General Information
The Singapore Swimming Association (SSA) cordially invites all FINA-affiliated National Federations to participate in the 5th
FINA World Junior Swimming Championships 2015 – Singapore (SIN). The 5th FINA World Junior Swimming Championships
2015 – Singapore (SIN) herein after referred to as “Championships”.

Host Place & Date of Competition
The Championships is hosted by Singapore Swimming Association (SSA) with support from Sport Singapore. An Organising
Committee has been established which shall be in charge of the preparations and organisation of the competition under the control
and supervision of the FINA Bureau.
The Championships will be held in Singapore (SIN) according to the following schedule:
Opening Ceremony: 25 August 2015

Entry Regulations
All FINA-affiliated National Federations are eligible to participate in the Championships. Each FINA-affiliated National
Federations may enter up to 2 (two) swimmers per individual event, and 1 (one) relay team per relay event.


Girls: 14 – 17 years on 31 December 2015 (born 2001, 2000, 1999, & 1998)
Boys: 15 – 18 years on 31 December 2015 (born 2000, 1999, 1998, & 1997)
Qualifying Period for Entry Times:
Entry times will only be accepted if they have been achieved within the qualifying period of 15 May 2014 to 15 August 2015. All
times outside of this qualifying period will not be accepted.

8. Awards
Medals are awarded to the top three in individual and team events. In relays, medals are awarded to the swimmers who have
participated in the heats and the final.
In case of equal times, medals are awarded as follows (GR 9.7.2.1):
1st place: 2 gold – no silver, 1 bronze
2nd place: 1 gold, 2 silver – no bronze
3rd place: 1 gold, 1 silver, 2 bronze
In case of 3 equal times medals are awarded as follows: (GR 9.7.2.2):
1st place: 3 gold, no silver – no bronze
2nd place: 1 gold, 3 silver – no bronze
3rd place: 1 gold, 1 silver, 3 bronze
9.
Substitution (G.R 7.1)
Any entered competitor may be substituted by another entered competitor at the Team Leader‘s Meeting. It is mandatory for the
Team Manager of the National Federation to take part in the Team Leader’s Meeting. Failing to do so will result in a fine of 100
(one hundred) Swiss Francs.
10. Withdrawal (G.R 7.2)
A competitor or team not wishing to take part in the Semi–Final or Final in which qualification was earned, shall withdraw within
30 (thirty) minutes following the Preliminaries or the Semi–Final of the event in which the qualification took place. No show will
be fined 100 (one hundred) Swiss Francs. In case of a relay, the sum shall be 200 (two hundred) Swiss Francs.
11. Protests (G.R 9.2)
Protests must be submitted as follows: To the Referees within 30 minutes following the conclusion of the respective event (heats
or semi-finals and finals). If conditions causing a potential protest are noted prior to the event, a protest must be lodged before the
signal to start is given.
• In writing on FINA forms
• By the responsible Team Leader
• Together with a deposit of 100 (one hundred) Swiss Francs or an equivalent amount.
12. Team Leaders’ Meeting
The Team Leaders’ Meeting will be held on 23 August 2015, 17:00 hrs located at OCBC Aquatic Centre- Gym Room (Level
1). The Team Leaders’ Meeting will provide updated sport specific information for all coaches and Team Leaders. The FINAaffiliated National Federations must be represented at the meeting as there will be a review regarding the competition procedures,
athletes’ flows, warm-up procedures, victory ceremonies, etc.

13. Swimwear and Advertising (G.R 5) (BL 7)
The swimwear (swimsuit, cap and goggles) of all competitors shall be in good moral taste and suitable for the Swimming
discipline and not to carry any symbol which may be considered offensive (GR 5.1). All swimsuits shall be non-transparent (GR
5.2). The Referee of a competition has the authority to exclude any competitor whose swimwear or body symbols do not comply
with this rule (GR 5.3). Before any swimwear of new design, construction or material is used in competition; the manufacturer of
such swimwear must submit the swimwear to FINA and obtain approval of FINA (GR 5.4). All swimwear used at Olympic
Games and FINA Events (pool and open water competitions) shall be swimwear approved by FINA in accordance with the rules
and procedures set forth in the FINA Requirements for Swimwear Approval (FRSA) issued by the FINA Bureau and valid on the
date of approval. Following an approval process conducted by the Swimwear Approval Commission, a list of approved swimwear
is published by FINA (the Approved List) each year. The Approved List is published each year before December 31 and is valid
starting from January 1 of the subsequent year (BL 8.1). In swimming competitions the competitor must wear only one swimsuit
in one or two pieces. No additional items, like arm bands or leg bands shall be regarded as parts of a swimsuit (BL 8.2).
Swimwear for men shall not extend above the navel nor below the knee, and for women, shall not cover the neck, extend past the
shoulder, nor shall extend below knee. All swimsuits shall be made from textile materials (BL 8.3).
14. Advertising
 Swimsuits (BL 7.1.1)
o
One (1) manufacturer’s logo of a maximum size of 30 square centimetres when worn. Where one-piece body suits are
used, two (2) logos of the manufacturer shall be permitted, one above the waist and one below the waist of a maximum
size of 30 square centimetres each when worn. These two (2) logos of the manufacturer shall be not placed immediately
adjacent to each other. Where two-pieces body suits are used, the two (2) logos of the manufacturer shall be placed on
one part each.
o
One (1) flag and one (1) country name or code of a maximum of 30 square centimetres when worn.
o
One (1) sponsor’s logo of a maximum of 30 square centimetres when worn. 2.2 Caps (BL 7.1.2)

