Since becoming Chairman
an interesting
event
has
taken place
in the Town
of
Vernon,
and I feel the town residents and the community at large need to be informed.
On May 1 and July 3 of 2014, the Village of Big
Bend tried to annex road right-of-ways located
in the Town of Vernon. Why? The territory
purportedly annexed by the Village of Big Bend
is not and was not territory owned by the Village of Big Bend. These roads had no legal descriptions and no humans living on them. They
were merely road right-of-ways and the Village
tried to grab them out of their desperation for
revenue. They failed to take into consideration
the public’s safety, their lack of their own paramedic service, and their public image. In my
opinion, what they did was merely a land grab
for revenue just like Rural Home Cemetery.
Due to the Village of Big Bend’s misapplication
and purported use, according to Wisconsin
Statutes their ordinance of annexation was
void and of no effect. The town board challenged the village and successfully received a
stipulation from Waukesha Circuit Court that
ordered that the Village’s actions were null
and void (nonc pro tunc) and the subject road
territory was considered to have been within
the Town of Vernon at all times.
The duty to reverse this annexation is the annexing municipalities. The state, however, does
provide that an officer of the town may also
undertake that task. Hence, the town will proceed with the steps normally taken by the annexing municipality in order to assure that this
work is completed. The town board took an
oath to be the steward of the public interest
and it will proceed accordingly.

Don’t forget to vote on November the 4th. It’s
your privilege that a great many service men
and women have paid the ultimate price for us
to do so. A heart felt thank you to all of them.
So, too, remember to bring a form of photo
identification with you for that requirement
has been re-instated in Wisconsin.
If you stop by the Vernon Fire Department’s
Station #1 to say “Hi” this Christmas season,
you can feast your eyes on a new “live” thirteen foot white spruce Christmas tree. It was
planted in mid-September, and will be one of
the focal points at our Christmas-in-Vernon
festivities for all the kids both young and old to
enjoy.
Lastly, Preliminary Budget Workshops have
started. These workshops are meant to get the
budget requests from all department heads for
the coming year’s budget. I am very thankful
for the astute personnel on the Vernon Finance Committee: Tom Tomasik, Carl Fortner,
and Ed Hall.
In closing, I want to thank all the residents for
the privilege of serving them. I, also, want to
wish all of you a safe and joyous holiday season.

nel Licensing requires a Hobby Kennel License
for more than two dogs. License year begins
January 1st. An establishment, structure,
premises, or pursuit accessory to the principal
use of the property where three or more dogs
of six or more months of age are kept for such
private purposes as pets, field trials, shows, or
hobby, which is not a commercial kennel. The
raising of two litters of dogs per year on a
premises and the sale or disposal of said dogs
within six months of their birth shall also be
considered a hobby kennel.

2014 Tax Collection Dates & Times
Citizens Bank will be collecting taxes at the Vernon Office located at Hwy 164 and National Avenue during regularly scheduled hours in addition to the hours listed here at the
Town Hall. The last day of collection at the bank is January 31st.
I encourage residents paying with cash to make their payments at the bank for security.
I also encourage residents to mail in their payments to avoid standing in line at the Town
Hall. Receipts are mailed promptly back to you.

Second Annual Christmas in Vernon!
Christmas in Vernon!
Ho! Ho! Ho! You are all invited to join our Second Annual “Christmas in
Vernon!” the Town of Vernon’s Family Holiday Event on Sunday, December 7, 2014 from 3:00pm to 6:00pm! We will welcome Santa as he comes
to town on a VFD fire truck to help light our Town Christmas Tree with the
children at around 4:00 pm. After our Christmas Tree lighting,
Santa will come into the Vernon Fire Station to meet with the
children to talk about “Christmas Wishes”!

