Business and Financial Manager Addison-Britto explains the financial projections.
Discussion ensues about the projections and how to report to the Committee. ED Maddocks states
that we’ll move toward a 1 to 12 projections, particularly on vendor contracts. ED Maddocks
discusses the 2013 budget and the impacts on the WIB side and on the One Stop side. Discussion
ensues regarding the 2013 budget. ED Maddocks explains the rescinding of $120,000 by the state.
Discussion ensues about the structure of the state and federal grants. He furthers explains how
schools are paid. Further discussion ensues
a) Budget Amendment-Technology - ED Maddocks explains the budget amendment is needed to
update technology in the Workforce Learning Link. Research was done on existing technology
and it’s substandard. ED Maddocks states that the request is reasonable. Discussion ensues
about where the technology is and its utilization. ED Maddocks will do more research on its
utilization. OS Operator Mulligan asks to continue with the purchase. The consensus of the
Committee is yes. Further discussion ensues about the purchase of technology for the WLL.
On a motion by Mike Metzgar and a second by Susan Brooks the Executive Committee passed
the following resolution:

b) Cost Allocation Plan – ED Maddocks explains the proposal in the packet by the Pino Consulting
Group to provide Financial and Management Consulting Services to the GRWIB. He hopes to
bring a finalized version back to the October Executive Committee meeting.
c) Vendor Monitoring – WED Maddocks updated the Committee on the information presented in
his report in the packet.
Youth Initiatives – ED Maddocks explains that he would like a few people, besides staff, to sit on a
proposal review committee for the proposals that are due back on the 9th. He further states that
we’re running out of time to have some policy direction
One Stop Career Training Services Facility – ED Maddocks asks that the Committee empower the
Committee leadership to continue to affect a lease with Hunterdon County for the Hunterdon
County One Stop Center. The main concern with the draft lease is that there are operational staffing
and reporting requirements. ED Maddocks distributed a revised copy of the draft lease to the
Committee. If we want to have a separate operational contract, that’s your decision. ED Maddocks
will clean up the Hunterdon and Somerset leases and get it back to the officers.
Discussion September 11, 2014 Meeting - The meeting will focus on business and will have a
speaker.