Swimming Caps (BL 7.1.2)
o One (1) manufacturer’s logo of a maximum of 20 square centimetres on the front.
o
One (1) FINA Partner’s logo of the size decided by FINA from case to case. The side on which the Partner’s logo shall
be printed will be advised by FINA.
o
One (1) flag and/or country name (code) of the size of 32 square centimetres. The side on which the flag and country
name (code) shall be printed will be advised by FINA.
o
Athlete’s name of the size of 20 square centimetres. The athlete’s name shall be printed on the same side as the flag and
country name (code). Goggles (BL 7.1.3).
o
Two (2) manufacturer logos of a maximum 6 square centimetres are allowed on goggles but only on the spectacle frame
or band.
It is permissible to wear two (2) caps. Both caps must comply with the advertising rules.
15. Doping Control
The conduct of the doping control will be the responsibility of Anti-Doping Singapore (ADS) and one or more persons appointed
by the FINA Bureau. A selection of competitors to be tested during the Championships shall be decided by the Doping Control
Commission at the competition. All participating competitors shall be considered for doping control selection. Any swimmer
establishing or breaking a World Record or a World Junior Record shall submit to doping control after the race. When a relay
team breaks or equals a world record or a World Junior Record all competitors swimming the relay shall be tested.

16. Registration Procedure
There will be three successive entry steps to provide information to FINA and the Organising Committee in order to register for
the Championships. All the communication between the Organising Committee and FINA-affiliated National Federations will be
confirmed by email. All Registrations and Entries shall take place through the FINA General Management System (FINA
GMS) which can be accessed by https://data.fina.org
Please note that the registration for the Championships will open on Monday 17 March 2015. The entry steps are as follows:
 PRELIMINARY ENTRIES:
To be submitted through the FINA GMS by 1 May 2015 at 23:59 hrs (GMT)
The Preliminary Entry is for the purpose of indicating to the Organising Committee the maximum number of competitors,
representatives, coaches, official delegates, chaperons, etc., which each FINA-affiliated National Federations intends to register
for the Championships.
 FINAL NOMINATIONS (Entries by name)
To be submitted through the FINA GMS by 9 July 2015 at 23:59 hrs (GMT)
The Final Named Entry is the final deadline to register all Athletes, Team Officials and FINA-affiliated National Federations
Representatives that includes all relevant data for the purposes of accreditation, travel details and accommodation. After this
deadline it will not be possible to register anymore individuals to the event. The number of registrations must not exceed the
numbers submitted in the Preliminary Entry Form. The data must contain the exact number of named competitors, representatives,
coaches, official delegates, chaperons, etc.
 FINAL SPORT ENTRIES
To be submitted through the FINA GMS by 15 August 2015 at 23:59 hrs (GMT)
Each Athlete must be registered for the event (s) he will be participating in. The sport entries must be submitted through the FINA
GMS by 15 August 2015 at 23:59hrs (GMT). No late entries will be accepted.
FINA and the Organising Committee will use all collected data for the purposes of event registration and accreditation.

17. Travelling into Singapore

VISA
All visitors holding travel documents issued by specified countries/regions will require a visa to enter Singapore during their stay.

For additional information on whether a visa is needed for entry into Singapore, please contact the Singapore Embassy or High
Commission in your country or visit www.ica.gov.sg.
The Organising Committee will facilitate an entry visa to Singapore for all participants of the Championships who require visas.
All Team Managers with participants requiring Singapore visas must provide a digital copy (i.e. jpeg) of the participant’s
passport (valid for at least 6 months from the entry date) and state the country of residence of the participants no later 9 July 2015
by 23:59 hrs (GMT).

Please note that the visa application may take up to a week or more, depending on circumstances.


If the medicinal products you are importing into Singapore contain any controlled substance listed in Appendix A, you are
required to apply for prior approval from the Health Products Regulation Group, Health Sciences Authority, Singapore.

