MASTERTON, A GREAT PLACE TO LIVE Masterton District Council We want to know what you think Masterton District Council is currently seeking feedback from the community on what to include in its Long-Term Plan (LTP) for 2015-25. There are a number of projects that have already been planned for this period from the current LTP and we are also asking for your view on these. Are they still relevant? Do they need revising? Should the timing be changed? A Sustainable, Healthy Environment Increasing opening hours at the Recreation Centre. This would involve increased costs that could be covered by increase in charges or a larger rates contribution We will look after our green spaces and water ways, reduce our waste to landfill and reduce our energy consumption. Planning for an ageing population The work the Council undertakes all comes under one of the following headings, which are the community outcomes we are working towards: Improve/upgrade stormwater management In the Plan Reduce and monitor treated effluent discharge into waterways Suggestions for Inclusion Consider native plantings on roadsides A Knowledgeable, Learning Community Should council support owners to upgrade building to meet earthquake resilience requirements? We want people in the Masterton District to have access to the information and knowledge they need, underpinned by quality educational opportunities A Strong, Resilient Economy In the Plan We want Masterton to be a desirable place to do business and for its people to benefit from a strong economy. Modification of library to meet future needs Suggestions for Inclusion Consider increasing library hours – costs will include additional staffing Promote Masterton as an education hub Ultra Fast Broadband An Easy Place to Move Around We want our transport links to be efficient, reliable, convenient and safe. In the Plan Continue current level of investment in roads recognizing reduced subsidy contribution may mean reduced standards for some roads Build flood damage fund to be prepared for future storm events Suggestions for Inclusion Explore need for heavy traffic bypass for traffic from east of Masterton Implementing the Cycle Strategy to provide safe cycling options such as cycleways In the Plan Image of Masterton - extension of the pou project, promote Masterton project. Upgrading the CBD to be more attractive and pedestrian-friendly Develop and implement an Economic Development Strategy and projects that will create jobs and build a strong positive profile for Masterton as a thriving place to live and do business Support events to attract visitors and stimulate residents Suggestions for Inclusion Floodplain management Consider viewing platform for viewing rock formations at Mataikona to encourage visitors Prepare and implement a digital road map for the district Should Council raise its salary levels to meet the living wage recommendation? Affects less than 10 full-time staff. Enhancing historical cemeteries as a visitor attraction Extend smokefree areas to cover Council land including the CBD Progressively involve residents to upgrade our neighbourhoods and meeting places such as Lansdowne shops etc Protection of the night sky Reduce waste to landfill with resource recovery and recycling Development of a catchment and water quality plan An Active, Involved and Caring Community We want all residents to participate fully in our strong, vibrant community; to be able to access social services and support as needed; to pursue their own personal sporting, recreational & cultural goals; and to support others to achieve theirs. In the Plan Extend walkways and cycleways Suggestions for Inclusion Implement Sports Facilities Strategy Support events that promote an active and involved community Upgrade island in QE Park Consider providing nature play areas Performing arts centre Satisfaction Survey – What you told us In the 2014 satisfaction survey more than 20% of the 400 people who were surveyed were dissatisfied with footpaths, roads, parking in the CBD, control of dogs, and refuse disposal. What ideas do you have to improve any of these services? On the other hand more than 85% were satisfied with community events, urban water supply, urban sewerage system, parks and reserves and the library, while more than 70% were satisfied with roads, tourism promotion, parking in the CBD, rubbish and recycling collection, Aratoi, refuse disposal and stormwater management. Is the way we calculate rates the best method? Is the balance of uniform charges and targeted rates correct? We will not increase rates by more than 1% over the Local Government Cost Index – should that be changed?