Town of Vernon 2015 Spring Elections
I wanted to let you know that there are several Town of Vernon offices, as well as offices
for the Mukwonago School Board that will be
up for election in 2015. The following offices
up for election in the Town of Vernon are:
Town of Vernon Clerk, Town Chairman, Town
Supervisor #2, Town Supervisor #4 and Town
Treasurer; and the following positions for the
Mukwonago School Board are: School Board
Member East Region and School Board Member District-at-Large. Current elected officials
will have to declare their intent whether to
seek re-election or not, by Friday December
26, 2014 at 5:00pm. This information will be
posted on the website so the public knows
which current elected officials will be seeking
re-election. If you are interested in running
for a position in the Town of Vernon or for the
Mukwonago School Board, the information
will be available in the Clerk’s office or on the
Town of Vernon’s website at
www.townofvernon.org in November of
2014.
Opting Out of County Zoning
The Town of Vernon is in the process of opting
out of County Zoning in the near future. Jamie Rybarczyk, the Town of Vernon Planner, is
in the process of finalizing the Town of Vernon
Zoning Code. Once finalized, Jamie will bring
the Town’s Zoning Code to the Plan Commission and Town Board (and public) for final
approval before presenting the Code to the
Waukesha County Board for the Town’s re-
quest to enforce its own zoning administration. Our next Newsletter will have more
information regarding the Town’s progress.

New Assessment Software
The Town of Vernon’s Assessor, Magnan and
Associates, are finalizing the data information
for the new software. This software will bring
the Town of Vernon’s assessment information
online and is designed to comply with requirements for the Office of Assessment. This valuable database will provide the Town of
Vernon and its residents the ability to access
very comprehensive information on each parcel in the Town of Vernon.
Christmas in Vernon!
Last year, the Town of Vernon celebrated its
first “Christmas in Vernon!”at Vernon Fire
Station #1, located on the corner of I-43 and
Hwy 164 on Woodland Ave. Children, and
adults alike, were excited to see Santa arrive
on VF-Engine 61 complete with sirens and
lights! Santa was just a “smidge” late because
he and his reindeer had a slight mishap; fortunately, that is when the members of the
Vernon Fire Department sprang into action
and came to the rescue! Upon Santa’s arrival,
the children sang a few carols with Santa
around the Town Christmas tree in the falling
snow. With a boisterous countdown, Santa
and the children took a VERY deep breath,
blew their magical breath and lit the festive
Christmas tree to thunderous applause and
giggles! The children and Santa then came
into the fire station to warm up with delicious
cookies and hot chocolate, and Santa was able
to meet and visit with each child personally.
We invite you and your family to join us this
year at 3:00pm on Sunday, December 7, 2014
to help decorate the new Town Christmas
tree! You and your family are welcome to
bring a weather-friendly ornament for the
tree. Santa should arrive around 4:00pm
when everyone will help light the Christmas
tree! Then the children are invited to talk
with Santa and we hope he will have a little
gift for the children. We welcome anyone
who would like to volunteer to help with this
wonderful community event! Please call the

Around Town with Supervisor Agoudemos
Dear Neighbors,
The world around us has evolved in many ways within the past 20
years, from automation to instantaneous communications to the advances in the medical field. Society has become faster, more demanding and more complex. While the immediate assumption might be to
assume that this is all negative, just like everything else in life- it has its
pros and its cons. How life is today, isn’t necessarily right or wrong
because it was done different in the past. For example, many existing
homes have outlets that seemed to be wired upside-down. Plenty of people have little clue as to
why someone would wire those occasional outlets ‘wrong’. I would guess that just as many people who have thought that those outlets were wired wrong, also didn’t know that a good portion
of homes years ago did not have built-in light fixtures. That most residential lighting was done by
plug-in fixtures. Ultimately, the reason as to why outlets were wired upside-down was to signify
that outlet was controlled by a switch. A little fact that goes hand in hand as to why many homes
do have those ‘plant hooks’ in the ceilings in a corner of a room. Because the outlet is wired upside-down (or the lack of), doesn’t mean it is wrong- it’s just how things used to be.
While it is a fun fact, there are reasons as to why I am bringing it up in the first place. Some of
our residents have expressed their concerns about a comment I had made in my prior article in
regards to the Town of Vernon tax levy. My last article’s focus was to raise awareness to issues
that involve our town and our residents, not to express my intent with any upcoming votes. Having said that, while I do realize that government taxation begins with the constitutional authority

debit card or e-check to pay for permits, services and for the payment of taxes during tax collection. You will be able to do this both online or in the Clerk’s Office. There is a fee associated

