Department of Industry - Industry Growth Centres Initiative & CRCs & Commonwealth Science Council

The Industry Innovation and Competitiveness Agenda was announced by the Department of Industry 14
October 2014. It focuses on providing the right economic incentives to enable businesses, big and small, to
grow and includes the Industry Growth Centres Initiative.
The Initiative will initially focus on five growth sectors in which Australia already has a competitive advantage:
Food and Agribusiness
Mining Equipment, Technology, and Services
Medical Technologies and Pharmaceuticals
Advanced Manufacturing
Oil, Gas, and Energy Resources
Industry Growth Centres will be established in each of the five growth sectors to deliver the Initiatives.
The Centres' objectives include the improvement of collaboration between businesses, scientists, and
researchers, thereby enabling the adoption of new processes and development of new products.

The Centres will encourage businesses in these industries to form commercial research and development
partnerships with each other, and with the research sector. Each of the five Centres will receive funding of up to $3.5 million per year. The Centres will be required to
establish a plan to become self-sustaining after four years and the Government will look to establish further
Centres if the programme is successful. Each Centre will be able to apply for competitive grants from a $63
million Growth Centre Project Fund. The Minister for Industry will seek expressions of interest from business-led consortia to establish these
Centres.
Consultation
A series of roundtables will be conducted around Australia, chaired by ministers and co-chaired by business
leaders to consult the business community, industry associations and peak bodies, as well as academia, on the
policy directions outlined in the Competitiveness Agenda.
The initial reaction to these measures by industry and the research sector has been positive.
CRC Review
On 16 September 2014, the Australian Government announced a review of the Co-operative Research Centres
Program, to be conducted by Mr David Miles, AM, former chair of Innovation Australia and the former Chief
Executive Officer and Managing Partner of the national law firm Corrs Chambers Westgarth.
The CRC program was officially launched in 1990. Since the commencement of the program in 1991, 200 CRCs
have been funded, and there are currently 36 CRCs operating across a range of fields. The CRC program makes
a significant contribution to health and wellbeing with 11 current CRCs operating in this space:
CRC for Alertness, Safety and Productivity
CRC for Cancer Therapeutics
CRC for Cell Therapy Manufacturing
CRC for Living with Autism Spectrum Disorders
CRC for Mental Health
Oral Health CRC
The HEARing CRC
The Lowitja Institute Aboriginal and Torres Strait Islander Health CRC The Vision CRC
Wound Management Innovation CRC
Young and Well CRC
The Terms of Reference for the review have been released but the discussion paper has yet to be released.
The review is due to complete its report in early 2015.
CRCs and Industry Growth Centres
In discussing the Government’s proposal for Industry Growth Centres on 14 October, the Industry Minister, the
Hon. Ian MacFarlane, stated "… we want to bring industry research development and the whole policy area into
focus and having CRCs as an adjunct to this just simply won’t work. We’ll be looking at how we bring them
into this process. Some CRCs will continue and complete their contracts, some will be folded into this process
and some will terminate, but I will wait to see David Miles’ recommendations in relation to that."

14 October also saw the Prime Minister's announcement of the establishment of the Commonwealth Science

Council ‘as the pre-eminent body for advice on science and technology in Australia.’
Replacing the Prime Minister’s Science Engineering and Innovation Council (PMSEIC) and chaired by the Prime
Minister, the Science Council will advise the Government on areas of national strength, current and future
capability, and on ways to improve connections between Government, research organisations, universities, and
business.
The Commonwealth Science Council will include the Minister for Industry, Minister for Education, Minister for
Health and the Chief Scientist. Other Ministers will participate in the Science Council’s discussions as required.
Five eminent scientists, researchers, and educators and five business leaders will make up the majority of the
Science Council to ensure discussions address the need for industry and science to work together closely to
boost Australia’s competitiveness.

On 25 August 2014, the ARC updated its Medical Research Policy.
In response to queries received, and to assist the sector in interpreting the policy, the ARC has now produced a

NHMRC
NHMRC Results
For the second year in a row, the success rate for researchers applying for National Health and Medical
Research Council (NHMRC) grant funding including Project Grants and Early Career Fellowships has fallen. This
year, the success rate for Project Grants was 14.9% compared to 16.9% last year and 20.5% in 2012. The
success rate for Early Career Fellowships was 22.4% compared to 23.8% last year and 23.2% in 2012.
Swinburne was awarded $882,988 in funding through these two schemes. The NHMRC funding outcomes highlights the need for researchers to seek other funding opportunities for
health and medical research. The Swinburne Research Office scours numerous databases and funding bodies to
source funding opportunities, which we publish in the fortnightly Research Bulletin.
We strongly encourage all researchers to read them and to subscribe to Research Professional. Research
Professional provides a comprehensive funding opportunities database offering researchers the opportunity to
search for research funding in all disciplines from a wide range of sponsors in Australia and overseas. All

