CALL FOR EXPRESSIONS OF INTEREST FROM COTS PROVIDERS Inland Revenue is changing. In the last twenty years our role has expanded from solely the administration of tax revenue to also administering a wide portfolio of major social policy functions. This addition of social policy products and services to technology built for tax products has resulted in complexity and our ability to respond to the Government’s and our customers changing needs. Business Transformation Our aim is to make it as easy as possible for New Zealanders to file and pay their taxes on time, receive their correct entitlements and cut the costs of compliance. Customers expect a seamless and secure online experience with government, similar to the experience they get with other businesses. We have embarked on an end-toend business transformation to modernise and create a world leading revenue system fit for the 21st century. Technology alone won’t achieve this modernisation. That’s why our business transformation involves changes to policies, processes, service delivers as well as replacing an ageing computer system. Transition from bespoke to COTS We currently operate a diverse landscape of technology solutions, ranging from internally developed applications, to managed services and COTS products. Similar to many international tax jurisdictions, we are making the shift to functionality that can be configured to Inland Revenue’s unique needs in preference to building and supporting a bespoke system. Commercial off-the-Shelf (COTS) software provides a more flexible technology platform built on a set of standard COTS solutions. This building block approach will provide us with greater agility, flexibility and simplicity to adopt new technologies and digital channels as they emerge. A staged implementation approach will enable old and new platforms to co-exist, ensuring our services are maintained during transformation and that risks are effectively managed. Seeking expressions of interest Throughout October, we are seeking expressions of interest from suitably experienced and qualified service providers to deliver a COTS application suite of software, design and implementation services, COTS requirements, support and maintenance services. A shortlist of providers will be invited to participate in a Request for Proposal stage.
