XPEDITE the process of
identification of priority
households
under
National Food Security Act
(NFSA) by making use of quicker IT tools and more process
simplification, directed Chief
Secretary Gokul Chandra Pati
while reviewing the preparations for implementation of the
Act in Odisha.
Pati said here today the State
government
would
ensure
implementation of the National
Food Security Act in the entire
state in a phased manner by July
2015.
"The administrative preparations have been initiated to
implement the NFSA in the
entire state in phases by July,
2015," Food Supplies and
Consumer Welfare Secretary M S
Padhi told reporters here after
Chief Secretary G C Pati
reviewed the progress made in
this matter.

Health department urges Home
counterparts to ensure docs' safety

FOLLOWING reports of
attacks on doctors in
Odisha by relatives of
patients, the Health and
Family
Welfare
Department today urged
the Home Department to
ensure safety and security
of the physicians.
"The
Home
Department needs to issue
directions to all police stations in the state to take
immediate action when
cases of attack on doctors
come," Health and Family
Welfare Secretary Arati
Ahuja said in a letter to
Home Secretary C J
Venugopal.
Referring to instances
of doctors being killed in
the name of negligence in
treatment, Ahuja drew
attention of the Home
Secretary seeking security
for the practitioners, who
he said are living in fear
following series of attacks.
She also urged the
Home Secretary to issue
instructions to the police
to lodge FIR as per provisions of the Orissa
Medicare Service Persons
and Medicare Service
Institutions (Prevention of
Violence and Damage to
Property) Act, 2008, which
is meant to prevent violence causing injury or
danger to life of medicare
service personnel and
damage to property of
healthcare institutions.
Two doctors -- one in a
private hospital in the
State capital and another
in Subarnapur district-had been killed allegedly
by relatives of patients for
alleged negligence in
treatment.
A series of incidents
relating to murder and
assault on doctors have
triggered panic among the
medicos across the state,
Odisha Medical Service
Association (OMSA) said,
adding that unless stringent actions are taken,
medical
practitioners
may not find it prudent
to do their duties.

during Phase-III. In pilot phase
so far 1,70, 000 applications have
been collected. Those applications are being digitized for
screening as per exclusion and
inclusion criteria, Padhi said.
It has been decided in the
meeting that the digitized
applications will be matched
through with NPR and various
other data bases for wiping out
inclusion and exclusion errors.
The meeting has also discussed about draft notification
of the list of priority households
at Gramsabha / pallisabha/grampanchayat and nagarpalika
meetings before finalization of
the list of beneficiaries.
Property registration sans RoR allowed
CUTTACK: HOLDING
the recent amendment to
the Registration (Odisha
Amendment) Act of 2013
as ultra vires, the Orissa
High Court has allowed
registration of any document
of
immovable
property even without
the production of record
of rights (RoR).
An order to this effect
was passed by singlejudge bench of Justice B
K Patel on Friday while
adjudicating over a petition filed by one D P
Pradhan of the city here.
The High Court also
made it clear that the
parent Act of registration
of property shall prevail
in the State.
The Odisha government last year brought
amendment
to
the
Registration Act of 1908
in which it was mandated that the registering
officers were debarred
from registering any document of immovable
property
unless
the
transferor produces the
RoR of the property.
A PIL to this effect
was also moved in the
High Court in July this
year by the Bhubaneswar
Bar Association in which
the Association president
had stated that the
Section 22A (2) of Odisha
Amendment
of
Registration Act amended as per the Act of 2013
was ultra vires and was
contrary to the provisions of the principal Act.
The amended section
said that any instrument
relating to the transfer of
immovable properties by
way of sale, gift, mortgage, exchange or lease
is produced before the
registering officer, he
shall not register unless
the transferor produces
the record of rights for
the satisfaction of the
registering officer that
such transferor has right,
title and interest over the
property so transferred.
Challenging
the
amendment, the petitioner had maintained that
the principal Act of 1908
does not prescribe any
precondition for submission of additional ownership document while registering a document of an

Secondary Board initiates
online enrolment for HSC 2016

THE State Board of
Secondary
Education
(BSE) has initiated online
registration for enrolment
of class IX students of secondary schools appearing
at the annual Higher
Secondary Examination
2016. This system replaces
the traditional process of
filling up ICR format for
the purpose.
The minutes brought
out today by the School
&
Mass
Education
department revealed the
above system of online
registration. A meeting
chaired by the departmental Secretary Usha
Padhee cleared the proposal after a detailed
discussion
in
this
regard.
Decisions taken at
the meeting revealed
that identification of eVidyalayas having fast
internet facility will be
conducted for online
registration.
Besides,
internet facilities available at the BRC, BEO,
DPC and DEO level can
be used. At other places,
available internet kiosk
facilities promoted by IT
department should be
utilised,

She also suggested
that District Education
Officers (DEOs) should be
requested to chalk out a
programme by tagging
number of schools to
nearest internet facility
centres so that registration can be completed in
time without confusion at
that centre. The DEOs
should
intimate
the
detailed programme with
datelines after publication
of notification by the BSE
to the concerned schools
and internet centres.
BSE sources said there
are about 9,000 schools
having nearly 6.5 lakh students who will be appearing for online registration.

OCA gears up for Lanka

“The players would be
travelling with police escort to
Cuttack for two days for practice and on November 2 to
play the match”, Behera said
adding that the Cuttack district administration has been
requested to provide the adjacent Baliyatra ground for parking of vehicles.

Vigilance sleuths raid
junior engineer’s house

BHUBANESWAR, OCT 25
THE sleuths of the vigilance department
today raided the house of the junior
engineer of Komna block in Nuapada
district and recovered documents
regarding movable and immovable
assets, valuables and cash. The junior
engineer Maheswar Das was alleged to
have accumulated assets worth over Rs
70 lakh.
The raid was conducted simultaneously at das’ government quarters,
office room and his brother-in-law’s
house at Komna, his newly constructed
house there and his parental house at
village Dendua in Jagatsinghpur.
The Officers of Vigilance (Koraput
Division, Jeypore) conducted the raid.
During search, the following movable and immovable assets, found in
possession of Sri Maheswar Das in his
name and in the name of his family
members.
During the search movable assets like
costly household articles, one Maruti Alto
Car, one Maestro Scooty worth over Rs 11
lakh, gold and silver ornaments worth
over Rs one lakh and Rs 13,100/- cash was
seized. Documents regarding immovable
assets like three double storied building
at

Singari
in
Komna,
Jagatsinghpur and Panigrahi Lane,
Berhampur worth over Rs 68 lakh was
recovered, a release from vigilance
department said today. The search continued till the filing of this report.