granted by the Sixteenth Amendment, I don’t believe that gives any level of government the
right to frivolously or irresponsibly waste tax-payers’ money. To quote Thomas Sowell in
thought, ‘The welfare state is the oldest con game in the world. First you take people’s money
away quietly, and then you give some of it back to them flamboyantly.’
Even within our own town and to this very day, I think we can do a far better job with maintaining fiscal responsibility to our tax-payers. It is why I continue to try to challenge our Town Board
to do what is right and why at times I do vote against the majority. While at times the Town
Board does not hold the same level of standards that I have to the town, I will continue to vote
in favor to a fair, proper, responsible and accountable municipality.
So, to clarify- my stance is that I will not “raise” taxes without proper justifications as to why our
town needs to raise taxes. On the same note, I will not “lower” or “maintain” the mill rate so
that the town or our neighbors suffer just for the simple fact to not raise taxes. I realize we have
families of all economic levels within our town. That not every spoon is made out of silver and
that sometimes families are getting by with just “the pot… [That has to go to the tannery].” The
only promise I can make is, I will try to do what is best for the town as a whole and what is best
for all ~7,600 of my neighbors within the town. As long as I am in this position as a Town Supervisor, that will be my intent.

Winter Snow Season
Christmas Tree Disposal
To ensure orderly operation
during the holiday

Waste
Management is requesting that
you please call for a “pickup” (as you do for bulk
items) for the collection of
your Christmas Tree. Please
place your tree in an upright
position at the roadside. If
you have any questions regarding Christmas Tree removal, please call 1-800-6405571. Remember to please
remove all decorations.
WINTER PARKING RESTRICTIONS
The Town’s Winter No Parking restrictions go
into effect December 1st through April 1st.
During this time, no parking is allowed on any
Town street between 2am and 9am. Vehicles
parked on the street during this time will
receive a parking ticket. The no parking time
allows plow operators to remove snow safely
and efficiently.
SNOW EMERGENCIES
Declared snow emergencies may restrict
parking and other activities.
The Town cannot control major snow events.
However, there are occasions when the Town
must declare a snow emergency. During snow
emergencies, parking on all Town streets is
prohibited. During this time, vehicles may be
ticketed and towed if contact cannot be made
with the owner. Snow emergencies are posted
on the Town’s website and local media outlets.
SNOW PLOWING PRIORITIES
It is our goal to clear and salt all main roads
before 6am. Depending on the type of storm,
residential streets may take a little longer to
get to, but should all be cleared in 7-10 hours.
When there are major snowfalls, the objective
switches to maintaining access on the main
roads and getting at least one passable lane on
each street for emergency vehicle access. It
may take several passes over several days to
get all the snow cleared back. As a result you
may have to re-shovel driveways, and access
to mail boxes will be delayed. We appreciate
your patience
while we work
to widen the
driving
and
parking lanes.
Winter No Parking Restrictions go into effect December 1st through April 1st.

KEEP REFUSE/RECYCLING CONTAINERS OFF THE ROAD
During the winter, refuse and recycling containers shall not be placed in the roadway. Please keep them off the roads so that
our snowplow operators can keep our roadways clean and safe for public transportation. If refuse and recycling containers are left
on the road, they may be damaged by the
snowplows.
PICKUP DELAYS DUE TO HOLIDAYS
When a holiday falls on a weekday, your refuse
& recycling pickup will be delayed by one (1)
day throughout the remainder of the
week. Upcoming holiday pick-up delays are:

When dealing with Waste Management, if a
representative informs you that, “You do not
have an account with Waste Management”,
simply call the 1-888-960-0008 number, tell
the representative from Waste Management
that you live in the Town of Vernon, in Wisconsin, and that your service is under a MASTER

to verify service to you as a town resident.
REFUSE/RECYCLING REMINDERS
As a reminder, all household trash must be
inside your 96 gallon cart. As of June 18, 2014,
bulky items will be collected every
other Wednesday. To schedule the collection
of your bulky item, please contact customer
service at: 1-888-960-0008. Please remember
to call ‘bulk pick-up’ for the collection of your
Christmas Tree.

CAN I HUNT ON ANY WAUKESHA COUNTY PARKLAND?
Hunting is allowed on Waukesha County Department of Parks and Land Use’s approved park
properties. Please see approved properties at www.waukeshacountyparks.com and click Hunting under the quick links tab. Hunters must follow State of Wisconsin hunting regulations as well
as municipal codes on lands designated for hunting by Waukesha County. Bag limits, daily hours,
licenses or other regulations are in accordance with those rules established by the Wisconsin
Department of Natural Resources. Possession and discharge of bows and firearms are subject to
local municipal regulations.