NHMRC - RGMS: Preview Upgraded Version (website)
The upgraded version of RGMS is available for viewing until this Friday 24 October.
Updated RGMS user guides and eLearning courses are also available for users to trial until this Friday.
Researchers are reminded that RGMS will be offline from 22 October until 14 November as a result of the RGMS
upgrade.
The upgrade should improve the usability of the program; provide a cleaner, more intuitive user interface; and
ensure that the NHMRC continues to receive strong support from the provider.

inform the strategic roadmap for the new NHMRC National Institute of Dementia Research.
Stakeholders interested in participating in the consultation process are invited to register their interest before

Reminder: NHMRC & Department of Industry Commercialisation Workshop (website)
Researchers are reminded that the NHMRC and the Department of Industry are jointly organising a workshop
aimed at ‘bridging the gap’ between proof-of-principle research and further commercial development.
The workshop will be held in Melbourne on 14 November and includes a networking function on the preceding
evening.
The NHMRC intends for the workshop to expand the networks of enterprising researchers, critical to future
prospects of commercial success.
Details of this year’s workshop and networking function are available online.
All NHMRC-funded health and medical researchers are encouraged to attend.
Places are limited so interested researchers are asked to register by e-mail.
Those interested in also attending the annual NHMRC Research Translation Symposium are able to register
online.

Health research has always been an international endeavour, but never before has there been so much
international co-operation.
The NHMRC is involved in over a dozen international collaborative efforts; some multilateral, some bilateral.

2014 Main Swinburne Research Scholarship Round is Now Open
The 2014 Swinburne Research Main Scholarship Round is now open and applications for scholarship supported
PhD candidature are now being accepted.
Swinburne offers opportunities for exceptional students in many areas including Design, Engineering, Health,
Humanities and Social Sciences, Manufacturing, Science and Technology and Sustainability. Swinburne scholarships include a tax-free stipend to assist with living expenses and a tuition fee scholarship
valued at up to $30,000 per annum.

Defence Science & Technology Organisation (DSTO) - PhD Student Sponsorship (website)
Under the model of the newly established Defence Science Partnerships, the Defence Science & Technology
Organisation (DSTO) is looking to sponsor a PhD student to investigate novel magnetic materials by offering a
top-up to the APA Scholarship and access to DSTO equipment and a DSTO co-supervisor (if desired).
The project will be unclassified but the student and potentially the university supervisor will require a baseline

Bill & Melinda Gates Foundation - Grand Challenges
To commemorate the tenth anniversary of the Bill & Melinda Gates Foundation’s launch of the initial Grand
Challenges in Global Health initiative, three new initiatives aimed at creating breakthroughs in science have
been launched.
The three new initiatives are:
Creating and Measuring Integrated Solutions for Healthy Birth, Growth, and Development (part of the All
Children Thriving platform)
Putting Women and Girls at the Centre of Development
New Interventions for Global Health

Open Access Week (website)
Swinburne Library is holding a series of lunchtime discussions this week in recognition of International Open
Access Week, a global event that promotes Open Access (OA) in scholarship and research.
All sessions run from 12.30 until 2.00pm in the Conference Room, Level 3, Hawthorn Library and include a light
lunch.

IMPACT Philanthropy (website)
IMPACT Philanthropy has been created as a result of Perpetual’s recent acquisition of The Trust Company.
The combination of Perpetual and The Trust Company makes IMPACT Philanthropy one of Australia’s largest
managers and distributors of philanthropic funds, with 990 charitable trusts and endowments, and $2.1 billion
in philanthropic funds under management.
In the last financial year, Perpetual and the Trust Company distributed grants totalling over $83 million to notfor-profit organisations on behalf of its clients.

New Chief Executive for CSIRO (website)
The Commonwealth Scientific and Industrial Research Organisation (CSIRO) recently announced that Dr Larry
Marshall has been appointed as its new Chief Executive.
Dr Marshall takes over from Dr Megan Clark whose six-year tem will conclude at the end of this year.
Dr Marshall is currently Managing Director of Southern Cross Venture Partners, an early stage venture capital
firm specialising in creating Australian technology companies and growing them globally in Asia and the United
States.
Dr Marshall began his career in the Defence Science and Technology Organisation and has 25 years experience
as an international technology entrepreneur and holds 20 patents protecting commercial products.

Release of a Guide to the Care and Use of Australian Native Mammals in Research and Teaching (website)
The NHMRC has recently released a guide to the care and use of Australian native mammals in research and
teaching.
This guide supports the implementation of the Australian Code for the Care and Use of Animals for Scientific
Purposes 8th Edition, 2013.
The guide seeks to ensure that any care and use of Australian native mammals for the purpose of research and
teaching is ethical, humane, and responsible, and accords with current best practice.
