GARIEP LOCAL MUNICIPALITY (BURGERSDORP, STEYNSBURG, VENTERSTAD) NOTICE: 55/2014 The Gariep Local Municipality is a Category 2 Municipality. It is situated within the Joe Gqabi District Municipal Area, in the Eastern Cape. The municipality is looking for the services of vibrant, committed and suitably qualified individuals to fill the following position: CHIEF FINANCIAL OFFICER (The office is based in Burgersdorp) Requirements:      B. Com Degree with Accounting as a major; Degree in Public finance management field or equivalent qualifications Completed articles; Minimum of ten (10) years relevant local government experience, at least five (5) years must be at middle management level; National Treasury Minimum Competency requirement as amended in terms of Circular 60 and relevant experience; and Registration with IMFO will be an added advantage Duties include: The Chief Financial Officer will among other:        Provide strategic leadership in the Budget and Treasury Office as the official in charge Advise the Municipal Manager ( Accounting Officer ) on the exercise of powers delegated to him in terms of the MFMA Assist the Accounting Officer in the administration of the municipality’s bank accounts and with the preparation and implementation of the municipality’s budget Advise senior managers and other senior official in the exercise of duties delegated to them in terms of section 78 or 79 of the MFMA Perform budget analysis, cash flow management, supply chain management and all other functions as may be delegated to him by the accounting officer Provide leadership for the maintaining of the GL and the TB of the municipality Responsible for the compilation of the Annual Financial Statements Key Performance Areas:    Strategically assist the Accounting Officer in management of the BTO to the level of enhancing sustainability of the municipality; Assist the Accounting Officer in control of all accounting and administration function of the BTO; and Assist the Accounting Officer in all other matters including management of the Audit.