Wisconsin Voter ID Law: Acceptable Photo IDs

What do voters need to know about Photo ID in
Wisconsin?
You probably already have a Photo ID for voting!
While there is not a separate “Voter ID” card there
are many other forms of Photo ID, which you may
already have, that can be used to vote. If you already have a driver’s license, you do not need (and
cannot get), a state ID card simply in order to vote.
Anyone with a valid driver’s license or state ID card,
or any of the documents listed below, already has
the photo ID they need for voting purposes.
What can I use as Photo ID to vote?
The following photo IDs are acceptable for voting
purposes, and can be unexpired or expired after the
date of the most recent general election (currently,
the November 6, 2012 election):
w A Wisconsin DOT-issued driver license, even if
driving privileges are revoked or suspended
w A Wisconsin DOT-issued identification card
w Military ID card issued by a U.S. uniformed
service
w A U.S. passport book or card
The following photo IDs are also acceptable for
voting purposes, but must be unexpired:
w A certificate of naturalization that was issued not earlier than two years before the
date of an election at which it is presented
w A driver license receipt issued by Wisconsin
DOT (valid for 45 days)
w An identification card receipt issued by
Wisconsin DOT (valid for 45 days)
w An identification card issued by a federally recognized Indian tribe in Wisconsin
w A photo identification card issued by a Wisconsin accredited university or college that contains
the following:

The following photo IDs are NOT acceptable for
voting purposes:
w Military Veteran Affairs IDs
w State or Federal government employee IDs

Are there any Photo IDs that can be used for voting that do NOT have a photo on them?
Yes. The following documents, which do not contain a photo, can be used for voting purposes:
w A citation or notice of intent to revoke or suspend a driver license, which is dated within 60
days of the date of the election. If your driver
license has been taken away by law enforce-
ment or a court, you may present written documentation of that fact in order to vote without
your photo ID.
w A Wisconsin DOT Temporary Driving or Identification Receipt, issued when the DMV is
experiencing equipment and printing difficulties, valid for 60 days from issuance.
w A Wisconsin DOT driver license or identification card without a photo, issued to those
electors with a religious objection to being
photographed.
Is there anyone who does not need to show Photo
ID?
Yes. The following electors do NOT need to show a
Photo ID:
w Confidential electors are always exempt from
Photo ID requirements. Confidential electors
have applied for this status with their municipal
clerk, and have presented a court
order, a letter from law enforcement,
a letter from the staff of a domestic
abuse shelter, or the
staff of an agency assisting victims of
domestic abuse.
w Military and Overseas voters are
not required to present Photo ID
when they vote by absentee ballot, but if they vote in-person,
they must present Photo ID.
w Indefinitely confined voters and
voters in special care facilities
can provide a witness signature
on their absentee ballot certificate envelope in substitute for
showing Photo ID.

FALL FIRE SAFETY
Change the battery in your smoke detector and Carbon Monoxide (CO) detector when you change the clock
for Daylight Savings. If your smoke detector is older than 10 years, or your
CO detector older than 7 years, replace them.
If you burn wood, have your chimney cleaned. Creosote is a deposit from
smoke that can build up in a chimney and can start a fire. Check your
chimney for any bird’s nests.

safe area around the heater of at least 3 feet.
Have your furnace inspected by a trained professional before the heating

WINTER HOLIDAY FIRE SAFETY
It’s fun to decorate for the winter holidays, but holiday decorations can increase your risk for a home fire. Half of holiday decoration fires happen because decorations are placed to close to a heat source. As you deck the halls
this season, be fire smart:
Keep candles at least 12 inches away from anything that burns.
Make sure your tree is at least 3 feet away from heat sources like fireplaces,
radiators, space heaters, candles or heat vents.
Get rid of your tree after Christmas or when it is dry.
Connect no more than three strands of mini light sets and no more than 50
bulbs for screw-in light sets.
Before heading out or to bed... Blow out lit candles when you leave a room or go to bed. Turn off all light
strings and decorations before leaving home or going to bed.