18. Competition Venue
The Championships will be held at the OCBC Aquatic Centre, Singapore Sports Hub. Built at an estimated cost of SGD $1.3
billion (US $1.04 billion), the Singapore Sports Hub aims to be the state-of-the-art, fully integrated sports, entertainment and
lifestyle hub that will allow everyone in Singapore to watch, play and support sports and entertainment. Beyond spectator events,
the Singapore Sports Hub will offer community programming, Experience Sports initiatives and public facilities for everyday use.
Opened on 30th June 2014, the Singapore Sports Hub features the 55,000 seat National Stadium, the OCBC Aquatics Centre,

General Information
To secure the most competitive prices, the Organising Committee is directly in charge of the accommodation process for the
Championships participants. Various hotels will be available during the Championships ranking from 3 to 5 Stars. On average the
distance from the Official Team Hotels to the Competition Venue will be from 10 to 25 minutes. Single and twin rooms will be
available. There will be designated hotels for the FINA Family, Teams and Officials. Accommodation options for accompanying

Booking Procedures
All bookings will be placed through the Organising Committee Accommodation Team ([email protected]) on a
first-come-first-served basis, subject to hotel availability.
Provisional Hotel Bookings
Team provisional hotel bookings allows the FINA-affiliated National Federations to place reservations on the rooms needed for
the Championships. The deadline for the provisional hotel booking is 1 May 2015 by 23:59 hrs (GMT). Following this date, the
FINA-affiliated National Federations will receive a booking confirmation from the Organising Committee by email.
Final Hotel Booking Confirmation
Final hotel booking confirmation allows the FINA-affiliated National Federations to make any final changes to the reservations
and confirming the booking. The deadline for the final hotel booking confirmation is 9 July 2015 by 23:59 hrs (GMT).
Rooming List
The FINA-affiliated National Federations must provide a detailed rooming list for the hotel bookings. The deadline for the
rooming list is 9 July 2015 by 23:59 hrs (GMT). For the FINA-affiliated National Federations who do not submit a rooming list
by this date, the Organising Committee reserves to the right to generate a rooming list based on the information available on their
behalf.
Payment Procedures
Upon final hotel booking confirmation, the FINA-affiliated National Federations will receive a detailed pro forma invoice by
email for review, stamp and signature.
Following the receipt of the signed and stamped pro forma invoice, the Organising Committee will provide the FINA-affiliated
National Federations a detailed invoice for payment.
The full reservation amount (100%) must be paid by 9 July 2015 by 23:59 hrs (GMT) in order to guarantee your booking.
NOTE: Please note that payment for accommodation must be received by the Organising Committee prior to the participants’
arrival in Singapore failing which, rooms may not be available upon arrival.

20. Team Officials
Individuals who are serving as Team Officials (coaches, managers, trainers, chaperons, etc.) cannot serve as Technical Meet
Officials. Each federation shall be allowed to include in its’ Delegation Team Officials (coaches, managers, trainers, chaperons,
etc.) based upon the number of competitors entering and participating in accordance with the following:

21. Training Session Schedule
Training pool facilities will be provided from 21 August 2015 to 24 August 2015, four (4) days before the Championships starts
at the competition venue, OCBC Aquatic Centre, Singapore Sports Hub. Training pool facilities will follow the “Open Training
System”, therefore, each team may train at any time within the specified training time for an unlimited duration while respecting
the following distribution in the competition pool at all times:
OCBC Aquatic Centre facilities includes:
• Competition Pool -50m x 10 lane (3m deep)
• Training Pool – 50m x 8 lane (1.35-2m deep)
• Diving Pool/ Multi-purpose pool- 25m wide (5m deep)
Training Session Schedule:
From Friday 21 August 2015 till Monday 24 August 2015
• Time: 09:00 hrs – 12:00 hrs & 17:00 hrs – 20:00 hrs
Competition Warm up Schedule:
From Tuesday 25 August 2015 till Sunday 30 August 2015
• Heats: 08:00 hrs– 09:45 hrs (Duration 1:45 hrs)
• Finals: 16:00 hrs– 17:45 hrs (Duration 1:45 hrs) – Day 1: 15:30hrs – 17:15 hrs
The Training Pool, 50m x 8 lanes will be available for warm up & swim down throughout the meet.
22. Local Transportation
The Organising Committee will welcome all members of the participating FINA-affiliated National Federations at the Changi
International Airport and will provide transportation services between the airport, the Official Team Hotels and the Competition
Venue.
Transportation schedules will be provided upon arrival and as part of the detailed Information Pack.
The Organising Committee will facilitate airport welcome and transportation services upon receipt of the Travel Information Form
by no later than 9 July 2015.
Please note that only teams staying with the Official Team Hotels will enjoy complimentary ground transportation service which
the Organising Committee will provide.
The Organising Committee will provide the following:

Airport transfers to/from Changi International Airport and Official Team Hotels:
o Arriving Singapore from 20 August 2015,
o Departing Singapore from 29 August 2015- 1 September 2015

Shuttle transport will be provided by the Organising Committee for the Official Team Hotels to the Competition Venue from
21 August- 30 August 2015. Shuttle bus timetables will be posted in the Official Team Hotels.

23. Team Filming Area
Please note that we only have limited space for video analysis with your equipment. Any FINA-affiliated National Federations
team wishing to conduct biomechanical video analysis during the event, please contact the Organising Committee in advance to
request for a position, which will be allocated on a first-come, first-served basis. Any unauthorised video analysis by any person
or team will not be permitted.
